I am directed to forward herewith a copy of Department of Posts Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade) (Group C posts) Recruitment (Amendment) Rules, 4023 notified in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section(1) vide GSR No. 88(E) dated 01.02.2023.
2. It is requested that the provisions of aforesaid Recruitment Rules may be brought to the notice of all concerned.

NOTIFICATION
New Delhi, the 1st February, 2023
G.S.R. 88(E).– In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Department of Posts Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade) (Group C posts) Recruitment Rules, 2015, namely:-
1. (1) These rules may be called the Department of Posts Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade) (Group C posts) Recruitment (Amendment) Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Department of Posts Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade) (Group C posts) Recruitment Rules, 2015–
(a) in rule 2, for the words “pay band and grade pay/scale of pay” at both the places where they occur, the words “level in the pay matrix” shall be substituted;
(b) in the Schedule,–
(i) against serial number 1 relating to the post of Staff Car Driver (Grade-I),–
(A) under column (4), for the heading, the following heading shall be substituted,
namely :-
“Level in the pay matrix”
(B) under column (4), for the existing entry, the following entry shall be substituted,
namely:-
“Level-5 in the pay matrix”;
(C) under column (12), for the existing entry, the following entry shall be substituted,
namely:-
“Group ‘C’ Departmental Promotion Committee (for considering promotion) consisting of:-
1. Superintendent or Senior Superintendent of Railway Mail Service or Superintendent or Senior Superintendent of Post Offices – Chairperson;
2. Manager or Senior Manager, Mail Motor Service – Member*;
3. Assistant Director Circle Office or Regional Office – Member.
*Where post of Manager or Senior Manager, Mail Motor Service is not available or the post is vacant, an officer holding the post of Manager or Senior Manager, Mail Motor Service from neighbouring Circle may be nominated by Head of the Circle in consultation with concerned Circle.”;
(ii) against serial number 2 relating to the post of Staff Car Driver (Grade-II),–
(A) under column (4), for the heading, the following heading shall be substituted, namely:-
“Level in the may matrix”
(B) under column (4), for the existing entry, the following entry shall be substituted, namely:-
“Level-4 in the pay matrix”;
(C) under column (12), for the existing entry, the following entry shall be substituted, namely:-
“Group ‘C’ Departmental Promotion Committee (for considering promotion) consisting of:-
1. Superintendent or Senior Superintendent of Railway Mail Service or Superintendent or
Senior Superintendent of Post Offices – Chairperson;
2. Manager or Senior Manager, Mail Motor Service – Member*;
3. Assistant Director Circle Office or Regional Office – Member.

(A) under column (4), for the heading, the following heading shall be substituted, namely:-
“Level in the may matrix”
(B) under column (4), for the existing entry, the following entry shall be substituted, namely:-
“Level-2 in the pay matrix”;
(C) under column (12), for the existing entry, the following entry shall be substituted, namely:-
“Group ‘C’ Departmental Promotion Committee (for considering confirmation) consisting of:-
1. Superintendent or Senior Superintendent of Railway Mail Service or Superintendent or Senior Superintendent of Post Offices – Chairperson;
2. Manager or Senior Manager, Mail Motor Service – Member*;
3. Assistant Director Circle Office or Regional Office – Member.
*Where post of Manager or Senior Manager, Mail Motor Service is not available or the post is vacant, an officer holding the post of Manager or Senior Manager, Mail Motor Service from neighbouring Circle may be nominated by Head of the Circle in consultation with concerned Circle.”
