<p>The Government of India has extended key benefits to Central Government employees who choose to opt for the <strong>Unified Pension Scheme (UPS)</strong>, introduced as an option under the National Pension System (NPS). As per the <strong>Department of Pension and Pensioners’ Welfare’s Office Memorandum dated 18 June 2025</strong>, employees who switch to the UPS will now be <strong>eligible for Retirement Gratuity and Death Gratuity</strong>.</p>



<p>This clarification aligns with the <strong>Ministry of Finance’s earlier notification (dated 24 January 2025)</strong> introducing the UPS for Central Government civil service recruits from <strong>1 April 2025</strong>, offering a <strong>one-time option</strong> for existing NPS-covered employees to transition to the new scheme.</p>



<p>The gratuity benefits will be governed by the <strong>Central Civil Service (Payment of Gratuity under NPS) Rules, 2021</strong>.</p>

<h2 class="wp-block-heading" id="Titleh2">EXTENSION OF BENEFIT OF RETIREMENT GRATUITY AND DEATH GRATUITY TO EMPLOYEES OPTING FOR UNIFIED PENSION SCHEME (UPS)</h2>



<p>Ministry of Finance, Department of Financial Service vide its Notification No. FS-1/3/2023-PR dated 24.01.2025 had notified introduction of the Unified Pension Scheme (UPS) as an option under NPS for the recruits to the Central Government civil service w.e.f. 01.04.2025 giving one time option to the Central Government employees covered under the National Pension System (NPS) for inclusion under the Unified Pension Scheme.</p>



<p>In view of the above, the Department of Pension and Pensioners’ Welfare vide its OM No. 57/01/2025-P&amp;PW(B)/UPS/10498 dated 18.06.2025, has issued clarification that the Central Government employees opting for Unified Pension Scheme shall be eligible for benefit of ‘Retirement gratuity and Death gratuity’ under the provisions of the Central Civil Service (Payment of Gratuity under National Pension System) Rules, 2021.</p>

<p>2. Accordingly, it is clarified that the Central Government employees covered by Unified Pension Scheme shall be eligible for benefit of ‘Retirement gratuity and Death gratuity’ under the provisions of the Central Civil Service (Payment of Gratuity under National Pension System ) Rules, 2021</p>



<p>3. This issues in consultation with of Ministry of Finance, Department of Expenditure vide ID Note No. 1(18)/EV/2024 dated 03.06.2025.</p>



<p>4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.</p>

<p>On the behest of the Prime Minister, &#8220;Anubhav portal&#8221; [<a href="https://pensionersportal.gov.in/Anubhav/" target="_blank" rel="noreferrer noopener">pensionersportal.gov.in Anubhav</a>] was launched in March 2015 for retiring/retired central government officials to submit write-ups on their experiences while in Government. Till date, 59 Anubhav Awards and 19 Jury Certificates have been conferred to the outstanding write-ups.</p>



<p>The Department of Pension &amp; Pensioners’ Welfare is conducting various activities under Anubhav Outreach Campaign, 2025 for maximizing the submission of write-ups under National Anubhav Awards Scheme, 2025.All write-ups published from 01.04.2024 up to 31.03.2025 are eligible to be considered for Anubhav Awards, 2025.</p>



<p>In this series, a workshop on National Anubhav Awards Scheme, 2025 for the Anubhav Nodal Officers of various Ministries/ Departments including 12 Public Sector Banks and Central Public Sector Enterprises will be conducted at CSOI, Vinay Marg at 03:00 PM on 23rd January, 2025 under the chairmanship of Secretary (Pension).</p>



<p>Sh. Mohammad Jamshed, Ex- Member (Traffic), Railway Board and Anubhav Awardee, 2023 will share his experiences which were instrumental in bringing improvement in the working of Indian Railways. Further, Sh. R. Rajagopal, DG (HR), Railway Boardand Sh. Anil Kumar B, Sr. Head, Personnel, ISRO will discuss various initiatives undertaken in their respective organizations for encouraging the submission of quality write-ups on Anubhav Portal with the participants.</p>



<p>It is expected that the direct interaction with the Nodal Officers in the workshop would help in publishing of increased number of write-ups from the eligible employees</p>

<h3 class="wp-block-heading">Sub: Submission of Pension cases in Single Pension Application Form 6-A in respect of Central Government retiring officials through Bhavishya</h3>



<p>The undersigned is directed to refer to the O.M.No.55/13/2023-P&amp;PW(C) (Part1) dated 15.10.2024 issued by DOPPW on the subject cited above (copy attached).</p>



<p>2. Necessary changes to implement the changes entailed by use of the Form 6-A have been made in the Pension Module of PFMS. Following are the details in this regard:</p>



<p>(i) <strong>e-signed Form 6A</strong>– The e-signed form 6A by Govt. Employee after counter signature from HOO will be forwarded to PAO (PFMS) and shall be available in Pensioner Bank details page. Digitally signed e-PPO with e-signed form 6A will be sent to CPAO.</p>



<p>(ii)&nbsp;<strong>Ink-signed Form 6A</strong>– The ink-signed form 6A by Govt. Employee after counter signature from HOO will be forwarded to PAO (PFMS) and shall be available in Pensioner Bank details page. Digitally signed e-PPO &amp; scanned copy of the ink signed form 6A will be sent to CPAO.</p>



<p>(iii)<strong>&nbsp;Bank Undertaking</strong>– The ink-signed Bank Undertaking forwarded through HOO will be available in Pensioner Bank details page. Digitally signed e-PPO &amp; scanned copy of the ink signed bank undertaking will be sent to CPAO.</p>



<p>3. All PAO users shall verify these forms to ensure compliance to above points prior to submission of case to the CPAO.</p>



<p>This issues with the approval of Competent Authority.</p>

<h3 class="wp-block-heading">Subject: Submission of Pension case in Single Pension Application Form 6-A in respect of Central Government retiring officials through online mode (Bhavishya/e-HRMS&nbsp;2.0)</h3>



<p>Reference is invited to notification No. G.S.R. 410(E) dated 16.07.2024, published in the Gazette of India, regarding the introduction of the new Single Pension Application Form 6-A. It has been stated that the pension case of a Government servant shall be processed through online mode and the retiring officials shall submit Form 6-A through Bhavishya/e-HRMS. This new Form 6-A is scheduled to come into force after 120 days from the date of notification i.e. 16.11.2024</p>



<p>2. The new Form 6-A has been incorporated into Bhavishya and e-HRMS 2.0 and will be accessible to retiring Central Government employees w.e.f. 06.11.2024. Consequently, the retiring Central Government employees, are henceforth, required to fill out the new Single Pension Application Form 6-A exclusively through the online mode on Bhavishya or e-HRMS 2.0.</p>



<p>3. In this context, trainings will be conducted for Heads of Offices (HOOs) by the Bhavishya Team, DoPPW and for Nodal Officers by the e-HRMS 2.0 team, DoPT. The Training schedule will be communicated in due course.4. All Ministries/ Departments are requested to bring these instructions to the notice of all concerned for strict compliance.</p>

<h3 class="wp-block-heading">Subject : Implementation of pension related rules and timely release of retirement benefits by the administrative Ministries / Departments.</h3>



<p>Department of Pension and Pensioners’ Welfare (DoPPW) has recently issued Central Civil Services (Extraordinary Pension) Rules, 2023. These rules apply to the Government servant to whom the Central Civil Services (Pension) Rules, 2021 apply. Extraordinary Pension (EOP) Rules are in the form of Disability pension/extraordinary family pension that may be paid to the Government servant/his family if disablement/death (or the aggravation of disablement/death) of the Government servant, during his service, are attributed to the Government service.</p>



<p>2. The above rules are implemented by the administrative Ministry / Department / Organisation. Recently, in one such case court ordered for grant of EOP to the eligible family members of few Government servants who were killed in action during Govt duty. There was order from the court to grant them family pension under EOP Rules. However, the concerned Department took a view that since these employees are covered under EOP Rules which have been notified / issued by DoPPW, hence, the order should be implemented by DoPPW. The matter was subsequently clarified to the that Department and the same was implemented by that Department only. However, the process got prolonged resulting delay in payment etc.</p>



<p>3. In view of the above experience, it is reiterated that as per provisions of the Allocation of Business Rules in the Govt of India, sanction of pension / pensionary benefits is the sole mandate and responsibility of the administrative Ministry / Department / organisation. Therefore, the&nbsp; concerned organization is required to release all the retirement benefits including EOP as per rules at the carliest possible. It is added that delay in payment of pension, gratuity and family pension attracts payment of interest in terms of Rule 65 of CCS (Pension) Rules, 2021.</p>



<p>4. All Ministries/ Departments are requested to observe the above strictly and sensitise all authorities under them to process and release payment in such cases at the earliest possible.</p>



<p>5. This issues with the approval of competent authority.</p>

<h3 class="wp-block-heading"><strong>Subject: Clarification regarding timely payment of GPF final payment to the retiring Government servant &#8211; regarding</strong></h3>



<p>Recently few references regarding interest on delayed payment of GPF to the retired Government have been received for clarification whether interest is payable on GPF after retirement.</p>



<p>2. In this connection, it may be stated that detailed clarifications regarding timely payment of GPF final payment to the retiring Government servant were furnished to all Ministries/Departments vide this Departments’ Office Memorandum No.3/3/2016-P&amp;PW(I) dated 16th January, 2017&nbsp;<strong>(copy enclosed)</strong>.</p>



<p>3. The per Rule 34 of General Provident Fund (Central Service) Rules, 1960 clearly provides that when the amount standing at the credit of a subscriber in the General Provident Fund becomes payable, it shall be the duty of the Accounts Officer to make payment.</p>



<p>4. It is also added the amount deposited in General Provident Fund Account is solely the asset of the individual Government servant. Any disciplinary case pending or penalty imposed against him&nbsp;<strong>does not have any impact</strong>&nbsp;on the disbursement of the GPF amount. As per Rule 11(4) of GPF Rules, in case the GPF balance is not paid on retirement, interest on the GPF balance is required to be paid for the period beyond the date of retirement also.</p>



<p>5. This issues with the approval of competent authority.</p>

<h3 class="wp-block-heading">Subject: Submission of Annual Life Certificate in respect of pensioners/ family pensioners living abroad.</h3>



<p>Every Central Government pensioner/ family pensioner has to submit <strong>Annual Life Certificate</strong> in the month of November for further continuation of pension/ family pension. In the case of a pensioner/ family pensioner residing abroad, the following methods are available for submission of life certificate :</p>



<ol class="wp-block-list">
<li>In the case of a pensioner/ family pensioner residing abroad and drawing his pension/ family pension through any bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the life certificate may be signed by an officer of the Bank. A pensioner/ family pensioner gets exemption from personal appearance subject to production of Life Certificate signed by the above mentioned officer of the bank.</li>



<li>A pensioner/ family pensioner not residing in India in respect of whom his duly authorized agent produces a life certificate signed by a Magistrate, a Notary, a Banker or a Diplomatic Representative of India is exempted from personal appearance.</li>

<li>In case of NRI pensioners/ family pensioners who are unable to come to India for personal identification, pension/ family pension may be allowed on the basis of a certificate to be issued by an authorized official of the Indian Embassy/ High Commission of India or Consul of Indian Consulate in the country where the pensioner/ family pensioner is residing. This certificate is to be issued on verification of Pensioner/ Family Pensioner on the basis of photograph pasted in the PPO or on the basis of photograph pasted on the Passport or any other such document.</li>



<li>In case the pensioner/ family pensioner is unable to visit the Embassy of India/ Consulate, he/she may submit requisite documents by post to the Embassy/ Consulate, including Doctor’s Certificate showing the pensioner’s/family pensioner’s inability to present himself/herself in person. <h3 class="wp-block-heading">Sub:- Settlement of Family Pension between two wives of a Government Servant or Pensioner under Central Civil Services (Pension) Rules, 2021 &#8211; reg.</h3>



<p>The undersigned is directed to say that Department of Pension,in supersession of the Central Civil Services (Pension) Rules, 1972 has notified the Central Civil Services (Pension) Rules, 2021 and Rule 50 of the Central Civil Services (Pension) Rules, 2021 deals with payment of family pension on death of a Government servant/pensioner.</p>



<p>2. In accordance with Rule 50 (6) of the CCS (Pension) Rules, 2021, the family pension shall be payable to the members of the family of the deceased Government servant or pensioners in the following order:</p>



<ol style="list-style-type:lower-roman" class="wp-block-list">
<li>Subject to provisions of sub-rule (8), widow or widower, (including a post-retiral spouse and judicially separated wife or husband)</li>



<li>Subject to provisions of sub-rule (9), children (including adopted children, step children and children born after retirement of the pensioner),</li>



<li>Subject to provisions of sub-rule (10), dependent parents (including adoptive parents) of the deceased Government servant or pensioner,</li>



<li>subject to provisions of sub-rule (11), dependent siblings (i.e. brother or sister) of the deceased Government servant or pensioner, suffering from a mental or physical disability</li>
</ol>



<p>Whereas the Explanation to Rule 50(6) (1) of the CCS (Pension) Rules, 2021 states that -For the purpose of this rule ‘widow’ and ‘widower’ shall mean a spouse, legally wedded to the deceased Government servant or the pensioners.</p>



<p>3. Whereas Rule 50(8)(c) of the CCS (Pension) Rules, 2021 states that :</p>



<ol class="wp-block-list">
<li><em>Where the deceased Government servant or pensioner is survived by more widow than one, the family pension shall be paid to the widows in equal shares and on the death or ineligibility of a widow, her share of the family pension shall become payable to her child or children who fulfil the eligibility conditions mentioned in sub-rule (9).</em></li>
</ol>



<p>4. In this regard, references have been received in this department regarding eligibility of family pension to the second wife when the first wife is alive. Having second wife when the first wife is alive is against the provisions of Hindu Marriage Act, 1955 and also contradictory to the provisions of CCS(Pension) Rules, 2021. The matter has been examined and it has been decided that such cases needs to be processed in accordance with the provisions of CCS (Pension) Rules, 2021 and the issue of second wife or second marriage being legal or otherwise, may be decided first in consultation with Department of Legal Affairs on case to case basis for deciding the eligibility for Family Pension.</p>



<p>5. All Ministries/ Departments are requested to follow the process of consultation with Department of Legal Affairs before arriving at decision regarding Settlement of Family Pension between two wives under Central Civil Services (Pension) Rules, 2021. Such cases must be brought to the notice of the officer dealing with the pensioners’ benefits in the respective Ministry/ Department by the attached/subordinate offices.</p>

<h3 class="wp-block-heading">Subject: Entitlement on voluntary retirement from Government service in respect of Central Government servant covered under the National Pension System.</h3>



<p>The undersigned is directed to say that the Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Implementation of National Pension System) Rules, 2021 to govern the service related matters of Central Government civil employees covered under the National Pension System.</p>



<p>2. Rule 12 of the Central Civil Services (Implementation of NPS) Rules, 2021 provides for voluntary retirement from service and entitlement on voluntary retirement from Government service in respect of a Central Government servant covered under National Pension System. The rule provides that at any time after a Central Government employee covered under NPS has completed twenty years’ regular service, he may, by giving notice of not less than three months in writing to the appointing authority, retire from service.</p>



<p>3. The notice of voluntary retirement given under sub-rule (1) shall require acceptance by the appointing authority. However, where the appointing authority does not refuse to grant the permission for retirement before the expiry of the period specified in the said notice, the retirement shall become effective from the date of expiry of the said period.</p>



<p>4. Government servant may make a request in writing to the appointing authority to accept notice of voluntary retirement of less than three months giving reasons therefore. The appointing authority, on receipt of such a request, may consider the request for curtailment of the period of notice of three months on merits and if he is satisfied that the curtailment of the period of notice will not cause any administrative inconvenience, the appointing authority may relax the requirement of notice of three months.</p>



<p>5. Government servant who has chosen to retire under this rule and has given the necessary notice to that effect to the appointing authority, shall be precluded from withdrawing his notice except with the specific approval of such authority. However, the request for withdrawal shall be made at least fifteen days before the intended date of his retirement.</p>



<p>6. This rule shall not apply to a Government servant who, &#8211;</p>



<ul class="wp-block-list">
<li>(a) retires under the Special Voluntary retirement Scheme of Department of Personnel and Training relating to voluntary retirement of surplus employees as notified by their Office Memorandum No. 25013/6/2001-Fstt. (A) dated the 28th February, 2002 as amended from time to time; or</li>



<li>(b) retires from Government service for being absorbed in an autonomous body or a public sector undertaking.</li>
</ul>



<p>7. Government servant, on voluntary retirement from service, shall be entitled to benefits admissible under the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under National Pension System) Regulations, 2015 to the Subscriber retiring on superannuation.</p>

<p>8. If the Government servant intends to continue his Individual Pension Account or to defer payment of benefits under the National Pension System beyond the date of retirement, he shall exercise an option in this regard in accordance with the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under National Pension System) Regulations, 2015.</p>



<p>9. All Ministries/ Departments are requested that the above provisions regarding entitlement on voluntary retirement from Government service in respect of a Central Government servant covered under the National Pension System may be brought to the notice of the personnel dealing with the NPS matters of employees in the Ministry/ Department and attached/ subordinate offices thereunder, for strict implementation</p>
