<p>Dear Comrades,<br /> Abnormal delay is taking place in declaration of Bonus &amp; DA. Normally, DA is declared in September. Bonus is declared well ahead of Pooja holiday. But this time, till today no orders are issued. To protest against this abnormal delay, Confederation of Central Govt. Employees &amp; Workers CHQ calls upon all affiliates and C-o-Cs to hold protest demonstration in front of all offices from today onwards till Bonus &amp; DA is declared. Higher form of action will be decided by National Secretariat,If Govt refuses to declare DA &amp; Bonus.</p>

<p>7th Pay Commission latest news today: Around 1.1 crore central government employees are eagerly waiting for the announcement of an increase in their Dearness Allowance (DA). The festive season has virtually started and Dussehra, Diwali and other big holy days are just around the corner. This is the time when everyone celebrates these festivals with pomp and splendour and that includes <a rel="noreferrer noopener" aria-label="central government employees (opens in a new tab)" href="https://centralgovernmentnews.com" target="_blank">central government employees</a> too. For this money is required and so far the extra amount from DA has not reached them. They have been waiting for the good news announcing the granting of DA. However, this has not happened so far and today Modi Cabinet meeting is scheduled today will start at evening 06.30 PM of 03rd Oct, 2019.</p>

<p>They were hopeful that it will be announced in last month September 2019, but due to PM’s foreign visit the announcement get delayed. The announcement of the DA hike is made by government usually by mid-September. It is October now and the same has not happened. Now the the same should have happened today in Cabinet meeting scheduled today evening around 6.30 pm as per news sources. and the chances of the 7th pay commission (7th CPC) linked DA hike and Ad-hoc Bonus are to be considered.</p>

<p>Expectations are that the government may announce it by Dussehra in October. The government is expected to announce DA hike of 5% and this translates from between Rs 900 to Rs 12,500 per month increase in salary, depending on the pay levels. The 5% increase in DA of central government employees, if it happens, will be the highest in 3 years. The reason for this is the rise in inflation in AICPI during January to June 2019. Inflation in the AICPI figures for January to June has risen by more than 5%.</p>



<p>Ad-hoc Bonus for Central Government Employees is also on the cards as PL Bonus to Railways and Defence Employees have already approved. Now, it will also be announced on today and will be great festival gift from the Modi Cabinet to all non-gazetted central government employees.</p>

<p style="text-align:center"><strong>AICPIN May 2019 Two Points Increase &#8211; Expected DA Fixed at Next Level</strong></p>



<p>All India Consumer Price Index for the month of May 2019 has been released by the Labour Bureau on 28th of this month and the CPI(IW) index has jumped to 314 by adding of two points, due to the pressure from Food Group index. At item level, Wheat Atta, Arhar Dal, Groundnut Oil, Poultry (Chicken), Milk Buffallo, Chillies Green, Garlic, Ginger, Onion, Banana, Brinjal, Carrot, French Bean, Green Coriander Leaves, Lemon, Potato, Tomato, Electricity Charges, Medicine­ Allopathic, etc. are responsible for the increase in index.</p>



<p>Out of 6 months of AICPIN needs to calculate the Dearness allowance and Dearness relief, we received 5 months statistics only. The 5th month i.e. May 2019 index is increased 2 points is remarkable. Along with the increase, the percentage of additional dearness allowance from july 2019 is kept in next level.</p>

<p>After 7th Pay Commission implementation, this is the highest percentage in additional allowance for Central Government employees, Civil and Defence Pensioners and Family Pensioners.</p>



<p>5% of additional Dearness Allowance and Dearness Relief may increase from July 2019 to all central civil and defence pensioners and family pensioners with minimum amount of Rs.450 per month.</p>

<p>An interesting point is raised by Mr. Alpesh on 7th CPC DA calculation as it is not giving the DA benefit we supposed to get from sixth CPC</p>
<h3><strong>A Comparison of current DA vs 7th Pay Commission DA</strong></h3>
<p><strong>As per this current DA calculator</strong></p>
<h3><strong>6th pay DA would be 7% and</strong></h3>
<h3><strong>7th pay DA is 2% from July onwards.</strong></h3>
<p>Now if we see this figures logically there is great disappointment. We actually can’t get 7th pay DA hike at least same as currently available system of 6th pay DA hike.</p>
<p>7th pay commission has raised basic pay with Multiplication factor 2.57.</p>
<p>Then logically DA revision pattern would also be such as which at least should maintain equivalency of 2.57 factor.</p>
<h3><strong>For example…</strong></h3>
<p>If one’s Basic pay in 6th CPC is Rs. 20000, So with fitment factor of 2.57 his Basic Pay in 7th pay will be 51400.</p>
<h3><strong>So as per DA calculator, 7% DA rise on 6th CPC Basic Pay will be Rs.1400.</strong></h3>
<h3><strong>2% DA rise on 7th CPC Basic Pay will be 1028.</strong></h3>
<p>So current applicable DA system is clearly failing to maintain the parity between 6th pay and 7th pay consideration.</p>
<p>In order to achieve this balance either DA Calculation system or 7th pay fitment factor should be amended.</p>
<p>Suppose if we think fitment factor should be amended to maintain the parity in DA Rates between Sixth and 7th CPC, then the should be such basic to be fixed so as give its 2% value as Rs. 1400.</p>
<h3><strong>Thus, the 7th CPC Basic Pay to be revised as Rs. 70000 instead of Rs. 51400.</strong></h3>
<p>And to arrive 70000 as basic Pay, the fitment factor should be revised to 3.5…!!!</p>
<p>If this issue is not considered timely then employee will suffer for upcoming 10 years.</p>

<p><strong><em>Cabinet approves 6 percent Dearness Allowance hike for Central Government employees</em></strong></p>
<p><em>“In the 7th Pay Commission report, submitted to the government on 19.11.2015, it was mentioned that the DA is assumed to be 125 percent as on 1 January, 2016, the day from which the<br />
Commission expects its recommendations to be implemented by the government. As calculated by the 7th Pay Commission, a six percent Dearness Allowance hike is being given to the Central Government employees.”</em></p>
<p>The Dearness Allowance (DA) is paid to Central Government employees to adjust the cost of living and to protect their Basic Pay from erosion in the real value on account of inflation. Presently, DA is based on the All India Consumer Price Index (Industrial Workers).</p>
<p>On 23.03.2016, Wednesday, the Centre decided to give a Dearness Allowance of 6 percent to the Central Government employees in order to enable them to manage the price rise and inflation.</p>
<p>On the occasion of Holi, a special cabinet meeting, under the leadership of Prime Minister Narendra Modi, was held in New Delhi on 23rd March 2016. At the end of the meeting, Mr. Ravishankar Prasad, the Minister of Communications and Information Technology, spoke to the reporters. He said, “The cabinet has decided to issue a <a href="http://centralgovernmentnews.com/release-of-additional-instalment-of-dearness-allowance-to-central-government-employees-and-dearness-relief-to-pensioners-due-from-1-1-2016/" target="_blank">Dearness Allowance of six percent </a>to the Central Government employees and pensioners.”</p>
<p>The Dearness Allowance is expected to be calculated from January 1, 2016 onwards. This increases the total Dearness Allowance from 119 percent to 125 percent. More than 50 lakh Central Government employees and 58 lakh pensioners will benefit from this. The government will incur an additional financial burden of Rs.14,725 crores. Dearness Allowance is issued twice a year, based on inflation. The previous Dearness Allowance hike, of six percent, was issued in the month of September 2015, and had a retrospective effect from July 2015 onwards.</p>
<p>This is the last and final instalment of Dearness Allowance calculated by the recommendations of 6th Pay Commission. And, after implementation of 7th Pay Commission the new and first Dearness allowance from 1.7.2016 will be approved by the Cabinet in the middle of September 2016.</p>
