Constituting the 8th CPC, restoring OPS, releasing the pending/ impounded DA/DR for the eighteen months, and other demands: The Confederation is escalating a phased agitation that will conclude in a mega-rally on November 3rd, 2023.

The Confederation of Central Government Employees and Workers is expanding their phased agitation in favour of seven demands as a team with the All India State Government Employees Federation. This includes a big rally in New Delhi on November 3, 2023, with the goal of breaking attendance records. The New Pension Scheme must be revoked, contract workers must be regularised, and privatisation must be halted. Each affiliate has a participation quota, and leaders encourage participants to exceed prior turnout. Affiliates’ financial contributions are critical. The rally represents employee unity and desire to achieve their goals, perhaps altering the Indian labour environment.

Currently, State level Convention Seminars are being held everywhere, vehicle jathes are taken out either jointly with AISGEF wherever it is possible or separately by the respective organisations. A mega Rally is scheduled to be held on 3rd November 23 at Ramlila Maiden, all out efforts have to made by all the affiliates or Confederation, State COCS to make the Rally, an historic one terms or the number or participants . Already a Rally on single issue or “SCRAP NPS AND RESTORE OPS“, was held on the same venue on 10th August ,under the banner or JFROPS (NJCA), of which Confederation was a major Constituent and actively participated in the rally.

The seven points Charter of Demands in pursuant of which the agitations are going on, and the rally is to be held, are as under ;

All the affiliates of Confederation have the daunting task of rising up to the occassion. and their leadership should leave no stone unturned to reach out to each and every member explain them the demands and circumstances under which we are agitating, mobilize the rank and file, for participating en mass in the 3rd November 23 rally and make it a grand Success .It should be ensured that participation of member’s from the Confederation must be more than, that was in the previous rally of 10th August . respective organisations must do their level best to fulfill the quota allotted to them .

State COCs of Delhi and adjoining state’s have to play a major role in mobilizing the rank and file and bringing them for the Rally, as compared to the other states, wherein it would be difficult to bring members in large numbers, owing to various reasons .

Remittance of Quota :: As stated in previous circulars , it is again reiterated that the financial position of the Confederation is very weak , and without fund’s no movement or organisation can be effectively run , huge expenses would be incurred on the proposed program of rally and other activities of the Confederation . General Secretaries of ail the State COCs/All affiliates of the Confederation, are once again requested to kindly remit their “Due quota” of previous year’s,if not paid and the quota for the year of 2023 latest by the 20th October , so that functioning of the organisation could be carried out smoothly and in better way

An online meeting of the National Executive Committee of Confederation would be held, soon to review the ongoing campaign programme and also the financial position of the Confederation .

Comradely yours,

Dear Comrade Maheswariji – Greetings.

We are glad that we saw that the BPS is moving forward to unite all the pensioners associations on the issue of formation of 8th Central Pay Commission by the Central Government. NCCPA and all its affiliates are ready to cooperate with BPS for the formation and submission of a united memorandum as before while Comrade S.K.Vyas was alive and strived to create a common memorandum. Kindly invite us to your meetings for creation of common approach in this issue.

Reply email from SG BPS

Thank you for your mail.

BPS welcomes all who come forward to join hands to pursue common issues jointly & severally. Including a common memorandum to the 8th CPC. I will be at Chennai from 21st July 023 A.N to 22.7.23 to attend AIFPA Chennai (our MOU Partner) annual conference. We can meet there if possible. BPS AGM will be on 18.11.2023 at Delhi. The meeting can be fixed earlier also. Earlier I told Comrade Mishra ji also that BPS is ready to work in coordination, but merger or affiliation with others is not possible. Due to old age ailments, my movements are very limited I am now 86 and searching for my replacement vigorously. One more thing I wish to share. BPS is not in favour of creating Department wise Associations.

Reply to BPS expressing readiness!

Dear Maheswariji – greetings.

Received your reply email today and very happy to note that your organization BPS is ready for united approach on 8th CPC. Kindly fix any date and we are ready to attend and New Delhi may be a better venue due to easy attendance for you. On 19th July to 21st i will be in Delhi while you visit Chennai. Therefore, any date after 10th AUGUST we are free to attend the meeting fixed by you. We are talking about united action only and our respective organization will function in its present structure and direction. Merger or affiliation is not in the cards. Your ideology of not favouring Department wise organisations or our ideology of both Department wise or CGPA type of organisations working together under a common umbrella need not come in our way of united and common action on our unified tactics on 8th CPC formation and presentation of common memorandum and united approach. Looking forward eagerly of a date prescribed by you for attending in it – Let us forget or sideline our other differences and follow united approach on agreed item.

The debate over the 8th Central Pay Commission has begun. Unions have already called for the formation of the 8th Central Pay Commission. Unions begin calling for the creation of the 8th Central Pay Commission.

Any news on the 8th Pay Commission will be closely followed by central government employees. And it is certain that the ruling government would take advantage of this chance to promote goodwill among central government employees. The Eighth Central Pay Commission is expected to be announced in the second half of 2023.

The primary question is how much the pay increase will be. The entire monetary benefit will be expected more than any other benefit. Nothing can be predicted regarding the hike at this time. But first, let’s look at how many raises or fitting factors various pay commissions have provided over the years.

Fitment Factor

In general, the Fitment Factor is the most essential proposal in the Pay Commission Report. It is essentially the multiplication factor applied to the basic pay in order to calculate the increased basic pay. The Fitment Factor alone will not determine the entire salary change. During the revision, the dearness allowance (DA) will most likely be combined with the basic to calculate the fitment factor, and the new DA will be set to zero. The other allotment is likewise subject to change. The seventh pay commission, for example, lowered the rate of House Rent Allowance.

Over the years, pay commissions have proposed the following fitment factors:

Pay Hike in Percentage: 27.6%

Minimum Basic Salary: Rs.750

Pay Hike in Percentage: 31%

Minimum Basic Salary: Rs.2550

Fitment Factor: 1.86

Pay Hike in Percentage: 54%

Minimum Basic Salary: Rs.7000
