The empowered committee of Secretaries headed by the Cabinet Secretary had discussion from past five months on the charter of demands raised by the staff side, The finance ministry is working out the financial implications arising out of the improved recommendations of the 7th CPC especially on the minimum wage and fitment formula being improved, granting two increment on promotion and having annual increment on 1st Jan and 1st July instead of just on 1st July. This will benefit a lot of persons on promotion. The other aspect is considering grant of advances, which the 7th CPC has recommended for abolition.</p>
<p>The formal announcement by the of the 7th CPC acceptance is likely to be made by the Government just before the 11th July strike by the CG employees indicating the actual minimum wage and fitment formula.</p>
<p>The cabinet Secretary will present the view of the empowered committee of Secretaries before the Union Cabinet meeting based upon the principle adopted in actual calculation of the minimum wage and fitment formula. The 7th CPC had adopted the Dr Aykroyd formula minimum wage is calculated on the basis of the 15th ILC norms. But erred in many aspects for example the average of prices of last 12 months was taken, The housing weight age , education weight age etc . The prices of essential items are rising from past many years, even in last six months the retail inflation is rising above 5.4%.</p>
<p>Secondly the prices quoted by the GOVERNMENT OF INDIA MINISTRY OF LABOUR &amp; EMPLOYMENT LABOUR BUREAU CLEREMONV, SHIMLA  http://labourbureaunew.gov.in/ , the Director of Economic &amp; statics , Ministry of Agriculture and Farmers Welfare, Government of India, New Delhi &amp; the retail market prices are varying .</p>
<p>If we calculate the minimum wage based upon the LABOUR &amp; EMPLOYMENT LABOUR BUREAU taking prices as on 1st July 2015 the minimum wage works out to Rs 21,000 / and fitment formula works to 3.00. This will result in 34% wage hike without allowances.</p>
<p>If we calculate the minimum wage based upon the Director of Economic &amp; statics , Ministry of Agriculture and Farmers Welfare, Government of India, New Delhi taking prices as on 1st July 2015 the minimum wage works out to Rs 23,000 / and fitment formula works to 3.30. This will result in 50% wage hike without allowances.</p>
<p>If we calculate the minimum wage based upon the retail market taking prices as on 1st July 2015 the minimum wage works out to Rs 28,000 / and fitment formula works to 4.00. This will result in 70% wage hike without allowances.</p>
<p>The most important demand is that of the CG employees is the minimum wage and fitment formula.</p>
<p>The Staff side had demand of minimum wage of Rs 26000/- &amp; fitment formula of 3.71. Against this the 7th CPC had recommended minimum wage of Rs 18000/- &amp; fitment formula of 2.57. The 7th CPC recommendations has provided only at 14% wage hike at Group “C” level it is only ranging from Rs 2240/- to Rs 3500/- increase per month, and at Group “B” level ranging from Rs 4000/- to Rs 6500/- increase per month. After deductions &amp; income tax the net increase will be just from Rs 500/- to Rs 3000/- only.</p>
<p>This increase is lowest by any pay commission, hence vast changes are required as the prices of essential commodities have gone up and also the inflation rate has gone up.</p>
<p>Comrades it is the time to struggle, we should educate the members and prepare for struggle, so that we should get at least 50 % wage hike without allowances, as allowances are not taken into pension benefit.</p>
<p>Only struggle will get us benefit. Please don’t believe on rumours. Now it is now or never.</p>

<p>The Indefinite Strike Called by National Joint Council of Action from July 11th will play a vital role to determine the fate of the 7th Pay Commission. The amount of pressure exerted on the Government through this agitation may change the Govt Views over Pay Commission.</p>
<p>&nbsp;</p>
<p>It is evident that the present NDA Government is not in favour of Bapus. And the Public opinion about Government Employee’s attitude and work Culture is too not in favour of CG Employees. So it is now the unity among Central Staffs and their undisputed faith over Unions, Staff Associations and Federations only will get them expected results.</p>
<p>&nbsp;</p>
<p>At this juncture, somehow, the call for Indefinite Strike is a timely decision taken by NJCA and it is the only weapon, through which the powerless Central Staffs can intimidate the Government to do Justice for them in respect of Pay Revision and Improving Service Conditions.</p>
<p>&nbsp;</p>
<p>That is why Federations are keep on telling the CG Staffs to be prepared for Indefinite Strike. They are, however, alarming the affiliated unions to be vigilant about the rumors about 7th Pay Commission. They informed that Social Media and Some News Agencies are publishing the false news which may deteriorate the Spirit of Govt Servants.</p>
<p>&nbsp;</p>
<p>The Success rate of agitation Programs to be conducted by NJCA in order to prepare the Central Government Employees for Indefinite Strike will be the Pressure indicator to the Central Government to take decisions on 7th CPC issues and Pending demands prior to the Strike.</p>
<p>&nbsp;</p>
<p>The Indefinite Strike is a well-defined and calculated move by NJCA to give the pressure to the Central Government as the Govt is reluctant to address the issues of CG Staffs and implement the 7th CPC recommendations.</p>

<p>It is inevitable to the Government to take decision on 7th Pay Commission before the commencement of Indefinite Strike.</p>

										<content:encoded><![CDATA[<p><strong><em>Internal meeting of group of secretaries scheduled on 11.06.2016 on 7th Pay commission didn’t take place</em></strong></p>
<p>Internal meeting of group of secretaries which was scheduled to be held on 11.06.2016 has been cancelled. Meeting didn’t take place at all. Shri P.K. Sinha Cabinet Secretary is heading the committee of Group of Secretaries.</p>
<p>On the clarion call of the National Joint Council of Action (NJCA), against the retrograde recommendations of the VII CPC, 11-point Charter of demands of the Central Government employees as also non-settlement of long pending genuine demands of the Railwaymen, AIRF and its affiliates organized huge demonstrations at all Zonal Headquarters of Indian Railways on 9 June 2016. On this occasion the employees of Indian Railway participated in mass demonstrations with full enthusiasm with holding banners in hand and shouting slogans for early redressal of their long pending genuine demands.</p>
<p><strong>On the one hand AIRF and its affiliates are fighting for the cause of Railway employees and on the other hand rumour mongers are spreading false news through social media. Rumour mongers are coming out daily with different kind of news and pay scales about 7th Pay Commission. They have even declared that government would take a final call on 7th Pay Commission during internal meeting of group of secretaries on 11th of June, 2016.</strong></p>
<p><strong>We will update on the issue soon. Please don’t believe rumour mongers on What’sAPP, Facebook and other social media sources.</strong></p>
<p>We request all comrades to not to believe such rumour mongers. These fellows have no benefits but to lighten the feelings of agitated working class. AIRF urge comrades to be prepared for Indefinite strike which is scheduled on 11, July 2016 at 06:00 AM.</p>

<p>A meeting of the National Council(JCM) Staff Side was held today with the Secretary(Pension), Government of India and other officials on problems arising out of implementation of Pensioners Part of the report of the VII CPC.</p>
<p>The Official Side told about non-availability of record. Though the Staff Side insisted that report should be accepted as it is, but at the same time it was told to Official Side that, any proposition or module which can be implemented without availability of record can also be considered by the Staff Side, provided there should not be any loss to pensioners which has been proposed by the VII CPC in their Option 1……</p>

<p>Sub: <b>Brief of the 4th meeting of the Empowered Committee of Secretaries(ECoS) held on 30.03.2016 to discuss the recommendations of the VII CPC</b></p>
<p>The 4th meeting of the Empowered Committee of the Secretaries(ECoS) was held today under the Chairmanship of the Cabinet Secretary, Government of India, to discuss the recommendations of the VII CPC.</p>
<p>The meeting was held in a cordial manner on the general issues related to VII CPC, viz. Minimum Wage, Multiplying Factor, NPS, Minimum three cadre promotions, Allowances &amp; Advances, Child Care Leave to Women Employees, MACPS, etc.</p>
<p>Apart from this, we represented the arduous conditions under which railway employees are working and how many railwaymen are sacrificing their lives for smooth running of the Indian Railways and tried to prove that we are more important even to the Defence of the country.</p>
<p>We also discussed various issues where justified approach has not been done, particularly reg. Running Staff(one additional pay scale), Technicians(merger of Technician Gr. II with G. I in GP Rs.2800) and Technical Supervisors, Group `B’ status to Supervisory Staff, parity field staff with the Ministry Staff and other categorical problems.</p>
<p>Member Staff, Railway Board, was also present during the presentation made by the federations. Chairman, Railway Board, is also a member of the Empowered Committee along with other Secretaries of the Government of India.</p>

<p>A meeting of the Empowered Committee of Secretaries (E-CoS) was held on 1 st March, 2016 in the Cabinet Secretariat under the chairmanship of the Cabinet Secretary to discuss issues raised by Staff„side of JCM</p>
<p>2. Welcoming the members of E-CoS and JCM Staffrside, Cabinet Secretary observed that the meeting had been called to take a note of concerns of Stäff-$ide of JCM regarding recommendations of the 7th CPC and invited the members Of Staff-side of JCM to share their views on the recommendations.</p>
<p>3. Opening the discussion, representative of Staff-side of JCM expressed gratitude to Cabinet Secretary for inviting them for interaction regarding the recommendations of the 7th CPC and requested that more frequent interactions of JCM may be held to resolve outstanding issues across the table. It was expressed that 7th CPC has recommended a meager increase of 14% in the minimum pay as against increase ranging up to 54% during previous Pay Commissions. It was further stated that the recommendations on minimum pay, allowances, advances etc. will cause difficulty to employees. Representative of Staff-side informed that they have already submitted a charter of demands to the Cabinet Secretary bringing out the issues. These have also been discussed in the meeting of JS (IC) with Staff-side of JCM held on 19.02.2016.</p>
<p>4. Major concerns expressed by JCM Staff-side were as under:</p>
<blockquote><p>The minimum pay of Rs. 18000/- p.m. recommended by the Commission is on lower side and needs to be revised upward by taking into account the prices of commodities as on 01.07.2015 and appropriately factoring in for social obligations &amp; housing.</p>
<p>(ii) New Pension Scheme should be done away with. Persons governed by the NPS are deprived of Family Pension and do not have provision of provident fund. As a result they are at a disadvantageous position as compared to the persons governed by the old system.</p>
<p>(iii) Recommendations on allowances need to be properly examined before taking a decision.</p>
<p>(iv) Fixed Medical Allowance should be increased from existing Rs. 500 p.m. to Rs. 2000 p.m. as majority of cities are not covered under CGI-IS and people residing outside the CGHS covered area are unable to meet their medical needs with meager amount of Rs. 500 p.m.</p>
<p>(v) Recommendation regarding withdrawal of non•interest bearing advances may not be accepted.</p>
<p>(vi) Outsourcing of services should be discouraged as the contract workers are being exploited by contractors and at the game time the service delivery is being compromised due to inefficiency and lack of accountability of low aid contractual staff.</p>
<p>(vii) Enhancement in contribution towards Group Insurance Scheme, is not justified as this would reduce the actual increase in take home salary considerably. If the rates are to be raised, the Government should bear the insurance premium</p>
<p>(viii) The recommendation regarding grant of only 80% of salary for the second year of Child Care Leave need not be accepted as this would deter women from availing of CCL, which was introduced as a welfare measure.</p>
<p>(ix) Annual increments be granted @ 5% instead of existing 3% and increments may be granted on two dates viz., 1 st of January and 1 st of July of every year as in the present system of grant of increment on 1 st July of every year, employees joining/promoted after 1 st January, who do not complete 6 months services as on 1 st July, have to wait for up to 18 months for grant of increment.</p>
<p>(x) The Commission’s recommendation of downgrading the Assistants of Central Secretariat for bringing in parity with their counterparts in the field offices is not appropriate.</p>
<p>(xi) Recommendation regarding PRIS need not be accepted as no scientific mechanism has been devised to assess the performance of employees and the same could e courage favoritism.</p></blockquote>
<p>5. Issues regarding financial upgradation under MACPS in promotional hierarchy without grading stipulation. grant of two increments on promotion introduction of Productivity Linked Bonus, treating Grameen Dak Sevak as Government employees, removal of pap of 5% on compassionate appointment of  full pay and allowances In case of Work Related Illness and Injury Leave improving promotional avenues for technical and supervisory staff etc. were also raised by members of JCM.</p>
<p>6. During the discussion, representatives of JCM also suggested that the Nodal Officers nominated by various Ministries/Departments may hold interactions with recognized Staff Associations and other stakeholders under their purview so as to identify issues specific to those Ministries/Departments for redressal.</p>
<p>7. After hearing the participants, Cabinet Secretary observed that the deliberations have helped E-CoS in understanding the major concerns of the Staff-side and said that all issues have been taken note of. He assured that fair consideration will be given to all points brought out by JCM before taking a final view. He further stated that the E-CoS needs to examine the Report of the Commission in entirety as well as the issues raised by JCM in consultation with all other stakeholders. As such, it may take some time to take a final call on the recommendations of the Commission.</p>
<p>8. Cabinet Secretary also advised the members of E-CoS to hold interactions with their Staff Associations and other stakeholders under their purview preferably within a week.</p>

<p><strong>                    Empowered Committee of Secretaries headed by Cabinet Secretary has held first round of discussion with JCM National Council Standing Committee members on strike Charter of demands on 1st March 2016. Staff Side explained the justification of each and every demand and conveyed the large scale resentment among the Central Government Employees to the Cabinet Secretary . Cabinet Secretary has not made any commitment on any demand. He informed that this is only a preliminary interaction with the Staff Side.</strong></p>

<p><strong>The meeting of Empowered Committee of Secretaries (E-CoS) under the Chairmanship of Cabinet Secretary with Standing Committee members of JCM (NC) staff side is scheculed to be held on 1st March 2016 at 06:45 PM in the Committee Room, Cabinet Secretariat, Rashtrapati Bhawan, New Delhi vide Under Secretary (IC) letter F. No. 1-2/2016-IC dated 24.02.2016.</strong></p>

										<content:encoded><![CDATA[<h3><strong>Minutes of JCM Staff Side Meeting with 7th CPC Implementation Cell held on 19.2.2016</strong></h3>
<h3><strong>Minutes of the Meeting of Joint Secretary (IC) with the Members of the Staff-Side of the Standing Committee (National Council-JCM) held on 19.02.2016</strong></h3>
<p><strong>A Meeting was held under the chairmanship of Joint Secretary (Implementation Cell), Department of Expenditure, Ministry of Finance, with the Members of the StaffSide of the Standing Committee (National Council-JCM) on 19.2.2016 to discuss the issues raised by the National Joint Council of Action (NJCA) {Joint Consultative Machinery (JCM)} in their letter No. NJC/2015/7th CPC dt. 10.12.2015, addressed to the Cabinet Secretary, regarding their Charter of Demands on the recommendations of the 7th Central Pay Commission. The Secretary, Staff-Side of the Standing Committee (National Council- JCM), who is the convener of the NJCA, along with other office bearers attended the meeting. The list of the participants from the Staff-Side is attached at Annexure.</strong></p>
<p><strong>2. Welcoming the members of the Staff-Side, JS(IC) mentioned that the meeting has been convened to enable the Staff-Side to bring out their concerns on the recommendations of the 7th CPC in the light of the Charter of Demands made by them in the aforesaid letter of NJCA so that same could be examined in the Implementation Cell and submitted for consideration of the Empowered Committee of Secretaries. He informed the office bearers that before arriving at a decision, the ECoS would also hold separate discussions with the Staff Side.</strong></p>
<p><strong>2. Commencing the discussions from the Side of the Members of the Staff-Side, Secretary, Staff-Side, Standing Committee (National Council-JCM), explained that they have already placed their Charter of Demands as per the letter of NJCA dated 10.12.2015. He mentioned that the reasons based on which these demands have been made have also been explained therein. He, however, highlighted that the Staff-Side is not at all happy with the recommendations of the 7th CPC and, in fact, no section of the employees is satisfied, as the Commission has recommended a minimal pay increase as compared to the previous Pay Commissions. He mentioned that the Staff-Side does not agree with the minimum pay of Rs. 18000 and the reason as to why the methodology adopted by the 7th CPC to arrive at this figure is not correct has been explained in their letter dated 10.12.2015. He stated that Staff-Side demands enhancement of the minimum pay to Rs. 26000 and the reasons in support of this have been given in their aforesaid letter. He further stated that an amicable and mutually negotiated settlement of these demands is necessary as non-acceptance would further cause resentment in the employees. He informed that Staff-Side has already made their stand clear to go on strike from 11th April, 2016 if their demands are not considered and no amicable settlement happens.</strong></p>
<p><strong>3. Thereafter, the other members of the Staff-Side also expressed their arguments for acceptance of these demands and all of them emphasised that the minimum pay needs to be revised. Consequently, the fitment multiple of 2.57 would also need commensurate change. The leader of the Staff-Side explained that the office bearers who were present in the meeting represent various sections of Central Government employees including railways, defence civilians, postal employees etc., the number of which is around Rs. 32 lakhs.</strong></p>
<p><strong>4. The Staff-Side brought out their concerns on all the 26 demands included in the Charter of Demands and all the points brought out by them in the letter of the NJCA dt. 10.12.2015 were reiterated. However, following issues in support of their demands were highlighted :-</strong></p>
<p><strong>(i) Minimum Pay needs to be revised to Rs. 26000 p.m. and the minimum pay of Rs. 18000 p.m. as recommended by 7th CPC is not acceptable. This would require upward revision in the fitment multiple of 2.57 and change in the Pay Matrix. It was argued that if the 10% of the pay for NPS contribution and the recommended increase in the CGEIS contribution are taken into account, there would be a drop in the take-home salary of the employees at the</strong><br />
<strong>minimum pay of Rs.18000.</strong></p>
<p><strong>(ii) Central Government employees need to be excluded from the National Pension Scheme (NPS), which has been a long pending demand of the StaffSide. The Staff-Side stated that the Pension Fund which has been created under NPS to generate annuity for employees, would not ensure reasonable pension. Rather it is quite likely that it may generate negative returns because of the dismal performance of the financial market to which the fund is</strong><br />
<strong>invested, leaving the employees without any reasonable social security benefit.</strong></p>
<p><strong>(iii) The 7th CPC has recommended abolition of 52 allowances without properly appreciating the justification of these allowances. The example of break-down allowance in case of Railway employees was given, stating that this allowances is given so that the concerned employees take up the necessary follow up action in the case of breakdown on an urgent basis and therefore its withdrawal is not justified in operational interests of Railways.</strong></p>
<p><strong>(iv) The withdrawal of advances, especially LTC, TA, Medical, National Calamity Advance, was not justified. It was argued that these advances are recovered from the employees and, therefore, the same should be retained. (v) In regard to enhancement of contribution under Group Insurance Scheme, it was argued that increase in the contribution from the employees was not justified and if the same is to be raised, the Government should bear the</strong><br />
<strong>insurance premium.</strong></p>
<p><strong>(vi) The post of LDC should be upgraded to UDC and as part of delayering, Grade Pays of Rs. 1900, Rs. 2400 and Rs. 4600 should be abolished and merged with the next higher Grades.</strong></p>
<p><strong>(vii) The rate of increment needs to be raised from 3% to 5% because pay is revised in the Central Government after 10 years. It was mentioned that in the PSUs the pay is revised after 5 years and the rate of increment is also higher.</strong></p>
<p><strong>(viii) Two increments in the feeder post may be granted as promotion benefit.</strong></p>
<p><strong>(ix) Fixed medical allowance for pensioners who are not covered by CGHS and REHS needs to be increased from Rs. 500 p.m. to Rs. 2000 p.m.</strong></p>
<p><strong>(x) The recommendation regarding grant of only 80% of salary for the second year of Child Care Leave need not be accepted and the existing provisions may be retained</strong></p>
<p><strong>(xi) It was also demanded that though the D/o Expenditure has sought the comments of the Ministries/Department on the issues pertaining to them after consulting the Staff Associations, administrative Departments are not inviting the Staff associations for discussions.</strong></p>
<p><strong>5. After detailed explanation by the Staff-Side on all the demands included in the Charter of Demands, JS(IC), while concluding the discussions, assured the Staff-Side that the concerns and demands made by them would be placed before the Empowered Committee of Secretaries for consideration after examining the same in the light of the recommendations of the Commission. He also mentioned that in cases where the comments of the administrative Ministries/ Departments would be necessary, e.g., the case of break-down allowance pertaining to Ministry of Railways, the same would be considered before the issues are placed before the E-CoS. As regards the issue raised that the administrative Departments are not inviting staff associations for discussions, JS(IC) mentioned that the Departments have to formulate the views keeping in view the representations made by the Staff Associations.</strong></p>
<p><strong>6. Thereafter, the meeting ended with thanks to the chair.</strong></p>
