										<content:encoded><![CDATA[<p><strong>7th CPC Pay Matrix IOR Revision: Example of Increase/Decrease in Basic Pay &#8211; MoD message for recovery thereon</strong></p>
<p style="text-align: center;"><strong><em>Message Regarding 7 CPC</em></strong></p>
<p>1. &#8211;text not reproduced&#8212;</p>
<p>2. &#8220;Govt orders have been received vide SRO No 17(E) dated 06/07/2017 notified in Gazette of India No 14 dated 07/07/2017 and acted upon in Aug 2017. As per the orders, index of rationalization (IOR) of level 12A &amp; 13 of the Defence Pay Matrix has been enhanced from 2.57 to 2.67 for the entry level Pay but the multiplication factor is retained as 2.57. In some cases pay fixed on 01/01/2016 as per revised Pay matrix would be less than that fixed earlier as per SRO 12(E) dated 03/05/2017, leading to recovery in August 2017 pay account. A few examples are cited at Annexure A&#8221;</p>

										<content:encoded><![CDATA[<div dir="ltr" style="text-align: left;"><b>7th Pay Commission award after five-state polls: Finmin</b>New Delhi: Official sources in Finance Ministry told us on condition of anonymity that the central government will announce 7th Pay Commission award to increase pay and facilities of the central government employees after the completion of five states assemblies’ poll process as the model code of conduct is currently in place and the employees will get it ahead of the festive season.</p>
<p>The announcement is to come in June-July after eight to nine months of receiving of Seventh Pay Commission report.</p>
<p>Sources, however, said the government had no plans to give allowances in arrears for the central government employees.</p>
<p>“There’s no arrears of allowances will be given to employees,” they confirmed.</p>
<p>When asked whether complications would arise in implementing the 7th Pay Commission’s recommendations when its implement, they said, “Secretaries group’ll not leave such vacuum.”</p>
<p>Sources said the Secretaries group was aimed at narrowing the gap between the salaries of officers and low paid government employees.</p>
<p>The group observed it was essential that the salary of top government officials should not be far to that of their low paid subordinate employees. “This will help reduce corruption by the government officials and make government jobs more attractive.”</p>
<p>The Seventh Pay Commission was formed on February 4, 2014 during the last UPA government.</p>
<p>Under Seventh Pay Commission recommendations, the take-home salary of the top boss in government service was fixed at Rs 2,50,000 while the the basic pay of the lowest-ranked employee was fixed at Rs 18,000.</p>
<p>Traditionally, pay commissions have been set up after every 10 years to revise the pay scales of central government employees. States also accept these recommendations for their employees after certain modifications.</p>
<p>Justice A K Mathur, Chairman, 7th Pay Commission presented its report to Finance Minister Arun Jaitley in November with the recommendations for 14.27 per cent increase in basic pay, the overall increase in salary, allowances and pensions is 23.55%. The increase in allowances will be higher by 63% while pensions will rise 24%.</p>
<p>A 13 members secretary-level Empowered Committee or Secretaries group headed by cabinet Secretary P K Sinha was formed in January to review the recommendations of 7th Pay Commission before cabinet nod.</p>

<blockquote class="tr_bq"><p><b>Upgradation of pay of Sub Inspectors and Inspectors of CBI</b></p></blockquote>
<p>The CBI has demanded upgradation of pay of Sub Inspectors and Inspectors working in CBI on the grounds that present pay scales are leading to high attrition at these levels. This has resulted in 33 percent vacancies in the SI cadre and 30 percent vacancy in the Inspector cadre. It has also been mentioned that there has been historical parity with the executive cadre of Intelligence Bureau.</p>
<p><span style="text-decoration: underline;"><i><b>Analysis and Recommendations</b></i></span></p>
<p>In the VI CPC report it has been mentioned that there is historical parity between the executive cadre of IB and CBI and that such a parity has to be maintained. Since this Commission has approved upgradation of pay of ACIO I and ACIO II in IB, the pay of  corresponding ranks in CBI  viz., Sub Inspector and Inspector are also recommended to be upgraded similarly. The upgradation has also been recommended keeping in mind the nature of duties performed by these ranks in the organisation. Accordingly the pay of Sub Inspector is upgraded from GP 4200 to GP 4600 and that of Inspector from GP 4600 to GP 4800.</p>

										<content:encoded><![CDATA[<p><strong>NFIR&#8217;s Decision on Strike Notice &#8211; taken up by Honarable Minister of Railways in Lok Sabha.</strong></p>
<p>Respected Railwaymen &amp; Women,</p>
<p style="text-align: right;"> Dt: 21.08.2013</p>
<p style="text-align: left;"> NFIR, during its working committee meeting held at New Delhi on 30-31st May 2013 put forth <span style="color: #ff0000;"><strong>36 demands</strong></span> to be redressed immediately failing which the Railwaymen shall be constrained to go for a strike. On 24th June 2013 during the Steering Committee Meeting held at Mumbai a threadbare review was again done on the demands made during the Working Committee Meeting at New Delhi and it was then and there decided to conduct a &#8220;<em><strong>Strike Ballot</strong></em>&#8221; in the event of the demands not being met.</p>
<p><strong>HONESTY LEADS TO HEIGHTS:</strong> NFIR known for its legacy of putting relentless efforts when it comes to the welfare of Railwaymen, did not stop with this but went one step ahead than any other federation, when GS/NFIR addressed a letter to the Hon&#8217;ble Prime Minister of India and Minister of Railways on 28th June 2013 with the list of demands and cautioning them of repercussions in the event of demands not being fulfilled. Once again the ethics of NFIR were evident in these letters wherein it gave a considerable time (four months i.e., upto October 2013) to the Government to resolve the demands. NFIR does not believe in hoodwinking the railwaymen and women neither by misleading nor by misinterpreting the facts but believes only in protecting the interests and welfare of Railwaymen through honest and dedicated working.</p>

Will the Minister of  RAILWAYS  be pleased to state:-</p>
<p>(a) whether the All India Railwaymen’s Federation and National Federation of Indian Railwaymen have threatened to go on an indefinite strike in case their demands are not met;</p>
<p>(b) if so, the details thereof; and</p>
<p>(c) the reaction of the Railways thereto and the manner in which the Railways propose to address the situation so as to prevent such strike?<br />
ANSWER</p>
<p><strong>MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI ADHIR RANJAN CHOWDHURY)</strong></p>
<p>(a) and (b): All India Railwaymen’s Federation (A.I.R.F.) and National Federation of Indian Railwaymen (N.F.I.R.) have made numerous demands. Some of the demands are setting up of VIIth Central Pay Commission, abolition of New Pension Scheme, merger of Dearness Allowance with Pay, filling up of all vacant posts, implementation of the report of Joint Committee for career growth of Track Maintainer, reduction in duty hours of staff. While A.I.R.F. have indicated that if their grievances are not resolved in a time bound programme, the Federation would be compelled to conduct strike ballot as a first step. N.F.I.R. have decided to give a time of four months to the Government for satisfactorily settling their demands failing which the Federation will be compelled to give call for ‘<span style="color: #ff0000;"><strong>Indefinite Strike</strong></span>’ on Railways.</p>
<p>(c): Some of the demands like setting up of <a href="http://centralgovernmentnews.com/category/7cpc/" target="_blank">VIIth Central Pay Commission</a>, abolition of New Pension Scheme, Merger of <a href="http://centralgovernmentnews.com/category/dearness-allowance/" target="_blank">Dearness Allowance</a> with Pay which are not within the purview of Ministry of Railways are being considered for referring to concerned Ministries/ Departments. In accordance with Government’s policy, other demands of the Federations are given due consideration within the framework of existing rules and financial constraints, and action as considered necessary is taken.</p>
