<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 30th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions &amp; Pensioners&#8217; Welfare (DoP&amp;PW), Ministry of Personnel, Public Grievances &amp; Pensions and the last such meeting was held on January 12, 2017.</p>
<p>During the meeting, Dr. Jitendra Singh said that the SCOVA which was first constituted in July, 1986 would be completing 32 years this year. He said this platform has gone a long way in addressing in a focused manner issues related to Pensioners.</p>
<p>He said that today&#8217;s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&amp;PW. The Minister while assuring the representatives of pensioners’ Associations said that it was no more mandatory to have one&#8217;s Adhaar Card to get his/her pension.</p>
<p>The Minister said that the Department of Pensions has brought out a series of OMs to benefit the Pensioners/Family Pensioners in the last 12 months including enhancing of minimum pension from Rs.3500/- to Rs.9000/- per month; the ceiling<br />
of gratuity has been increased from the existing Rs.10 lakhs to Rs.20 lakhs; the rates of ex-gratia lump sum compensation being paid to the families of employees who die in performance of duty has been increased from existing Rs. 10-15 lakhs to<br />
Rs.25-45 lakhs. He also said that divorced daughter will be eligible for family pension if divorce case has been filed before the death of pensioner/family pensioner, even though the judgement has been passed after the death of the pensioner /family<br />
pensioner.</p>
<p>Dr. Jitendra Singh said that this Government has given relief to the senior citizens and Pensioners in the Budget 2018-19 by allowing Standard Deduction of Rs. 40,000/- per year to the Pensioners and given exemption on tax on account of interest income from bank savings accounts has been increased to Rs. 50,000/ from Rs. 10,000/- per year. Deduction on account of health insurance premium which was earlier allowed at maximum of Rs.30,000/- has now been increased to Rs. 50,000/- in the case of Senior Citizens/Pensioners.</p>
<p>While addressing the meeting he said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr.<br />
Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister<br />
also said that the DoP&amp;PW should be reoriented in such a way that pensioners become a part of nation building process.</p>
<p>In the meeting, discussions were held on the action taken report of the 29th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for<br />
pensioners including those residing in non-CGHS area, Special &#8220;<strong>Higher</strong>&#8221; Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&amp;T pensioners, issue relating to CGHS Wellness Centre, Dehradun<br />
etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.</p>
<p>The Secretary, DoP&amp;PW, Shri K.V. Eapen and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.</p>

<p>Subject: <strong>Integration of AADHAR Number With CGHS beneficiary number</strong></p>
<p>With reference to the above subject the undersigned is directed to state that CGHS is capturing the AADHAR number of new CGHS beneficiaries. while issuing the CGHS Cards, serving employees are already using the Aadhar based Bio-metric attendance system and a large number of primary card holders have linked their Aadhar number to CGHS Ben ID Number, However, some of the existing CGHS beneficiaries particularly the pensioner beneficiaries are yet to link their Aadhar. The matter has been reviewed and it is now decided that linking of Aadhar Number to Ben ID No has been made compulsory and the CGHS beneficiaries are advised to link their Aadhar Number before 31st March 2018.</p>
<p>2.The procedure for doing so is as follows:</p>
<blockquote><p>(I) Through CMO -In Charge’s Module- Beneficiary can visit CMO-In Charge Of his her CGHS Wellness Centre with AADHAR Card to get his her and family members AADHAR Number linked to CGHS Beneficiary Number.</p>
<p>(II) Registration of AADHAR Number by beneficiary himself/herself &#8211; the following steps are to be followed</p>
<p>a. Log on to cghs.nic.in<br />
b. Click ‘Beneficiary Login’<br />
c. Sign in with Ben ID and password if you are already registered.<br />
d. If registered Click Generate Pass word and follow instructions to obtain OTP on your registered Mobile Number<br />
e. After signing in with Ben ID and Pass word. click AADHAR NO<br />
f. AADHAR for all family numbers and save</p></blockquote>

<p>1.Further to our letter No.B/49779-Outsourcing/AG/ECHS dated 20 Sep 2017.</p>
<p>&nbsp;</p>
<p>2.Based On number of representations received from various Regional Centres, the following modifications in the referral generation process will be carried out:</p>
<blockquote class="tr_bq"><p>(a) Under exceptional situations if the OIC Polyclinic is convinced that even in the absence of Aadhaar Card, a referral is required to be issued, the OIC Polyclinic will endorse his remarks justifying the issue of referral without Aadhaar Card and referral may be generated.</p>
<p>(b) However, it shall be the responsibility of the OIC Polyclinic to ensure that Aadhaar numbers is entered in that claim ID within next 30 days of issue of such referrals and in no circumstances next referrals and in no circumstances next referral to such individuals will be issued without Aadhaar details.</p>
<p>(c) UTI-ITSL to ensure that a trail of such referrals is maintained and a check box is created which can be selected by the OIC Polyclinic for issue of referrals even in the absence of Aadhaar details. UTI-ITSL to guidelines enumerated above for OIC Polyclinic and Systematically ensure that Aadhaar details are captured as per above mentioned instructions.</p></blockquote>
<p>3. In addition, UTI-ITSL to create following exceptions in the referral generation module:-</p>
<blockquote class="tr_bq"><p>(a) Nepal Domicile Gorkhas (NDG) are exempted from submitting Aadhaar details.</p>
<p>(b) Polyclinics under RC Guwahati and Polyclinics under RC Jammu (in the state of J&amp;K) are also exempted from submitting Aadhaar details till further orders.</p></blockquote>
<p>4.These guidelines be implemented with immediate effect.</p>

<p><em>APY currently has more than 54 lacs subscribers with an asset base of more than Rs. 2,200 crores.</em></p>
<p>With an objective of bringing in transparency, efficiency and to enable beneficiaries to get their entitlement directly in a convenient and seamless manner, Aadhaar card has been constituted as the primary document in identification of the beneficiary under the Aadhaar Act which came into effect from 12th September 2016.</p>
<p>Atal Pension Yojana (APY) has now been included under the Section 7 of the Aadhaar Act. As per the provisions of the Act, any individual who is eligible to receive benefits under the APY will have to furnish proof of possession of Aadhaar number or undergo enrolment under Aadhaar authentication. A copy of the notification is attached.</p>
<p>Accordingly, an APY subscriber will have to get the Aadhaar number recorded in his or her APY pension account and also in his/ her savings account where the periodic pension contribution instalments are debited and government co-contribution is to be credited. In case a subscriber is not yet having an Aadhaar card, he/ she should immediately get him/ her enrolled for the Aadhaar card for which he or she can visit the nearest Aadhaar enrolment centre. The list of all such centers is available on UIDAI website, www.uidai.gov.in.</p>
<p>PFRDA has identified nearly 12.35 lakh subscribers who are eligible for Government of India co-contribution for an amount upto Rs 1000 for the financial year 2016-17 which will be released to the eligible subscribers’ savings bank accounts which are seeded with Aadhaar. These subscribers are advised to approach their Bank or Postal Branch for seeding their Aadhar Number.</p>
<p>In the recent times, various new initiatives like online viewing of Statement of Transactions (SOT) and online PRAN card under APY have been taken up by PFRDA for facilitating subscribers under the scheme.</p>
<p>Atal Pension Yojana currently has more than 54 lacs subscribers with an asset base of more than Rs. 2,200 crores.</p>

<p>Ministry of Railways has decided to incorporate downloaded Aadhaar (e-Aadhaar) as prescribed proof of identity at par with printed Aadhaar card as mentioned in the list of prescribed proofs of identity which are valid for undertaking journey in trains in reserved class. Railway passengers may carry anyone of the below identity proof while travelling in reserved class coaches :</p>

<p><strong>2.Passport</strong></p>
<p><strong>3.PAN Card issued by Income Tax Department</strong></p>
<p><strong>4.Driving Licence issued by RTO</strong><br />
<strong>5.Photo Identity Card having serial number issued by Central/State Government.</strong></p>
<p><strong>6.Student Identity Card with photograph issued by recognized School/College for their Students.</strong></p>
<p><strong>7.Nationalised Bank Passbook with Photograph</strong></p>
<p><strong>8.Credit Cards issued by Banks with laminated photograph</strong></p>
<p><strong>9.Printed unique identification card &#8220;Aadhaar&#8221; or downloaded Aadhaar (e-Aadhaar).</strong></p>

<p><strong>National Pension System (NPS) Service Fortnight (February 1 &#8211; February 15, 2017) : Updation of AADHAR no. in PRAN of Subscribers.</strong></p>
<p>In continuation of our earlier communication dated 07.01.2016, we have decided to include ‘updation of Aadhar number’ also as one of the activities for NPS service fortnight. Therefore, Nodal offices of Central State Governments are advised to guide and encourage the subscribers for updation of their AADHAR no., in addition to mobile app download and other activities during the fortnight.<br />
2. In this regard, subscribers may be advised for login in the CRA website www.cra-nsdl.com through their login id &amp; password and further update AADHAR no. under the ‘update details’ tab. The request for updating AADHAR no. will have to be authorized by the associated nodal office. PFRDA has already advised NSDL/CRA for providing all necessary assistance to the Nodal Offices and subscribers. Based on numbers of such updation, PFRDA will recognize various State governments and Central Ministries in the same way it has announced for Mobile App download.</p>

<p>“Ministry of Health and Family Welfare has issued an Office Memorandum No. Z-15025/11/201-DIR CGHS dated the 10th July 2015 requesting the Ministries/Departments concerned to motivate their employees availing CGHS to link their Aadhaar Numbers with the CGHS database either online themselves through the CGHS portal or through the CMO-in-charge of their dispensary.</p>
<p>&nbsp;</p>
<p>Central Government employees/pensioners applying for new CGHS cards/new plastic cards have the option to provide Aadhaar Number for entering the number in CGHS database.</p>
<p>&nbsp;</p>
<p>Linking of CGHS beneficiary ID number with Aadhaar number is purely on a voluntary basis.</p>
<p>&nbsp;</p>
<p>Linkage of Aadhaar number with CGHS ID will facilitate consolidation of all health-related data bases and enable more convenient access to various E-services in the future. “</p>

										<content:encoded><![CDATA[<p>The government is considering giving Aadhaar cards to Non-Resident Indians and a decision on it will be taken soon, External Affairs Minister Sushma Swaraj said today while inviting the diaspora community to actively participate in India’s growth story.</p>
<p>In her address to the first limited edition of Pravasi Bhartiya Divas, Swaraj said it has been decided that women workers will be allowed to go to Gulf countries for employment only through government agencies to ensure they are not duped by recruiting agents or firms.</p>
<p>The PBD, webcast by almost all Indian Missions and Posts, was organised for the first time by External Affairs Ministry (MEA) after the government’s decision to merge Ministry of Overseas Indian Affairs (MOIA) with it.</p>
<p>Earlier MOIA used to host the event. January 9 was chosen as the day for PBD as it was on this day in 1915 that Mahatma Gandhi, the “greatest Pravasi”, returned home from South Africa to lead India’s freedom struggle.</p>
<p>Asking the diaspora to participate in government’s various flagship programmes including Skill India, Digital India and Clean Ganga initiatives, she said Prime Minister Narendra Modi wants the Aadhaar card scheme to be extended to NRIs.</p>
<p>“So far Aadhar card has been given to those Indians who live in India. It is not for non-resident Indians. But you will be happy to know that the Prime Minister wants the card to be given to the NRIs the way it is issued to people living in India.</p>
<p>“He even wants it for OCI (Overseas Citizens of India card) holders. The matter is under our consideration. No decision has been taken as discussions on it are underway. I hope soon you will hear about it,” Swaraj said during an interaction following her address.</p>
<p>The government has so far issued Aadhaar cards to over 92 crore citizens. Under the programme, every citizen is to be provided with a 12-digit unique identification number for which biometric information is collected.</p>
<p>On restricting women from going to Gulf countries through the recruiting agencies, she said the decision has been taken to stop them from getting duped.</p>
<p>“We will send women only through government agencies,” Swaraj said during an interactive session with Indian missions abroad.</p>
<p>Calling upon the diaspora to be part of the India growth story, she said “It is time for you to come back to India.”</p>
<p>Effusive in praise of the Prime Minister, Swaraj said India’s engagement with the overseas Indians has increased manifold because of his constant endevour to reach out to the community. Swaraj also mentioned Modi’s Madison Square address in the US and at the Wembly in London.</p>
<p>“Your achievements in the countries of your adoption are a matter of pride… It is our responsibility to protect you and take care of you. Indeed, we are you and you are us,” she said.</p>

<p>The Central Government had issued the following orders from time to time regarding aading the Aadhaar number in Service Reocords of Central Government Employees.</p>
<p>The Honourable Supreme Court of India had already clarified that Aadhaar numbers cannot be made compulsory for Indian citizens. But the Centre had argued that Aadhaar numbers are necessary for its welfare schemes. The case is pending in the Supreme Court.</p>
<p>Meanwhile, without declaring that Aadhaar numbers are compulsory for all, the central government has made it compulsory for enjoying the various benefit schemes that are being offered. This has led to a debate if the centre is indirectly twisting the arms of the citizens to obtain the Aadhaar number.</p>
<p>In the meantime, an order was issued by the finance minister of the Delhi state government on Tuesday. It said that in order to speed up the pension distribution and salary due payments, certain new clauses have been added to Form 5. Since the order issued in this regard by the Ministry of Labour Welfare and Training is applicable to the employees of all the state and union territory governments, the employees of Delhi state government too are bound by it. Until now, the pensions for the employees of Delhi state government were given at the Accounts Auditor’s office of the Ministry of Finance. It has now been made compulsory for all the Delhi state government employees to submit their Aadhaar numbers. Hence, orders have been issued to all the employees to add their Aadhaar numbers to their Service Records.</p>
<p>The Department of Exchequer of the Ministry of Finance had issued an order on June 2, in which, just stopping short of saying that Aadhaar card is compulsory for all, it laid emphasis on possessing the Aadhaar number. That is, as part of the Digital India plan, and for the issuing of digital life certificate to government employees, the government is forced to take certain steps. In order to facilitate these, employees have to now submit their PAN Cards, Aadhaar numbers, email ID and cellphone numbers in their pension book records. A number of accounts department in various offices do not bother to confirm if the employees possess Aadhaar cards. The order says that the offices must insist that the employees present their Aadnaar number when they begin to draw their pensions.</p>
