<h3 style="text-align: center;">Transport Allowance (TPTA) (Para 8.15.53)</h3>
<p><strong>Existing Provisions:</strong> Granted to cover the expenditure involved in commuting between place of residence and place of duty. The existing rates are as under:</p>

<p>&nbsp;</p>
<p>Officers drawing GP 10000 and higher, who are entitled to the use of official car, have the option to avail of the existing facility or to draw TPTA @ Rs.7000 + DA.</p>
<p>&nbsp;</p>
<p>Differently abled employees are granted TPTA at double rates subject to a minimum of Rs.1000+DA.</p>
<p><strong> </strong></p>
<p><strong>Recommendations of 7th CPC:</strong> Transport Allowance is already fully DA indexed. Therefore, following rates of Transport Allowance are recommended:</p>

<p>Officers in Pay Level 14 and higher, who are entitled to the use of official car, will have the option to avail themselves of the existing facility or to draw the TPTA at the rate of Rs.15,750+DA pm.</p>
<p>Differently abled employees will continue to be paid at double rate, subject to a minimum of Rs.2,250 plus DA.</p>
<p>&nbsp;</p>
<p><strong>Demands:</strong><br />
<strong>I. National Council (Staff Side), JCM:</strong></p>
<p><strong> </strong></p>
<p><strong>i. There should be only two levels for Transport Allowance, as under:</strong><br />
<strong>Level 9 and above</strong><br />
<strong>Rs.7500+DA (Higher TPTA Cities)</strong><br />
<strong>Rs.3750 + DA (Other Places</strong><br />
<strong>Below Level 9</strong><br />
<strong>Rs.3750+DA (Higher TPTA Cities)</strong><br />
<strong>Rs.1875 + DA (Other Places)</strong></p>
<p><strong> </strong></p>
<p><strong>ii. Income Tax exemption, which was available for Transport Allowance, may be reintroduced.</strong></p>
<p><strong> </strong></p>
<p>II. Ministry of Health and Family Welfare: SAG Doctors should be paid Transport Allowance at the rates admissible to Joint Secretary in lieu of Staff Car.</p>
<p>&nbsp;</p>
<p>Analysis and Recommendations of the Committee: The Committee notes that the Transport Allowance is fully indexed to Dearness Allowance and the rates have accordingly been revised by the 7th CPC. As the demands do not relate to any changes recommended by the 7th CPC, the recommendations of the 7th CPC on Transport Allowance may be accepted without any change.</p>
<p>&nbsp;</p>
<p>When this allowance was introduced by 5th CPC, the entire amount was exempted from Income Tax. However, the Committee is not making any recommendations relating to raising of Income Tax ceiling on Transport Allowance as it is not within the purview of the Committee. The matter may be taken up separately with Department of Revenue.</p>

<p><strong>GOVT SHOULD NOT TAKE THE CENTRAL GOVT. EMPLOYEES &amp; OFFICERS FOR A RIDE.</strong><br />
<strong> CONFRONTATION WILL BECOME INEVITABLE IF UNILATERAL ORDERS ARE ISSUED</strong></p>
<p>&nbsp;</p>
<p>It seems that Govt. is not in favour of a negotiated settlement on the 7th CPC related issues. Based on the ECoS report, the Finance Ministry may be preparing a Cabinet note and the issue may come up for approval by the Cabinet as early as June 29.</p>
<p>&nbsp;</p>
<p>The Seventh CPC report was submitted on 19th November 2015 after a delay of about 3 months. The Government especially the Finance Minister had assured that the final decision over the report will be taken within 4 months. On 19th June 2016, the delay has crossed seven months. Till date the Govt. has not come forward for a negotiated settlement. Instead, Empowered Committee of Secretaries (ECoS) headed by Cabinet Secretary conducted a meeting with the staff side on 1st March 2016. In the meeting Govt. did not disclose its mind on any of the demands raised by the staff Side in the charter of demands submitted to Govt. Staff Side explained the justification for each demand but official side didn’t make any comment, either positive or negative. The concluding paragraph of the minutes of the meeting reads as follows:</p>
<p>&nbsp;</p>
<p>“After hearing the participants, Cabinet Secretary observed that the deliberations have helped ECoS in understanding the major concerns of the staff side and said that all issues have been taken note of. He assured that fair consideration will be given to all points brought out by JCM before taking final views. He further stated that the ECoS needs to examine the Report of the Commission in entirety as well as the issues raised by JCM in consultation with all other stake holders. As such, it may take some time to take a final call on the recommendations of the Commission.”</p>
<p>&nbsp;</p>
<p>It may be seen that, neither did the Govt. side made any commitment on any demands, nor did they indicate in the minutes that further discussion will be held with the staff side to arrive at a negotiated settlement on each demands. It seems that the Govt. is moving ahead to issue unilateral orders taking the staff side for a ride.</p>
<p>&nbsp;</p>
<p>The JCM staff side Secretary, in his letter dated 2nd May 2016, addressed to Cabinet Secretary, has made the stand of the staff side clear, without any ambiguity. The letter reads as follows:</p>
<p>&nbsp;</p>
<p>“I have been directed to draw your attention towards minutes of the Standing Committee of National Council JCM held on 7th May 2008 and our rejoinder submitted to Govt. in the matter of Report of 6th CPC.</p>
<p>You will kindly find that it was not only a general discussion, but also official side explained their views on each and every issue.</p>
<p>&nbsp;</p>
<p>I would therefore request your good self to kindly arrange for similar type of meeting for bi-lateral settlement on each of the issues raised by the staff side, NC/JCM before the Empowered Committee of Secretaries.”</p>
<p>Thus the picture is clear now. The Government, it seems, has a hidden agenda to take the staff side for granted without giving any further opportunity for a negotiated settlement. The staff side on the other hand has taken a position that if unilateral orders are issued, without taking the staff side into confidence, the NJCA shall go ahead with the indefinite strike from 11th July 2016 as already informed to the Govt.</p>
<p>&nbsp;</p>
<p>The coming days are crucial. If the Govt. adopts delaying tactics or issue unilateral orders rejecting our demands, then confrontation shall become inevitable. The stand taken by the then Nehru Govt. that “Pay Commission report is an award and is not negotiable” has resulted in the historic indefinite strike of 1960, which commenced on July 11th midnight.</p>
<p>&nbsp;</p>
<p>Central Government Employees and Officers comprising Railways, Defence, Postal and other Central Government departments are demanding modification in the recommendations of 7th Central Pay Commissions including minimum wage and fitment formula. Other demands are scrapping of New Contributory Pension Scheme, No FDI in Railways and Defence, filling up of vacancies, No outsourcing, downsizing, contractorisation and corporatisation etc.</p>
<p>&nbsp;</p>
<p>The NJCA &amp; CCGGOO had already given strike notice to Government. As the Government is not ready for a negotiated settlement, the Central Government employees and Officers have to intensify the campaign and preparations and make the strike a total success.</p>
<p>&nbsp;</p>
<p>About 33 lakhs Central Government Employees and Officers will participate in the strike. 40 lakhs Central Government Pensioners have declared their solidarity with the strike. Central Trade Unions had also extended their full support. State Government Employees Federations have cautioned the Central Government that they will also be compelled to join the strike if Government refuses to settle the demands relating to 7th CPC recommendations as majority of the state Governments are implementing the Central pay parity to their employees also.</p>
<p>&nbsp;</p>
<p>On the one hand NJCA &amp; CCGGOO are fighting for the cause of Central Government Employees and Officers and on the other hand rumour mongers are spreading false news through social media. Rumour mongers are coming out daily with different kind of news and pay scales about 7th Pay Commission. Please don’t believe rumour mongers on WhatsApp, Facebook and other social media sources.</p>
<p>&nbsp;</p>
<p>There had been no meaningful discussions with the NJCA &amp; CCGGOO so far. The computation of Minimum wage by the 7th CPC deserves to be rejected as the commission has, in a bid to suppress the entitlement doctored the formula itself. The wages of an MTS in civil service, who is a group C employee cannot be less than Rs 26000 on the basis of the formula evolved in 1957 to which the Government is a party. There cannot therefore be any question of reduction in the quantum of minimum wage.</p>
<p>&nbsp;</p>
<p>The NPS, which the Government introduced for those joined after 1.1.2004 in Government service has to be construed as a fraud perpetuated and deserves to be abandoned. There cannot be two classes of civil servants in the country; one making contribution but still not getting any assured pension and the other entitled for a statutory defined pension without any contribution. Those who are covered by the NPS in Central Civil Service are now more than 40% of the total personnel. The Government must be bold enough to address this issue.</p>
<p>&nbsp;</p>
<p>It is high time, that the Government comes forward, hold meaningful and fruitful discussion with NJCA &amp; CCGGOO and settle the Charter of demands. The continued procrastination is a sure step to confrontation and the Central government employees in the Country will certainly commence the strike action from 11.7.2016.</p>

<p>The entire civil services, which include the Railways, Postal, Defence and all other services of the Government of India, will come to a grinding halt on 11.7.2016.</p>

<p style="text-align: center;"><strong>Government likely to give its nod to Seventh Pay Commission recommendations tomorrow</strong></p>
<p>According to information, the central cabinet is very likely to give its approval to the recommendations made by the Seventh Pay Commission, during its meeting to be held on June 29.</p>
<p>Finally, after a long wait, there will be some official developments in the much-delayed issue of pay revisions for Central Government employees.</p>
<p>For the past few weeks, there were multiple reports and speculations about the pay revisions. This has also created massive confusion among the employees. With the Seventh Pay Commission recommending a minimum basic pay of Rs.18,000, unconfirmed reports claim that it could be as high as Rs.20,000, 21,000, 23,500, or even Rs.24,000.</p>
<p>Also rampant are false reports on the Fitment Factor calculation methods that are used for revising the salaries. To put an end to this never-ending series of rumours and speculations, official news is expected tomorrow on the developments regarding the Seventh Pay Commission.</p>
<p>It has to be mentioned that a high-level committee, created under the leadership of PK Sinha, has submitted its report to the central government. The Ministry of Finance will choose its course of action based on the recommendations of the report.</p>
<p>All the central government workers union, under the common name of NJCA, have announced nationwide indefinite strike from 11.07.2016 onwards. Also part of this association are the Railway workers’ unions.</p>

<p>Highly placed sources have told India Today that Prime Minister Narendra Modi has asked the Finance Ministry to place the recommendations of the Cabinet Secretary’s report on the seventh Pay Commission in the next Cabinet meeting on June 29.</p>
<p>In what promises to be a big bonanza for central government employees, a hike of 15-20 per cent in salaries is expected to be proposed under the Seventh Pay Commission.<br />
Highly placed sources have told India Today that Prime Minister Narendra Modi today asked the Finance Ministry to place the recommendations of the Cabinet Secretary’s report on the seventh Pay Commission in the next Cabinet meeting on June 29.</p>
<p>Sources say that government employees are likely to get a pay hike of between 15-20 per cent over their current compensation with sources saying the recommendations of the pay commission are likely to be accepted by the Modi government.<br />

<p>Sub: <b>Brief of the 4th meeting of the Empowered Committee of Secretaries(ECoS) held on 30.03.2016 to discuss the recommendations of the VII CPC</b></p>
<p>The 4th meeting of the Empowered Committee of the Secretaries(ECoS) was held today under the Chairmanship of the Cabinet Secretary, Government of India, to discuss the recommendations of the VII CPC.</p>
<p>The meeting was held in a cordial manner on the general issues related to VII CPC, viz. Minimum Wage, Multiplying Factor, NPS, Minimum three cadre promotions, Allowances &amp; Advances, Child Care Leave to Women Employees, MACPS, etc.</p>
<p>Apart from this, we represented the arduous conditions under which railway employees are working and how many railwaymen are sacrificing their lives for smooth running of the Indian Railways and tried to prove that we are more important even to the Defence of the country.</p>
<p>We also discussed various issues where justified approach has not been done, particularly reg. Running Staff(one additional pay scale), Technicians(merger of Technician Gr. II with G. I in GP Rs.2800) and Technical Supervisors, Group `B’ status to Supervisory Staff, parity field staff with the Ministry Staff and other categorical problems.</p>
<p>Member Staff, Railway Board, was also present during the presentation made by the federations. Chairman, Railway Board, is also a member of the Empowered Committee along with other Secretaries of the Government of India.</p>

<p><strong>Finance Minister Arun Jaitley’s Budget (2016-17) failed to address the genuine aspirations of working class.</strong></p>
<p><strong> </strong></p>
<ul>
<li><strong>The Income Tax Exemption limit for serving and retired Central Government employees has not been revised.</strong></li>
<li><strong>The Fixed Medical Allowance for Retired Central Government employees has not been raised to Rs. 2000/- p.m. from the existing Rs. 500/- p.m., resulting continued hardship to Retired Central Government employees who live in remote places and small towns where medical facilities not provided.</strong></li>
<li><strong>The Finance Minister has not spoken on the employees’ demand for abolition of New Pension Scheme.</strong></li>
<li><strong>It is sad to note that the Finance Minister has not given assurance for reviewing the retrograde recommendations of 7th Central Pay Commission although he said that a Committee has been constituted.</strong></li>
</ul>
<p><strong>The Workers’ of Government Sector, Private as well Unorganized Sectors are disappointed over the Budget announcements.</strong></p>
<p><strong> </strong></p>
<p><strong>Mr.Raghavaiah, General Secretary, NFIR has urged upon the Prime Minister to accept Railway Minister’s proposal sent in November, 2015 and see that Railway Employees are exempted from New Pension System.</strong></p>

<p>I hope this letter will find to all of you in good health and high spirit and busy in accelerating trade union activities. The meeting of office bearers of BPMS was conducted on dated: 11th and 12th February, 2016. In this meeting the recommendations of 7th CPC was discussed specially. As all of you know that 7th CPC submitted its recommendations to Honorable Finance Minister of Govt. of India on 19.11.2015. After analyzing the recommendations of 7th CPC, BPMS wrote a letter to Govt of India addressing anomalies in recommendations along with conducting a National level protest day on the call of GENC. We met Dr Jitendra Singh/Minister of DoP&amp;T and Prime Minister Office at his office situated in Parliament and discussed the issues and submitted a memorandum. Honorable Minister assured the representatives of GENC and BPMS that all necessary action would be taken at the earliest and a meeting would be fixed with Honorable Finance Minister. But it is matter of concern that the federation has not been apprised about the action taken till date.</p>
<p>Therefore, it was decided in the meeting of office bearers to conduct agitation programmes of gate meetings, sit in, wearing black badges in their respective establishments from 01 March 2016 to 05 March 2016. On 04 March 2016 ‘Dharna’ will be performed and on the last day a memorandum will be presented to the Head of Establishment addressing Honorable Prime Minister and its photocopy should be sent to BMS office and BPMS office.<br />
<em>The demands are as follows-</em></p>
<p>1. Minimum Pay should be fixed 24000/- rupees in place of 18000/-.</p>
<p>2. The fitment formula should be 3.42 in place of 2.57</p>
<p>3. The ratio of minimum Pay and maximum Pay should be 1:10.</p>
<p>4. Annual increment should be 5% in place of 3%.</p>
<p>5. Five financial upgradations should be granted within the period of 30 years of Service under MACP scheme.</p>
<p>6. Pay Scales of Group ‘C’ employees should be merged and upgraded. Grade Pay 1900 and Grade Pay 2000 should be merged and upgraded to 2400 and Grade Pay 2400 and Grade Pay 2800 should be merged and upgraded to Grade Pay 2800.</p>
<p>7. Risk Allowance, Washing Allowance, Family Planning Allowance should be continued.</p>
<p>8. HRA should be granted at the rate of 15%, 25% and 35%.</p>
<p>9. Minimum two increments should be granted at Promotion.</p>
<p>10.Interest free Advances should be continued.</p>
<p>11.OTA is being granted to the employees posted in offices, directorates etc at the rate of 12 rupees per hour (on the pay scales of 4th CPC). OTA should be granted on the Pay Scales of 7th CPC.</p>
<p>12.Old Pension Scheme should be restored in place of NPS.</p>
<p>13.The employees covered under NPS scheme should be benefited with gratuity.</p>
<p>14.Commuted Pension should be restored on 12th year in place of 15th year.</p>
<p>15.CCL related to women employees should not be reduced.</p>
<p>16.There should not be any educational criteria (High School passed) for grant of compassionate ground appointment.</p>
<p>17.Benefits of 7th CPC should be granted to Centre, State and autonomous body employees equally.</p>
<p>18.Since amendment in Bonus Act has retrospective effect and implemented since 2014, the arrear of 2014-2015 should be granted without any delay.</p>
<p>19.All the employees should be granted Night Duty Allowance without any ceiling.</p>
<p>20.In Ordnance Factories all Piece work employees should be paid OTA (Between 44¾ and 48 hours) on their actual Pay instead of minimum Pay.</p>
<p>21.The employees having equal qualification and same nature of work should be granted equal pay in all ministries.</p>
<p>22.Examiners working in Quality control department in OFB should be granted Incentive Bonus.</p>
<p>23.According to 7th CPC recommendations, civilian employees retiring on same Post or same pay scale should be granted equal Pension.</p>
<p>24.Wards of employees died in harness are unable to find a Job due to 5% ceiling in compassionate appointment. Therefore, waiting dependants should be granted one time relaxation in compassionate appointment.</p>
<p>25.The employees of DRDO should be granted the benefit of PRIS.</p>

										<content:encoded><![CDATA[<h3><strong>Minutes of JCM Staff Side Meeting with 7th CPC Implementation Cell held on 19.2.2016</strong></h3>
<h3><strong>Minutes of the Meeting of Joint Secretary (IC) with the Members of the Staff-Side of the Standing Committee (National Council-JCM) held on 19.02.2016</strong></h3>
<p><strong>A Meeting was held under the chairmanship of Joint Secretary (Implementation Cell), Department of Expenditure, Ministry of Finance, with the Members of the StaffSide of the Standing Committee (National Council-JCM) on 19.2.2016 to discuss the issues raised by the National Joint Council of Action (NJCA) {Joint Consultative Machinery (JCM)} in their letter No. NJC/2015/7th CPC dt. 10.12.2015, addressed to the Cabinet Secretary, regarding their Charter of Demands on the recommendations of the 7th Central Pay Commission. The Secretary, Staff-Side of the Standing Committee (National Council- JCM), who is the convener of the NJCA, along with other office bearers attended the meeting. The list of the participants from the Staff-Side is attached at Annexure.</strong></p>
<p><strong>2. Welcoming the members of the Staff-Side, JS(IC) mentioned that the meeting has been convened to enable the Staff-Side to bring out their concerns on the recommendations of the 7th CPC in the light of the Charter of Demands made by them in the aforesaid letter of NJCA so that same could be examined in the Implementation Cell and submitted for consideration of the Empowered Committee of Secretaries. He informed the office bearers that before arriving at a decision, the ECoS would also hold separate discussions with the Staff Side.</strong></p>
<p><strong>2. Commencing the discussions from the Side of the Members of the Staff-Side, Secretary, Staff-Side, Standing Committee (National Council-JCM), explained that they have already placed their Charter of Demands as per the letter of NJCA dated 10.12.2015. He mentioned that the reasons based on which these demands have been made have also been explained therein. He, however, highlighted that the Staff-Side is not at all happy with the recommendations of the 7th CPC and, in fact, no section of the employees is satisfied, as the Commission has recommended a minimal pay increase as compared to the previous Pay Commissions. He mentioned that the Staff-Side does not agree with the minimum pay of Rs. 18000 and the reason as to why the methodology adopted by the 7th CPC to arrive at this figure is not correct has been explained in their letter dated 10.12.2015. He stated that Staff-Side demands enhancement of the minimum pay to Rs. 26000 and the reasons in support of this have been given in their aforesaid letter. He further stated that an amicable and mutually negotiated settlement of these demands is necessary as non-acceptance would further cause resentment in the employees. He informed that Staff-Side has already made their stand clear to go on strike from 11th April, 2016 if their demands are not considered and no amicable settlement happens.</strong></p>
<p><strong>3. Thereafter, the other members of the Staff-Side also expressed their arguments for acceptance of these demands and all of them emphasised that the minimum pay needs to be revised. Consequently, the fitment multiple of 2.57 would also need commensurate change. The leader of the Staff-Side explained that the office bearers who were present in the meeting represent various sections of Central Government employees including railways, defence civilians, postal employees etc., the number of which is around Rs. 32 lakhs.</strong></p>
<p><strong>4. The Staff-Side brought out their concerns on all the 26 demands included in the Charter of Demands and all the points brought out by them in the letter of the NJCA dt. 10.12.2015 were reiterated. However, following issues in support of their demands were highlighted :-</strong></p>
<p><strong>(i) Minimum Pay needs to be revised to Rs. 26000 p.m. and the minimum pay of Rs. 18000 p.m. as recommended by 7th CPC is not acceptable. This would require upward revision in the fitment multiple of 2.57 and change in the Pay Matrix. It was argued that if the 10% of the pay for NPS contribution and the recommended increase in the CGEIS contribution are taken into account, there would be a drop in the take-home salary of the employees at the</strong><br />
<strong>minimum pay of Rs.18000.</strong></p>
<p><strong>(ii) Central Government employees need to be excluded from the National Pension Scheme (NPS), which has been a long pending demand of the StaffSide. The Staff-Side stated that the Pension Fund which has been created under NPS to generate annuity for employees, would not ensure reasonable pension. Rather it is quite likely that it may generate negative returns because of the dismal performance of the financial market to which the fund is</strong><br />
<strong>invested, leaving the employees without any reasonable social security benefit.</strong></p>
<p><strong>(iii) The 7th CPC has recommended abolition of 52 allowances without properly appreciating the justification of these allowances. The example of break-down allowance in case of Railway employees was given, stating that this allowances is given so that the concerned employees take up the necessary follow up action in the case of breakdown on an urgent basis and therefore its withdrawal is not justified in operational interests of Railways.</strong></p>
<p><strong>(iv) The withdrawal of advances, especially LTC, TA, Medical, National Calamity Advance, was not justified. It was argued that these advances are recovered from the employees and, therefore, the same should be retained. (v) In regard to enhancement of contribution under Group Insurance Scheme, it was argued that increase in the contribution from the employees was not justified and if the same is to be raised, the Government should bear the</strong><br />
<strong>insurance premium.</strong></p>
<p><strong>(vi) The post of LDC should be upgraded to UDC and as part of delayering, Grade Pays of Rs. 1900, Rs. 2400 and Rs. 4600 should be abolished and merged with the next higher Grades.</strong></p>
<p><strong>(vii) The rate of increment needs to be raised from 3% to 5% because pay is revised in the Central Government after 10 years. It was mentioned that in the PSUs the pay is revised after 5 years and the rate of increment is also higher.</strong></p>
<p><strong>(viii) Two increments in the feeder post may be granted as promotion benefit.</strong></p>
<p><strong>(ix) Fixed medical allowance for pensioners who are not covered by CGHS and REHS needs to be increased from Rs. 500 p.m. to Rs. 2000 p.m.</strong></p>
<p><strong>(x) The recommendation regarding grant of only 80% of salary for the second year of Child Care Leave need not be accepted and the existing provisions may be retained</strong></p>
<p><strong>(xi) It was also demanded that though the D/o Expenditure has sought the comments of the Ministries/Department on the issues pertaining to them after consulting the Staff Associations, administrative Departments are not inviting the Staff associations for discussions.</strong></p>
<p><strong>5. After detailed explanation by the Staff-Side on all the demands included in the Charter of Demands, JS(IC), while concluding the discussions, assured the Staff-Side that the concerns and demands made by them would be placed before the Empowered Committee of Secretaries for consideration after examining the same in the light of the recommendations of the Commission. He also mentioned that in cases where the comments of the administrative Ministries/ Departments would be necessary, e.g., the case of break-down allowance pertaining to Ministry of Railways, the same would be considered before the issues are placed before the E-CoS. As regards the issue raised that the administrative Departments are not inviting staff associations for discussions, JS(IC) mentioned that the Departments have to formulate the views keeping in view the representations made by the Staff Associations.</strong></p>
<p><strong>6. Thereafter, the meeting ended with thanks to the chair.</strong></p>

<p>Subject: <strong>Comments of the Ministries/Departments on Recommendations of 7th Central Pay Commission – Request to Expedite – regarding.</strong></p>
<p>All the Ministries/Departments, vide the D.O.No.1-4/2015-EIII.A dated 21.11.2015 from Joint Secretary (Pers), Department of Expenditure were requested to formulate their views/comments on the issues and the posts/services under them with reference to the recommendations of the 7th Central Pay Commission and forward it to the Department of Expenditure within a period of three weeks.</p>
<p>2. The action involved on part of the administrative Ministries/Departments was also discussed, in detail, in the meeting with the Nodal Officers on 02.02.2016 and all the Nodal Officers were requested to furnish their comments in the ‘prescribed proforma’ circulated in the meeting, along with soft copy to the ‘jsic-cpc@nic.in within two weeks i.e. by 17.02.2016. The responses received so far are not satisfactory and comments of the most the Ministries/Departments are still awaited.</p>
<p>3. The Implementation Cell which is working as the secretariat of the Empowered Committee of Secretaries (E-CoS) has been asked to furnish considered views of the Ministries/Departments on the recommendations of the 7th CPC.</p>
<p>4. In view of the above, the comments of the Ministries/Departments may be furnished to the Implementation Cell. Department of Expenditure, immediately.</p>
<p>This may be treated as most urgent.</p>
