<p><strong>Subject: Implementation of digital signed pension revision authorities in all banks.</strong></p>
<p><strong>After the implementation of paperless movement of digitally signed e-Revision authorities with four banks i.e. SBI, Chandani Chowk, Punjab National Bank, Bank of Baroda and Canara Bank, paper authorities for these four banks have been dispensed with. In the meeting held with eight major banks on 05.11.2015, it was decided to roll out e-revision authorities for all remaining banks w.e.f. 01.01.2016 alongwith parallel run of physical authorities for one month.</strong></p>
<p><strong>In this context all remaining banks were earlier already advised to complete their preparatory work and other formalities by the end of July, 2015 vide this office OM No.CPAO/Tech/e-PP0/2015-16/440-511 dated 03.07.2015. It is expected that all the banks are ready to accept the digitally signed e-authorities received from CPAO.</strong></p>
<p><strong>In respect of the 14 CPPCs of SBI pilot run has been over and physical movement of papers have been stopped w.e.f. 01.01.2016.</strong></p>
<p><strong>For remaining 25 banks the trial run will be effective from 01.02.2016 to 15.02.2016. during this period physical authorities will also be sent to the CPPCs parallel with electronically authorities. With effect from 16.02.2016 sending of physical authorities to CPPCs to remaining banks will also be stopped.</strong></p>
<p><strong>All Heads of Government Account Departments and CPPCs of the all the authorised banks are requested to ensure the implementation of e-Revision authorities as per schedule indicated above. All the Heads of CPPCs are requested to alert their Technical teams for making necessary provisions in their software, if not already done.</strong></p>

<p style="text-align: center;"><strong>Delay in giving pension benefits</strong></p>
<p>There is no such proposal to do away with the existing procedure of Submitting annual life certificate by the pensioner to renew their pension payment.</p>
<p>Yes Madam. Department of Pension &amp; Pensioners Welfare has implemented an online system called ‘BHAVISHYA’ for retiring Central Government Civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. Facility also exists for tracking payment of subsequent monthly pension. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.</p>
<p>At present, Bhavishya is implemented in main Secretariat of 83 Ministries/Departments &amp; 23 attached offices involving 794 DDOs. This Department has also given on-site training to all the Drawing Disbursing Officers/Head of Offices/Pay &amp; Accounts Offices and the dealing hands of main Secretariat of all the Ministries/Department.</p>
<p>This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Satav Rajeev &amp; others in the Lok Sabha today.</p>

<p>The Central Government had issued the following orders from time to time regarding aading the Aadhaar number in Service Reocords of Central Government Employees.</p>
<p>The Honourable Supreme Court of India had already clarified that Aadhaar numbers cannot be made compulsory for Indian citizens. But the Centre had argued that Aadhaar numbers are necessary for its welfare schemes. The case is pending in the Supreme Court.</p>
<p>Meanwhile, without declaring that Aadhaar numbers are compulsory for all, the central government has made it compulsory for enjoying the various benefit schemes that are being offered. This has led to a debate if the centre is indirectly twisting the arms of the citizens to obtain the Aadhaar number.</p>
<p>In the meantime, an order was issued by the finance minister of the Delhi state government on Tuesday. It said that in order to speed up the pension distribution and salary due payments, certain new clauses have been added to Form 5. Since the order issued in this regard by the Ministry of Labour Welfare and Training is applicable to the employees of all the state and union territory governments, the employees of Delhi state government too are bound by it. Until now, the pensions for the employees of Delhi state government were given at the Accounts Auditor’s office of the Ministry of Finance. It has now been made compulsory for all the Delhi state government employees to submit their Aadhaar numbers. Hence, orders have been issued to all the employees to add their Aadhaar numbers to their Service Records.</p>
<p>The Department of Exchequer of the Ministry of Finance had issued an order on June 2, in which, just stopping short of saying that Aadhaar card is compulsory for all, it laid emphasis on possessing the Aadhaar number. That is, as part of the Digital India plan, and for the issuing of digital life certificate to government employees, the government is forced to take certain steps. In order to facilitate these, employees have to now submit their PAN Cards, Aadhaar numbers, email ID and cellphone numbers in their pension book records. A number of accounts department in various offices do not bother to confirm if the employees possess Aadhaar cards. The order says that the offices must insist that the employees present their Aadnaar number when they begin to draw their pensions.</p>

<p>Pension is an essential source of income after retirement for senior citizens. It supports them financially during emergency and helps them look after their needs at this stage of life. One of the main requisites for the pensioners post their retirement, was to provide life certificates to the authorised pension disbursing agencies like the bank, following which their pension got credited to their account.</p>
<p>&nbsp;</p>
<p>For obtaining a life certificate, a pensioner earlier needed to present himself/herself before the Pension Disbursing Agency or had the life certificate issued by authority where they served and had it delivered to the disbursing agency. This very requirement of personally being present in front of disbursing agency or getting a life certificate often became a major hurdle in the process of seamless transfer of pension amount to the pensioner. It was noted that it causes a lot of hardship and unnecessary inconvenience particularly for the aged and infirm pensioners who cannot always be in a position to present them in front of the particular authority to secure their life certificate. In addition to this a lot of government employees post their retirement choose to move to different location either to be with their family or other reasons, hence causing a huge logistical issue when it comes to accessing their justifyful pension amount.</p>

<p><b>Digital Life Certificate</b> – External website that opens in a new window for Pensioners scheme of the Government of India known as Jeevan Pramaan – External website that opens in a new window seeks to ease this very problem by digitizing the whole process of securing the life certificate. It aims to streamline the process of getting this certificate and making it hassle free and much easier for the pensioners. With this initiative the pensioners requirement to physically present himself or herself in front of disbursing agency or the certification authority will become a thing of the past benefiting the pensioners in a huge way and cutting down on unnecessary logistical hurdles.</p>

<p>In pursuance of Hon’ble Prime Minister’s launch of Jeevan Pramaan-Digital Life Certificate, an Aadhar based biometric verification system which will enable Defence Pensioners to give their annual life certificate without having to physically go to pension disbursing bank / agency, camps are being conducted nationwide in areas with high density of ex-servicemen for data capturing.</p>
<p>A Camp is scheduled to be conducted at ENC Command Regimental System Office (CRSO), near ENC Placement Cell, inside INCS Complex, Visakhapatnam from 10th to 21st August 2015.</p>
<p>All ex-servicemen and those drawing family pension are required to register themselves at the Camp with their Aadhar Card, PPO copy, Bank Pension Account numbers and Mobile numbers.</p>
<p>The Camp will function daily from 10 am to 1 pm and from 2 pm to 5 pm daily from 10th to 21st August 2015. For any queries, personnel may contact CRSO/ HQENC at telephone number 08912812748.</p>

<p><strong>Aadhaar Seeding cum Registration Camps from 13th to 17th July, 2015</strong></p>
<p>The Department of Pension and Pensioner’s Welfare will hold five Aadhaar Seeding and Regularisation for pensioners in Delhi NCR in collaboration with Punjab National Bank from 13th to 17th July, 2015. These camps will be held at Rajendra Place, Civil Lines, Scope Tower – Lakshmi Nagar in Delhi and Noida Sector 1 and Neelam Chowk, Faridabad respectively.</p>
<p>Pensioners residing in the Delhi NCR may visit an Aadhaar Camp on any one of the days with original PPO, Aadhaar Card, and bank pass book along with photocopies of these documents.</p>
<p>Pensioners who do not have Aadhaar number yet may in addition carry a photo id like Voters Card. Jeevan Pramaan is in addition to the other existing facilities for submission of Life Certificate. All the Nationalised banks, as also UIDAI will participate in these camps which are proposed to be held later in other parts of the country.</p>

For implementation of Jeevan Pramaan- an Aadhaar based life certification system – all pensioners are requested to furnish their Aadhaar Numbers to their bank, if not already done. The pensioners who do not have “Aadhaar” are requested to obtain Aadhaar number.</p>

<p><strong>MINUTES OF THE MEETING HELD ON 3rd JUNE, 2015 ON AADHAAR BASED AUTHENTICATION OF LIFE CERTIFICATE FOR PENSIONERS</strong></p>
<p>A meeting to review the progress on Aadhaar-based verification of Life Certificate was chaired by Secretary (Pension) on 3rd June, 2015 in Committee Room, 5th Floor, Sardar Patel Bhawan, Sansad Marg.</p>
<p>2. List of participants is annexed.</p>
<p>3. Secretary (Pension) complimented the various agencies for their efforts. He informed that during the last video conference of “Pragati” on 27th May, 2015, the Hon’ble Prime Minister, while discussing problems being faced by Defence pensioners had inter alia stressed the need for using Aadhaar based system solutions. He also stated that e-tracking of pension matter would be a good step towards preventing delays.</p>
<p>4. Department of Financial Services (DFS) informed that all banks have started accepting Digital Life Certificates (DLCs). So far 2,06,024 pensioners have submitted DLCs. Of these, 1,47,629 take pension through banks and 35,135 through Defence Pension Disbursement Offices (DPDOs). A total of 1,52,587 DLCs have been successfully processed by the system of which 1,12,286 are through banks and 29,768 through DPDOs. Secretary, Department of Electronics and Information Technology (DeitY) expressed concern over the very high rate of rejection by the system, as the user tended to loose confidence in the process. It was agreed that for every rejection of the DLC, the system shall indicate the reason for rejection in the form of a speaking order. It was also hoped that during November, 2015, up to 50% pensioners ought to avail benefit from Jeevan Pramaan.</p>

<p>5. Contact numbers of some of the Common Service Centres (CSCs) being circulated were reportedly not correct. DeitY informed that 55,000 records have been cleaned. At present 6,000 CSCs are functional for Jeevan Pramaan. Secretary (DeitY) expressed concern at this. He stated that CSC SPV (Special Purpose Vehicle) should be asked to continuously update their databank and ensure that correct contact details are displayed at all points of time. Secretary (Pension) shared the concern.</p>

<p>6. Secretary, DeitY also stressed that Unique Identification Authority ofIndia (UIDAI) should facilitate, promote and encourage wide-spread use of Aadhaar number for delivery of public services. Aadhaar numbers of individual beneficiaries should be made available by UIDAI to Government agencies on demand.</p>

<p>7. It was agreed that State Bank of India (SBI) and UIDAI will organise a camp in Manipur as early as possible to facilitate employees/pensioner in getting enrolled for Aadhaar number and registering them under Jeevan Pramaan software.</p>

<p>8. It was agreed that DFS shall immediately, preferably in 2 nd week of June, 2015, call a meeting with % Controller General of Accounts (CGA) and Banks to sort out the following issues at the earliest possible:<br />
(a) Problem with the PPO numbering systems, which are not uniform. It had been agreed that Central Pension Accounting Office (CPAO) will come up with guidelines to tackle this problem.<br />
(b) For making adequate provisions for self-certification regarding re-marriage, income and reemployment in the software, instructions are to be issued by CPAO/CGA.<br />
(c) Determination of proper procedure and putting in place adequate checks for correlating PPO numbers, bank account number and Aadhaar number while seeding the systems.</p>
<p><strong>Action: DFS/Banks/DeitY/O/o/CGA/CPAO)</strong></p>
<p>9. It was once again pointed out that there were a number of glaring discrepancies in Banks’ data, including the number of pensioners above the age of 100 years and a large number of duplicate records in Banks’ databases. DFS has once again been asked to instruct Banks to get their data cleansed on priority.</p>

<p>10. UIDAI informed that Ministry of Railways, Indian Army and Indian Air Force have been appointed as Registrars for enrolment for Aadhaar number.</p>
<p>11. Secretary (Pension) informed the meeting of the Prime Minister’s directive to put in place an e-tracking system to monitor delays in pension cases. It was agreed that possibilities of the Online Tracking System for Pension Sanction and Payment (Bhavishya) being adopted by Ministry of Railways, Ministry of Defence, Department of Posts and Department of Telecommunications would be explored.</p>

<p>12. Department of Posts informed that Post Offices (POs) disburse pension to 3 lakh pensioners of Departments of Posts and Telecommunications and 2 lakh pensioners of other ministries/departments. The department informed that by so” June, 2015, all POs will start accepting DLCs.</p>
<p>13. NIC informed that the posters and pamphlets for giving wide publicity to ‘Jeevan Pramaan’ are ready for display in bank branches, ATM locations, wellness centres, Railway dispensaries, Defence canteens, etc. Willing agencies can obtain these posters and pamphlets from NIC.
