<p><strong>REVISION OF MINIMUM PAY AND FITMENT FORMULA</strong><br />
<strong>2ND MEETING OF THE GROUP OF SENIOR OFFICERS WITH JCM (NC) STAFF SIDE</strong></p>
<p style="text-align: center;"><strong>DISAPPOINTING</strong></p>
<p>2nd Meetings of the Group of Senior Officers (Constituted as per the assurance given by Group of Minister to NJCA) to discuss the grievances arising out of recommendations related to 7th Central Pay Commission, was held with JCM (NC) staff side on 24.10.2016 at 4 PM. The staff side explained in detail the justification for modification in the minimum pay and fitment formula, which was already explained in the memorandum submitted to Cabinet Secretary on 10th December 2015 and also in the presentation made before Joint Secretary Implementation Cell and Empowered Committee of Secretaries headed by Cabinet Secretary.</p>
<p>From the response of the Senior Officers, it is not clear whether they are mandated to submit a proposal on increasing the Minimum Pay and Fitment formula to Government, as assured by the Group of Ministers on 30th June 2016. Eventhough, the time frame of four months is almost over, the urgency and seriousness was lacking on the part of the Group of officers. It seems that that Government is adopting a delaying tactics or to deny the assured increase. Perhaps, they may recommend an increase in minimum pay and fitment formula at a later date, but it is quite uncertain.</p>
<p>Confederation National Secretariat after reviewing these developments has decided to intensify the campaign and agitational programmes demanding the Government to honour its assurance given to NJCA leadership and also to settle the 20 point charter of demands. Make the 7th November 2016 mass dharna programme a grand success. Ensure maximum participation of employees in the 15th December 2016 massive Parliament March. Get ready for strike.</p>
<p><strong>ALLOWANCE COMMITTEE MEETING ON DOP&amp;T SPECIFIC ALLOWANCES</strong></p>
<p>Meeting of the Allowance Committee to discuss the DOP&amp;T Specific allowances was held on 25.10.2016. Secretary, Department of Personnel Chaired the meeting. Important allowances like Children Education Allowance, Night Duty Allowance, Overtime Allowance, Cash Handling Allowance, Dress Allowance, Nursing Allowance, Patient Care Allowance, Family planning Allowance, Risk Allowance etc. are discussed. The Secretary, Department of Personnel gave a patient hearing and interacted with staff side on certain points. No commitment on any allowance was given.</p>
<p><strong>JCM NATIONAL COUNCIL : STANDING COMMITTEE MEETING</strong></p>
<p>The JCM (NC) Standing Committee meeting under the Chairmanship of Secretary, Department of Personnel was held on 25.10.2016. All agenda items were discussed. Some of the items are &#8211; JCM functioning, Compassionate appointments, amendment to the definition of anomaly, Changing MACP conditions, Ex-Servicemen pay fixation, Pay fixation option on promotion after the date of notification of CCS (RP) Rules 2016, GDS bonus enhancement to 7000/-, casual labour regularization and bonus enhancement, filling up of vacancies, upgradation of LDCs to UDCs, one time relaxation of LTC-80 availed by air by purchasing tickets from other than authorized agents, Restoration of Festival Advance, Natural Calamity Advance and Advance of leave salary, grant of entry pay recommended by 6th CPC to the promotes, reimbursement of actual medical expenditure incurred by the employees in a recognised hospital etc.</p>
<p>Secretary, Department of Personnel gave a patient hearing and clarified certain points. No final decision was taken on any of the agenda items. Gist published below. Minutes will be published later. It was informed that based on the discussion, each item will be examined further and decision will be taken.</p>
<p><strong>AUTONOMOUS BODIES : EXTENSION OF 7TH CPC REVISED PAY STRUCTURE AND PENSIONARY BENEFITS</strong></p>
<p>The issue was raised in the JCM Standing Committee meeting held on 25.10.2016 by the staff side. The official side informed that an overall review regarding the performance and financial viability etc. of each Autonomous body is being carried out by the Government. Only after completing the process decision regarding extension of 7th CPC revised pay structure and pensionary benefits, Bonus etc. will be taken. Extension of the benefits depends upon the policy decision of the Government. Hence the official side has not told any time frame for final decision. It is likely to be delayed.</p>
<p>Confederation has already included the demands of the employees of the autonomous bodies in its 20 point charter of demands. All Unions/Associations/Federation and employees of all autonomous bodies are requested to understand the gravity of the situation and make the 7th November 2016 mass dharna programme and 15th December 2016 Parliament March a grand success. Join the Parliament March with your flags, banners and placard with demands. Let the Government understand the discontentment and protest of employees and pensioners of Autonomous bodies. There is no short-cut to get our justified demand accepted by the Government.</p>
<p><strong>GDS BONUS ENHANCEMENT TO 7000</strong></p>
<p>This issue was discussed in the JCM Standing Committee meeting as a notified agenda. The official side informed that the file is still under process in the Finance Ministry and a decision is yet to be taken. Once the approval of the Finance Ministry is given the proposal is to be submitted to Cabinet for approval.</p>
<p>All affiliates and C-O-Cs are once again requested to extend full support and solidarity to the proposed Postal Strike on 9th &amp; 10th November 2016, demanding bonus calculation ceiling limit enhancement to 7000/- for GDS and immediate payment of revised wages to casual labourers from 01.01.2006. Conduct solidarity demonstration in front of important Postal/RMS office on 9th &amp; 10th November 2016.</p>
<p><em><strong>GIST OF THE JCM STANDING COMMITTEE MEETING HELD ON 25.10.2016</strong></em></p>
<p>Meeting was held under the chairmanship of Secretary, Department of Personnel. Items discussed and outcome is given below.</p>
<p><strong>1. JCM FUNCTIONING</strong></p>
<p>Decision: After discussion Secretary (P), assured that the JCM would be activated and steps may be taken to hold regular meetings of JCM at National and Departmental level.</p>
<p><strong>2. COMPASSIONATE APPOINTMENT:</strong></p>
<p>Decision: The demand of the staff side to remove 5% ceiling would be considered after studying the various. Supreme Court Judgments and the decisions of previous National Council JCM meetings.</p>
<p><strong>3. RESTORATION OF INTEREST FREE ADVANCES WITHDRAWN BY THE GOVERNMENT BASED ON 7TH CPC RECOMMENDATIONS</strong></p>
<p>Decision: The demand of the staff side to restore Festival advance, Natural Calamity advance and leave salary advance will be examined further.</p>
<p><strong>4. AMENDMENT TO THE DEFINITION OF THE TERM “ANOMALY”</strong></p>
<p>Decision: The proposal given by the staff side would be considered is consultation with Department of Expenditure.</p>
<p><strong>5. FIXATION OF PAY OF RE-EMPLOYED EX-SERVICEMEN</strong></p>
<p>Decision: The anomalies in the fixation of pay of re-employed Ex-Servicemen is under consideration of DOP&amp;T.</p>
<p><strong>6. OPTION FOR THOSE TO BE PROMOTED AFTER 25.07.2016, I.E. AFTER THE NOTIFICATION OF CS (REVISED PAY) RULES 2016.</strong></p>
<p>Decision: This issue would be considered by the Implementation Cell of 7th CPC.</p>
<p><strong>7. WITHDRAWL OF NEW CONDITIONS FOR THE GRANT OF MACP</strong></p>
<p>Decision: The demand of the Staff Side for withdrawl of “Very Good” grading would be re-examined. Some more items related to Ministry of Defence was also discussed.</p>
<p><strong>8. BONUS CEILING TO BE RAISED TO 7000 FOR GRAMIN DAK SEVAK EMPLOYEES OF POSTAL DEPARTMENT</strong></p>
<p>Decision: Revision of Bonus ceiling for GDS and Casual Labourers would be considered by Department of Expenditure.</p>
<p><strong>9. REGULARISATION OF CASUAL LABOURERS</strong></p>
<p>Decision: The proposal of the staff side for regularization of all casual labourers would be considered after considering various Supreme Court judgements.</p>
<p><strong>10. FILLING UP OF EXISTING VACANT POSTS</strong><br />
Decision: Since there is no ban on recruitment, vacancies can be filled up. Instructions in this regard will be issued once again.</p>
<p><strong>11. UPGRADATION OF THE POSTS OF LOWER DIVISION CLERKS TO UPPER DIVISION CLERKS</strong></p>
<p>Decision: The demand of the staff side would be considered in consultation with other Ministries.</p>
<p><strong>12. GRANT OF ONE TIME RELAXATION TO THE CENTRAL GOVERNMENT EMPLOYEES WHO HAVE AVAILED LTC-80 AND TRAVELLED BY AIR BY PURCHASING TICKETS FROM OTHER THAN AUTHORIZED AGENCIES</strong></p>
<p>Decision: The proposal of Ministry of Defence in this regard is under examination of DOP&amp;T</p>
<p><strong>13. GRANT OF ENTRY PAY RECOMMENDED BY 6TH CPC TO THE PROMOTEES UNDER THE PROVISION OF CCS (RP) RULES 2008</strong></p>
<p>Decision: &#8211; The Judgment of Chennai CAT and Principal Bench New Delhi would be examined by DOP&amp;T and Department of Expenditure.</p>
<p><strong>14. REIMBURSEMENT OF ACTUAL MEDICAL EXPENDITURE INCURRED BY THE EMPLOYEES IN A RECOGNIZED HOSPITAL</strong></p>
<p>Decision:  A separate meeting would be held by the Health Ministry with the staff side to discuss this demand.</p>

										<content:encoded><![CDATA[<p><b>7th Pay Commission Latest News – Three important demands of NJCA which are likely to be discussed in the 7th CPC Meeting to be held on 1st September 2016</b></p>
<p>To discuss the anomalies related to the implementation of 7th Pay Commission, the high-powered Committee of Secretaries formed by Centre has invited leading employee union National Joint Council of Action (NJCA) for a meeting on September 1.</p>
<p>NJCA would be represented at the meet by it’s current convenor Shiv Gopal Mishra. Aggrieved Central Government employees pin their final hope in the outcome of the Sept 1 meeting. If the Government constituted body fails to incorporate their demand, a large section of the organized workforce would call a strike.</p>
<p>Although, it has not been revealed whether the Committee of Secretaries would attempt to negotiate the demands at the upcoming meet, it has been assured that grievances of the employees, as raised by the Unions, would be noted down in a detailed manner by the Secretaries. Representing NJCA, Shiv Gopal Mishra is expected to show an uncompromising stand on at least the following three demands: 1) Hike in Fixed Medical Allowance (FMA),  2) Revision in the hike of minimum salary, 3) Availability of ‘Option 1′ for pensioners.</p>
<h3>Hike in Fixed Medical Allowance (FMA):</h3>
<p>Central Government employees had demanded the 7th Pay panel led by Justice (retd) AK Mathur to raise FMA from current Rs 500 per month to Rs 2,000 per month. The demand appears legit to the employee unions as even many of the private sector companies are paying Rs 1200 to Rs 1800 per month as medical allowance to lower-middle level employees.</p>
<h3>Revision of hike in minimum salary:</h3>
<p>NJCA, along with other employee unions have raised the demand to restructure the hike in minimum salary using 3.68 fitment factor. The entry-level pay as per 6th Pay Commission was Rs 7,000. The AK Mathur-led panel increased the minimum salary by multiplying with 2.57 fitment factor. This increased the salary to Rs 18,000. If the 3.68 fitment factor would be used, the minimum salary would be restructured to Rs 26,000.</p>
<h3>Availability of ‘Option 1′:</h3>
<p>The All India Postal &amp; RMS Pensioners Association (AIPRPA) has demanded the Government to enable Option 1 for hiking their pensions. According to Option 1, the hiked pensions would be fixed in the pay matrix on basis of the grade and and pay band in which they were enrolled at the time of retirement. According to the second option, the pay panel has recommended the pension hike by using 2.57 fitment factor. The second option would multiply their existing pensions by 2.57.</p>
<p>Despite Shiv Gopal Mishra appearing as the leading voice among those who are articulating the cause of aggrieved employees, a number of central government employees have raised doubts against him. His decision to roll back the July 11 mass strike, which was expected to evoke the participation of 33 lakh central government employees, has not gone down well with those among the dissidents. Several employees have straightaway asserted that if the government fails to pay heed to at least the above three demands, a rejuvenated call for strike should be made.</p>

<blockquote><p><em>“The 7th Pay Commission’s status quo explanation on its report has created a huge buzz”</em></p></blockquote>
<p>According to reliable sources of information, the 7th Pay Commission is expected to submit its final report including the revised pay and pension structure for Central Government employees and pensioners to the Central Government on in the first week of September.</p>
<p>As confirmation of the news, the 7th Pay Commission, on its official website had published an announcement yesterday. It said, “Pay and Pension proposals, expectations in facilities &amp; benefits, and valuable suggestions were received from Central Government employee unions, associations, members of the Defence services and NC JCM Staff Side. All these will be considered. Personal interactions shall not be held anymore. All the demands and suggestions have been examined and the task of preparing the final recommendation report has almost ended. In addition to this, the report containing all the recommendations will be prepared within the stipulated time that was allocated.”</p>
<p>Everybody is pleased with the authorized news that the 7th Pay Commission report, which contains the new pay and perk structure that directly affects more than 40 lakh Central Government employee all over the country, will be ready on time.</p>
<p>There were rumours that the Commission might seek an extension of another six months. Many reasons were given for this claim and most of these were very convincing. It is a welcome move on the part of the 7th Pay Commission to voluntarily come forward and announce their current status.</p>
<p>If everything goes as planned, the 7th Pay Commission recommendations will come into effect from 01.01.2016 onwards.</p>
<p>Meanwhile, there is no doubt in the fact that employees are extremely curious to find out how much their salaries would increase if the new Pay Commission recommendations are implemented.</p>

They demanded that Group ‘A’ engineers be treated at par, in terms of pay scale and career progression, with IAS officers.</p>
<p>Representatives of the Central Public Works Department’s (CPWD) Central Engineering Service Group ‘A’ association, on Thursday, approached the Seventh Central Pay Commission.</p>
<p>They demanded that Group ‘A’ engineers be treated at par, in terms of pay scale and career progression, with IAS officers.</p>
<p>The association has also demanded that they be given an additional 25 per cent of their basic pay as “non-practicing allowance”.</p>
<p>It has also asked that engineers be imparted at least a two-year international training exposure, just as it is done for IAS officers.</p>
<p>Representatives of the Indian Telecom Services and the Central Power Engineering Services too made their submissions before the commission.</p>
<p>In a written submission, the association says, “The engineering fraternity has been denied their due importance in government jobs… The career progression of engineers joining the engineering services is very slow.”</p>
<p>It further stated, “Most of the members of the engineering services more often report to the officers of other services who are much junior in terms of year of joining. These officers recruited through engineering services also end up drawing lesser pay and perks as compared to their counter parts in civil services.”</p>
<p>Reportedly, the fifth pay commission had recommended that all organised group ‘A’ services — including those of the engineering services — should have a model cadre structure which should be achieved by carrying out the cadre reviews.</p>
<p>However, the letter states, “These recommendations were not implemented in the right spirit. It has taken 10 to 15 years to implement cadre reviews for engineering services. On the other hand, most of the civil services have cadre structure either on par or much above the model cadre structure.”</p>
<p>The association has demanded that promotional aspects should be made at par with the civil services, a strict batch parity be maintained in respect of promotions and director-general of CPWD be declared the ex-officio secretary to the Government of India, among others.</p>

<p>Sub: <strong>Issues relating to improvement of Grade Pay etc., &#8211; Proposals of the Railway Ministry to the Ministry of Finance and DoP&amp;T but not agreed-reg.</strong></p>
<p>As Railway Board are aware. the NFIR has been given slots on 13th and 14th April, 2015 by the 7th Central Pay Commission, to deliberate and discuss the cases of Railway employees of all categories (serving/retired) relating to the pay and allowances/perks.</p>
<p>In this connection, the Federation would place its points on the issues (as per list enclosed) where Railway Ministry had agreed in principle and sent proposals to the MoF/DoP&amp;T who however did not agree. To enable the Federation to have meaningful discussion on these subjects with the Pay Commission, Federation requires copies of replies received from the MoF/DOP&amp;T.</p>
<p>NFIR therefore, requests the Railway Board to kindly arrange to provide copies of the replies given by MoF/DOP&amp;T in the case of issues mentioned in the enclosed list at the a earliest.</p>

<p>The All India Audit &amp; Accounts Association has met the 7th pay commission on 27-3-2015  to tender its Oral evidence. The Association observed that the 7th pay commission was of the view to discard the Pay Band – grade pay system. The feed back of the Meeting is posted in its Blog. <p style="text-align: center;">Tendering of Oral Evidence before 7 CPC</p>
</blockquote>
<p>The 7th CPC had invited the All India Audit &amp; Accounts Association for tendering oral evidence on 27th March 2015 at this office at Qutab Institutional Area, New Delhi. In addition to the Secretary General, Coms M.Duraipandian, V.Nageswara Rao, KL Gautam and Anilkumar appeared before the Commission for the oral evidence. The Commission was present in full strength</p>
<p><em><strong>The following demands were placed before the Commission:</strong></em></p>
<p>1. Upgradation of LDC of GP 2400</p>
<p>2. Correcting the distortions in the implementation of 6 CPC recommendations with respect to IA &amp; AD and organised Accounts Viz.</p>
<blockquote><p>i) grant of GP 4200 to Auditor / Accountant</p>
<p>ii) grant of GP 4600 to SA, granting parity with Assistants of CSS</p>
<p>iii) grant of GP 5400 to AAO on completion of 4 years</p></blockquote>
<p>3. Grant Promotion to SA to GP 4800 and higher starting pay of PB 2, 5400 to AAO and space for further career advancements for these orders</p>
<p>There was detailed discussion on each of our demands. It was pointed out by us that CAG of India has also recommended each of above demand and also grant of GP 6600 and 7600 to AOs and SAOs. The Chairman appreciated it. The Commission assured to take a positive look on our demands which are also supported by CAG.</p>
<p>The demands were explained in its historical background and also on functional basis. The recommendations of the past pay commissions were also brought to the notice of the CPC. The award by the Central Board of Arbitration in favour of the employees in respect of parity between SA and Assistants in CSS was particularly pointed out. Chairman expressed his unhappiness on the non implementation of the award by the employees and workers.</p>
<p>On our demand for career progression for SA and AAO, the Commission stated that though it is sympathetic it is not sure what could be done, given the hierarchical structure available in IA and AD.</p>
<p>We also raised the issue of re-introduction of Touring Special Pay and pointed out to the Award that was won by the All India Audit &amp; Accounts Association from the Board of Arbitration and its rejection by the Parliament in 2002.</p>
<p>We further requested for introduction of 4 advance increments on passing of Departmental confirmatory examination, explaining the system prevailed before 3rd CPC, recommendation of 3rd CPC following which it was discontinued and its re introduction in 1981 an amount equivalent to 3 increments. We pointed out that the conversion of this qualification pay into deemed allowance after 5 CPC and requested for its re-introduction.</p>
<p>During the discussion the Chairman observed that the commission is of the view to discard the PB-GP System.</p>
<p style="text-align: center;"><strong>ORAL EVIDENCE BY STAFF SIDE NC, JCM</strong></p>
<p>On 23-24 March 2015, the Standing Conïnittee of Staff Side, NC, JCM, tendered the oral evidence before the 7 CPC. The delegation was led by Shri Raghavaiah, Leader, Staff Side and Corn Shiva Gopal Mishra, Secretary, Staff Side.</p>
<p>Com KKN Kutty presented the memorandum on behalf of the NC, JCM. The gist of discussion is given in the enclosed Circular issued by Corn Shiva Gopal Mishra, Secretary, Staff Side.</p>
<p>The Pay Commission stated that the principle that vuld guide to determine the minimum wage shall be Dr Aykroid formula on it (ie 15 ILC norms). It has further stated its intention to do away with pay band/grade pay system. On some other issues, the Pay Commission has sought the views of the Staff Side (which shall be conveyed to the Commission shortly).</p>

<p>A meeting of NFPE Leaders consisting Coms. R.N. Parashar Secretary General , Giriraj Singh , General Secretary-R-III, N. Subramainan General Secretary P-III, R. Seethalaxmi General Secretary P-IV, P. Suresh  General Secretary R-IV , Pranab Bhattacharya General Secretary Admn., T. Satyanarayana General Secretary Postal Accounts, Virendra Tiwari General Secretary AIPSBCOEA, Pandu Ranga Rao General Secretary GDS(NFPE), R. Shivanarayana President P-III, S.K. Bardhan President R-III, S.P. Kulkarni President AIPSBCOEA, Balwinder Singh Treasurer P-III, Manohar Lal  Vice President P-IV, was held with Chairman of 7th CPC Justice A.K. Mathur alongwith Smt. <p>Com. R.N. Parashar, Secretary General NFPE after welcoming Chairman &amp; other members initiated oral evidence on memorandum submitted by NFPE. He narrated all important points related to Postal, RMS, MMS, Admn, Offices, Postal Accounts, SBCO and GDS issues alongwith Casual Labourers issues. All General Secretaries of NFPE affiliated unions presented their sectional issues very nicely.</p>
<p>The most important thing of this meeting was that Chairman gave a patient hearing on GDS issues. Com. P. <blockquote><p><strong>Parity in Pension</strong></p></blockquote>
<div><strong>Pension of pre &amp; post retired SC,HC judges, CAG, Cab. Secy.&amp; Secy. is at par.  One rank one pension has been acceded to Defence forces retirees . Others too are citizens of this Country, then why disrimination.BPS Plead for 100% parity to all Pensioners</strong></div>
<div></div>
<div>Full and modified parity will be meaningless unless the actual grades and grade pays implemented to serving employees on revision are taken into consideration.  For some categories especially at lower and middle levels, grades higher than those actually recommended by the Commissions were implemented for employees in service.  They were not extended for modified and full parity to those who retired prior to revision in the corresponding posts on the pretext that what were implemented were improved grades and grade pays.  This resulted in invidious discrimination against and grave injustice to past retirees.  The gap in pensions due to this ever widens not only with every subsequent revision but also whenever additional installment of DR and when  additional quantum based on advanced age are  granted.</div>
<div></div>
<div>Parity, full or modified, will be meaningful and confer real benefit on past retirees only when the actual grades and grade pays implemented for serving employees are taken for this purpose.  This injustice is happening only when a higher grade or grade pay is given to a certain category after revision.    We respectfully submit that certain sections of past pensioners are not able to get justice in the  matter of full/modified parity due to the above discriminatory treatment.  A Group-B officer, who retired in III CPC scale had been brought down one scale lower w.e.f., 1.1.96 and to Rs.4200/- GP w.e.f., 1.1.2006 whereas a IV CPC Group-B officer got Rs.4600/- GP  w.e.f., 1.1.2006 and a V CPC Group-B officer got Rs.4800/- GP in revision.  This injustice has occurred to many categories of pre-2006 retirees.  We appeal to the Commission to do full justice to all past retirees in the above regard by making suitable recommendations.</div>
<div></div>
<div>Pre-2006 pensioners were given 40% fitment benefit whereas serving employees were given grade pay.  This resulted in grave imbalance between pre and post 2006 pensioners.  In order to rectify this, notional fixation has to be extended w.e.f., 1.1.2006 to pre 2006 pensioners taking 50% of corresponding grade pay into account so that they will be brought on a common platform with post 2006 pensioners and they will all get equal justice in the next revision as per VII CPC.  We urge the Commission to recommend same fitment benefit to employees as well as pensioners to avoid imbalance between past and future pensioners and also same multiplication factor for revision to one and all to ensure equal treatment.</div>
<div></div>
<blockquote><p><strong>No cut off dates</strong></p></blockquote>
<div><strong>Revision of Pension by Pay comm. is to neutralize inflationary effect . Inflation affects all equally with- out cut off date. Then why cut off dates for implementation of Pay comm. recommendations?</strong></div>
<div><strong></p>
<p></strong></div>
<div><strong>7th CPC recommendations should apply to all pensioners without cut-off dates .All new benefits to apply to present pensioners. Pension of all should rise by equal % to ensure equality.</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Minimum-Maximum Ratio</strong></p></blockquote>
<div><strong>Ratio mini- max. emoluments i.e. Basic + DA+IR was down to 1:8 on 1.7.96 prior to Vth CPC implementation. 7CPC must bring it back to that level.</strong></div>
<blockquote><p><strong>Gulf between highest &amp; lowest paid</strong></p></blockquote>
<div><strong>Huge gulf between lowest &amp; highest pension need to be narrowed, should not be more than 1:8.Revise pay/pension of top person first, divide it by 8 to calculate minimum.</strong></div>
<div><strong></p>
<p></strong></div>
<div><strong>Any attempt to increase highest &amp; lowest paid ratio in Govt jobs will be disastrous and against the preamble to constitution.</strong></div>
<div><strong></p>
<p></strong></div>
<blockquote><p><strong>Additional old age pension</strong></p></blockquote>
<div>100 yrs of age for a pensioner is illusionary BPS requests the Hon’ble comm. to review existing dispensation &amp; to recommend 10%upward increase in pension every 5 yrs   from 65yrs to 75yrs , 20% every 5yrs from 75- 85yrs &amp; finally increasing pension to 100% at 90 yrs of age. As in the present scenario old age disabilities/diseases set-in right from 60 yrs of age &amp; go on manifesting v. fast needing additional medical &amp; caregiver expenditure.</div>
<blockquote><p><strong>Pension to be net of Income Tax</strong></p></blockquote>
<div>Purchase value of pension gets reduced day by day due to steep rise in food, medical &amp; transport cost. Net worth of a pensioner gets considerably reduced at year end compared to the beginning of the year. To enable a pensioner in the evening of life to live with minimum comfort, BPS appeals that Pension may be exempted from Income tax.</div>
<div></div>
<blockquote><p><strong>DR Merger</strong></p></blockquote>
<div><strong>BPS requests the pay comm. to recommend merger of Dearness allowance with basic pension whenever it goes 50% or beyond.</strong></div>
<div><strong>Due to inherent flaws in the method of inflation index calculation which is  based on WPI. DR  is never sufficient to afford 100% neutralization. Whenever DR rise to 50% &amp; above, it results in considerable erosion of financial position of Pensioners.</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Ex- servicemen status</strong></p></blockquote>
<div><strong>Defence civilian are paid from defence budget. Are accorded Rank equivalency. BPS urge pay comm. To recommend  ex- servicemen status to retd. Defence civilians.</strong></div>
<div></div>
<blockquote><p><strong>BSNL pensioners</strong></p></blockquote>
<div><strong>BSNL pensioners are governed by Rule 137A of CCS (Pension) Rules 1972. BPS pleads that they be treated  at par with C .G. Pensioners for pension fixation.</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Family pensioners other than spouse</strong></p></blockquote>
<div>Family pension is restricted to daughters who become divorcee or widow during the life time of  Parents. Social Structure always force a widow or divorced lady to return to parental home. In the absence of parents illiterate ladies have to feed themselves &amp; children by doing menial jobs &amp; living as destitutes. Removal of present restriction will help these ladies to lead honorable life. BPS appeals to hon’ble  comm. to consider the issue on humanitarian grounds &amp; to recommend removal of this restriction .</div>
<div></div>
<blockquote><p><strong>New Pension Scheme</strong></p></blockquote>
<div><strong>TO ensure social security. Amend it to guarantee minimum 50% of last drawn as pension &amp; Family pension as per exiting pre 2004 scheme</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Restoration of commuted value</strong></p></blockquote>
<div><strong>Commutation is an advance sanctioned to pensioner at  specific  conditions &amp; rate of intt.  at the time of retirement which is recoverable from  pension in regular monthly installments. Thus the recovery must stop the day total amount with interest is recovered.BPS requests that Commuted value of Pension be restored after 10yrs.</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Restoration of commutation to PSU absorbees</strong></p></blockquote>
<div><strong>Presently in case of pensioners other than PSU absorbees pensioners, recovery of commuted value of pension lasts 15 yrs, where as in case of PSU absorbees this recovery continues till survival which is discriminatory. In their case also fullpension should be restored, the day sanctioned amount with interest is fully recovered.</strong></div>
<blockquote><p><strong>Injustice to those born onIst jan &amp; on Ist  july</strong></p></blockquote>
<div><strong>Modified FR56(a) requires every one whose date of birth is the first of month to retire from service on the afternoon of last day of preceding month on attaining superannuation age. As a result, those born on Ist of Jan loose  pay &amp; pensionrevision benefits due to pay comm. recommendations and those born on Ist july loose benefit of one increment. They are deprived of equality of status. Hon’ble pay comm. is requested to set right the discrepancy.</strong></div>
<blockquote><p><strong>Gratuity</strong></p></blockquote>
<div><strong>We suggest that the gratuity may be calculated on the basis of 26 effective days as against 30 days in a month.</strong></div>
<div><strong> The ceiling of 16.5 times should also be removed.</strong></div>
<blockquote><p><strong>Health care</strong></p></blockquote>
<div><strong>Healthcare is not a luxury to be in  possession of privileged few. All Govt. pensioners must be issued smart cards for cashless treatment in emergencies in any empanelled/NABH accredited hospital in the country. BPS requests the Honourable commission to recommend accordingly .</strong></div>
<div></div>
<blockquote><p><strong>Quality healthcare</strong></p></blockquote>
<div><strong>To ensure quality healthcare to pensioners . Periodically upgrade CGHS rates, to keep these compatible to market rates. Exercise rate &amp; quality control on Govt. empanelled  hospitals.</strong></div>
<blockquote><p><strong>Hospital Regulatory authority</strong></p></blockquote>
<div><strong>Constitute hospital regulatory authority to monitor quality &amp; rates of empanelled &amp; NABH /NABL  accredited hospitals / Labs to ensure quality healthcare at affordable rates.</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Fixed Medical allowance</strong></p></blockquote>
<div><strong>As is recorded in Para 5 of the minutes of Committee of Secretaries (COS) held on 15.04.2010. OPD cost per CGHS card holder was Rs1369/ PM in 2007-8. With inflation, it is well over Rs 2500/PM now.EPFO baneficiaries already getting RS 2000/PM FMA wef June.013. Hon’ble comm. is requested to recomend Rs 2500/FMA w/o distance restriction, net of Income Tax and  allowing DR on it.</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Grievance redressal</strong></p></blockquote>
<div><strong>There should be an effective redressal mechanism with a strict Time line &amp; punitive clause for violation of time line. Any court judgement involving a common policy matter of Pay/Pension should be extended automatically to similarly placed employees/Pensioners without driving every affected person  to court of Law.</strong></div>
<div><strong>BPS, therefore, appeal to Hon’ble Comm. to recommend accordingly.</strong></div>
<div><strong></p>
<p></strong></div>
<blockquote><p><strong>Immediate relief</strong></p></blockquote>
<div>
<p><strong>Pending submission of commission’s report &amp; implementation of its recommendations . As an immediate measure to partially  mitigate sufferings of pensioners, BPS appeal to the Hon’ble comm. to immediately recommend merger of 50% DR with basic pension &amp; an interim relief of 20% of existing pension.</strong></p>

<p><strong>General</strong></p></blockquote>
<ul>
<li>Federations of C.G. Pensioners’ associations be    granted recognition by Government.</li>
<li>Pensioners’ representatives should be included in various Committees &amp; Forums wherein issues relating to pensioners’ are discussed &amp; decided.</li>
<li>SCOVA may be upgraded to JCM level.</li>
<li>Scope of Pension Adalats be widened to include Genl.Grievances&amp; Pensioners associations may be permitted to present pensioners cases in Pension Adalats.</li>

<p>A meeting will take place between the JCM Staff Side and the 7th Central Pay Commission on 25th February 2015. Following issues are expected to be discussed in the meeting.</p>
</div>
<ul>
<li>Minimum Wage</li>
<li>Interim Relief &amp;</li>
<li>Merger of DA with Pay.</li>
</ul>

<p>It may also be noted that the Oral evidence on the Memorandum submitted by the Federation will commence from 15th March 2015, but however, the dated will be confirmed later on.</p>
