Sub: Reckoning service for entitlement of Post Retirement Complimentary Passes-reg.

Kind attention of Railway Board is invited to Federation’s demand contained in Agenda Item No. 06/2016, wherein it was requested to restore previous instructions issued under Railway Board’s letter dated 18/04/2007 facilitating the benefit of Post Retirement Complimentary Passes to ex-servicemen working in the Railways duly respecting the announcement of Hon’ble MR on the floor of the House during the course of presentation of Rail Budget 2007-2008. Though the Railway Board have issued instructions vide letter dated 19/04/2018, unfortunately these are not being implemented on Zonal Railways etc., on the pretext that such staff have not completed 20 years service or more in the Railways. In this connection, Federation vide its letter dated 17/08/2018, cited the specific case of North Western Railway, unfortunately no instructions have been issued though discussions were held by General Secretary, NFIR with ED(IR) on 3rd July, 2018. Thereafter a period of over two months has passed, unfortunately instructions duly modifying Board’s letter dated 19/04/2018 are yet to be issued.
NFIR, therefore, requests the Railway Board to issue clarification duly amplifying the instructions issued vide letter dated 19/04/2018 to facilitate the ex-servicemen or Central Government employees joined Railways, to avail the benefit of Post Retirement Complimentary Passes on the basis of length of service in Railways and in the previous Central Government Organization. A copy of the instructions issued may be endorsed to the Federation.
