Sir, I joined as Junior Translator in Feb 1990 and after completion of more than 30 years of regular service in subordinate office,Govt.of India I got only one promotion to the post of Senior Translator ( new nomenclature- Senior Translation Officer but pay scale is the same).
I got 2nd MACP in the grade pay of Rs 4800/-which is not in my promotional hierarchy and 3rd MACP in grade pay of Rs.5400/-(level-9) in February 2020.
If MACP is given in promotional hierarchy then government employee will not economically suffer. There are so many offices where promotional avenues are very less and employees like me retiring from the the service just. getting one promotion. Such officials are suffering at both ends. Monetory and status wise.
