<p>I hope all of you are quite well and busy in accelerating trade union activities to uplift the organization. It is for your kind information that Government Employees National Confederation has decided to conduct one day Hunger Strike on 14.10.2019 from 10:30 hrs to 15:30 hrs at Atal Samadhi (Sadaiv Atal), Near Rajghat, Delhi for various burning issues/ pending demands of Government employees like-</p>



<ul class="wp-block-list"><li>Eradication of unemployment and filling of vacant posts through permanent employees in various offices/ establishments of Central/ States/ Autonomous Bodies </li><li>Corruption free Government Departments </li><li>No efforts should be made regarding corporatization of establishments of Defence/ Railway/ Postal or any other Government Department </li><li>Restoration of Old Pension Scheme/ Removal of New Pension Scheme Extension of slab for Nil income tax liability upto 8 lakh </li><li>Calculation limit of Bonus should be extended upto 18000 based on recommendation of 7th CPC on Minimum Pay </li><li>Total abolition of Contract Worker System/ Outsourcing System for job of permanent nature in all Govt Departments </li><li>All Allowance should be paid as per 7th CPC recommendations from 01.01.2016 </li><li>All employees of State Govt/ Autonomous Bodies should be granted Pay Structure of Central Government, wherever it is less beneficial to the Pay Structure of Central Government etc.</li></ul>



<p>All the unions are requested to mark its presence by at least 5 members so that the hunger strike may be made successful.</p>

<p>Ref:- Our strike notice dated 28.12.2016.</p>
<p>Kindly refer to the notice served by us on 28th December 2016, for one day strike of Central Government employees on15th February 2017. (copy enclosed for ready reference). This is to inform you that due to the notification of election to five state assemblies by the Elected Commission of India, the proposed strike on 15th February 2017 is postponed to 16th March 2017. The Charter of demands in pursuance of which the employees will embark upon the one-day strike action is enclosed.</p>

<p>Central Government Employees Strike</p>
<h2 align="center">CHARTER OF DEMANDS</h2>
<p>1. Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See Annexure-I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.</p>
<p>2. Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See Annexure-I).</p>
<p>3. Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.</p>
<p>4. Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS. Publish GDS Committee report immediately.</p>
<p>5. Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.</p>
<p>6. No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.</p>
<p>7. Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from &#8220;GOOD&#8221; to VERY GOOD&#8221; and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.</p>
<p>8. Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.</p>
<p>9. Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation</p>
<p>of posts. Undertake cadre Review to access the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.</p>
<p>10. Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.</p>
<p>11. Grant five promotions in the service carreer to all Central Govt. employees.</p>
<p>12. Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.</p>
<p>13. Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Lok Sabha Secretariat to Drivers working in all other Central Government Departments.</p>
<p>14. Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care</p>
<p>leave and retain the existing provision.</p>
<p>15. Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.</p>
<p>16. Ensure cashless medical treatment to all Central Government employees &amp; Pensioners in all recognized Government and Private hospitals.</p>
<p>17. Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.</p>
<p>18. Revision of wages of Central Government employees in every five years.</p>
<p>19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.</p>
<p>20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 in respect of Central Government employees and pensioners w.e.f. 01.01.2016.</p>
<p>21. Implementation of the &#8220;equal pay for equal work&#8221; judgment of the Supreme Court in all</p>
<p>departments of the Central Government.</p>

Performance for the Government is usually not measured in terms of profit, but in terms of achieving societal goals.”</em></p>
<p><strong>Union budget 2016-17 and 7th CPC demands</strong></p>
<p>The Union budget 2016-17 presented by Hon’able Finance Minister in the parliament on 29th Feb 2016 has the total expenditure in the Budget for 2016-17 has been projected at Rs 19.78 lakh crore, consisting of Rs 5.50 lakh crore under Plan and Rs 14.28 lakh crore under Non-Plan. The increase in Plan expenditure is in the order of 15.3% over current year.</p>
<p>The fiscal deficit in RE 2015-16 and BE 2016-17 have been retained at 3.9% and 3.5% of GDP and the growth of GDP has now accelerated to 7.6%. This clearly shows that the finance of the Central Government is in good shape.</p>
<p>The Hon’able Finance Minister in the parliament on 29th Feb 2016 has stated that the next financial year 2016-17 will cast an additional burden on account of the recommendations of the 7th Central Pay Commission and the implementation of Defence OROP.</p>
<p>Let us examine the last year spending on various ministries</p>

This clearly shows many ministries have not spent the money allocated, this due to mainly the shortage of talented staff and various policies’ of the Government.</p>
<p>Today, the weakest link in respect of any government policy is at the delivery stage. This phenomenon is not endemic to India. Internationally also, there is an increasing emphasis on strengthening the delivery lines and decentralization with greater role being assigned at delivery points, which actually determines the benefit that the common citizen is going to derive out of any policy initiative of the government.</p>
<p>More the talented persons are there in Government services, more the delivery of the government schemes will be there, thus the Government machinery will be more effective and common man will benefit a lot.</p>
<p>The 7th CPC has not improved the service condition of the Central Government employees, it has provided just 14.3 % wage hike against the staff side demand of more than 70% wage hike.</p>
<p>The person joining a Government Service is not just for the employment is for a whole career, if a person joins a Government Service he will quit/ retire from the job only after putting 30 years service or more. In case of the person joining a private company he will jump from one company to another at least five times in thirty years.</p>
<p>The talented persons from all over the country are moving to IT, BT and private sectors, rather than Central Government sector. Because of the lower salary / pay structure in Central Government sector compared to IT and BT sectors and complex nature of rules and regulations in Central Government sector and also the skill and merit of the worker/ employee is not into account in Central Government sector.</p>
<p>Main consideration in the private and public sector being ‘profit’, and in Central Government it is “service” even through Railways, Income Tax &amp; Central Excise are revenue earning departments, hence an equal comparison with the Government is not going to be ever possible. Performance for the Government is usually not measured in terms of profit, but in terms of achieving societal goals.</p>
<p>The minimum wage should be calculated using Dr Aykroyd formula and following 15th ILC norms. The actual market rates should be adopted , not the imaginary rates as provided the 7th CPC should be adopted . This will pay way of meaningful wage hike and fitment formula. House rent is from Rs 7000/- per month to Rs 35,000/- per month. The 7th CPC has provided just from Rs 3000/- to Rs 25,000/- per month. The old HRA rates should be adopted.</p>
<p>The strength of Central government employees should increase. In 1990 Population of the country is 85 crores – Central Government Employees strength is 40 lakhs . In 2014 Population of the country is 125 crores – Central Government Employees strength is 31 lakhs. India has 1,622.8 government servants for every 1,00,000 residents. In sharp contrast, the U.S. has 7,681. The Central government, with 3.1 million employees, thus has 257 serving every 1,00,000 population, against the U.S. federal government’s 840.</p>
<p>Non-filling up of vacant posts has resulted in increased work load on the existing employees and delivery of the Government schemes.</p>
<p>Hence the Government should adopt a proper wage policy for the central Government employees and improve vastly the 7th CPC recommendations and fill up vacant post to deliver the Government schemes to the needy of the country. Now that the Central Government finances are good. This way both Central Government employees will benefit and the common man will also benefit.</p>

<p>Will the Minister of FINANCE be pleased to state:-</p>
<p>(a) whether the Government has received a comprehensive and united representation of demands from the Central Indian Administrative Service Officers Association for the Seventh Pay Commission;</p>
<p>(b) if so, the details thereof;</p>
<p>(c) whether the Government has agreed to consider the demand of the Central Indian Administrative Service Officers Association; and</p>
<p>(d) if so, the details thereof?</p>

<p>MINISTER OF STATE IN THE MINISTRY OF FINANCE (SMT. NIRMALA SITHARAMAN)</p>
<p>(a) to (d) : The 7th Central Pay Commission would independently devise its own procedure for consideration of the matters included in its Terms of Reference. If the 7th Central Pay Commission invites memoranda from various Service Associations, then such memoranda are to be sent directly to them for their consideration. Any action in the Central Government shall commence only after the report of the Commission is received.</p>
