<p>7th Pay Commission recently called for information from all the Ministries and issued a format which requires various data about the central government employees working in Ministries / Departments. All the Ministries directed their respective departments to submit the information as required by Seventh central Pay Commission immediately. Many departments told that they have submitted the desired data/information in the prescribed format to seventh pay commission. The central government departments were asked to submit the fallowing information about central government employees.</p>
<p><b>1.Data on Personnel</b></p>
<blockquote class="tr_bq"><p>Group wise Sanctioned Strength and Number in position of all Group Employees as on Pre 01-01-2014 and post 01-01-2014 also required to be submitted</p></blockquote>
<p><b>2. Age Profile of employees</b></p>
<p>The total number of personnel in position as on 01/01/2014</p>

<blockquote><p><em>“The 7th Pay Commission’s status quo explanation on its report has created a huge buzz”</em></p></blockquote>
<p>According to reliable sources of information, the 7th Pay Commission is expected to submit its final report including the revised pay and pension structure for Central Government employees and pensioners to the Central Government on in the first week of September.</p>
<p>As confirmation of the news, the 7th Pay Commission, on its official website had published an announcement yesterday. It said, “Pay and Pension proposals, expectations in facilities &amp; benefits, and valuable suggestions were received from Central Government employee unions, associations, members of the Defence services and NC JCM Staff Side. All these will be considered. Personal interactions shall not be held anymore. All the demands and suggestions have been examined and the task of preparing the final recommendation report has almost ended. In addition to this, the report containing all the recommendations will be prepared within the stipulated time that was allocated.”</p>
<p>Everybody is pleased with the authorized news that the 7th Pay Commission report, which contains the new pay and perk structure that directly affects more than 40 lakh Central Government employee all over the country, will be ready on time.</p>
<p>There were rumours that the Commission might seek an extension of another six months. Many reasons were given for this claim and most of these were very convincing. It is a welcome move on the part of the 7th Pay Commission to voluntarily come forward and announce their current status.</p>
<p>If everything goes as planned, the 7th Pay Commission recommendations will come into effect from 01.01.2016 onwards.</p>
<p>Meanwhile, there is no doubt in the fact that employees are extremely curious to find out how much their salaries would increase if the new Pay Commission recommendations are implemented.</p>

<p>As per the request of the JCM National Council Staff side, 7th Central Pay Commission has granted extension of time upto 15.07.2014 (15th July 2014) for submission of memorandum by individual organizations other than JCM staff side. The following is the revised time schedule (Last date).</p>
<p>1.  JCM National Council Staff side                :  30.06.2014</p>
<p>2.  All other Federations/Unions/Associations  :  15.07.2014</p>
<p>JCM National Council Staff side will be submitting a common memorandum before 30.06.2014 on the common demands of the Central Government Employees. The Copy of the JCM Staff side memorandum will be placed in the website.</p>
<p>All affiliated organizations of the Confederation are requested to prepare their sectional memorandum well in advance and be ready to submit it before 15.07.2014 to the 7th CPC. New Pay scales demanded by the JCM Staff side will be available in the common memorandum of the JCM Staff side.</p>
<p>Confederation National Secretariat meeting will be held on 31.05.2014 at ITEF Head Quarters (Rajouri Garden) at 2 PM as already notified to finalise the common memorandum. (Please note the time change from 11 AM to 2 PM). All National Secretariat members are requested to attend the meeting.</p>

<p><strong><em>The sheer pace of the 7th CPC has impressed the central Government employees so much that their expectations have started to grow.</em></strong></p>

<p>It has come to our knowledge that a number of unions and associations are seriously involved in filling up the questionnaires prepared and sent by the 7th CPC. It is also well known that on behalf of the National Council JCM Staff Side, the questionnaire had already been filled with the approval of all members and has been sent.</p>
</div>
<div>
<p>There is no uniform pay scale or promotion hierarchy for the Central Government employees. The departments functioning under each Ministry are evaluated separately. Promotions and pay scales are decided based on the post/category of the employees in each of those departments. Based on these segregations, the employee unions/associations of each department are preparing their Memorandums containing their demands and issues.</p>

<p>Various unions and associations of each of these departments are currently preparing their own memorandums to send to the 7th CPC. These memorandums also contain their long-standing demands and expectations.</p>

<p>It can be inferred that these memorandums, prepared by various associations of employees starting with Group ‘C’, right up to the Gazetted Officers Association, reflect their thoughts and demands.</p>
</div>

<p>Pensioners Associations are also participating in this in large numbers. It shows the fact that they believe that their requirements will be fulfilled by this Pay Commission.</p>

<p>The 7th Pay Commission is offering this rare opportunity that was not given in the previous Pay Commissions. Each issue has a number of different perspectives. This could lead to a consensus-based decision that appeases all. It is a healthy trend to watch so many people vying with each other to present their opinions and suggestions.</p>

										<content:encoded><![CDATA[<p><strong>7th Pay Commission Ready for Online Survey</strong></p>
<p>Intends to Gather Suggestions via Web Survey: The 7th Pay Commission is all set to utilize the power of the internet. The decision, to not confine itself to just the opinions of the Central Government officials and various employees federations and instead gather feedback from all employees, is a very appreciable one.</p>
<p>The Central Government appointed the 7th Central Pay Commission on February 28, 2014, comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary and enumerated a list of tasks for the Commission. To examine various issues relating to emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.</p>
<p>The 4-member Commission acted promptly and, as first step, prepared a 42-points questionnaire covering 15 different topics. The questionnaire was then sent to the Secretaries of all Departments of Indian Government and to the various Central Govt Employees Federations, with a request that the completed questionnaire should be returned before the month of June.</p>
<p>On behalf of the JCM National Council staff, the completed questionnaire, with the approval of all the staff side members of National Council, was sent to the 7th CPC as early as May 8. While the 7th CPC awaits the responses of other departments and federations, it decided to launch an online survey to seek the views from all stakeholders including members of the general public. The individuals should give some personal information for registration and participate in the online survey on an easy-to-use webpage created especially for this. The invitation to participate in the survey has been extended to various organizations, groups and associations too.</p>
<p>The 42 questions have been given with separate space for each answer. The user can choose the format he/she is comfortable with to answer these questions. Also, there is an option to express one’s opinion in written format, until June 15.</p>
<p>Despite the fact that federations reflect the general opinion of employees, it is not clear why the CPC has sought for opinion of the general public. It is not an easy task for a Government employee to answer all these 42 questions. They would be able to give clear answers to only some of the questions asked in the questionnaire. That’s precisely what the CPC is looking for!</p>
<p>It is a well known fact that the Pay Commission cannot simply draft its recommendations based solely on these suggestions and answers. Yet, this is a welcome start. The responses will clearly indicate the topics that should be high-priority issues.</p>
<p>The online survey would be very effective and serve its purpose if all the Central Government employees participate in it. Each Central Government department has its own issues and expectations. It would be unreasonable to expect solutions to problems that the Pay Commission isn’t even aware of. The employees can choose to only reply to the questions they know the answers to. Each question has a separate space for answers. The webpage has been designed with instructions on how these answers have to be written.</p>
<p>It is necessary for all the Central Government employees to participate in this online survey. Take some time to prepare your replies to the questions and then attempt the survey. Those who don’t know English can have their answers translated.<br />
In addition to these, each federation will make a list of the complaints and suggestions for each department and present them to the 7th Pay Commission. On behalf of the JCM National Council staff side, a request was made to extend the deadline to submit these lists, to July 30.</p>
<p>It is becoming obvious that the 7th CPC is getting ready to present its recommendations well within the 18 months time given to it.</p>

This is further to my DO letter No. 7CPC/15/Questionnaire dated 9th April 2014, enclosing a Questionnaire through which the views of your Ministry were sought on the various aspects of the broad issues that the Seventh Pay Commission is mandated to address.</p>
<p>2. While examining the various issues that it is required to look at, apart from the views already sought, the Commission would also need specific data / information on some of the focus areas viz., personnel position, expenditure on salaries and allowances, deployment of contractual staff, training and skill development of personnel, etc. Accordingly, templates for seeking the necessary data have been prepared and are enclosed herewith. Each of the focus areas is covered in a separate Annexure. Data provided by the Ministries / Departments will be crucial in analyzing the key parameters to be studied by the Commission.</p>
<p>3. This composite data template is being shared through the Open Government Data(OGD) platform (data.gov.in). The nodal officers of your Ministries / Department for data collation activity the pre-designed spreadsheets in XLS format and fill them in offline. Once this data collation activity is completed those sheets can be uploaded through the data.gov.in. The Data Controllers of data.gov.in are already familiar with process and methodology of uploading data on to this site. In case your Ministry has not yet nominated the Data Controller, this may kindly be done in accordance with the instructions as contained in the letter of the Cabinet Secretary dated July 18, 2012 in this regard. <p>4. Instructions may please be issued to the concerned Nodal Officer designated to deal with Pay Commission to furnish replies to the template, complete in all respects. All expenditure related data may kindly be got vetted/ obtained from the Principal CCA/CA of the Ministry / Department in ease of Civil Ministries and by the counterpart officers in the case of Defence, Railways and Posts.</p>

<p>Dear Affiliates,</p>
<p>The 7th CPC has circulated the questionnaire to all Federations/Unions and Associations and all stake holders and to the Ministries and Departments under Govt. of India; to response to the 7th CPC questionnaire by 9th May 2014. On receipt of this, the National Council JCM Staff Side met on 6th and 7th May 2014 at Delhi and discussed the issues. After due discussion, a consolidated report has been prepared on the questionnaire and has been forwarded to the 7th Pay commission on behalf of the JCM National Council constituents, in which the INDWF is also a constituent Organisation and submitted the same by Indian National Defence Workers Federation.<br />
The National Council JCM has requested the 7th CPC to consider the proposal on behalf of entire Govt. Employees, irrespective of the proposals given by the unions/association. We have also on behalf of the Staff Side National Council JCM requested to extend the period for submission of the memorandum by the respective unions/Federations and Associations up to 30 June 2014.</p>
<p>However the Staff Side JCM National Council has decided to submit their proposal on pay and allowances as well as pensionary benefits etc. by 31.05.2014.</p>
<p>You are requested to forward the reply to 7th CPC questionnaire from your union directly addressed to the Secretary 7th CPC as submitted by National council and Federation. However you are free to include your view also. A copy of the same should be forwarded to the federation positively. (Copy of the Questionnaire is posted to your email and indwfblog spot.com). Moreover, we have decided to hold Directorate wise meeting to prepare the proposals and after that a consolidated memorandum will be finalized. The final proposal will be submitted to the 7th CPC on or before 30th June 2014 by the Federation.</p>

<p>The copy of reply to the questionnaire of 7th CPC will guide you to prepare the proposal. Read carefully and incorporate the views of National council in your proposal.</p>
<p>The respective Leader/Secretary and members of the Staff Side JCM’s should take the responsibility on collection of the proposals and prepare the document to be considered by the federation for submission to the 7th CPC.</p>

<div><strong>ANSWERS TO THE QUESTIONNAIRE OF 7TH CPC</strong></div>

<div>1 <strong>SALARIES</p>
<p></strong></div>
<div>1.1 The considerations on which the minimum salary in case of the lowest Group ‘C’ functionary and the maximum salary in case of a Secretary level officer may be determined and what should be the reasonable ratio between the two.</div>
<div></div>
<div>Answer 1.1:- We are of the opinion that the consideration on which the minimum salary in case of lowest Group ‘C’ functionary should be based on the norms set by the 15th International Labour Conference (ILC) with certain amendments. Earlier Central Pay Commissions have kept in the mind that the minimum salary is applicable at the time a person joins the Government which will usually be at a young age when a person may be married and may not have responsibility of parents or many children and accordingly, the family unit for minimum salary can only be taken as three.</div>
<div></div>
<div>Contrary to this, Indian family is considered strong, stable, flexible and enduring and normally it consist of three to four living generations, including brothers, sisters, uncles, aunts, nieces, nephews and grandparents living together in the same home. The official statistics reveal that large segments of the elderly in India are illiterate, out of work force, partially or totally dependent on others and suffering from health problems or physical disabilities. Hence, a person when joins the Government he has to look after his parents, wife, children, brothers and grandparents also. The Maintenance and Welfare of Parents and Senior Citizens Act, 2007 also compels him to take care of his/her parents.</div>

<p>Reg.:<strong> Meeting with the Chairman, Seventh Central Pay Commission</strong></p>
<p>Today I had an Introductory Meeting with the Chairman, Seventh Central Pay Commission, Hon&#8217;ble Justice Shri Ashok Kumar Mathur in the afternoon, Ms Meena Agarwal, Secretary and Shri Vivek Rae, Member, Pay Commission, were also present on this occasion. While offering welcome to Hon&#8217;ble Justice Mathur, I explained in brief the peculiar working of the Railwaymen in keeping the wheel of the Indian Railways moving round-the-clock 24X7 in all weathers and climatic conditions as also about their aspirations from the VII CPC. I also told him that the VII CPC has also been established only after the strike ballot conducted by us, but what we find that the lower level staff is not getting legitimate benefits which they deserve,<br />
Ms Meena Agarwal also made a brief mention about the functioning of the Indian Railways and the nature of duties of the Railwaymen.</p>
<p>Hon&#8217;ble Justice Mathur assured us that the VII CPC would try to do their best in improving upon various service conditions and wage structure etc. of the Railwaymen and asked us to submit our views in our Memorandum, to be considered by the VII CPC.</p>
<p>Ms Meena Agarwal, Secretary, Seventh Pay Commission, vide her D.O. letter No.7CPC/19/Memorandum/ 12 dated 29.04.2014(photocopy enclosed for ready reference) has sought our detailed Memorandum to be submitted to the VII CPC by 30th June, 2014.</p>
<p>Apart from the above, I also met Ms Meena Agarwal on 25th April, 2014 and requested her to extend time frame for replying the Questionnaire relating to VII CPC.</p>
