If a central government civilian employee is absent from duties during the lockdown period of COVID-19 for the complete month of April 2020 will he get transport allowance i.e. TA of the month?

Similarly, in the case of staff who were on HQ Leave permission as of 25.03.2020, their absence from HQ during lockdown period may be treated as Special Casual Leave.”- is it applicable for state Govt employees?

April 9, 2020. Officers / Staffs who have not been able to resume duties following the completion of the approved leave period due to the suspension of Train Road Communication during the lockout period shall be treated as Special Casual Leave.

Will this be applied to all state and central government offices or employees too.
