Sub: Resumption of duty by Loco Running Staff after availing periodic rest or leave – Booking of Running Staff – reg.
Kind attention of Railway Board is invited to the opening address delivered by the Federation (outside agenda) during NFIR’s PNM meeting held with the Railway Board on 25th/ 26th ApriI, 2019 wherein attention was drawn to one of the recommendation of the Task Force on Safety, which submitted its report to the Railway Board on 10th January, 2017. Federation stated that five very Senior Railway Officers (as members) under the Chairmanship of General Manager, N.C. Railway have recommended (Para 24.6.5) that the Running Staff e.g. Loco Pilots etc., who join duty after availing periodic rest or after leave should mandatorily take rest of six hours in the Running Room before being booked on Running duties for a train. An extract of Para 24.6.5 of the report of the Task Force Safety is reproduced below:-
“Loco Pilots coming to duty after availing a periodic rest or after a leave should be made to take a mandatory rest of 6 hours in the running room before being booked for a train.”
Federation further stated in the PNM meeting that unfortunately above recommendations of the Task Force are not being followed perhaps in absence of the instructions from Railway Board and the Running Staff are being booked invariably on the Divisions of Zonal Railways to work first train immediately on resumption from rest/leave.
NFIR, therefore, requests the Railway Board to issue suitable instructions to the Zonal Railways clearly stating that the Running Staff coming on duty after availing periodic rest or leave should be allowed to take 06 hours mandatory rest before booking to work a train. A copy of instructions issued may be endorsed to the Federation.
