<p><strong>Sub : Fixation of the pay of the pre-revised pay scale of 1S scale granted to candidates appointed as trainees on compassionate grounds in the Seventh Central Pay Commission (7th CPC) &#8211; reg.</strong></p>
<p>The undersigned is directed to invite attention to this Department&#8217;s 0.M.No.14014/02/2012-Estt(D) dated 16.01.2013 containing consolidated instructions on the subject of compassionate appointments. With regard to appointment of candidates not immediately meeting the educational standards as trainees these instructions provide as under:-</p>
<p>&#8220;In exceptional circumstances Government may consider recruiting persons not immediately meeting the minimum educational standards. Government may engage them as trainees who will be given the regular pay bands and grade pay only on acquiring the minimum qualification prescribed under the recruitment rules. The emoluments of these trainees, during the period of their training and before they are absorbed in the Government as employees, will be governed by the minimum of the &#8211; 1S pay band Rs.4440-7440 without any grade pay. In addition, they will be granted all applicable Allowance, like Dearness Allowances, House Rent Allowance and Transport Allowance at the admissible rates. The same shall be calculated on the minimum -IS pay band without any grade pay. The period spent in the -1S pay band by the future recruits will not be counted as service for any purpose as their regular service will start only after they are placed in the pay band PB-1 or Rs.5200-20200 along with grade pay of Rs.1800.&#8221;</p>
<p>2. The 7th CPC has not provided any replacement scale for 1S pay, band of Rs.4440- 7440 without any grade pay which is granted to trainees appointed under the scheme for compassionate appointment. The matter was taken up with the Department of Expenditure and it has now been decided by the Government that Level-1 of the Pay Matrix introduced on implementation of the 7th CPC Report be the replacement for the pre-revised- 1S scale. The pay of those governed by the 1S scale may be revised by using the Fitment Factor of 2.57 for placement in Level-1 in conformity with the Rule, 7 of the CCS (RP) Rules, 2016. All pre &#8211; revised pay stages lower than pre-revised pay of Rs.7,000 in the pre-revised 1S scale shall not be considered for determining the benefit of bunching, on the same lines as has been clarified by this Department&#8217;s 0.M dated 03.08.2017 on application of the benefit on account of bunching.</p>
<p>3. This will be effective from 01.01.2016.</p>

<p>Dear Comrades,</p>
<p style="text-align: center;"><span style="color: #993300;"><strong>P.J.C.A. MEETING</strong></span></p>
<p>As decided earlier PJCA meeting was held at NFPE office, 1st Floor North Avenue Post Office Building New Delhi-110 001 on 24.03.2015. at 2 P.M The meeting was Presided over by Shri. D.Theagarajan, Chairman, PJCA and Secretary General FNPO.</p>
<p>The meeting attended by both Secretary Generals and General Secretaries of both the Federations.</p>
<p>Before commencement of meeting homage was paid to Com. S.K. Vyas, a Veteran &amp; legendry leader of Central Government Employees &amp; Pensioners Trade Union Movement by observing one minute silence.</p>
<p>In the meeting Com. R.N. Parashar, Secretary PJCA and Secretary General NFPE presented the position of action and development on the 40 points Strike Charter of demands after PJCA meeting with Secretary (P) on 05.02.2015.</p>
<p>All General Secretaries presented their views and after a detailed discussion, the following decisions were taken:</p>
<p>1. Disagreement was recorded on items No. 1,2,11,12,13,14,15,16,21, 25,27, 30, 31,33,34, 35,36,37, and 40 of PJCA Strike Charter of demand as the progress is not being noticed on all these items. Secretary (P) will be addressed to settle these issues as per the assurance given in meeting on 05.02.2015.</p>
<p>2. Due to some unavoidable circumstances the date of Dharna in front of Dak Bhawan, New Delhi by All India leaders of both Federations is rescheduled as 29th April-2015 instead of 15th April.</p>
<p>3, Notice for Indefinite Strike to be organized from 06th May 2015 will be served to the Secretary, Department of Posts, New Delhi on 06th April-2015. All Circle /Divisional and Branch Secretaries will also submit Strike Notice at all levels by organizing demonstrations in front of all important offices.</p>
<p>4 Campaign programme by All India Leaders of both the Federations affiliated unions has been finalized and it will be completed between 05th April to 15th April, 2015 to mobilize entire rank and file. All concerned will fix the dates in consultation with Circle leadership and conduct the programme to mobilize maximum employees to participate in Parliament March to be conducted on 28th April 2015 under banner of National Council JCM and to make them ready for the Indefinite strike from 06th May 2015 onwards . (Campaign programme is enclosed)</p>
<p>5. Next Meeting of PJCA will be held on 29th April, 2015 on the day of Dharna by All India leaders in front of Dak Bhawan, New Delhi.</p>
<p style="text-align: center;"><span style="color: #993300;"><strong>MEETING WITH PAY COMMISSION</strong></span></p>
<p>1, Meeting of NFPE leaders with 7th Central Pay Commission was held on 25th March, 2015 at Pay Commissions Office at Chhatrapati Shivaji Bhawan Qutub Institutional Area, New Delhi. Secretary General NFPE and all General Secretaries participated in the meeting and presented the issues very nicely submitted in the memorandums. Chairman and members appeared courteous and co-operative with positive attitude.</p>
<p>GDS issues were also discussed by Secretary General NFPE and Com. P. Panduranga Rao General Secretary, GDS (NFPE) and Memorandum on GDS issue was also presented again to Chairman 7th CPC by General Secretary GDS (NFPE) . Chairman assured all possible help to this most exploited and deprived section of Postal Workers within his capacity.</p>
<p>2. Meeting of FNPO leaders was also held with 7th CPC on 26th March 2015 at CPC office at New Delhi. Secretary General &amp; all General Secretaries presented the issues effectively and Pay Commission was also of positive views on most of the items. FNPO &amp; NUGDS also discussed GDS related issues to Pay Commission and submitted memorandum.</p>

<p>When we study the Pay Fixation Formula of the 3<sup>rd</sup> Pay Commission given above, we will come to know that the Basic Pay provided in the 3<sup>rd</sup>Pay Commission is the sum of the 2<sup>nd</sup> Pay Commission’s Basic Pay, Dearness Pay, Dearness Allowance and Interim Relief and <b><strong>5%</strong></b> of 2<sup>nd</sup> Pay Commission’s Basic Pay. <p>If we study the Pay Fixation formula of the 5<sup>th</sup>Pay commission, we can find that the Basic Pay of the 5<sup>th</sup> Pay Commission is fixed by combining the 4<sup>th</sup> Commission Basic Pay, Dearness Allowance, Interim Relief I and II and by adding<b><strong>40% </strong></b>of the 4<sup>th</sup> Commission’s Basic Pay. <p>If you look at the 6th Pay Commission Pay Fixation formula, we can find a difference in that the Basic Pay is divided in to two as to Pay Band and Grade Pay. Based on this, the Pay Band is arrived by summing up the 5th Pay Commission Basic Pay, Dearness Pay and Dearness Allowance (1.86 Multiple Factor). <b><strong>40% of the Maximum of pre revised Pay Scale of the 5th Pay Commission is added to the Grade Pay </strong></b>that is paid as usual and the Grade Pay is determined.</p>

<p>If you look at the timetable above, a fact becomes clear. The Basic Pay in every new pay commission is derived by combining the Basic Pay from the previous pay commission and additional benefits like DA, Interim Relief I and II, and DP. Along with this a percentage is taken from the old Basic Pay and added to the above sum and given as new Basic Pay.</p>
<p>In the 6th Pay Commission alone, the total sum (that is got by adding) is given as Pay Band and a percentage from the usually paid additional amount is given as Grade Pay. Based on the above Pay Commissions,<b><strong>(3rd CPC 5%,4th CPC 20%,5th cpc,40%,6th cpc 40% Exiting maximum pre -revised pay scale)</strong></b> approximately 50% has been added from the previous Basic Pay along with the Basic Pay and Dearness Allowance and the formula for the 7th Pay Commission Pay fixation projected thus arrived is given below</p>

<p><strong>Sub: Preparations for oral evidence before Seventh Central Pay Commission</strong></p>
<p>You are aware that the schedule of holding hearings by the VII CPC may appear on any day, and oral evidence is likely to commence from March 2015.</p>
<p>We must prepare ourselves for oral evidences as was produced before the previous Pay Commissions.<br />
<em><strong>During VI CPC hearing, following 15 groups were formed:-</strong></em></p>
<blockquote><p>(i) Loco &amp; Traffic Running Staff, including Supervisory and Inspectorial Cadres<br />
(ii) Technicians of all departments<br />
(iii) Signal, Telecommunication, Electrical &amp; Mechanical Departments<br />
(iv) Technical Supervisors of all departments.<br />
(v) Transportation(Operating Staff), including Controllers and Station Managers<br />
(vi) Accounts, EDP, Cashiers etc.<br />
(vii) Stores Department and Printing Press Staff<br />
(viii) Trackmen, Patrolmen, Gatemen, Trolleymen, Keymen, Mate and P. Way Supervisors<br />
(ix) Production Units, Workshops and Scientific Staff<br />
(x) Works, Bridge and Track Machines<br />
(xi) Commercial Staff<br />
(xii) Health &amp; Medical Staff<br />
(xiii) Legal, School, Canteen Staff, RDSO and Other Misc. Staff<br />
(xiv) Ministerial Staff, viz. Stenographers, Rajbhasha/Official Language, Publicity Inspector etc.(xv) General Issues, including working conditions, job hazards, career growth, allowances etc.(other than those mentioned in the NC/JCM Memorandum) represented by the leaders of the AIRF.</p></blockquote>
<p>In addition to above, for the first time, Women Employees’ Group was also given patient hearing separately by the VI CPC on special efforts of the AIRF.</p>
<p>Every Zonal Railway Union must decide one representative for each group, having outstanding ability and dedication as also deep overall knowledge of the departments of the concerned group.<br />
One representative from each of the affiliated unions in the  Production Units/Metro Railway Kolkata and RDSO for overall evidence in the same spirit.</p>
<p>Representatives, so decided, be guided to go through the memorandum of the AIRF submitted to VII CPC as also<br />
technological and system changes added in the railway system in various departments.</p>
<p>Video Clippings/PowerPoint Presentations of intricate posture workings, sophisticated works, locomotives, coaches, wagons, bridges, maintenance depots, sheds, yards, traction, RRIs etc. be also compiled for the presentation besides preparation to reflect human input in performing particular job content. Write-ups should be very brief and pointed so as to complete the evidence within maximum 10 minutes.</p>
<p>Like past, “Internal Meetings” of the AIRF will be managed one-day in advance of the hearing of the particular groups at the respective places, which will be communicated, once schedule of the hearings is finalized by the Pay Commission, and the names of the representatives to appear for the evidence will be decided after Internal Meeting, based on the limitation of the Pay Commission.</p>

<p>JCM National Council Staff side organisations will be organizing a National Convention of all Central Government Employees at New Delhi on 11.12.2014. Railway. Defence and Confederation will participate in the convention. Convention will adopt a joint declaration on future course of agitational programmes on the following demands of the Central Government Employees.</p>
<p>&nbsp;</p>
<p>1. Effect of wage revision of Central Government Employees from 01.01.2014 accepting memorandum of staff side JCM, <strong>Grant interim relief and merger of 100% DA,</strong> Ensure submission of the 7th CPC report within the time frame of 18 months.</p>
<p>2. Include the Gramin Dak Sewaks within the ambit of the 7th CPC.</p>
<p>3. No privatization or FDI in Railways and Defence establishments.</p>
<p>4. No ban on recruitment/creation of Posts.</p>
<p>5. No outsourcing, contractorisation and privatization of government functions. Withdraw the proposed move to close down the printing presses, stationery offices and Medical Stores Depots. Regularise the existing daily rated/casual and contract workers.</p>
<p>6. Scrap PFRDA and restore the defined benefit statutory pension scheme.</p>
<p>7. No Labour reforms which are inimical to the interest of workers.</p>
<p>8. Lift the arbitrary ceiling on compassionate appointments.</p>
<p>9. Revise the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.</p>
<p>10. Remove the bonus ceiling.</p>
<p>11. Ensure five promotions in service career.<br />
