<p>Sub : <strong>Implementation of the recommendations of Seventh Central Pay Commission &#8211; Revision of the rates of Railway Board Tenure Allowance applicable to the officers of Organized Group &#8216;A&#8217; Railway Services on their appointment as Deputy Directors/Joint Directors/Directors in Railway Board&#8217;s office.</strong></p>
<p>The officers of Organized Group &#8216;A&#8217; Railway Services posted as Deputy Directors, Joint Directors and Directors in the Railway Board are entitled for the payment of Railway Board Tenure Allowance in terms of Board’s letter No. PC-VI/2008/I/7/5/3 dated 14.10.2008 (S.No. PC-VI/36, RBE No. 154/2008).</p>
<p>2.Consequent upon the acceptance of the Report of Seventh Central Pay Commission by the Government, it has been decided that on their posting as Deputy Directors, Joint Directors, and Directors in the office of the Railway Board, the officers of the Organized Group &#8216;A&#8217; Railway Services will be entitled to draw their basic pay plus Railway Board Tenure Allowance on the terms and conditions as stipulated in para 4 below subject to review/modifications, if any, based on DoPT&#8217;s guidelines on Deputation (Duty) Allowances.</p>
<p>3.It is further decided that the officers of the non-Railway organized Group &#8216;A&#8217; services on their appointment to the posts of Deputy Directors/ Joint Directors/ Directors in the Railway Board Secretariat will be entitled either to get their pay fixed in the applicable cell in Pay Matrix in appropriate level or to draw basic pay plus Tenure Allowances as applicable to Railway organized Group &#8216;A&#8217; Services officers as stipulated in para 4 below.</p>
<p>4.The terms and conditions for drawing Railway Board Tenure Allowance on posting in Railway Board&#8217;s office will be as under :</p>
<blockquote><p>(i) The Officers of Organized Group &#8216;A&#8217; Railway Services as well as the Officers of non-Railway Organized Group &#8216;A&#8217; Services posted in the Railway Board&#8217;s Office as Deputy Directors/Joint Directors/Directors will be subjected to a prescribed tenure, on the expiry of which they will be reverted to field posts in Zonal Railways/Production Units/Construction Organizations etc.</p>
<p>(ii) Officers belonging to Organized Group &#8216;A&#8217; Railway Services posted in Railway Board’s office as Deputy Directors/Joint Directors/Directors will be paid Railway Board Tenure Allowance at the rate of 10% of their basic pay subject to a ceiling of Rs.9000/- p.m.</p>
<p>(iii) The allowance will not be paid beyond the normal tenure of 3 years for Deputy Directors, 4 years for Joint Directors and 5 years for Directors.</p>
<p>(iv) No allowance will be admissible to the officers of the Railway Services posted as Executive Directors and above in the Railway Board&#8217;s office.</p>
<p>(v) This allowance shall not be admissible to those Deputy Directors/Joint Directors/Directors who are given extension or re-employment after superannuation.</p>
<p>(vi) In cases where the tenure posting is to a post with a lower Level of pay, the pay of the Officer going to such a post will be filled in the tenure post as per extant rules.</p></blockquote>
<p>&#8216;<strong>Basic Pay</strong>&#8216; in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix but does not include any other type of pay like Special Pay etc.</p>
<p>5. These orders shall take effect from 1st July, 2017.</p>
<p>6.This issues with the concurrence of Finance Directorate of Ministry of Railways.</p>

<p>Subject: <b>Revision of pension of pre-2016 pensioners/family pensioners in implementation of Government’s decision on the recommendations of the 7th Central Pay Commission-Concordance tables-reg.</b></p>
<p>In pursuance of Government&#8217;s decision on the recommendations of the 7th Central Pay Commission, the Department of Pension &amp; Pensioners&#8217; Welfare (DOP&amp;PW) vide their O.M. No. 38/ 37 / 2016-P&amp;PW(A) dated 6th July, 2017 has issued instructions alongwith concordance tables for revision of pension of pre-2016 pensioners/family pensioners, which are available on website: doppw.gov.in. These instructions shall apply mutatis mutandis on Railways also.</p>
<p>2. The Railway Board&#8217;s instructions corresponding to the DOP&amp;PW&#8217;s instructions referred to in their aforesaid O.M. dated 06.07.2017 are given under:</p>

<p>Implementation of Revision of Pension of Pre- 1.1.2016 Pensioners/Family Pensioners in pursuance to DP&amp; PW OM 38/37/2016-P&amp; PW (A) dated 12th May 2017 and Ministry Of Finance (Deptt.Of Expenditure) OM No.1(13)/EV/2017 dated 23rd May, 2017.</p>
<p>1. Reference is invited to DP&amp; PW OM No.38/37/2016-P&amp; PW(A) dated 12-05-2017 regarding revision of pension of Pre-2016 retirees under 7th CPC. As per Para 4 of this OM, it has been decided that the revised pension/family pension w.e.f. 01.01.2016 in respect of all Central Civil Pensioners/Family Pensioners, including CAPF’s who retired/died prior to 01.01.2016, may be revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/died. This will be done by notional pay fixation under each intervening Pay Commission based on the Formula for revision of pay. While fixing pay on notional basis, the pay fixation formula e approved by the Government and other relevant instructions on the subject in force at the relevant time shall be strictly followed. 50% of the notional pay as on 01.01.2016 shall be the revised pension and 30% of this notional pay shall be the revised family pension w.e.f. 1.1.2016 as per the first Formulation. In the case of family pensioners who were entitled to family pension at enhanced rate, the revised family pension shall be 50% of the notional pay as on 01.01.2016 and shall be payable till the period up to which family pension at enhanced rate is admissible as per rules.</p>
<p>2. As per Para 18 of this OM, the Pension Sanctioning Authority would impress upon the concerned Head of Office [HOO) for fixation of pay on notional basis and issue revised authority at the earliest. The revised authority will be issued under the existing PPO number and would travel to the Pension Disbursing Authority through the same channel through which the original PPO had travelled.</p>
<p>3. Reference is also invited to Ministry of Finance (Deptt. of Expenditure) OM No.1(13)/EV /2017 dated 23-May,2017 mentioning procedural points of action to be taken by concerned agencies including Pension Accounting Authorities &amp; PAOs.</p>
<p>4. To facilitate early revision of pension and monitoring timely progress in this regard as required by aforesaid OM, course of actions are brought out below:</p>
<p>i.List of all the live cases available in CPAO along with details of last pay [wherever available] due for pension revision under 7th CPC will be provided to the Pay and Account 0fficers (PAOsJ in their logins under CPAO website www.cpao.nic.in by 31st May, 2017 to provide the details to concerned Head of Offices within 3 days and coordinate with them for getting the revised pension cases at the earliest. PAOs/HOOs may also check their records to verify actual number ofcases.</p>
<p>ii.In the meanwhile, since all the service records/details of the pensioners are available with the respective HOOs from where they retired/died, HOOs are required to check their records and start revising the pension in terms of Para 4 of the aforementioned OM of the DP&amp; PW forrhwith. Pr. CCAs/CCAs /CAs/AGs/Administrators of UTs may monitor number of such cases received at PAOs and submit a report to CPAO by 31st May,2017.</p>
<p>iii. For the expeditious revisions of these pension cases, CPAO has developed an e-revision utility which has facility of sending online revision authorities from PAOs to CPAO under the digital signatures of PAOs. PAOs are required to revise pension cases through e-revision utility. Since under this utility, revision authorities would be sent under the digital signatures, pension processing PAOs are urgently required to arrange digital signatures and their registration on PFMs, if not done so far. In unavoidable circumstances to avoid delay, PAOs may process the pension cases manually as hitherto and send the paper based revision authorities to CPAO in the format given at Annexure.</p>
<p>iv. The list as mentioned at (i) above will also be provided under the logins/dashboard of chief controller of accounts and joint secretary (Admn)/Adma in charge of the Ministries/Departments on CPAO website. Joint Secretary (Admn)/Admn in charge may also distribute the list of pension cases to the HOOs falling under their administrative control and monitor the progress of Pension revisions at HOOs level. similarly, Pr.CCAs/CCAs/CAs/AGs/Administrators of UTs may keep a watch on the progress of the revision of cases received from HOOs to PAOs.</p>
<p>v. To facilitate effective monitoring of progress of revision at each level i.e. CCA/JS(Admn)/PAO, relevant progress reports would be available on CPAO website under logins/dashboards of respective authorities. On the basis of these reports, periodical review meetings may be held at the Ministry/Deptt./Organization level.</p>
<p>vi. In those cases, where 2.57 multiplication method of pension fixation is beneficial under DP&amp; PW OM No.38/37/2016-P&amp; PW (A) (ii) dated 4/08/2016, revised pension authority under 2.57 multiplication methods will also require to be issued by HOOs/PAOs for updation of records at CPAO &amp; Banks as well as for information of pensioners by CPAO. However, HOOs/PAOs while revising the pension may prioritize the cases which are beneficial to the pensioners under pay fixation method. To cover large number of cases, in less time Pr.CCAs/CCAs/CAs/AGs/Administrators of UTs &amp; JS(Admn) of Ministries/Deptts./Organization may identify the cases where revisions may be effected easily without involving multiple steps e.g.revisions of pension of those pensioners who retired/died during the period from 1.1.2006 to 31.12.2015 and whose pension is already fixed under 6th CPC.</p>
<p>vii. Pr.CCAs/CCAs/CAs/AGs/Administrators of UTs may nominate a Nodal Person/Key Resource Person (KRP) to coordinate with CPAO regarding any issues related with pension revisions and use of e-Revision utility. In case of any difficulty in the use of e-Revision utility Sh.Davinder Kumar, Technical Director, NIC, CPAO may be contacted on Telephone No.011-26715338 and email-kumardavinder@nic.in. If required, officials of Ministries/Departments/PAOs may also visit CPAO on every Wednesday to resolve their issues related with pension revisions.</p>
<p>In view of the above, Pr.CCAs/CCAs/CAs/AGs/Administrators of UTs are requested to follow the above guidelines and issue necessary instructions to their PAOs for early revision of Pre-2016 pension cases under 7th CPC. They are further requested to Coordinate with their JS(Admn)/Admn in charge/HODs for timely submission of revised pension cases by the HOOs to PAOs and monitor the progress in this regard.</p>

<p><strong>Subject:- Roll out of e-Revision utility of CPAO for 7th CPC revision of pension in all Delhi based PAOs.</strong></p>
<p>In continuation of CPAO OM No. CPAO/IT&amp;Tech/Revision (7th CPC)/19.Vol-III/2015-16/248 dated 08.02.2017 followed by OM No. CPAO/IT&amp;Tech/Revision (7th CPC)/19.Vol-III/2016-17/254 dated 27.02.2017 regarding pilor implementation of eRevision utility of CPAO in 46 PAOs, it has been decided io roll out e-Revision utility of CPAO to all the remaining Delhi based PAOs w.e.f. 15/05/2017. A training on this utility for these PAOs is being scheduled between 15/05/2017 to 19/05/2017. In the first phase, CPAO would train three officials of each PAO of Ministry/Department selected for the use of this utility. The Ministry/Department wise schedule of training will be communicated separately.</p>
<p>2. Digital Signatures of the PAOs and their registration on PFMS website are prerequisites to process the pension revision through this utility, therefore, all the PAOs who do not have digital signatures are required to procure the same and get them registered on PFMS before start of training.</p>
<p>3. In view of above, all concerned Pr.CCAs/CCAs/CAs are requested to instruct their pension processing PAOs located at Delhi to start use of new e-revision utility to process Post-2016 pension cases under 7th cpc from 15/05/2017 and arrange the digital signatures for those PAos who have not yet procured the same. They are further requested to nominate three officials at the level of PAO/AAO for the proposed training at INGAF, Delhi. A step by Step User Guidance along with login details of PAOs is also enclosed for the facilitation ofthe PAOs on the new utility.</p>

<p><strong><em>Minutes of the 7th meeting of the Committee set up to examine feasibility of implementation of recommendation of Seventh CPC for revision of pension of Pre-2016 held on 17.10.2016 at Sardar Patel Bhawan, New Delhi.</em></strong></p>
<p>7th meeting of Committee for examination of feasibility of implementation of recommendation of 7th Central Pay Commission for revision of pension of pre-2016 pensioners was held on 17.10.2016 at Sardar Patel Bhawan, New Delhi. As Secretary (Pension) was on leave, Ms. Sanjeevanee Kutty, Special Secretary &amp; Financial Advisor, Ministry of Home Affairs chaired the meeting. The following were present from official side:</p>
<p>1. Sh. Ashok Kumar Dash, Member (Personnel), Department of posts.<br />
2. Sh. Rozy Agarwal, Joint (CGDA), Ministry of Defence.<br />
3. Sh. R. K. Chaturvedi, Joint Secretary, Implementation Cell, Department of Expenditure.<br />
4. Ms. Santosh, Joint Secretary, Department of Ex-Servicemen Welfare.<br />
5. Ms. Vandana Sharma, Additional Secretary, DOP&amp;PW (representing Secretary, Department of Pension &amp; PW).<br />

<p>3. Recalling the discussion in the last meeting on 6.10.2016, Additional Secretary (Pension) requested the Staff side of the JCM for their considered views in regard to the alternate method of fixation of notional pay in each intervening Pay Commissions for revision of pension as on 1.1.2016, which was suggested by the Committee in that meeting.</p>
<p>4. The Staff side appreciated the concern shown by the Committee for finding a viable solution to the issue of revision of pension of Pre-2016 pensioners. They agreed that the increments method recommended by the Pay Commission for fixation of notional pension for revision of pension of pre-2016 pensioners may result in large scale anomalies and that the method of notional pay fixation in each intervening Pay Commission is a much more rational and scientific method. The pay fixation method would benefit almost all pre-2016 pensioners and would ensure smoother and faster revision of pension. In fact, JCM (Staff side) had, itself, suggested the pay fixation method for revision of pension to the Seventh CPC.</p>
<p>5. JCM (Staff side), however, mentioned that since the increment method recommended by the Seventh CPC has been accepted by the Cabinet subject to its implementation being found feasible by the Committee, a small number of pensioners who are likely to get higher benefit by increments method (mostly retired before 1.1.1996) may feel aggrieved if their pension is not revised by that method. This may lead to litigation.</p>
<p>6. Sh. Tanveer Ahmad, Executive Director, Railway Board mentioned that pensioners who were promoted just before their retirement would be at a disadvantageous position on implementation of the Increment Method.. Chief Controller, CPAO mentioned that when large scale anomalies are visualized even before actual implementation of the increment method, it would not be advisable to go ahead with implementation of that method.</p>
<p>7. Staff side suggested that both the options i.e. Increments Method as well as Pay Fixation Method may be offered to the pre-2016 pensioners along with the 2.57 Fitment Method (already implemented) and they may be asked to choose one of these options for revision of their pension w.e.f. 1.1.2016. This may also reduce the chances of anomalies on account of implementation of the Increments Method.</p>
<p>8. Special Secretary &amp; FA, Ministry of Home Affairs informed that the Committee will take an appropriate view in the matter after taking into account all the relevant aspects including the views expressed by the Staff side of the JCM.</p>
<p>9. The meeting ended with a vote of thanks to the chair.</p>
