Sir,
The following vehicles of Ministry of Defence is available for disposal through auction:
i. DL 2 CQ 1930 AMBASSADOR 2007 Model
ii. DL 2CQ 3181 AMBASSADOR 2008 Model
iii. DL 2 CQ 4905 AMBASSADOR 2009 Model
iv. DL 2CQ 6027 MARUTI SX4 2010 Model
v. DL 2CQ 6028 MARUTI SX4 2010 Model
The vehicles mentioned above can be inspected at ‘B’ Wing, Sena Bhawan Compound, New Delhi from 2.30 pm to 3.30 pm on 20.06.19 and 21.06.19.
Sealed tenders are invited for disposal of the aforementioned vehicles (as is where is basis) up to 04.00 pm by 21 .06.19 to be opened on 24.06.19 at 04.00 pm.
Tender form with terms and conditions for submitting tenders can be obtained from Room 323, 3rd Floor, ‘B’ Wing, Sena Bhawan, New Delhi-11 0011 on payment of RS.50/- (Rs Fifty only) (NONREFUNDABLE) for each set of forms on any working day from 03.06.19 to 21 .06.19 between 2.30 p.m. to 3.30 p.m. or may be downloaded from the Departmental website www.mod.gov.in (free of cost). Tender should be accompanied by Earnest Money Deposit (EMD) of Rs.5,000/- (Rs. Five thousand only) per vehicle. The payment for Tender Form and EMD are to made in the form of demand draft from any nationalized/ private bank in favour of “ACCOUNTS OFFICER (DAD), MOD(C/V/L) “
The vehicle is required to be lifted within 7 days from the date of intimation to the tenderer(s) declared as the highest bidder by the competent authority.

TERMS AND CONDITIONS FOR DISPOSAL OF OLD VEHICLES OF MoD (Sectt.)
AGAINST TENDER ENQUIRY NO. D-26016/3/2018/PART-I -D (Estt.2/ Genl.1) Dated 02.06.19.
Interested Parties may submit their highest price for the vehicle in a sealed cover latest by 04.00 p.m on 21.06.19. The inner cover containing quotations and other relevant documents along with DD/ Pay Order towards Earnest Money Deposit (EMD) should be sealed properly. The inner cover should be put in on outer cover and may be dropped in the box kept at the Reception (Gate No.6) of the Sena Bhavan, New Delhi. Both the inner and the outer covers should be. superscribed in bold Capital letters “QUOTATIONS FOR DISPOSAL OF OLD VEHICLES OF MoD (Sectt.)“.
The disposal of the vehicles shall be strictly on “AS IS WHERE IS BASIS” and no guarantee or certificate of its worthiness or quality will be given by Ministry of Defence, (MoD). The condition of the vehicles can be inspected physically on 20.06.19 and 21.06.19 between 2.30 p.m. to 3.30 p.m at ‘B’ Wing, Sena Bhawan, New Delhi by contacting Section Officer (Genl.l), Tel: 23793719/23012717. Tender forms with terms and conditions for submitting tenders can be obtained from Room 323, 3rd Floor, ‘B’ Wing, Sena Bhawan, New Delhi-I 10011 on payment of Rs 50/- (Rs fifty only) (Non-refundable) for each set of forms on any working day from 3.06.19 to 21.06.19 between 2.30 p.m. to 3.30 p.m. or may be downloaded from the Departmental website. www.mod.gov.in (free of cost).
The quotation should be accompanied by earnest money i.e. Rs 5,000/- (Rs. Five thousand only) per vehicle. The earnest money can be deposited in the form of Bank Draft issued in favour of “ACCOUNTS OFFICER (DAD). MOD (CIVIL). New Delhi“. The bank draft should be attached with the quotation letter failing which the quotation shall not be considered at all. If the highest tenderer/ successful tenderer accepted by the competent authority in this Department fails to deposit the sale price within the prescribed time limit i.e. within 7 working days from the date of intimation to the tenderer(s) declared as highest bidder by the competent authority, his earnest money will be forfeited. In case the offer is withdrawn by any tenderer, the earnest money deposited by him shall be forfeited.
EMD of Rs. 5,000/- per vehicle and Tender fees of Rs.50/- is payable by means of DD/Pay Order in favour of “ACCOUNTS OFFICER (DAD). MOD(CIVIL).New Delhi“. (Payment by Cheque/ Cash shall not be accepted). Offers received without EMD amount shall not be considered at all by this Department.
EMD of the successful bidders(s) will be released only after realization of Sale proceeds amount. Earnest money Deposit of the bidders who fail to honour the bid in prescribed time limit shall stand forfeited. Representation in this regard shall be entertained by this Department. EMD amount of HI bidder shall be adjusted in the Sale Amount accepted by this Ministry. EMD of unsuccessful bidder(s) shall be released only after successful completion of the sale process.
The delivery of the sold vehicles will be arranged only after the successful bidder submits documentary evidence in support of residential status (Ration Card! Voters Identity Card in case of individual and Registration Certification in case of firms etc.)
The sold vehicles will be removed by the successful bidder(s) within days from the date of intimation to the tenderer(s) declared as highest bidder by the competent authority. No assistance/transportation will be provided by the Ministry. Permission to take out the disposed vehicles from premises will not be allowed on holidays, Saturdays and Sundays etc.
The successful bidders will also be responsible for getting the Registration Certificate of the vehicles transferred in his name at their own cost expeditiously. It will be the sole responsibility of the buyer for getting the necessary paper works done in accordance with the law and as per the provisions of the Motor Vehicles Act (amended from time to time) applicable for Transport Authority of Govt. of NeT of Delhi. This office will not be responsible for any lapse on the part of the buyer
in this regard.
EMD of the firms rescinding iheir offer, withdrawing or abrogating after submitting the bid shall stand forfeited. Decision ofthe Ministry shall be final in this regard.
Ministry of Defence reserves the right to reject all or any tender in whole or part without assigning any reasons thereof.
EMD of unsuccessful bidders shall be returned maximum within six weeks from the date of declaration of HI bidder or successful bidder.
The bidder is required to reveal his full name/name of the authorized signatory of the firm/name of father, full postal address, telephone number & mobile number.
Disputes, if any, shall be subject to jurisdiction in the Court of Delhi only.
If the highest quoting firm fails to honour the bid; the contract will be cancelled & its EMD shall be forfeited. In such an event, an opportunity shall be given to the next highest quoting eligible tenderer (H-2 quoting party) to complete the bid provided it is prepared to accept the prices offered by the H-I party. In case of any dispute, decision of the Ministry shall be final.
Tender form should be signed in. ink by the authorized signatory only. Photocopy or unsigned quotations or quotations not signed by authorized signatory shall be rejected.
Tendering firm shall alone be responsible for furnishing any false or wrong information and the consequences or loss thereof.
