OFFICE MEMORANDUM
Subject : Freezing of Dearness Allowance to Central Government employees and Dearness Relief to Central Government pensioners at current rates till July 2021.
The undersigned is directed to say that in view of the crisis arising out of COVID-19, it has been decided that the additional installment of Dearness Allowance payable to Central Government employees and Dearness Relief to Central Government pensioners, due from 1st January 2020 shall not be paid. The additional installments of Dearness Allowance and Dearness Relief due from 1st July 2020 and 1st January 2021 shall also not be paid. However, Dearness Allowance and Dearness Relief at current rates will continue to be paid.
2. As and when the decision to release the future installment of Dearness Allowance and Dearness Relief due from 1st July 2021 is taken by the Government, the rates of Dearness Allowance and Dearness Relief as effective from 1st January 2020, 1st July 2020 and 1st January 2021 will be restored prospectively and will be subsumed in the cumulative revised rate effective from 1st July 2021. No arrears for the period from 1st January 2020 till 30th June 2021 shall be paid.
3. These orders shall be applicable to all Central Government employees and Central Government pensioners.

On one side this govt is talking of giving relief to all the sectors in order to boost their economic condition and on the other hand it decided to freeze the DA for central govt employees when the situation is such that price of every essential commodity and essential services hiked in the name of corona as we are seeing everyday in the news channel. This govt should reconsider his this decision. This govt did not merge the DA as it was planned during 6th pay commission and not given the 7th pay commission as per the existing situation.

The dirtiest face of govt of India just fooling the public, stopped DA doesn’t matter but stop the price rise too where govt failed n honest govt employees irrespective of rank n pensioners especially r suffering since they r solely dependent on honest earning. Dishonest employees don’t have any problems since they earned a lot.

The AICPIN for the month of June 2021, will be available only on 31.7.2021. The DA payable for the period from July 21 to Dec 21 can be decided only after 31st July 21.The chances of a govt decision in this regard may be taken only after 15th Aug.21. No doubt govt decision may give retrospective effect. But central govt employees need not be very complacent about restoration of entire due amount.The govt has full powers to pay the amount in instalments and since the employees and pensioners have none to support,the possibility of such a decision cannot be ruled out in view of Covid 19 pandemic.
