Cabinet approves Productivity Linked Bonus for 78 days to railway employees

In recognition of the excellent performance by the railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi today approved payment of Productivity Linked Bonus (PLB) of 78 days for Rs.1865.68 crore to 10,91,146 railway employees.

Payment of PLB to eligible railway employee is made each year before the Durga Puja / Dussehra holidays.  This year also, PLB amount equivalent to 78 days’ wages is being paid to about 10.91 lakh non-gazetted railway employees.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

The maximum payable amount of PLB equivalent to 78 days’ wages for each eligible railway employee is Rs.17,951/-.  The above amount will be paid to various categories, of railway staff like Track maintainers, Loco Pilots, Train Managers (Guard), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial Staff and other Group ‘C’ staff.

The performance of Railways in the year 2024-25 was very good.  Railways loaded a record cargo of 1614.90 Million Tonnes and carried nearly 7.3 billion passengers.

Sub: Female employees in Railways – Step to redress gender specific issues.

Ref: (i) PNM AIRF Item no. 46/2018 and Item no. 27/2025.
(ii) PNM NFIR Item no. 23/2015.

Federations (AIRF and NFIR) vide their Agenda Items under reference have brought to the attention of this office that the requests of female employees for change of categories on account of gender specific hardships, being faced by them at their work places, are not being dealt with due diligence.

The matter has been examined in Board’s office and Railways are directed to ensure work places under their jurisdictions to be gender neutral providing just and humane working conditions for the staff and promptly attend to any issues which might create hardship to а specific gender at their work places.

Accordingly, Zonal Railways/PUs are advised to deal with any such issues on their merits for a suitable intervention to alleviate gender specific distress among employees.

Sub: Upgradation of pay structure of certain cadres under RBE No. 155/2022 dated 17.11.2022.

Please refer to Board’s letter No. PC-VII/2019/RSRP/3 dated 17.11.2022 (RBE No. 155/2022) regarding upgradation of pay structure of certain Group ‘C’ cadres of Ministry of Railways as per the guidelines mentioned therein.

2. Vide Annexure-II (Point 2) of letter RBE No. 155/2022, it has been stipulated that in Phase-I of the implementation, on the cutoff date, 50% posts of the cadre strength of Level -7 (PB-2/GP-4600) is to be upgraded from Level-7 (PB-2/GP-4600) to Level-8 (PB-2/GP-4800) and in the Phase – II, further upgradation of the 50% of these posts in Level-8 (PB-2/GP-4800) to Level-9 (PB-2/GP-5400) on non-functional basis after 4 years of service in Level-8 (PB-2/GP-4800).

3. Now, in consultation with Ministry of Finance and with the approval of Competent Authority, it has been decided that percentage and mode of upgradation in Phase-II is to be modified to the extent that after completion of 4 years’ service in Level 8, all incumbents in Level 8 are to be upgraded to Level-9 on non-functional basis. The upgradation from Level-8 to Level-9 is non-functional in nature and the same is to be done for incumbents and not for the posts.

Attention is invited to Railway Board’s letter No. E(GP)2022/2/ 20/PwBD dated 21.06.2024, wherein instructions have been issued on the subject of carry forward of vacancies in the event of non-availability of suitable PwBD candidates in promotion from Group ‘C‘ to Group ‘B’:-

“The matter has been examined in consultation with Reservation Directorate of Board’s office. Accordingly, it is clarified that keeping a vacancy unfilled on account of non-availability of suitable PwBDs in the current selection is not in order as reservation for PwBDs being horizontal in nature, there is no prior earmarking of community. Thus, the earmarked vacancies of all categories (SC, ST and UR) are to be filled up irrespective of the fact whether PwBD reservation is filled or not, and only the reservation for PwBDs is to be carried forward.”

2 Some Zonal Railways have sought clarification regarding the applicability of the aforementioned instructions issued for promotion from Group ‘C’ to Group ‘B’ as per the Board’s letter No. E(6P)2022/2/20/PwED dated 21.06.2024 to non-gazetted categories also.

3. Till further orders, on the subject of carry forward of PwBD vacancies in the event of non-availability of suitable PwBD candidates in non-gazetted promotions, it has been decided to have uniformity with the policy adopted above in case of promotions from Group ‘C’ to Group ‘B’. Past cases decided otherwise will not be revisited under this interim measure.

Sub: Revision of rate of ‘two’ additional increments (non-absorbable) granted to Nursing Staff.

Consequent upon implementation of 7th CPC pay structure, there has been  number of references from field units inter-alia seeking clarification on continuation /revision of rate ‘two’ additional increments (non-absorbable) granted to eligible Nursing Staff of Railways as per Para – 160 of IREM Vol.I 1989 (revised edition) and Board’s letter RBE No. 33/2012 dated 14.03.2012 (F. No. PC-VI/2010 /I/7/5/1).

2. The issue has been deliberated upon in detail in consultation with concerned directorate(s) taking into account certain recent judgments regarding grant of additional increments (qualification pay) to the nursing staff.

3. Now, it is clarified that the rate of ‘two’ additional increments granted to eligible nursing staff as per Para -160 of IREM Vol.I (Revised Edition – 1989) and as per Board’s letter RBE No. 33/2012 will be revised in terms of 7th CPC pay structure as per the methodology of revision given in Ministry of Health & Family Welfare’s Order No. F. No. Z. 28015/53/2017-N dated 12.11.2020 (copy enclosed as Annexure-l) till such time the relevant provision in IREM will apply. Except revision of rate of ‘additional increments’ there are no other changes in the scheme prevailing in Railways.

Advance Reservation Period (ARP) has been reduced from 120 days to 60 days, vide Board’s letter cited under Ref.(i) above. Consequently, queries are being received from Railways as well as employees regarding validity period of Privilege Passes (PP)/ Post Retirement Complimentary Passes (PRCP)/ Widow Passes (WP).

2. In this context, attention is invited to instructions contained in Para-2 of Board’s letter cited under Ref.(ii) above, issued with the concurrence of Finance Directorate of Ministry of Railways, wherein it was stipulated that the validity period of PP/PRCP/WP and PTOs shall be 1 month more than the ARP but will not be less than 4 months, if ARP is reduced in future.

Sub: Grant of Dearness Allowance to Railway employees – Revised Rates effective from 01.07.2024.

The undersigned is directed to refer to this Ministry’s letter RBE No. 26/2024 dated 15.03.2024 (F.No. PC-VII/2016/1/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 50% to 53% of the Basic Pay with effect from 1st July, 2024.

2. The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Volume -II (Sixth Edition – 1987) – Second Reprint 2005.

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. This issues with the concurrence of Finance Directorate of Ministry of Railways.

Sub: Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2023-24

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages’ without any ceiling on wages for eligibility for the financial year 5023-24 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where, wages’ exceed ₹7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are ₹ 7000/- p.m. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and Clarifications issued from time to time, shall remain unchanged.

2. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/ retired/ expired during the financial year 2023-24 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of ₹17,951/- towards Productivity Linked Bonus for the financial year 2023-24. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

3. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-I/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme In their respective State Railway Provident Fund Accounts.

4. Disbursement of Productivity Linked Bonus for the financial year 2023-24 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made in the same mode as payment of salary on priority basis.

5. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

The amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group C staff.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

Many factors contributed to this record performance. These include improvement in infrastructure due to infusion of record Capex by the Government in Railways, efficiency in operations and better technology etc.

Respected Sir,

Sub: Leave rules. – Extending the eligibility of half a day LAP to all employees.
Ref: Para-539(2) of Indian Railway Establishment Code Volume-I

IRTSA wishes to emphasize the necessity of extension of half day LAP eligibility to all employees and thereupon submit the following facts to your kind perusal:

1) IREC para 539 given below entitles workshop artisan staff to avail half a day LAP. 539 Leave to Workshop staff. – (1) Skilled artisans as also semi-skilled and un-skilled workman will earn leave on average pay, half average pay and commuted leave and leave not due in accordance with these rules.

(2) Workshop staff may be allowed to take leave with pay, if due, or without pay, for periods not less than half a day. For this purpose leave for half a day means authorized absence from duty for over half an hour either during the first period before interval or the second period of any day on which the workshop remains open for both the periods. This concession however, is restricted to six occasions in a year.

2) The purpose of entitling half a day LAP for one category of staff and not entitling for all other staff is not known clearly since the decision was taken in the year 1949 and this rule was not revised for so many years.

3) Half day LAP entitlement might have been given to workshop artisan staff to make them available for work after attending their personal needs in shorter length of time.

4) In present day situation the reasons for allowing half day LAP remains same for all and all non-gazetted employees are required to record their attendance on bio metric method. Reasons like employees coming for duty from faraway places, delay in commuting in city traffic, requirement of attending personal & family needs for an hour, delay due to natural causes like heavy rain, employees returning to HQ in the morning after availing leave or weekend outing, employees required to proceed on leave for emergencies after attending duty for half a day, etc requires half day LAP entitlement for all staff.

5) If half a day LAP entitlement is given to all employees, it will not be necessary for employees to apply full day LAP when they are in need of half a day leave only. It will improve employees’ availability at work. This will improve overall performance of section/shop/depot/office, etc. Cumulatively throughout Indian Railways lakhs of man hours will be available for productive work.

6) Denial of eligibility of half a day LAP to all employees is in violation of Article 14 of the Constitution of India which says that, “The State shall not deny to any person equality before the law or the equal protection of the laws within the territory of India.”

7) Hence it is requested that, entitlement of half a day LAP may be extended to all employees of Indian Railways including Technical Supervisors, which will ensure winwin situation for employees and administration.
