<p>Subject: <strong>Revision of rates of Non-Practicing Allowance (NPA) in respect of medical posts other than the posts included in the Central Health Services-recommendations of the 7th Central Pay Commission.</strong></p>
<p>The undersigned is directed to refer to this Ministry&#8217;s OM No. 7(19)/2008-E-IIIA dated 30.8.2008 regarding the existing rates of Non-Practising Allowance (NPA) admissible to medical posts other than the posts included in the Central Health Services and to say that as provided for in para 7 of this Ministry&#8217;s Resolution No.1-2/2016-lC dated 25th July, 2016, the question of revision of rates of allowances (except Deamess Allowance) based on the recommendations of the 7th Central Pay Commission was referred to a Committee under the Chairmanship of Finance Secretary and until a final decision thereon, all allowances were required to be paid at the existing rates in the existing pay structure (the pay structure based on 6th Pay Commission) as if the pay has not been revised w.e.f. 1st January, 2016. Accordingly, NPA was also required to be paid at the existing rates specified in the aforesaid OM dated 30.8.2008.</p>
<p>2. The decisions of the Government on the revised rates of various allowances based on the recommendations of the 7th Central Pay Commission and in the light of the recommendations of the Committee under the Chairmanship of the Finance Secretary have since been notified as per the Resolution No. 11-1/2016-10 dated 6th July, 2017.</p>
<p>3. Accordingly, the President is pleased to decide that in modification of the existing rates of NPA as contained in the aforesaid OM dated 30.8.2008, the NPA shall now be paid at the rate of 20% of the basic pay in the revised pay structure in vogue based on the recommendations of the 7th Central Pay Commission, as contained in the CCS(RP) Rules, 2016, subject to the condition that the sum of basic pay and NPA does not exceed Rs. 2,37,500 (Rupees two lakh thirty seven thousand and five hundred only). The following conditions shall regulate the grant of NPA under these orders:</p>
<p>(i) The term “basic pay&#8221; in the revised pay structure shall mean “basic pay&#8221; as defined in Rule 3(x) of CCS(RP) Rules, 2016, Le, “basic pay” in revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix.</p>
<p>(ii) The NPA shall continue to be treated as pay for the purpose of computation of Deamess Allowance and other allowances, except those allowances in respect of which the applicable orders provide otherwise, including calculation of retirement benefits. Deamess Allowance under these orders shall mean dearness allowance as sanctioned by the Central Government from time to time in the 7th Pay Commission-related pay structure.</p>
<p>(iii) NPA shall continue to be restricted to those medical posts for which medical qualifications recognised under the Indian Medical Council Act, 1956 or under the Dentist Act, 1948 have been prescribed as an essential qualification. The following conditions shall also be fulfilled as hitherto:-</p>
<blockquote><p>(a) The post is a clinical one.</p>
<p>(b) The post is a whole time post.</p>
<p>(c) There is ample scope for private practice, and</p>
<p>4 (d) It is necessary to prohibit private practice in public interest.</p></blockquote>
<p>&nbsp;</p>
<p>4. The revised rate of NPA in terms of these orders shall take effect from 1st July, 2017.</p>
<p>5. In respect of medical posts under the Ministries of Railways, Defence and Department of Atomic Energy, separate orders will be issued by the concerned administrative authorities in these Ministries.</p>

<p><strong>The Central Governments decision on recommendations of the 7th Central Pay Commission (CPC) on Allowances published in Gazette of India yesterday i.e. 6th July, 2017; All allowances are given effect from 1st July 2017; </strong></p>
<p><em><strong>Concerned Ministries advised to issue their Orders on Allowances governed by them immediately so that the revised rates of allowances get reflected in the current month&#8217;s Salary Bills of the Government employees </strong></em><br />
Resolution conveying the Central Governments decision on recommendations of the 7th Central Pay Commission (CPC) on Allowances has been published in Gazette of India yesterday i.e.6th July, 2017.</p>

<p>Based on the Report of Committee on Allowances (CoA) and the recommendation of E-CoS, the Cabinet had earlier approved the modifications in 34 Allowances in its Meeting held on 28th June 2017.</p>
<p>All allowances are given effect from 1st July 2017.</p>
<p>Concerned Ministries have now been advised to issue their Orders on Allowances governed by them immediately so that the revised rates of allowances get reflected in the current month&#8217;s Salary Bills of the Government employees.</p>
<p align="center"><strong>Major Highlights of the Allowances approved by the Union Cabinet are as follows:</strong><strong> </strong></p>
<ul type="disc">
<li>Cabinet approved recommendations of 7th CPC on allowances with 34 modifications &#8211; revised rates effective from 01.07.2017</li>
<li>It will benefit 34 lakh Civilian employees and 14 lakh Defence Forces personnel</li>
<li>7th CPC examined 197 allowances, recommending abolition of 53 allowances and subsuming 37 in others.</li>
<li>7th CPC recommended revised rates commensurate with Dearness Allowance</li>
<li>Fully DA-indexed allowances &#8211; no raise, not DA indexed raised by 2.25, partially indexed raised by 1.5, % based rationalised by 0.8</li>
<li>Risk &amp; Hardship Matrix evolved for allowances linked to risk and hardship</li>
<li>7th CPC projected additional financial implication at Rs.29,300 cr per annum, modifications to have additional implication of Rs.1448.23 cr</li>
<li>Combined additional financial implication estimated at Rs.30748.23 crore per annum.</li>
</ul>
<p><strong>1.</strong><strong> Number of allowances recommended to be abolished and subsumed:</strong></p>
<ul>
<li>Government decided not to abolish 12 allowances in view of specific functional requirements</li>
<li>3 of 37 subsumed allowances will continue as separate identities due to unique nature of these allowances.</li>
</ul>
<p><strong>2.</strong><strong>House Rent Allowance (HRA)</strong></p>
<ul>
<li>HRA will be paid @24%, 16% &amp; 8% for X, Y &amp; Z cities respectively</li>
<li>HRA not to be less than Rs.5400, 3600 &amp; 1800 for X,Y&amp;Z cities, calculated @30,20,&amp;10% of min pay of Rs.18000 &#8211; to benefit &gt;7.5 lakh employee</li>

<li>Children Education Allowance increased from Rs.1500 pm/child (max.2) to Rs.2250/child and Hostel Subsidy increased from Rs.4500 pm to Rs.6750 pm.</li>
<li>Special Allowance for Child Care for Women with Disabilities doubled from Rs.1500 pm to Rs.3000 pm</li>
<li>Higher Qualification Incentive for Civilians increased from Rs.2000 &#8211; Rs.10000 (Grant) to Rs.10000 &#8211; Rs.30000 (Grant)</li>
</ul>
<p><strong>7. Recommendations in respect of some important allowances paid to Uniformed Services: Defence, CAPFs, Police, Indian Coast Guard and Security Agencies</strong></p>
<ul>
<li>Abolition of Ration Money Allowance and free ration to Defence officers in peace areas not accepted, RMA to be credited in bank account</li>
<li>Technical Allowance (Tier-II) not to be merged, Govt. decided to continue Technical Allowance (Tier-II) @Rs.4500 pm-courses to be reviewed</li>
<li>Aeronautical Allowance increased Rs.300 pm to Rs.450 pm and extended to Indian Coast Guard also</li>
<li>Counter Insurgency Ops (CI Ops) Allowance for counter &#8211; insurgency ops increased from Rs.3000 &#8211; Rs.11700 pm to Rs.6000 &#8211; Rs.16900 pm</li>
<li>MARCOS and Chariot Allowance paid to marine commandos increased from Rs.10500 &#8211; Rs.15750 pm to Rs.17300 &#8211; Rs.25000 pm</li>
<li>Conditionality of 12 hrs reduced to 4 hrs for Sea Going Allowance and rates increased from Rs.3000 &#8211; Rs.7800 pm to Rs.6000 &#8211; Rs.10500 pm</li>
<li>COBRA Allowance granted to CRPF personnel in Naxal hit areas increased from Rs.8400 &#8211; Rs.16800 pm to Rs.17300 &#8211; Rs.25000 pm</li>
<li>Modified Field, Field &amp; Highly Active Field Area Allowances increased from Rs.1200 &#8211; Rs.12600 pm to Rs.6000 &#8211; Rs.16900 pm.</li>
<li>Flying Allowance increased from Rs.10500 &#8211; Rs.15750 pm to Rs.17300 &#8211; Rs.25000 pm and extended to BSF Air Wing also</li>
<li>High Altitude Allowance increased from Rs.810 &#8211; Rs.16800 pm to Rs.2700 &#8211; Rs.25000 pm</li>
<li>Higher Qualification Incentive for Defence Personnel increased from Rs.9000 &#8211; Rs.30000 (Grant) to Rs.10000 &#8211; Rs.30000 (Grant).</li>
<li>Test Pilot and Flight Test Engineer Allowance increased from Rs.1500 / 3000 pm to Rs.4100 / 5300 pm</li>
<li>Additional Free Railway Warrant (Leave Travel Concession) extended to CAPFs.</li>
<li>Territorial Army Allowance increased from Rs.175 &#8211; Rs.450 pm to Rs.1000 -Rs. 2000 pm</li>
<li>Ceilings of Deputation (Duty) Allowance for Defence Personnel increased from Rs.2000 &#8211; Rs.4500 pm to Rs.4500 &#8211; Rs.9000 pm</li>
<li>Detachment Allowance increased Rs.165 &#8211; Rs.780 per day to Rs.405 &#8211; Rs.1170 per day</li>
<li>Para Jump Instructor Allowance increased from Rs.2700/3600 pm to Rs.6000/10500 pm</li>
<li>Govt. increased Special Security Allowance for Special Protection Group to 55% and 27.5% of BP for ops and non &#8211; ops duties</li>
<li>Housing provisions for PBORs and their families residing at other stations significantly improved and linked to HRA, process simplified</li>

<li>Additional Allowance increased from Rs.500 / 1000 pm to Rs.1125 / 2250 pm and extended to Loco Pilot Goods and Senior Passenger Guards @Rs.750 pm</li>
<li>Special Train Controllers Allowance @5000 pm introduced for Train Controllers of Railways</li>
</ul>
<p><strong>9. Allowances paid to Nurses &amp; Ministerial Staffs of Hospital</strong></p>
<ul>
<li>Government increased rate of Nursing Allowance from Rs.4800 pm to Rs.7200 pm</li>
<li>Operation Theatre Allowance not abolished and rates increased from Rs.360 pm to Rs.540 pm</li>
<li>Hospital Patient Care Allowance/Patient Care Allowance increased from Rs.2070 &#8211; Rs.2100 pm to Rs.4100 &#8211; Rs.5300 pm</li>
<li>7th CPC recommendations modified and HPCA / PCA to continue for Ministerial staff</li>
</ul>
<p><strong>10. Allowances to Pensioners</strong></p>

<li>Fixed Medical Allowance for Pensioners increased from Rs.500 pm to Rs.1000 pm</li>
<li>Constant Attendance Allowance on 100% disablement increased from Rs.4500 pm to Rs.6750 pm</li>

<p>No. F.6/2016 SCA(I) The Seventh Central Pay Commission (Commission) was set up by the Government of India vide Resolution No. 1/1/2013-E.III (A), dated the 28th February, 2014. The Terms of Reference of the Commission also includes the Officers and Employees of the Supreme Court. The period for submission of report by the Commission was extended upto 31st December, 2015 vide Resolution No. 1/1/2013 E.III(A), dated the 8th September, 2015. The Commission, on 19th November, 2015, submitted its Report on the matters covered in its Terms of Reference as specified in the aforesaid Resolution dated the 28th February, 2014.</p>
<p>2.The Chief Justice of India, after consideration, has decided to accept the recommendations of the Commission in respect of the Officers and Employees of the Supreme Court in the manner as specified hereinafter.</p>
<p>3.The Chief Justice of India has accepted the Commission&#8217;s recommendations on Minimum Pay, Fitment Factor, Index of Rationalisation, Pay Matrix and general recommendations on pay without any material alteration in respect of Officers and Employees of the Supreme Court.</p>
<p>4. (1) The Pay Matrix, in replacement of the Pay Bands and Grade Pays as in force immediately prior to the notification of this Resolution, shall be as specified in Annexure I in respect of Officers and Employees of the<br />
Supreme Court.</p>
<p>(2) With regard to fixation of pay of the Officers and Employees of the Supreme Court in the new Pay Matrix as on 1st day of January, 2016, the existing pay (Pay in Pay Band plus Grade Pay) in the pre revised structure as on 31st day of December, 2015 shall be multiplied by a factor of 2.57. The figure so arrived at is to be located in the Level corresponding to employee’s Pay Band and Grade Pay or Pay Scale in the new Pay Matrix. If a Cell identical with the figure so arrived at is available in the appropriate Level, that Cell shall be the revised pay; otherwise the next higher cell in that Level shall be the revised pay of the employee.</p>
<p>(3) After fixation of pay in the appropriate Level as specified in sub-paragraph (2) above, the subsequent increments in the Level shall be at the immediate next Cell in the Level.</p>
<p>5.There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July; provided that an employee shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment, promotion or grant of financial upgradation.</p>
<p>6. The Commission&#8217;s recommendations and Chief Justice of India’s decision thereon with regard to revised pay structure for Officers and Employees of the Supreme Court as specified at Annexure I and the consequent pay fixation therein as specified at Annexure II shall be effective from the 1st day of January, 2016. The arrears on this account shall be paid during the financial year 2016 to 2017.</p>
<p>7. The recommendations on Allowances (except Dearness Allowance) having been referred by the Government to a Committee which will submit its report within a period of four months, till a final decision on Allowances is taken based on the recommendations of the said Committee, all Allowances will continue to be paid to Supreme Court Officers and Employees at existing rates in existing pay structure, as if the pay had not been revised with effect from 1st day of January, 2016.</p>
<p>8. The recommendations of the Commission relating to interest bearing Advances as well as interest free Advances have been accepted with the exception that interest free Advances for Medical Treatment, Travelling Allowance for family of deceased, Travelling Allowance on tour or transfer and Leave Travel Concession shall be retained.</p>
<p>9. The recommendations of the Commission for increase in rates of monthly contribution towards Central Government Employees Group Insurance Scheme (CGEGIS) for various categories of employees having not been accepted, the existing rates of monthly contribution shall continue.</p>
<p>10. As requisite sanction for upgradation has been received and upgraded scale have already been implemented, the list of cases of upgradation of pay scales of posts recommended by Seventh Central Pay Commission in which no action is required is specified at Annexure III.</p>
<p>11. The Chief Justice of India has approved for setting up of an Anomalies Committee by the Registry to examine individual, post-specific and cadre-specific anomalies arising out of implementation of the recommendations of the Commission.</p>
<p>12. The Chief Justice of India wishes to place on record their appreciation of the work done by the Commission.</p>

<p>There are lot of discussions about the date of Gazette Notification for implementation of 7th CPC &amp; Office Memorandum, It usually takes about 15 to 20 days after cabinet approval of the pay commission report .Let us examine the 6th CPC dates.</p>
<p>The union cabinet gave its approval for implementation of the recommendations of the Sixth Central Pay Commission on 14th August 2008.</p>
<p>Gazette Notification for implementation of 6th CPC was issued on 29th August 2008 &amp; Office Memorandum was issued on 30th August 2008, after 16 days after cabinet approval</p>
<p><span style="color: #ff0000;">The 7th CPC</span></p>
<p>The union cabinet gave its approval for implementation of the recommendations of the Seventh Central Pay Commission on 29th June 2016.</p>
<p>Hence the Gazette Notification for implementation of 7th CPC &amp; Office Memorandum is likely issued in next week.</p>
