<p>I am directed to refer to references being received from the various Ministries / Departments of Central Government and from the State Governments, on the above-mentioned Subject and to say that Rule 4 (A) (ii) (a) &amp;(b) of AS (Pay) Rules, 2016 state that:</p>



<h4 class="wp-block-heading"><strong><a href="https://centralgovernmentnews.com/7th-cpc-pay-fixation-method-for-all-central-government-employees-with-illustration/" target="_blank" rel="noreferrer noopener">7th CPC Pay Fixation Method for all Central Government Employees with Illustration</a></strong></h4>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>“(a) where, in the fixation of pay, the pay of members of the Service drawing pay at two or more stages in pre-revised Pay Band and Grade Pay or scale, as the case may be, get fixed at same Cell in the applicable Level the Pay Matrix, one additional increment Shall be given for every two stages bunched and the pay of member of Service drawing higher pay in pre-revised structure shall be fixed at the next vertical Cell in the applicable Level.</p><p>(b) For this purpose, pay drawn by two members of the Service in a given pay Band and Grade Pay or scale where the higher pay is at least 3% more than the lower pay Shall constitute two stages. Officers drawing pay where the difference is less than 3% shall not be entitled for this benefit.”</p></blockquote>



<p>2. Accordingly, it is stated that the bunching benefits are granted to an officer when his/ her pay arrives equal to his/her junior due to revision of pay as per the new Pay Commission and not in the case when the junior gets equal pay due to promotion to next promotional grade. Hence. the bunching benefits do not apply to the cases where the junior officer is drawing equal pay to that of his/ her senior due to pay fixation in the promotional grade. However, a comparative chart worked out for indicating instances, wherein junior officer gets equal to that of his senior and senior office not being eligible for bunching, is enclosed for ready reference.</p>



<p>3. This issues with the approval of the competent authority.</p>

<p>S.R.O. 19(E). &#8211; In exercise of the powers conferred by Section 184 of the Navy Act, 1957 (62 of 1957), the Central Government hereby makes the following regulations to amend the Navy Officers Pay Regulations namely:</p>



<p><strong>1. Short title and commencement.</strong>&nbsp;&#8211; (1) These regulations may be called Navy Officers Pay (Amendment Regulations, 2017.</p>



<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>



<p>2. In the Navy Officers Pay Regulations, 2017.-</p>



<p>(a) in regulation 3, in clause (g), the following Note shall be inserted, namely: &#8211;</p>



<p><strong>Note:</strong>&nbsp;<em>“In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC”;</em></p>



<p>(b) in the Schedule, for Part ‘A’ the following Part shall be substituted namely:- “PART A”.</p>

<p>S.R.O. 18(E). &#8211; In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Army Officers Pay Rules, 2017, namely: </p>



<p><strong>1. Short title and commencement.</strong>&nbsp;&#8211; (1) These rules may be called Air Force Officers Pay (Amendment) Rules, 2017.</p>



<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>



<p>2. In the Air Force Officers Pay Rules, 2017.-</p>



<p>(a) in rule 3, in clause (g), the following Note shall be inserted, namely: </p>



<p><strong>Note:</strong>&nbsp;<em>“In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC”</em>;</p>



<p>(b) in the Schedule, for Part ‘A’ the following Part shall be substituted namely:- “PART A”.</p>

<p align="right">New Delhi dated 6th July, 2017</p>
<p>SRO&#8230;&#8230;&#8230;. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Air Force Officers Pay Rules 2017, namely:</p>
<p>1. Short title and commencement. &#8211; (1) These rules may be called Air Force Officers Pay (Amendment) Rules, 2017.</p>
<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>
<p>2. In the Air Force Officers Pay Rules, 2017.-</p>
<p>(a) in rule 3, in clause (g), the following Note shall be inserted, namely:</p>
<p>Note: &#8220;In any kind of calculation which attempts to work‘with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC&#8221;;</p>
<p>(b) in the Schedule, for Part 1A&#8217; the following Part shall be substituted namely:- &#8220;PART A&#8221;.</p>

<p>SRO&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.. In exercise of the powers conferred by Section 184 of the Navy Act, 1957 (62 of 1957), the Central Government hereby makes the following regulations to amend the Navy Officers Pay Regulations namely:-</p>
<p>1. Short title and commencement. &#8211; (1) These regulations may be called Navy Officers Pay (Amendment) Regulations, 2017.</p>
<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>
<p>2. In the Navy Officers Pay Regulations, 2017.-</p>

<p>Sub: <strong>Implementation of recommendations of VI CPC &#8211; merger of grades-revised classification and mode of filling up of non-gazetted posts-scheme for filling up vacancies after 31/12/2015-reg.</strong></p>
<p>Ref: (i) NFIR&#8217;s letter No. II/2/Part VII dated 19/01/2016.<br />
(ii) Railway Board&#8217;s letter No. E(NG)I-2008/PM1/15 dated 09/02/2016.</p>
<p>Pursuant to Federation&#8217;s communication vide letter of even number dated 19/01/2016 on the subject wherein Board was requested to issue instructions extending the validity of the revised classification beyond 31/12/2015, the Railway Board vide letter dated 09/02/2016 though extended the currency of the instructions, but however a restriction has been clamped that the said extension shall be upto 31/12/2016. The said extension period has again expired on 31/12/2016, consequently the processing of promotion of staff has been halted on Zonal Railways etc., from 1st January 2017 onwards.</p>
<p>NFIR, therefore, urges upon the Railway Board to extend the scheme beyond 31/12/2016 for ensuring promotions against vacancies.</p>
<p>Federation may be kept advised of the action taken.</p>

<p style="text-align: right;">New Delhi, the 1st September, 2016</p>
<p>No. 1-2/2016-IC.— In partial modification of the Resolution of even number dated 25.07.2016 [click to view], para 3 of the said Resolution may be read as under:<br />
“3. The Government has accepted the Commission’s recommendations on Minimum Pay, Fitment Factor, Index of Rationalisation, Pay Matrices and general recommendations on pay without any material alteration with the following exceptions in Defence Pay Matrix, namely :-</p>
<p>(i) the Index of Rationalisation of Level 13A (Brigadier) in Defence Pay Matrix may be revised upward from 2.57 to 2.67;</p>
<p>(ii) additional three stages in Levels 12A (Lieutenant Colonel), three stages in Level 13 (Colonel) and two stages in Level 13A (Brigadier) may be added appropriately in the Defence Pay Matrix.”</p>

<p>The seventh Pay Commission recommendations will be reflected in this month’s salary for central government employees that would be remitted on Wednesday, but not for the military personnel.</p>
<p>According to military sources, their new salaries are yet to be notified as the notification implementing the Seventh Pay Commission has not yet been issued by the Defence Ministry.</p>
<p>This is because the three service chiefs have written to Prime Minister Narendra Modi and Defence Minister Manohar Parrikar seeking their intervention to fix the anomalies expressed by the military which remain unaddressed despite several representations to the empowered committee and assurances from Mr. Parrikar.</p>
<p>The key demands of the services include Non Functional Upgrade, NFU pay fixation, Military Service Pay (MSP) and common pay matrix for civil and military.</p>

<p>The quantum of pension/family pension available to the old pensioners/ family pensioners shall continue to be as follows:-</p>

<p>The amount of additional pension will be shown distinctly in the pension payment order. For example, in case where a pensioner is more than 80 years of age and his/her revised pension in terms para 4.1 above is Rs.10,OOO pm, the pension will be shown as (i).Basic pension=Rs.10,OOO and (ii) Additional pension = Rs.2,OOO pm. The pension on his/her attaining the age of 85 years will be shown as (i). Basic Pension = Rs.10,OOO and (ii) additional pension = Rs.3,OOOpm. Dearness relief will be admissible on the additional pension available to the old pensioners also.</p>
