<p style="text-align:left"><strong>Examples of two pay fixation methodology</strong></p>



<p>1.
 where a Railway Servant has been placed in a higher grade pay or scale 
between 1st day of January, 2016 and the date of notification of RS(RP) 
Rules, 2016 on account of promotion or upgradation and elect to switch 
over to revised pay structure from the date of such 
promotion/upgradation.</p>



<p>2. fixation of pay in case an 
employee elect to continue to draw pay in existing pay structure until 
he vacates his post or ceases to draw pay in the existing pay structure 
with respect to promotion upgradation.</p>

As per Rule 13 of RS(RP) Rules, 2016, one increment shall be given in

which promoted and if no such cell is available in the Level to which 
promoted , he shall be placed at the next higher Cell in that Level.

<p><strong>Sub: Wrong Analysis and recommendations about NDA under 7th CPC report</strong></p>
<p>Ref.: (i) Report of 7th CPC(Para 8.17.71 to 77) reg. Night Duty Allowance<br />
(ii) RBE No.61/2016(Last NDA Rate of 6th CPC when DA at 125%)<br />
(iii) RBE No.36/2018 No.E(P&amp;A)II-2017/HW-1 dated 08.03.2018</p>
<p>Board&#8217;s attention is invited towards this federation&#8217;s letter of even number dated 2nd April, 2018 (copy enclosed), vide which it was pointed out that, on implementation of new formula, recommended by the VII CPC, rates of Night Duty Allowance get reduced rather than any improvement therein.</p>
<p>A calculation table was also appended in our letter referred to above, explaining the actual reduction in Night Duty Allowance on implementation of current formula, recommended by the VII CPC, which we are again quoting hereunder for ready reference:-</p>
<p><strong>Rates of Night Duty Allowance, as per 6th CPC formula (mean value of Pay Band + GP) + DA)/215, changed by the 7th CPC, i.e. (Basic Pay + DA)/200, will decline by 20% to 40% from the existing, i.e.</strong></p>

<p>Also rates of the NDA were not declared by the Railway Board on 01.07.2016 and 01.01.2017 as per 6th CPC.</p>
<p>It is, therefore, reiterated that, the issue may be looked into afresh in the light of the foregoing, and improvement in the formula, recommended by the VII CPC, may be done, so that, rates of Night Duty Allowance get improved rather than any reduction therein.</p>
<p>This may kindly be treated as “Most Urgent” as there is serious discontentment brewing among the staff, particularly Running and Traffic Staff and other Safety Categories Staff who have to invariably perform night duty.</p>

<p>Sub:  <strong>Grant of Tough Location Allowance to Central Govt. Employees of Darjeeling.</strong></p>
<p>This is to bring to your kind notice that Hill Compensatory Allowance (HCA) was being paid till June 2017 to the employees of Darjeeling. Unfortunately HCA has been withdrawan from the month of July 2017 onwards after implementation of 7th CPC Allowance Committee report. However, the neighbouring state, Sikkim is still getting the Special Compensatory Allowance (SCA). It is worth mentioning that Darjeeling and Sikkim share same type of terrain, alongwith climatic conditions. It is further to mention here that the employees of some hill areas viz; Shimla in Himachal Pradesh, comparatively similar to Darjeeling Hills, are enjoying Tough Location Allowance (TLA). But the employees of Darjeeling are deprived of both the Tough Location Allowance (TLA) and Special Compensatory Allowance (SCA).</p>
<p>Darjeeling being the world famous tourist spot and the &#8220;<strong>Queen of Hills</strong>&#8221; is one of the expensive place to live in as all the basic commodities are to come from Siliguri, which is a &#8216;Y&#8217; category city with 16% HRA. This has led the employees of Darjeeling being economically handicapped with the removal of Hill Compensatory Allowance.</p>
<p>In view of the above, I request you to review the orders withdrawing the Allowance already enjoyed by the employees of Darjeeling, and Consider grant of any kind of Special Duty Allowance/Tough Location Allowance/High Altitude Allowance as a special case, considering the geographical, climatical and economical hardship faced by the employees.</p>

<p>Sub:-  <strong>Application of &#8220;Very Good&#8221; bench mark for grant of Financial upgradation under MACPS.</strong></p>
<p>DOP&amp;T vide OM No. 35034/3/2015-Estt (D) dated 28.09.2016 had clarified that with effect from 25.07.2016, for grant of financial upgradation under MACPS, the prescribed bench mark would be &#8220;Very Good&#8221; for all posts. It is also clarified that there is no question of allowing second opportunity of representation against APAR as these are already disclosed to the employees in APAR process.</p>
<p>Notwithstanding our demand for withdrawal of &#8220;Very Good&#8221; bench marking condition for MACPS, it is submitted as follows:</p>
<p>Since the earlier &#8220;Good&#8221; bench mark for MACPS was applicable upto 25.07.2016, the employee having &#8220;Good&#8221; grading in their APARs for the previous years before 25.07.2016 may not have had a reason to represent gradings given, as they met the then prescribed criteria of bench marking for MACPS. Now since the benchmark for MACPS has been raised to &#8220;Very Good&#8221;, there is justification to allow the employees having &#8220;Good&#8221; or below grading for a period of five years APAR grading immediately preceding the cut-off date ibid an opportunity to represent against the same.</p>
<p>Considering the above aspect, it is requested that employees who had been awarded &#8220;Good&#8221; or below grading in their previous five years APARs may be given an opportunity, as one time measure, to represent against the same.</p>
<p>In fact, Railway Board, Ministry of Railways had already granted such an opportunity to its employees as a one-time measure vide Railway Board letter No. E(NG)/1-2018/CR/2 dated 27.02.2018.</p>

<p>Attention is invited to Board letter under reference prescribing criteria for Physical Efficiency Test (PET) for recruitment of staff for all categories in Level &#8211; 1 of 7th CPC Pay Matrix (earlier Grade Pay 1800/-) on Indian Railways.</p>
<p>&nbsp;</p>
<p>2. The matter has further been reviewed, keeping in view the requirement of the job and it has been decided by Ministry of Railways (Railway Board) to amend the existing criteria for recruitment from open market in all categories in Level-1 , as per norms prescribed below:</p>
<p><strong> </strong></p>
<p><strong>Male Candidates</strong></p>
<blockquote><p><em>(i) Should be able to lift and carry 35 kg of weight for a distance of 100 metres in 2 minutes in one chance </em><em>without putting the weight the weight down;</em></p>
<p>&nbsp;</p>
<p><em>(ii) Should be able to run for a distance of 1000 metres in 4 minute and 15 seconds 5 minutes and 40 second</em></p></blockquote>
<p><strong>Female Candidates</strong></p>
<blockquote><p><em>(i) Should be able to lift and carry 35 kg of weight for a distance of 100 metres in 2 minutes in one chance </em><em>without putting the weight the weight down;</em></p>

<p><b>INTRODUCTION</b></p>
<p>1. The 7 th Central Pay Commission (CPC) has been implemented for the Defence Forces vide Govt MoD Gazette Notification S.R.O. 12 (E) dt 03 May 2017 and S.R.O. 9 (E) dt 03 May 2017. This Info Brochure has endeavoured to combine the entitlements of each indl alongwith relevant authorities so that benefits of 7th CPC are exploited to the maximum.</p>
<p>2. The 7th CPC makes a major departure from its predecessors, in so far as the pay structure is concerned. The recommendations of 7 th CPC involves dispensing with the existing Pay Bands and Grade Pay and instituted Pay Levels which correspond to the erstwhile Grade Pay. The 7th CPC has proposed a Pay Matrix for the purpose of pay fixation of the employees. The major features of the 7th CPC, as related to Army, are as under:-</p>
<p>(a) The recommendations to take effect from 01.01.2016.</p>
<p>(b) The minimum revised pay approved is Rs 21700/- {in place of Rs 8460/- (6460/- + 2000) and the maximum is Rs 250000/- (in place of Rs 90000/-)}.</p>
<p>(c) A Fitment Factor of 2.57 is applied for transition from 6 th CPC to 7th CPC.</p>
<p>(d) Annual increment will be calculated by transiting one stage vertically down in the same Level.</p>
<p>(e) MACP shall continue to be granted without any changes.</p>
<p>(f) Separate Pay Matrix for Defence Personnel and Military Nursing Services Officers.</p>
<p>(g) All Allces have been rationalized.</p>
<p>(h) Most of the Allces have been raised corresponding to the rise in Dearness Allowance (DA).</p>
<p>(i) House Rent Allowance (HRA) shall be revised to 24%, 16% and 8% of Basic Pay in X, Y and Z Cities respectively. Rate of HRA will be revised to 27%, 18% and 9% when DA crosses 50% and further to 30%, 20% and 10% when DA crosses 100%.</p>
<p>(j) Non Practicing Allowance (NPA) and Military Service Pay (MSP) not to be included for calculating HRA, Composite Transfer Grant (CTG) and Annual Increment.</p>
<p>(k) All non-interest bearing advances to be abolished. (m) Ceiling for Gratuity to be enhanced to Rs 20 lakhs wef 01.01.2016 and thereafter increase of 25% to be allowed whenever DA rises by 50%.</p>
<p><b>AIM</b></p>
<p>3. The aim of this Information Brochure is to info all ranks about their entitlements in respect of Pay, Allces, Pension and Conditions of Service post implementation of 7 th CPC.</p>
<p><b>PREVIEW</b></p>
<p>4. The Information Brochure is laid out in four parts as under:-</p>
<p>(a) Part-I – Pay.</p>
<p>(b) Part-II – Allces.</p>

<p>The Union Cabinet chaired by the Prime Minister Narendra Modi has approved the revision in the salaries, gratuity, allowances, pension etc. of the Judges of the Supreme Court and the High Courts and retired Judges of Supreme Court and High Courts. It follows the implementation of recommendations of the 7th Central Pay Commission in respect of Civil Servants.</p>
<p>The approval will pave the way for necessary amendments in the two laws viz. Supreme Court Judges (Salaries and Conditions of Service) Act, 1958 and High Court Judges (Salaries and Conditions of Service) Act, 1954, which govern the salaries of Chief Justice of India (CJI), Judges of Supreme Court of India, Chief Justices and all Judges of High Courts.</p>
<p>The increase in the salary and allowances etc. will benefit 31 Judges of Supreme Court of India (including the CJI) and 1079 Judges(including the Chief Justices) of High Courts. Besides, approximately 2500 retired Judges will also be benefited on account of revision of pension/gratuity etc.</p>
<p>Arrears on account of revised salaries, gratuity, pension and family pension w.e.f 01.01.2016 will be paid as one time lump sum payment.</p>
<p><b>Background:</b></p>
<p>Salaries, gratuity, pension, allowances etc. in respect of Judges of Supreme Court are governed by the Supreme Court Judges (Salaries and Conditions of Service) Act, 1958. Salaries etc. of Judges of High Courts are governed by High Court Judges (Salaries and Conditions of Service) Act, 1954. An amendment in the Acts is required whenever there is any proposal for revision of salaries/pension gratuity, allowances etc. in respect of Judges of Supreme Court and High Courts. Therefore, Government proposes to move a Bill in the Parliament in the ensuing Session for amendment in the relevant Acts for giving effect to the revision of salaries and allowances.</p>
