<h2 class="wp-block-heading"><strong>Cabinet approves National Sports Policy 2025</strong></h2>



<p><strong>A Vision to Harness the Power of Sports for the Nation’s Holistic Development</strong></p>

<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today approved the&nbsp;<em><strong>the National Sports Policy (NSP) 2025</strong></em>, a landmark initiative aimed at reshaping the country’s sporting landscape and empowering citizens through sports.</p>



<p>The new policy supersedes the existing&nbsp;<strong>National Sports Policy, 2001</strong>, and lays out a visionary and strategic roadmap to establish India as a global sporting powerhouse and a strong contender for excellence at international sporting events, including the&nbsp;<strong>2036 Olympic Games</strong>.</p>



<p>The NSP 2025 is the outcome of extensive consultations involving Central Ministries, NITI Aayog, State Governments, National Sports Federations (NSFs), athletes, domain experts, and public stakeholders. The policy is anchored on five key pillars.</p>



<h3 class="wp-block-heading">. Excellence on the Global Stage</h3>



<p>This pillar aims to:</p>



<ul class="wp-block-list">
<li>Strengthen sports programs from the grassroots to elite levels, including mechanisms for early identification and nurturing of talent.</li>



<li>Promote the establishment of competitive leagues and competitions, and develop sports infrastructure in both rural and urban areas.</li>



<li>Build world-class systems for training, coaching, and holistic athlete support.</li>



<li>Enhance the capacity and governance of National Sports Federations.</li>



<li>Encourage the adoption of sports science, sports science, medicine, and technology to boost athletic performance.</li>



<li>Train and develop sports personnel, including coaches, technical officials, and support staff.</li>
</ul>



<h3 class="wp-block-heading">2. Sports for Economic Development</h3>



<p>NSP 2025 recognizes the economic potential of sports and seeks to:</p>



<ul class="wp-block-list">
<li>Promote sports tourism and attract major international events to India.</li>



<li>Strengthen the sports manufacturing ecosystem, and promote startups and entrepreneurship in the sector.</li>



<li>Encourage private sector participation through Public-Private Partnerships (PPPs), Corporate Social Responsibility (CSR) and innovative funding initiatives.</li>
</ul>



<h3 class="wp-block-heading">Sports for Social Development</h3>



<p>The policy emphasizes the role of sports in driving social inclusion by:</p>



<ul class="wp-block-list">
<li>Promoting participation among women, economically weaker sections, tribal communities, and persons with disabilities through focused programs.</li>



<li>Revitalizing and promoting indigenous and traditional games.</li>



<li>Positioning sports as a viable career option by integrating it into education, encouraging volunteering, and facilitating dual-career pathways.</li>



<li>Engaging the Indian diaspora through sports.</li>
</ul>



<h3 class="wp-block-heading">4. Sports as a People’s Movement</h3>



<p>To make sports a national movement, the policy aims to:</p>



<ul class="wp-block-list">
<li>Drive mass participation and a culture of fitness through nationwide campaigns and community-based events.</li>



<li>Launch fitness indices for schools, colleges, and workplaces etc.</li>



<li>Enhance universal access to sports facilities.</li>
</ul>



<h3 class="wp-block-heading">Integration with Education (NEP 2020)</h3>



<p>In alignment with the National Education Policy 2020, the NSP 2025 proposes to:</p>



<ul class="wp-block-list">
<li>Integrate sports into school curricula.</li>



<li>Equip educators and physical education teachers with specialized training to promote sports education and awareness.</li>
</ul>



<h3 class="wp-block-heading">6. Strategic Framework</h3>



<p>To realise its objectives, the NSP 2025 lays down a comprehensive implementation strategy encompassing:</p>



<ul class="wp-block-list">
<li><strong>Governance</strong>: Establish a robust regulatory framework for sports governance, including legal framework.</li>



<li><strong>Private Sector Funding &amp; support</strong>: Develop innovative financing mechanisms and engage private sector participation through PPPs and CSR.</li>



<li><strong>Technology &amp; Innovation</strong>: Leverage emerging technologies, including AI and data analytics, for performance tracking, research, and program implementation.</li>



<li><strong>National Monitoring Framework</strong>: Create a national framework with well-defined benchmarks, Key Performance Indicators (KPIs), and time-bound targets.</li>



<li><strong>Model Policy for States</strong>: The NSP 2025 will serve as a model for States and Union Territories, encouraging them to revise or formulate their own policies in alignment with national objectives.</li>



<li><strong>Whole-of-Government Approach</strong>: The policy calls for integration of sports promotion into the activities, schemes, and programs of all Ministries and Departments to achieve a holistic impact.</li>
</ul>



<p>With its structured vision and forward-looking strategy, <strong>National Sports Policy 2025</strong> sets India on a transformative path toward becoming a leading sporting nation globally, while creating healthier, more engaged, and empowered citizens.</p>

<p>Subject: <strong>Revised guidelines on financial Limits to be observed in determining cases relating to New Service (NS) / New Instrument of Service (NIS) &#8211; Amendment to Annexure-I of Appendix-3 of General Financial Rules 2017.</strong></p>



<p>Attention is invited towards Annexure-I of Apendix-3 of General Financial Rules (GFR) 2017 regarding financial limit to be observed in determining cases relating to New Service/New Instrument of Service (NS/NIS) [Rule 63 of GFRs 2017).</p>



<ol class="wp-block-list" start="2">
<li>In this regard, it Is stated that Budget Division of Department of Economic Affairs vide their O.M. No. F.1(22)-B(AC)/2022 dated 23rd February, 2024 issued revised financial limits relating to NS/NIS and guidelines in supersession of their O.M. No. F.1(23)/B(AC)/2005 dated 25th May, 2006 so as to ensure uniformity, consistency, administrative efficiency and financial discipline by the Ministries/Departments.</li>



<li>Accordingly, it has been decided to amend the Annexure 1 to Appendix-3 of GFRs 2017 by replacing the O.M. dated 25th May 2006 with O.M. dated 23rd February, 2024 issued by Budget Division of Department of Economic Affairs as mentioned in the para above. A copy of the Budget Division of Department of Economic Affairs O.M. dated 23 February, 2024 is attached herewith.</li>

<p>महोदय,</p>



<p>Your kind attention is invited on a matter of great concern to the employees and pensioners of Survey of India, which requires immediate intervention.</p>



<p>As per the usual practice, the declaration of the due installment of Dearness Allowance (DA) and Dearness Relief (DR) w.e.f. from 01-07-2023 was expected to be made in the last week of September, with three months of arrears being paid in the first week of October. However, this year, we have noticed a significant delay in the announcement of these crucial allowances, causing severe discontent and anxiety among the employees and pensioners.</p>



<p>In addition to the DA/DR issue, we are approaching the festive season with Durga Puja just around the corner. Employees eagerly anticipate the announcement of the annual Bonus, which is traditionally declared during this time of the year.</p>



<p>Given the increasing concerns and growing dissatisfaction among the employees and pensioners, we earnestly request your immediate intervention in this matter. We kindly request you to raise these concerns with the Ministry of Finance, urging for the early declaration and issuance of DA/DR orders as well as the timely release of the Bonus orders. Such actions would not only alleviate the anxiety among the beneficiaries but also contribute to their financial well-being during these trying times.</p>



<p>Your support and timely action in addressing these issues will go a long way in ensuring the well-being and morale of the employees and pensioners associated with the Survey of India.</p>

<p>Attention is invited to this office O.M. No. TA-2-03001(03)/1/2023- TA-CGA/e-12976/ 193 dated 11.05.2023 and O.M. No. TA-2-03001(03)/1/2023- TA-CGA/ e-12976/229 dated 01.06.2023 on the subject cited above.</p>



<p>2. In this connection, it is reiterated that monthly reconciliation exercise between DDO and PAO is essential and should be done regularly every month without fail in terms of Rule 57(5) (ii) of GFR, 2017. All the reconciliation certificates signed &amp; submitted by DDOs should be countersigned by PAO. Additionally, the veracity of reconciliation certificate should be cross checked/ verified by Principal Accounts office every month on random basis by selecting some DDOs/ PAOs. Furthermore, this should be made part of standard items to be checked by respective Internal Audits as well as of the Internal Audit Division of office of CGA.</p>



<p>3. All Pr.CCAs/ CCAs/ CAs(i/c) of Ministries/ Departments are, therefore, requested to issue instructions to PAOs under their control to ensure that monthly reconciliation with DDOs are being carried out and to obtain a certificate from DDOs as per the provisions contained in Rule 57(5) of GFR, 2017.</p>



<p>4. Further, the monthly report on reconciliation exercise may invariably be submitted in ‘<strong>Annexure A</strong>’ (copy enclosed) on every last working day of the following month to DAMA section of this office. First report should be sent by 30 September for the month of August 2023.</p>

<h3 class="wp-block-heading">Sub: Relaxation in air travel (both ways) for the officers working in Station Development Directorate of Railway Board.</h3>



<p>It has been decided with the approval of Board (Member Finance) to delegate the powers for sanction of air travel for Station Development Directorate of Board’s office as under:</p>



<p>1. For the Financial Year 2023-24, an allotment of Rs. 5 Lakhs towards air travel of officials (DDs/ JDs/ Directors/EDs) of Station Development Directorate i.e. including ED/ SD-I and ED/SD-II is to be earmarked.</p>



<p>2. The tour programme should be approved by PED/GS which will not require Finance concurrence.</p>



<p>3. At the time of approval, lowest airfare should be taken.</p>



<p>4. Station Development Directorate should keep accountal of the ceiling limit and it should not be breached.</p>



<p>5. Other instructions contained in Board’s letter No. F(E)I/2021/ AL-28/47 dated. </p>

<h4 class="wp-block-heading">Q.1 What is ‘Panel Counsel’ for Union of India?</h4>



<p>Department of Legal Affairs has been mandated with conduct of litigations on behalf of Union of India before various courts / tribunals in India. For this purpose, Department of Legal Affairs empanels Advocates for various courts / tribunals in the country generally for a period of three years or until further orders, whichever is earlier. There are several categories (court-wise) in which this Department empanels Advocates and such empanelled Advocates are collectively called as ‘Panel Counsel’ for Union of India. However, ‘Panel Counsel’ is not a civil post and as such they are not regular Government Servant.</p>



<h4 class="wp-block-heading">Q.2 Documentation / details required in the application for empanelment as a Panel Counsel for Union of India?</h4>



<p>(a) Name of court / tribunal seeking empanelment for.<br />(b) Desired category of Panel Counsel available in that court / tribunal.<br />(c) Certification on part of willing Advocate that he/she will be bound by all the terms<br />&amp; conditions (including fee) applicable to desired category of ‘Panel Counsel’ in<br />the desired court/ tribunal.<br />(d) A detailed and duly signed Bio-data may be enclosed with application incorporating the necessary details like name, postal address, contact numbers, email, legal qualifications, full enrollment number with the Bar Council concerned.</p>

<h4 class="wp-block-heading">Q.4 What emoluments are paid to ‘Panel Counsel’?</h4>



<p>As ‘Panel Counsel’ for Union of India are not Government Servant, they are not paid salaries and allowances. They are paid professional fee on case to case basis in lieu of their services as per the fee schedule applicable to their panel category. However, there are a few categories of ‘Panel Counsel’ which are paid retainership fee on monthly basis throughout their term in the entitled category. The fee schedule in this regard is as per this Department’s OM No. 26(1)/2014-Judl. dated 01.10.2015 to be read with other OMs containing detailed terms &amp; conditions applicable to ‘Panel Counsel’.</p>



<h3 class="wp-block-heading">Q.5 What is procedure for allotment of cases to ‘Panel Counsel’?</h3>



<p>Except in the Supreme Court of India, in all other courts / tribunals, allotment of cases to Panel Counsel is made by the Litigation In-charge of court concerned. The Litigation In-charges have been decided by the Department of Legal Affairs in OM No. J-12017/1/2019-Judicial dated 21.10.2019. While in Supreme Court, Ld. Attorney General for India selects cases for his own appearance while other cases are marked by the Ld. Solicitor General of India to Additional Solicitors General of India and Panel Counsel vide OM No. J-12017/1/2022-Judicial dated 13.09.2022.</p>



<h3 class="wp-block-heading">Q.6 Is there any sanctioned strength of Panel Counsel (Court-wise)?</h3>



<p>As stated earlier ‘Panel Counsel’ for Union of India is not a civil post hence, the concept of sanctioned strength is not applicable in case of ‘Panel Counsel’. Advocates are empanelled for a particular court / tribunal by Department of Legal Affairs in numbers as required from time to time.</p>



<h3 class="wp-block-heading">Q.7 Are the Panel Counsel for Union of India allowed for private practice?</h3>



<p>Panel Counsel for Union of India may continue their private practice but with restriction to the extent that they cannot appear / advise in matters against Union of India in any manner vide Department of Legal Affairs OM No. J-16/11/2017- Judicial dated 08.02.2018.</p>

<h3 class="wp-block-heading">Q.9 What action can be taken against a Panel Counsel on mis-conduct?</h3>



<p>On receipt of a complaint against any panel counsel, due enquiry is conducted and in case a mis-conduct or violation of terms &amp; conditions by a Panel Counsel is proved, the Hon’ble Minister for Law &amp; Justice can remove him / her from the panel.</p>

<p>Now, it has been decided with the approval of the Competent Authority to adopt the DoE Instructions contained in their OM dated 01.02.2018, regarding discontinuation of admissibility of Daily Allowance in case of free boarding and lodging. The revised circular will be applicable from the date of issue of the circular and the adoption of the same would not mean revision of the existing rate of allowances. Cases already decided shall not be reopened.</p>

<p><strong>Consumer Price Index for Industrial Workers (2016=100) &#8211; August, 2022</strong></p>



<p>The Labour Bureau, an attached office of the M/o Labour &amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of August, 2022 is being released in this press release.</p>



<p>The All-India CPI-IW for August, 2022 increased by 0.3 points and stood at 130.2 (one hundred thirty point two). On 1-month percentage change, it increased by 0.23 per cent with respect to previous month compared to an increase of 0.16 per cent recorded between corresponding months a year ago.</p>



<p>The maximum upward pressure in current index came from Food &amp; Beverages group contributing 0.19 percentage points to the total change. At item level Rice, Wheat Atta, Arhar/Tur Dal, Wheat, Mango, Buffalo Milk, Cooked Meal, Telephone Charges mobile etc. are responsible for the rise in index. However, this increase was largely checked by Apple, Tomato, Poultry Chicken, Soyabeen oil, Sunflower Oil, Egg Hen, Electricity Domestic, Petrol for Vehicle etc. putting downward pressure on the index.</p>



<p>At centre level, Solapur recorded a maximum increase of 3.9 points followed by Agra with 3.2 points. Among others, 5 centres recorded increase between 2 to 2.9 points, 20 centres between 1 to 1.9 points and 27 centres between 0.1 to 0.9 points. On the contrary, Jamshedpur recorded a maximum decrease of 3.7 points. Among others, 8 centers recorded decrease between 1 to 1.9 points and 24 centres between 0.1 to 0.9 points. Rest one centre index remained stationary.</p>



<p>Year-on-year inflation for the month stood at 5.85 per cent compared to 5.78 per cent for the previous month and 4.80 per cent during the corresponding month a year before. Similarly, Food inflation stood at 6.46 per cent against 5.96 per cent of the previous month and 4.83 per cent during the corresponding month a year ago.</p>

<p>The undersigned is directed to refer to the subject cited above and to state that the following decisions relating to appointment on compassionate appointment ground in Department of Telecommunications has been taken, which are mentioned below:-</p>



<p>i) The following offices of Department of Telecommunications are grouped for the purposes of processing of compassionate appointment applications/cases, as mentioned underneath:-</p>

<ul class="wp-block-list"><li>In case of pending cases in Block 2 that are awaiting appointment only due to non-availability of vacancies (vacancy means 5% of Direct Recruitment in Group ‘C’ vacancies for the year), then Block 3 will be approached (through O/o CGCA Hqrs) and the case may be considered based on relative merit score and availability of vacancies in CCA units.</li><li>In case of unfilled vacancy on compassionate ground in a particular year (ending on 31st December of the year) due to unavailability of eligible candidates, CGCA/WMO shall report such vacancy to DoT HQ.</li></ul>



<p>ii). Cut-off date/validity period may be regulated as follows: &#8211;</p>



<ul class="wp-block-list"><li><strong>Applications to be considered</strong>: Application for compassionate appointment received upto 31st December for appointment cycle in respect of death-in-harness or retirement on medical grounds of Government servant upto 31st December for appointment cycle may be considered in the cycle beginning on 1st January of the subsequent year.</li><li><strong>Validity of application</strong> &#8211; DoPT instructions regarding the same may be followed; as on date the instructions of DoPT provides for considering the applications for compassionate appointments without any time limit.</li><li><strong>Calculation of vacancies</strong> &#8211; Cumulative unfilled vacancies upto 31st December for appointment cycle beginning on 1st January of the subsequent year may be included.</li></ul>



<p>2. Relative Merit Point Scheme issued vide OM of even no. dated 01 July, 2022 shall be followed by all DoT units.</p>

<p>Subject: &#8211; <strong>Reservation in promotion to Persons with Benchmark Disabilities (PwBDs).</strong></p>



<p>The undersigned is directed to say that the matter regarding reservation in promotion for Persons with Benchmark Disabilities (PwBDs) had been under litigation before various courts of law for quite some time, and the Honble Supreme Court, in its order, dated 28.9.2021, delivered in the &#8216;Application for Clarification&#8217; in the matter of &#8216;Siddaraju vs. State of Karnataka&#8217;, Civil Appeal No. 1567/2017, directed the Government to issue instructions on &#8216;Reservation in Promotion&#8217;, as provided in Section 34 of the Rights of Persons with Disabilities Act, 2016.</p>



<p>1.2 Accordingly, the following instructions are issued for grant of reservation in promotion to PwBDs, in the posts and services of the Central Government, as defined under Section 2(r) of the said Act, notified by the Department of Empowerment of Persons with Disabilities (DEPwD).</p>



<h2 class="wp-block-heading">2. QUANTUM OF RESERVATION</h2>



<p>2.1 In case of promotion, four per cent of the total number of vacancies in the cadre strength within Group &#8216;C, from Group &#8216;C to Group &#8216;B&#8217;, within Group &#8216;B&#8217; and from Group &#8216;B&#8217; to the lowest rung of Group &#8216;A&#8217; shall be reserved for PwBDs. Reservation in promotion shall be applicable in the cadres in which the element of direct recruitment, if any, does not exceed 75%.</p>



<p>2.2 Against the posts identified for each disability, one per cent each shall be reserved for PwBDs under clauses (a), (b) and (c), respectively, and one per cent combined, under clauses (d) and (e) below, unless otherwise excluded under the provisions of Para 3 hereinunder;</p>



<ul class="wp-block-list"><li>a. blindness and low vision;</li><li>b. deaf and hard of hearing;</li><li>c. locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;</li><li>d. autism, intellectual disability, specific learning disability and mental illness;</li><li>e. multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness.</li></ul>



<p>2.3 The authenticity of any certificate, issued by the competent medical authority, may be got verified/re-verified by the appointing authority at the time of appointment.</p>



<h2 class="wp-block-heading">3. EXEMPTION FROM RESERVATION IN PROMOTION</h2>



<p>3.1 Proviso to Section 20(1) of the Right of Persons with Disabilities Act, 2016, states that the appropriate Government may, having regard to the type of work carried on in any establishment, by notification and subject to such conditions, if any, exempt any establishment from the provisions of this Section.</p>
