<p>Subject:<strong> LTC facilities to the Civilian employees of the Central Government serving in States of the North-Eastern Region, Ladakh region of State of Jammu &amp; Kashmir and in Union Territories of Andaman &amp; Nicobar Island and Lakshadweep Group of Islands &#8211; Implementation of recommendations of 7th CPC.</strong></p>
<p>The undersigned is directed to refer to Department of Expenditure&#8217;s O.M. No. 11(2)/97-E.II(B) dated 22nd July, 1998, regarding Allowance &amp; Special Facilities for civilian employees of the Central Government serving in States and Union Territories of the North-Eastern Region and in the Andaman &amp; Nicobar Island and Lakshadweep Group of Islands.</p>
<p>2. The aforesaid O.M. provided the option of availing every year Home Town LTC (for self and family) to a Government servant serving in North-Eastern Region, Andaman &amp; Nicobar and Lakshadweep groups of Islands who leaves his family behind at the old headquarters or another selected place of residence, and who has not availed of transfer travelling allowance for family. In addition, two additional passages under &#8220;Emergency Passage Concession&#8221; is also provided to the employees posted in these regions to enable them and/or their families [spouse and two dependent children] to travel either to the Home Town or the station of posting in an emergency.</p>
<p>3. The Seventh Pay Commission has recommended that splitting of hometown LTC should bellowed in case of employees posted in North East, Ladakh and Island territories of Andaman, Nicobar and Lakshadweep. This will enable these employees and their families to meet more often.</p>
<p>4. Consequent upon acceptance of recommendations of Seventh Pay Commission, it has been decided that a civilian Central Government servant serving in North-Eastern Region, Ladakh region of State of Jammu &amp; Kashmir, Andaman &amp; Nicobar Islands and Lakshadweep groups of Islands, who leaves his family behind at the old headquarters or another selected place of residence and has not availed of transfer travelling allowance for family, shall be provided with the following options for the purpose of LTC:</p>
<blockquote><p>(i) The Government servant may avail LTC for journey to the Home Town once in a block period of two years and/or one &#8216;Anywhere in India&#8217; LTC in a block of four years under the normal LTC rules.</p>
<p>Or</p>
<p>(ii) In lieu thereof, the Government servant may avail the facility for himself/herself to travel once a year from the station of posting to the Home Town or the place where the family is residing and for the family [restricted only to the spouse and dependent children as per the &#8216;family&#8217; definition of CCS(LTC), Rules, 1988] to travel once a year to visit the Government servant at the station of posting.</p></blockquote>
<p>5. In addition, Central Government employees and their families posted in these territories shall be entitled to avail of the Leave Travel Concession, in emergencies, on two additional occasions during their entire service career. This shall be termed as &#8220;Emergency Passage Concession&#8221; and is intended to enable the Central Government employees and/or their families [restricted only to spouse and dependent children] to travel either to the Home Town or the station of posting in an emergency. The two additional passages under the Emergency Passage Concession shall be availed by the entitled mode and class of travel as admissible under the normal Leave Travel Concession Rules.</p>
<p>6. This O.M. will take effect from July 1, 2017.</p>

<p>Subject:- <strong>Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by private airlines to visit Jammu &amp; Kashmir – Extension reg.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s O.M. No. 31011/3/2014- Estt.(A-1V) dated 26th September, 2014 where Government servants in relaxation to CCS(LTC) Rules, were allowed to travel by air to visit Jammu &amp; Kashmir (J&amp;K), North East Region (NER) and Andaman &amp; Nicobar Islands (A&amp;N) on LTC for a period of two years against conversion of one block of Home Town LTC. The relaxation was given subject to air travel by Air India only.</p>
<p>2. Later vide DoPT’s O.M. of even no. dated 28.11.2014, the Government decided to allow travel by private airlines to visit Jammu &amp; Kashmir under this special dispensation scheme subject to certain conditions. The scheme was valid for a period of one year from the date of issue of the O.M. and expired on 27.11.2015.</p>
<p>3. It has now been decided to extend the scheme for a further period from the date of issue of this O.M., till the date of expiry of the of the special dispensation scheme of travel by air to J&amp;K, NER and A&amp;N, i.e. 25.09.2016. All other terms and conditions prescribed in this Department’s O.M. dated 28.11.2014 shall continue to apply.</p>

<p>Subject:- <strong>Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by private airlines to visit J&amp;K.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s O.M. No. 31011/3/2014- Estt.(A-1V) dated 26th September, 2014. It has been decided that the Government servants while availing Leave Travel Concession (LTC) to Jammu and Kashmir (J&amp;K) under the special dispensation scheme allowed by the aforesaid O.M. may also travel by private airlines subject to the following conditions:-</p>
<blockquote><p>(i) Officers entitled to travel by air may also travel by private airlines from their headquarters;</p>
<p>(ii) Officers not entitled to travel by air may be permitted to travel by private airlines between Delhi /Amritsar and any place in J&amp;K.</p></blockquote>
<p>2. Air travel by private airlines is to be performed in Economy Class only an at LTC-80 fare of Air India or less.</p>
<p>3. Air Tickets to be purchased directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/s Balmer Lawrie &amp; Company’, ‘M/s Ashok Travels &amp; Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT’s O.M. No. 31011/6/2002-Estt.(A) dated 02.12.2009) while undertaking LTC journey. Booking of tickets through other agencies is not permitted.</p>
<p>4. All other conditions prescribed in this Ministry’s O.M. No. 31011/3/2014-Estt.(AIV) dated 26.09.2014 would continue to apply.</p>
<p>5. The order will remain in force for a period of one year from the date of issue of this order.</p>

<p>Subject:- <strong>Central Civil Services (Leave Travel Concession) Rules, 1988 — Fulfillment of procedural requirements.</strong></p>
<p>This Department is in receipt of a number of references regarding the procedural difficulties faced by the Government employees in application and settlement of the LTC claims. Sometimes, the Government servants claim that failure to follow the correct procedure was on account of a lack of knowledge of the rules/instructions. It is alleged that in some cases, processing of LTC claims takes unduly long time, particularly when the employee and the sanctioning authorities are located at different stations.</p>
<p>2. To remove these bottlenecks, it has been decided to simplify the procedure of application and make the procedure of processing of LTC claims time bound. The following time-limits shall be followed while processing the LTC applications/claims of  the Government servants.</p>

<p>*(a) Additional 3 days transit-time may be allowed in cases where the place of posting of the Government employees is away from their Headquarters, The Government employee may proceed on LTC after action on S.No. 1 .</p>
<p>(b) Efforts should be made to reduce the duration of processing of LTC applications/claims at the earliest. The maximum time limit should be strictly adhered to and non —compliance of time limit should be adequately explained.</p>
<p>3. Under CCS (LTC) Rules, the Government servants are required to inform their Controlling Officer  before the journey(s) on LTC to be undertaken. It has now been decided that the Leave Sanctioning Authority shall obtain a self-certification from the employee regarding the proposed LTC journey. The proforma for self-certification has been annexed with this O.M.</p>
<p>4. In addition to the above, it has been decided that whenever a Government servant applies for LTC, he/she should be provided with a copy of the guidelines (enclosed) which ne ds to be followed while availing LTC.</p>
<p>5. Employees ay be encouraged to share interesting insights and pictures, if any, of the destination he/she visited while availing LTC in an appropriate forum.</p>

<p><strong>I Sh./Smt./Kr. &#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211; (Name of the Govt. servant) wish to confirm that I am availing  &#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211; (Home Town/ Any Place in India) LTC in respect of self/ family member(s) for the block year  &#8212;&#8212;&#8212;&#8212;&#8212; to visit &#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;  (Place of visit) during  (dates of journey). It is stated that I or the family member for whom I wish to avail LTC has/have not availed of the same before in the present block.</strong><br />
2. The Particulars of members of family in respect of whom the Leave Travel Concession is being claimed are as under:</p>
<p>3. It is certified that the above facts are true and any false statement shall make me liable for appropriate action under Rule 16 of CCS(LTC) Rules, 1988 and the relevant disciplinary rules.</p>
<p>* N.B.: The Government employee may share interesting insights and pictures, if any, of  the destination visited while availing LTC on an appropriate forum.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><b>Guidelines </b></span></p>
</div>
<p>1. Please ensure that you have applied for leave and submitted the self-certification form to your Administration before the LTC journey is undertaken.</p>
<p>2. Please check your eligibility before applying for LTC. LTC to Home Town can be availed once in a block of two years and LTC to Any Place in India may be availed once in a four year block. If not availed during these blocks, the LTC may also be availed in the first year of the following block.</p>
<p>3. Please note that the current two year block is 2016-17 and the current four year block is 2014-17.</p>
<p>4. In case of fresh recruits, LTC to Home Town is allowed on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to the fresh recruits only for the first two blocks of four years applicable after joining the Government service for the first time. <p>5. A Fresh recruit may at his option choose to avail LTC under the normal LTC rules as applicable to other Government employees. In this case he/she will not be allowed to avail other LTCs as admissible to the fresh recruits in that block of four years.</p>
<p>6. The retiring Government employees are eligible to avail LTC as per their entitlement provided that the return journey is performed before their date of retirement. LTC is not allowed after retirement.</p>
<p>7. The Journeys on LTC are to be undertaken in the entitled class of the Government servant in public/Government mode of transport.</p>
<p>8. Travel by private modes of transport is not allowed on LTC, however, wherever a public transport is not available, assistance shall be allowed for the private transport subject to the certification from an Appropriate Authority that no other public/Government mode of transport is available for that particular stretch of journey and these modes operate on a regular basis from point to point with the specific approval of the State Governments/Transport authorities concerned and are authorised to ply as public carriers.</p>
<p>9. If a Government servant travels on LTC upto the nearest airport/ railway station by authorized mode of transport and chooses to complete rest of the journey to the declared place of visit by &#8216;own arrangement&#8217; (such as personal vehicle or private taxi etc.), while the public transport system is already available in that part, then he may be allowed the fare reimbursement till the last point where he has travelled by the authorised mode of transport. This will be subject to the undertaking from the Government employee that he has actually travelled to the declared place of visit and is not claiming the fare reimbursement for the part of journey performed by the private  owned/operated vehicle</p>
<p>10. Government servant may apply for advance for himself and/or his family members sixty five days before the proposed date of the outward journey and he/she is required to produce the tickets within ten days of the drawal of advance, irrespective of the date of commencement of the journey.</p>
<p>11. Reimbursement under LTC scheme does not cover incidental expenses and expenditure incurred on local journeys. Reimbursement for expenses of journey is allowed only the basis of a point to point journey on a through ticket over the shortest direct route.</p>
<p>12. The time limit or submission of LTC claim is :</p>
<ul>
<li>Within three months of completion of return journey, if no advance is drawn;</li>
<li>Within one month of completion of return journey, if advance is drawn.</li>
</ul>
<p>13. Government employees entitled to travel by air are required to travel by Air India only in Economy Class at LTC-80 fare or less unless permitted to do so by any general or specific provision.</p>
<p>14. Government employees not entitled to travel by air may travel by any airline, however, reimbursement in such cases shall be restricted to the fare of their entitled class of train/transport or actual expense, whichever is less.</p>
<p>15. In all cases whenever a Govt. servant claims LTC by air, he/she is required to book the air tickets either directly through the airlines or through the approved travel agencies viz: M/s Balmer Lawrie &amp; Co. Ltd/ M/s Ashok Tours &amp; Travels Ltd/ IRCTC. Booking of tickets through any other agency is not permissible.</p>
<p>16. Travel on tour packages is not allowed, except in the case of tours conducted by Indian Tourism Development Corporation (ITDC), State Tourism Development Corporation (STDC) and Indian Railway Catering and Tourism Corporation (IRCTC). In such cases, only the fare component shall be reimbursable provided ITDC/STDC/IRCTC separately indicate the fare component and certify that the journey was actually performed by the Government servant and his family members for which he/she claiming the Leave Travel Concession.</p>
<p>17. Please ensure that your LTC claim is as per the instructions to avoid rejection of your claim.</p>

<div style="text-align: justify;">This Department is in receipt of a number of references regarding the procedural difficulties faced by the Government employees in application and settlement of the LTC claims. Sometimes, the Government servants claim that failure to follow the correct procedure was on account of a lack of knowledge of the rules/instructions while in the other cases the delay is caused in<br />
the late processing of LTC claims.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">2. To remove these bottlenecks, this Department has decided to simplify the procedure of application and make the procedure of processing of LTC claims time bound.</div>
<div style="text-align: justify;">The following time-limits shall be followed while processing the LTC<br />
applications/claims of the Government servants.</div>

<div style="text-align: justify;">It may be noted that in cases where the place of posting of the Government employees is away from their Headquarters, additional 2 days transit-time may be allowed. The person proceeds on LTC after S.No.1 and 2 i.e. after ten days of applying LTC.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">3. Under CCS (LTC) Ruler, the Government servants are required to inform their Controlling Officer before the journey(s) on LTC to be undertaken. It has now been decided that the Leave Sanctioning Authority shall obtain a self-certification from the employee regarding the proposed LTC journey.</div>
<div style="text-align: justify;">The proforma for self-certification has been annexed with this O.M.</div>

<div style="text-align: justify;">4. In addition to the above, it has been decided that whenever a Government servant applies for LTC, he/she may be provided with a copy of the guidelines (enclosed) which needs to be followed while availing LTC.</div>

<div style="text-align: justify;">5. Employees may be encouraged to share interesting insights and pictures, if any, of the destination he/she visited while availing LTC on an appropriate forum.</div>

<p><img fetchpriority="high" decoding="async" style="float: left; margin: 0 1em 1em 0;" src="http://centralgovernmentnews.com/wp-content/uploads/2015/10/7thpaycommission_LTC.jpg" alt="7th Pay Commission recommendations on LTC" width="300" height="250" />Everyone knows that Central Government Employees are entitled to avail Leave Travel Concession (LTC) once in two years to visit home town and once in four years to visit any places in India. The employees are reimbursed full expenses for transport from the work station to the place to be visited and back.</p>
<p>Before the sixth CPC was implemented, availing of LTC by the employees was less in number all over India. In order to encourage employees to avail LTC, the Central Government made some impressive modifications in the rules, which saw a huge increase in the percentage of employees going for it. The employees were allowed to travel by air to Jammu &amp; Kashmir and North Eastern States and it continued till June 2015. The modification in the rules that was brought in was the travelling expenses were given in packages depending upon employee’s designation. These visits by the employees saw a huge growth in tourism in these states. It turned out to be a great opportunity for the employees to travel to these places, to know different people, their culture and so on. But for unknown reason, the central government did not extend the orders beyond June 2015.</p>
<p><strong>Home Town LTC: Is it possible to make changes in the Permanent Address of a Central Government Employee?</strong></p>
<p>Those Central Government Employees having their Hometown on the outskirts of their work places, are automatically ineligible for availing LTC Hometown. But they are eligible for the LTC for visiting any other places in India. For the benefit of those employees, in exceptional cases, the CCS Rules (LTC) – Change of Hometown – allows an employee to change the Permanent Address only once in their whole service. The employee can apply for this, through their respective head of sections with detailed documents. A male employee can choose the native place of his wife or vice versa or any other closed relation’s address. Care should be taken while applying for the changes, as the rule allows only once in their whole service. After the changes in the permanent address, the employee can apply for the LTC showing the new address.</p>
<p><strong>Expecting new changes in 7th CPC for availing LTC…</strong></p>
<p>Central Government Employees should be allowed to avail LTC Home Town once in a year and All India LTC once in three years which can bring huge changes in the department of tourism in India. It can motivate the employees to travel, visit different places, to know different people and their working conditions etc. Air travelling should be allowed to all other places in India and can be extended to other neighbouring countries also.</p>

<p>At present the State Government employees may avail themselves of the benefit of Leave Travel Concession once in service career during the period of five years preceding the actual date of retirement on superannuation for the following kinds of journeys, subject to the conditions as in this department’s Memo Nos. 9924-F dt. 07.12.2005 and 607 -F dt. 20.01.2006.</p>
<p>1. For journeys to respective home town and back, provided the home town is different from the place of posting; and</p>
<p>2. For journeys to any place of India and back.</p>
<p>The employees who have been duly permitted to retire voluntarily are also allowed to avail of the above benefit before their such retirement.</p>
<p>The present provisions of admissibility of Leave Travel Concession have been under consideration for review for sometime past.</p>
<p>Now, after careful consideration of the matter, the Governor has been pleased to decide in partial modification of this department Memo. No. 9924-F dt. 07. 2.2005 read with Memo. No. 607-F dt. 20.01.2006 to allow the following benefits to the State Government employees instead of journeys on LTC as mentioned at (2) above.</p>
<p>(a) One Home Travel Concession once in every five years to visit any place within the State;</p>
<p>(b) <strong>One LTC once in ten years to visit any place in the neighbouring countries, namely, Thailand, Singapore, Malaysia, Myanmar, Sri Lanka, Bangladesh, Pakistan, Nepal, Bhutan and Maldives or within the Country.</strong></p>
<p>Conditions for admissibility of the same in case the spouse of the Government employee is also employed will be as follows:-</p>
<p>(i) If the spouse of the Government employee is also a State Government employee, the benefit can be availed of either by husband or wife as a one family unit and in that case undertaking shall be submitted by the other that no such claim will be preferred from his/her office and this should be recorded in his/her Service Book.</p>
<p>(ii) If the spouse of the State Government emploee is employed in Central/Central PSUs/Corporation/Autonomous Body, the benefit can be availed of either by the husband or wife employed under the State Government as one family unit from the State Government provided no benefit of LTC can be availed of by the other from the Central/Central PSUs/Corporation/ Autonomous Body and in that case letter from the employer there in this respect that he/she has given such undertaking there shall be produced before avaiiing of the above benefit.</p>
<p>(iii) If the spouse of the State Government employee is employed in the State PSUs/Corporation/Non-Government aided Institutions/Autonomous Body where facility of LTC does not exist, the spouse of the Government employee may avail of this benefit along with the Government employee a a member of the family on the condition that declaration to his/her controlling authority shall be furnished that in future he/she will not enjoy the benefit of LTC, if the same is extended in the organization/institution as above in future.</p>
<p>Other conditions regarding admissibility of the benefit wil be as in Finance Department Nos.9924-F dt. 07.12.2005 and 607-F dt. 20.01.2006. For the pupose of vailing of LTC in foreign countries as mentioned at SI. No. (b) above, the same can be availed of by air in economy class from the nearest international airport of the country on the condition that journeys will have to be performed either by national carrier or private airlines of the country. The part of the journeys to and from the airport will be as per provision in the existing orders.</p>
<p>For journeys in the foreign countries as mentioned above orders issued by the P&amp;AR Department are also to be followed.</p>
<p>This will take effect from 01.11.2015.</p>
