<p>The <strong>Kendriya Vidyalaya Sangathan</strong> has announced the <strong>KVS Online Admission 2026–27</strong> process for students seeking admission into <strong>Class 1 to Class 11</strong>. Parents and guardians can apply through the official websites <strong>kvsangathan.nic.in</strong>, <strong>kvsonlineadmission.kvs.gov.in</strong>, and <strong>balvatika.kvs.gov.in</strong>.</p>



<p>Kendriya Vidyalaya Schools are among the most reputed government schools in India and are managed by the <strong>Kendriya Vidyalaya Sangathan</strong>, an organization functioning under the <strong>Ministry of Education, Government of India</strong>. These schools follow the curriculum of the <strong>Central Board of Secondary Education</strong> and provide high-quality education across the country.</p>



<p>Currently, there are <strong>more than 1245 Kendriya Vidyalayas</strong> functioning in India with over <strong>13 lakh students enrolled</strong>. <p>Subject: <strong>Review of issue of C category cheque from government payment -reg.</strong></p>



<p>Attention is invited to provision contained in Para 3.2 of subsidiary instruction to CGA(R&amp;P) Rules,2022 relating to various categories of cheque to be used for government payment, and various instruction are being issued from time to time.</p>



<ol start="2" class="wp-block-list">
<li>It has been observed that C category cheques are being used for payment to Bank or NPS(NSDL), Electricity bill, where as “C” Category cheque is a non-negotiable instrument and is to be creditable to government account only.</li>



<li>In view of the above, the Head of Accounting organisation of the Ministry/Department are, therefore, requested to issue instructions to PAOs/CDDOs under their control for strict compliance of the provisions contained in ‘Subsidiary Instruction to CGA(R&amp;P) Rule, 2022 and CAM 2024 regarding issue of C category cheques.</li>



<li>It is imperative that a review of instances of payment made by the PAOs through issue of C category cheques may be done by Pr.AO at the time of consolidation of monthly accounts and discrepancies may be brought to the notice of the concerned for future corrective action.</li>

<p>(a) the status of the 8th Central Pay Commission (CPC) constituted to review pay, allowances, pensions and service conditions of Central Government employees;</p>



<p>(b) the key areas under review by the CPC, including proposed changes to pay scales, allowances and pension structures;</p>



<p>(c) the timeline proposed for submission of the CPC report and Government’s roadmap for implementation of its recommendations; and</p>



<p>(d) whether the Ministry has assessed the fiscal impact of implementing CPC recommendations on the Union Budget, if so, the details thereof?</p>

<p>(a) to (c): The Government has notified Resolution dated 03.11.2025 for constitution of Eighth Central Pay Commission (CPC) to make its recommendations on the various issues viz. Pay, Allowances, Pension, etc. of the Central Government employees within 18 months of its constitution</p>



<p>d): The fiscal impact of 8th CPC will be known once the recommendations are made by 8th CPC and are accepted by the Government.</p>

<p>क्या कित्त मंत्री यह बताने की कृपा करेंगे किः</p>



<p>(क) केंद्रीय सरकार के कर्मचारियों के वेतन, भत्तों, पेंशन तथा सेवा शर्तों की समीक्षा हेतु गठित आठवें केंद्रीय वेतन आयोग (सीपीसी) की वर्तमान स्थिति क्‍या है;</p>



<p>(ख) वेतन आयोग द्वारा वेतनमान, भत्तों और पेंशन संरचना में प्रस्तावित परिवर्तन सहित समीक्षा के अंतर्गत लिए जा रहे प्रमुख क्षेत्र कौन-से हैं;</p>



<p>(ग) वेतन आयोग की रिपोर्ट प्रस्तुत किए जाने की प्रस्तावित समय-सीमा क्‍या है और उसकी सिफारिशों के कार्यान्वयन के लिए सरकार का रोडमैप क्या है; और</p>



<p>(घ) क्‍या मंत्रालय ने वेतन आयोग की सिफारिशों के लागू होने से केंद्रीय बजट पर पड़ने वाले वित्तीय प्रभाव का कोई आकलन किया है, और यदि हां, तो तत्संबंधी ब्यौरा क्या है?</p>

<p>(क) से (ग): सरकार ने आठवें केंद्रीय वेतन आयोग (सीपीसी) के गठन हेतु दिनांक 03.11.2025 को संकल्प अधिसूचित किया है, जो इसके गठन के 18 महीने के भीतर केन्द्र सरकार के कर्मचारियों के विभिन्‍न मामलों जैसे वेतन, भत्ते, पेंशन आदि पर अपनी सिफारिशें देगा।</p>



<p>(घ): 8वें केंद्रीय वेतन आयोग (सीपीसी) द्वारा सिफारिशें किए जाने और सरकार द्वारा उन्हें स्वीकृत किए जाने पर 8वें केंद्रीय वेतन आयोग (सीपीसी) के राजकोषीय प्रभाव का पता चलेगा।</p>

<p>The Kendriya Vidyalaya Sangathan (HQ) has released the <strong>revised vacation and breaks schedule for Kendriya Vidyalayas for the academic year 2026–27</strong>, as per the <strong>Office Memorandum dated 19.01.2026</strong>.</p>



<p>The notification provides details of all vacations, holidays, and academic breaks to be observed in Kendriya Vidyalayas during the session.</p>



<p><strong>सत्र 2026–27: केन्द्रीय विद्यालयों की छुट्टियों एवं अवकाशों की सूची जारी</strong></p>



<p>केन्द्रीय विद्यालय संगठन (मुख्यालय) ने <strong>19.01.2026 के संशोधित कार्यालय ज्ञापन</strong> के माध्यम से <strong>सत्र 2026–27 के लिए छुट्टियों एवं अवकाशों की सूची जारी</strong> कर दी है।</p>



<p>इसमें केन्द्रीय विद्यालयों में लागू होने वाली सभी छुट्टियों, अवकाशों और शैक्षणिक विराम का उल्लेख किया गया है।</p>

<p>C. If the day before closing or day of opening of Vidyalaya is a holiday or a holiday declared by government the same will be clubbed with Vacation &amp; Break as a prefix/suffix accordingly.</p>

<h4 class="wp-block-heading">Subject : Accumulation of paid leave without encashment facilities for Gramin Dak Sevaks (GDS) &#8211; reg.</h4>



<p>A proposal for allowing accumulation of paid leave without encashment facilities was under consideration of the Department for quite some time. The Department had also sought suggestions/feed back of the Circles/stakeholders on the proposal.</p>



<p>2. After examination of the proposal and feed back of all the stakeholders, Rule-7, regarding paid Leave of the GDS, of GDS (Conduct and Engagement) Rules, 2020, has been amended as under:</p>

<li>7. Leave</li>
</ul>



<p>The Gramin Dak Sevaks may be granted paid leave at the rate of 20 days in a year (10 days for every half year). Paid leave for 10 days will be credited to his account at the beginning of half year, starting 1st January or 1st July;</p>



<p>A GDS will be allowed to carry forward unavailed paid leave to the maximum extent of 45 days at any given time;</p>



<p>Paid leave shall be credited to the leave account of GDS at the rate of 1.67 days for each completed calendar month of engagement which a GDS is likely to render in a half-year of the calendar year of engagement/discharge/cessation of engagement;</p>



<p>While affording credit of paid leave, fractions of a day shall be rounded off to the nearest day. A fraction of 0.5 or above will be taken as one day of leave, while fraction of less than 0.5 will be ignored and Provided that &#8211;</p>



<ul class="wp-block-list">
<li>Where a Sevak fails to resume duty on the expiry of the maximum period leave admissible and granted to him/her, or</li>



<li>Where such a Sevak who is granted leave for a period less than the maximum period admissible to a Sevak under these rules, remains absent from duty for any period which together with the leave granted exceeds the limit upto which a GDS shall, unless the Government, in view of the exception circumstances of the case, otherwise decides, be removed from engagement after following the procedure laid down in Rule 10.</li>
</ul>



<p>3. The above change in the said Rule-7 of GDS (Conduct and Engagement) Rules, 2020, will effective from 01.01.2026.</p>



<p>4. Based on the feed back sought of the stakeholders, an FAQs is also provided in Annexure-I to this OM for the guidance of all concerned.</p>

<p>The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Terms of Reference of 8th Central Pay Commission.</p>



<p>The 8th Central Pay Commission will be a temporary body. The Commission will comprise of one Chairperson; One Member (Part Time) and one Member-Secretary.&nbsp; It will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalized. While making the recommendations the Commission will keep in view the followings:</p>



<p>i. &nbsp; The economic conditions in the country and the need for fiscal prudence;</p>



<p>ii. The need to ensure that adequate resources are available for developmental expenditure and welfare measures;</p>



<p>iii. The unfunded cost of non-contributory pension schemes;</p>



<p>iv. The likely impact of the recommendations on the finances of the State Governments which usually adopt the recommendations with some modifications; and</p>



<p>v. The prevailing emolument structure, benefits and working conditions available to employees of Central Public Sector Undertakings and private sector.</p>



<p><strong>Background</strong>:</p>



<p>The Central Pay Commissions are periodically constituted to go into various issues of emoluments structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required thereon. Usually, the recommendations of the pay commissions are implemented after a gap of every ten years. Going by this trend, the effect of the 8th Central Pay Commission recommendations would normally be expected from 01.01.2026.</p>



<p>The Government had announced formation of the 8th Central Pay Commission in January, 2025 to examine and recommend changes in the Salaries and other benefits of Central Government employees.</p>

<h3 class="wp-block-heading">Subject: Revision of rates of Dearness Allowance to Central Government employees effective from 01.07.2025.</h3>



<p>The undersigned is directed to refer to this Department’s Office Memorandum&nbsp;No. 1/1(1)/2025-E.II(B) dated 2nd April, 2025&nbsp;on the subject mentioned above and to say that the President is pleased to decide that the rates of Dearness Allowance payable to Central Government employees, shall be enhanced from&nbsp;<strong>55% to 58%</strong>&nbsp;of the Basic Pay&nbsp;<strong>with effect from 1st July, 2025</strong>.</p>



<p>2. The term Basic Pay in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>



<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).</p>



<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>



<p>5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.</p>



<p>6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under clause (5) of Article 148 of the Constitution of India.</p>

<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f&nbsp; 01.07.2025 representing an increase of 3% over the existing rate of 55% of the Basic Pay/Pension, to compensate against price rise.</p>



<p>The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs.10083.96 crore per annum. This will benefit about 49.19 lakh Central Government employees and 68.72 lakh pensioners.</p>



<p>This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.</p>

<h3 class="wp-block-heading"><strong>Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2024-25.</strong></h3>



<p>The undersigned is directed to convey the sanction of the President to grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year&nbsp;<strong>2024-25</strong>&nbsp;to all Central Government employees in Group ‘C’ and all non-gazetted Central Government employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>



<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>



<p>(i) Only those employees who were in service as on 31.3.2025 and have rendered at least six months of continuous service during the year 2024-25 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);</p>



<p>(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs.7000/- (where actual average emoluments exceed Rs.7000/-), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.7000×30/30.4=Rs.6907.89/- (<strong>rounded off to Rs.6908/-</strong>).</p>



<p>(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4&nbsp;i.e. Rs.1184.21/-&nbsp;(rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on the basis of actual monthly emoluments.</p>



<p>(iv) All payments under these orders will be rounded off to the nearest rupee.</p>



<p>(v) Various points regarding regulation of Ad-hoc / Non-PLB Bonus are given in the&nbsp;<strong>Annexure</strong>.</p>



<p>3. The expenditure on this account will be debitable to the respective object head in terms of Department of Expenditure’s Notification dated&nbsp;<strong>16th December 2022</strong>.</p>



<p>4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current financial year 2025-26.</p>



<p>4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India as mandated under Article 148(5) of the Constitution of India.</p>

Whether the employees in the following categories are eligible for the benefit of ad-hoc bonus for an accounting year</strong></td><td>Subject to completion of minimum six months continuous service and being in service as on 31st March, 2025.</td></tr><tr><td>(a) Employees appointed on purely temporary ad-hoc basis.</td><td>(a) Yes, if there is no break in service.</td></tr><tr><td>(b) Employees who resigned, retired from service or expired before 31st March, 2025.</td><td>(b) As a special case only those persons who superannuated or retired on invalidation on medical grounds or died before 31st March, 2025 but after completing at least six months regular service during the year will be eligible for the ad-hoc bonus on pro rata basis in terms of nearest number of months of service.</td></tr><tr><td>(c) Employees on deputation/ foreign service terms to state governments, U.T. In such cases the liability to pay ad-hoc bonus lies with the borrowing organization depending upon the ad-hoc bonus/PLB/ex-gratia/incentive payment scheme, if any, in force in the borrowing organization.Wage Calculation Software</td></tr><tr><td>(d) Employees who reverted during accounting year from deputation on foreign service with the organizations indicated in ‘C’ above.</td><td>(d) The total amount of bonus/ex-gratia received for the accounting year from foreign employer and the ad-hoc bonus, if any, due from a central government office for the period after reversion will be restricted to the amount due under ad-hoc bonus as per these orders.</td></tr><tr><td>(e) Employees from state Government/U.T. Admin./Public Sector Undertakings on reverse deputation with the Central Government.</td><td>(e) Yes, they are eligible for ad-hoc bonus to be paid by the borrowing departments in terms of these orders provided no additional incentive as part of terms of deputation, other than Deputation Allowance, is paid and the lending authorities have no objection.</td></tr><tr><td>(f) Superannuated employees who were re-employed.</td><td>(f) Re-employment being fresh employment, eligibility period is to be worked out separately for re-employment period; the total amount admissible, if any, for prior to superannuation and that for re-employment period being restricted to the maximum admissible under ad-hoc bonus under these orders.</td></tr><tr><td>(g) Employees on half-Pay leave/E.O.L./Leave not due/study leave at any time during the accounting year.</td><td>(g) Except in the case of leave without pay the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of E.O.L./dies non will be excluded from eligibility period but will not count as break in service for the purpose of ad-hoc bonus.</td></tr><tr><td>(h) Employees under suspension at any time during the accounting year.</td><td>(h) Subsistence allowance given to an employee under suspension for a period in the accounting year cannot be treated as emoluments. Such an employee becomes eligible for the benefit of ad-hoc bonus if and when reinstated with benefit of emoluments for the period of suspension, and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay.Wage Calculation Software</td></tr><tr><td>(i) Employees transferred from one Ministry/Department/Office covered by ad-hoc bonus orders to another within the Government of India or a Union Territory Government covered by ad-hoc bonus orders and vice versa.</td><td>(i) Employees who are transferred from any of the Ministry/Department/Office covered by ad-hoc bonus orders to another such office without break in service will be eligible on the basis of combined period of service in the different organizations. Those who are nominated on the basis of a limited departmental or open competitive exam from one organization to a different organization will also be eligible for the ad-hoc bonus. The payment will be made only by the organization where he was employed as on 31st March, 2025 and no adjustments with the previous employer will be necessary.</td></tr><tr><td>(j) Employees who are transferred from a Government Department/ Organization covered by ad-hoc bonus orders to a Government Department/ Organization covered by productivity – Linked Bonus scheme or vice versa.</td><td>(j) They may be paid what would have been paid on the basis of emoluments in ad-hoc bonus covered department for the entire year less the amount due as productivity-linked bonus. The amount so calculated may be paid by Department where he was working on 31st March, 2025 and/or at the time of payment.</td></tr><tr><td>(k) Part-time employees engaged on nominal fixed payment</td><td>(k) Not eligible.</td></tr><tr><td><strong>2. Whether ad-hoc bonus is payable to casual labour for an accounting year in the following cases:-</strong></td><td></td></tr><tr><td>(a) Those who have put in specified number of days of work in different offices during each of the three years ending with the said accounting year.</td><td>(a) The eligibility is to be worked out for three years from the said accounting year backwards. The period of 240 days of work in each of these years may be arrived at by combining the number of days worked in more than one offices of the government of India, for which bonus, ex-gratia or incentive payment has not been earned and received.</td></tr><tr><td>(b) Casual labour who were not in work on 31st March, 2025.</td><td>(b) The condition of being in employment on 31st March, 2025 as laid down in these orders is applicable to regular Government Employees and not to casual labour.</td></tr><tr><td>(c) Those who have put in at least specified number of days of work in each of two years preceding the accounting year but are short of this limit due to regularization in employment in the said accounting year.</td><td>(c) If a casual labour, who has been regularized in the accounting year does not fulfill the minimum continuous service of six months as on 31st March, 2025 and therefore, cannot be granted benefit as a regular employee, he may be allowed the benefit as for a casual labour provided the period of regular service in the said year if added to the period of work as casual labour works out to at least specified number of days in that accounting year.</td></tr></tbody></table></figure>

<h2 class="wp-block-heading" id="Titleh2">Cabinet approves Productivity Linked Bonus for 78 days to railway employees</h2>

<p>In recognition of the excellent performance by the railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi today approved payment of&nbsp;Productivity Linked Bonus (PLB) of 78 days for Rs.1865.68 crore to 10,91,146 railway employees.</p>



<p>Payment of PLB to eligible railway employee is made each year before the Durga Puja / Dussehra holidays.&nbsp; This year also, PLB amount equivalent to 78 days’ wages is being paid to about 10.91 lakh non-gazetted railway employees.&nbsp; The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.</p>



<p>The maximum payable amount of PLB equivalent to 78 days’ wages for each eligible railway employee is Rs.17,951/-.&nbsp; The above amount will be paid to various categories, of railway staff like Track maintainers, Loco Pilots, Train Managers (Guard), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial Staff and other Group ‘C’ staff.</p>



<p>The performance of Railways in the year 2024-25 was very good.&nbsp; Railways loaded a record cargo of 1614.90 Million Tonnes and carried nearly 7.3 billion passengers.</p>
