Sub: Productivity Linked Bonus (PLB), for the year 2019-2020 to the Railwaymen – Payment – Reg.
Kindly recall our earlier communication of even number dated 7th August, 2020 (copy enclosed), on the aforementioned subject matter.
As Dussehra/ Durga Puja Festival is approaching fast and Railwaymen are awaiting eagerly for payment of PLB, it would be in all appropriateness that, payment of PLB to Railway employees, for the financial year 2019-20, should be made, considering the facts mentioned in our letter dated 7th August, 2020.

As you are aware that the Productivity Linked Bonus (PLB) is being paid to railway employees based on the formula that was finialised in November, 1979, as a result of agreement between the AIRF and Railway Ministry. The ceiling limit for computing the PLB, is still Rs. 7000 despite our president demand to remove this ceiling.
It would not be out of context to mention here that the payment of PLB to railway employees is made before Dussehra Durga Puja every year and during the previous 8 years PLB equivalent to 78 days wages (computed on the basis of Rs 7000 per month as salary). During the previous financial year i.e 2019-20, the railwaymen have performed even better and the freight loading has superseded the previous record. This performance of the Railway employees should be assessed as extra ordinary, because of more than 2 Lakh vacancies in the system and most of the Railway employees compelled to perform 12 hrs duty against 8 hrs duty roster.
Unfortunately, the Railway Board always try to undermine the performance of the railwaymen ot the plea of capital input given by the system. In this connection You may appreciate that whatever capital input is given the same is for expanding infrastructure etc. to provide better services to the rail users and the performance of the railwaymen should not degraded on this account.
Hence it is worth mentioning that inspite of Lockdown and COVID-19 pandemic, railwaymen have put all their effort to maintain the supply of essential commodities in the country. Any reduction in PLB will definitely demotivate the lakhs of railwaymen who have put their all efforts without bothering for corona while operating Goods/Parcel as well as Shramik special and special trans and more than 100 railwaymen has lost their life due to COVID-19 while performing duty. The dedication shown by railwaymen should not therefore be ignored be ignored.
AIRF, therefore request that payment of PLB to railway employees for the financial year 2019-20 should be made, considering the above aspects and that too well before Dussehra/ Durga Puja festival as hitherto.
An early action shall be highly appreciated.
