Adoption of officiating pay under FR-35 in lieu of Charge Allowance

Subject: Adoption of instructions issued by DoP&T regarding restrictions of officiating pay under FR-35 (Rule 1329 IREC Vol. II) in the context of RS(RP) Rules, 2016 in lieu of Charge Allowance.

Consequent upon the decision taken by Government of India vide MoF’s Resolution No. 1-2/2016-IC dated 25.07.2016, recommendations of 7 Central Pay Commission regarding all the Allowances (except Dearness Allowance) were referred to a Committee of Secretaries headed by the Finance Secretary. The Committee’s recommendations were implemented w.e.f. 01.07.2017 vide MoF’s Resolution No. 11-1/2016-IC dated 06.07.2017.

In terms of Para 8.2.5 of 7th CPC’s Report, all the allowances not mentioned in the 7th CPC’s Report ceased to exist w.e.f 01.07.2017.

It is observed that Charge Allowance, which is granted in Indian Railways to Officers officiating on a higher post in administrative exigencies, was also not included in the report of the 7th CPC and hence stands abolished w.e.f. 01.07.2017.

It has now been decided by the Railway Board that DoPT’s Office Memorandum No. 1/4/2017-Estt.(Pay-I) dated 28.02.2019 (Annexure-I) regarding Restriction of pay under FR-35 (Rule 1329 IREC Vol. ID) in the context of CCS(RP) Rules, 2016 may be adopted in mutatis mutandis manner in Indian Railways in context of RS(RP) Rules, 2016 in place of Charge Allowance w.e.f. 01.07.2017.

(iii)NFIR’s letter No.IV/NFIR/7th CPC(Imp)/2016/R.B. dated 12/09/2016. 30/09/2016, 15/11/2016 & 28/11/2016.

Federation invites kind attention of the Railway Board to the PNM item No.13/2017 relating to upgradation of the following posts in Railways :

The subject was discussed in the NFIR’s PNM meeting held with the Railway Board on 13/14.11.2017, consequently the Railway Board had stated as follows:-

“Ministry of Finance to whom the matter was referred to for a decision, as now referred it back to DoP&T. The railways are awaiting decision of the Government on the proposal sent by the Railway Ministry”.

The Federation had however requested the Railway Board to pursue vigorously with the concerned Ministries/Department for obtaining clearance for implementation of the recommendations of 7th CPC in toto. Federation is disappointed to state that though more than two months passed, the subject continues to remain pending, leading to staff resentment against casual approach on 7th CPC recommendation.

NFIR therefore urges on the Railway Board to kindly expedite for obtaining clearance for upgrading the posts in the above categories.

Recommendations in respect of some important allowances paid to Indian Railways

Recommendations in respect of some important allowances paid to Indian Railways

i. Rates of Additional Allowance have been increased from ₹500 / 1000 per month to ₹1125 / 2250 per month. This has also been extended to Loco Pilot Goods and Senior Passenger Guards also @₹750 per month.

ii. In view of strenuous nature of the job, new Allowance namely Special Train Controller’s Allowance @5000 per month for Train Controllers of Railways has been introduced.

9. Recommendations in respect of some important allowances paid to Nurses & Ministerial Staffs of Hospital

i. Existing rate of Nursing Allowance has been increased from ₹4800 per month to ₹7200 per month.

ii. Rate of Operation Theatre Allowance has been increased from ₹360 per month to ₹540 per month.

iii. Rates of Hospital Patient Care Allowance / Patient Care Allowance have been increased from ₹2070 – ₹2100 per month to ₹4100 – ₹5300 per month. 7th CPC recommendations modified to the extent that it will be granted to Ministerial staff also.
