Sub: Scheme of LDCE for filling up 20% vacancies of OS-IT and 13.33 % vacancies of Senior Clerk.
Attention is invited to RBE No.102/2005 vide which the 20% DR quota that was introduced for, inter-alia OS-II, was decided to be operated instead as an LDCE quota open to all Graduate serving employees with prescribed residency period. The written exam (Railway wise) was to be conducted by RRB Vide RBE No.147/2006, the conduct of the exam was shifted from RRBs to respective Zonal Railways themselves. Vide RBE No. 110/2016, conduct of Senior Clerk LDCE (13.33% quota) was also handed over from RRBs to Zonal Railways.
The conducting of the OS-II and Senior Clerk LDCEs has however been centralized in each Railway so far, meaning thereby that vacancies of all Departments and all Divisions are clubbed together for a common exam and panel.
Railways have however, been raising this issue of centralized LDCE for these categories periodically, pointing out that with MACP in place, volunteers for OS-II and Senior Clerk LDCE are scarce due to the risk of inter-divisional transfer in a centralized panel scenario, which results in a number of vacancies remaining unfilled.
The matter has accordingly been reviewed in consultation with the Zonal Railways and it has been decided that the LDCE for both the OS-II and Senior Clerks may be decentralized, by holding the exam at the Divisional level by clubbing the vacancies of all the departments. This decentralization will be in respect of Divisionally controlled cadres/ seniority units for these posts.
