MP Quota in Kendriya Vidyalayas (KV Admission)

• Special Recommendation: Each Member of Parliament (MP) can recommend a certain number of students for admission under the MP quota.
• Eligibility: The recommendations are applicable for classes I to IX, subject to seat availability.
• Quota Limit: MPs from both the Lok Sabha and Rajya Sabha can recommend up to 10 students per academic year.
• Admission Process: The recommendations must be submitted to the concerned KV following the prescribed guidelines.

(a) to (c) Kendriya Vidyalayas (KVs) are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country.

Kendriya Vidyalaya Sangathan has withdrawn some of the special provisions {including quota for Hon’ble Members of Parliament (MP)} which were beyond the sanctioned class strength and impacting the learning of the students. These quotas were over and above the sanctioned class strength and hence were done away with in order to bring in qualitative changes to the system by maintaining a healthy Pupil Teacher Ratio (PTR) and to achieve desired learning outcomes in alignment with the vision of National Education Policy, 2020.

At present, there is no proposal under consideration of the Government to re-introduce the Hon’ble MP quota for admission in KVs.

The RTE Amendment Rules for Kendriya Vidyalayas will be implemented from the 2025-26 academic session. Key changes include enhanced student support, re-examinations, regular parent-teacher meetings, and a competency-based evaluation system. Students who do not meet promotion criteria will be retained, ensuring academic standards are met. However, no child will be expelled until they complete their elementary education, in line with RTE provisions.

1. Effective Date: The amendment provisions will take effect from the 2025-26 academic session for Classes V and VIII.
2. Awareness Training: Principals and teachers must be sensitized to the new provisions and their implications on student assessment.
3. Parent-Teacher Meetings (PTMs): Schools are required to conduct PTMs starting April 2025 to inform parents about the changes and promote ongoing communication.
4. Support for Underperforming Students: Students who do not meet promotion criteria will receive additional instruction and have the opportunity for re-examinations within two months after result declaration.
5. Enhanced Parent Communication: Teachers should actively engage with parents regarding students’ academic progress and discuss learning gaps and remedial measures.
6. Monitoring and Records: Principals must maintain records of students held back and monitor the specialized support provided to them, ensuring regular follow-ups on their progress.
7. Competency-Based Evaluation: Assessments will focus on a competency-based approach, emphasizing holistic development over rote memorization.
8. Retention Policy: Students failing to meet promotion criteria after re-examination will be retained in their respective classes (V or VIII).
9. No Expulsion Until Completion of Elementary Education: No child shall be expelled from school until they complete their elementary education, ensuring every student has the opportunity to continue their schooling.

Subject: Implementation of RTE Amendment Rules in Kendriya Vidyalayas – reg.

Madam /Sir,As intimated by the Ministry of Education vide letter dated 15.01.2025, the RTE Amendment Act, 2019, which revised the ‘No-Detention’ provision under Sections 16 and 38 of the RTE Act, 2009, has been in effect since 1st March 2019. Accordingly, the Central Government, as the competent authority for Kendriya Vidyalayas, has amended the RTE Rules, 2010, to incorporate these changes. The amendments have been notified in the Gazette of India (G.S.R. 777(E), dated 16th December 2024, and published on 21st December 2024. In this regard for effective implementation of the RTE Amendment Rules, it is requested to direct the Principals of all KVs under the Region to implement the following guidelines for in Classes V and VIII with effect from 2025-26 onwards.

1. The amended provisions concerning Class V and VIII will come into effect from the Academic Session 2025-26.

2. Informing Principals and teachers: The Principals and teachers should be thoroughly sensitised on the provision and the monitoring of academic progress of the students.

3. Conduct of Parent-Teacher Meetings (PTMs): All schools must conduct first PTM in April 2025 and inform all stakeholders — students and parents/ guardians about the contents of the Gazette notification to ensure awareness of the changes. Additionally, KVs may issue a separate communication to parents in writing detailing these provisions. This provision needs to be highlighted in subsequent PTMs also.

4. After the Annual Examinations, students who do not meet the promotion criteria, as notified from time to time, shall receive additional instructions and be given an opportunity for re-examination within two months of the result declaration especially before Summer Vacation.

5. During this period, the concerned subject teacher must provide necessary guidance to the student and parents, offering targeted support to address identified learning gaps and improve academic performance.

6. Schools must enhance communication with parents regarding their child’s academic progress. Teachers should actively engage with parents to discuss learning gaps and the remedial measures being implemented.

7. The Principal must maintain a record of students held back and personally monitor the specialized support provided to them, ensuring regular follow-ups to track progress.

8. The examination and re-examination will follow a competency-based approach, emphasizing holistic development over rote memorization and procedural skills, thereby fostering deeper understanding and overall growth.

9. If a student fails to meet the promotion criteria in the re-examination, he/she shall be retained in Class V or VIII, as applicable.

10. No child shall be expelled from the school until the completion of elementary education, ensuring that every student has the opportunity to complete their schooling.

Therefore, it is requested to direct to ensure the effective implementation of these provisions in all Kendriya Vidyalayas under the jurisdiction, in accordance with the enclosed notification.

KVS Admission 2025-26: Key Dates Announced

Kendriya Vidyalaya Sangathan (KVS) will begin online registration for Class I admissions for the 2025-26 academic session on March 7, 2025, at 10:00 AM. The registration window will remain open until March 21, 2025, at 10:00 PM. Admissions for Class II and above will be conducted offline, subject to vacancy availability as per the official schedule.

KVS Admission Guidelines & Schedule 2025-26

The admission guidelines and schedule for the 2025-26 academic session have been released. The maximum class size for all grades, from Balvatika to Class XII, is capped at 40 students per section.

KV Admission to Class II Onwards (2025-26)

Vacancies for Class II and above must be posted online on the Vidyalaya website, social media (Facebook & X), and the school notice board before registration begins. The Deputy Commissioner will ensure compliance through verification.

Verification of Documents at Admission (2025-26)

Principals must thoroughly verify all admission documents, including Date of Birth Certificate, Parent’s Service Certificate, Address Proof, Disability Certificate (if applicable), and Caste Certificate. Strict action will be taken in cases of fraudulent submissions or errors. Any discrepancies found later could lead to admission cancellations and administrative consequences.

KVs with Balvatika Classes: Admission Process (2025-26)

• Online admissions will be conducted for Balvatika-1 and Balvatika-3 in KVs where these classes are operational.
• Balvatika-3 students will be automatically promoted to Class I. In such KVs, one section of Class I will be removed from the online admission process.
• Any vacancies in this section will be filled from the waitlist based on the online draw of lots and priority category.
• In single-section KVs, Class I admissions will not be online. Instead, any vacancies will be filled offline as per the Class II and above admission schedule.

In KVs where Balvatika-1, 2, and 3 are operational, all regulations pertaining to Class I admissions will apply to Balvatika-1. For Balvatika-2 and 3, the regulations for admissions from Class II onwards will be in effect. Fresh admissions in these classes will only be permitted if the class size is below 40.

In KVs where only Balvatika-3 is operational, all Class I admission regulations applicable to KVs will also be relevant for Balvatika-3.

Other Important Points for KV Admission (2025-26)

• Admissions for priority categories I-IV (Civil/Defence KVs) and I-V (Project/IHL KVs) at the retirement location of parents will follow KVS Admission Guidelines (Part A, 7(A)(i)).
• Transfers to another KV in the same academic year will not be allowed, except in cases of government employee transfers or relocation to government housing.
• Regular classes for Balvatika and Class I will begin on April 1, 2025. Further details on Online Admissions will be shared separately.

Madam/Sir,

In continuation to this office letter even number dated 28.03.2024 vide which KVS Admission Guidelines 2024 was communicated, I am to convey the amendments to the said admission guidelines, as approved by the competent authority as given below:

I. PART-A, Para 5
CLASS STRENGTH AND COMPETENT AUTHORITIES

* The KV TC admissions would be admitted according to existing priority categories in the order, strictly, i.e. Categories I, II, III, IV and V for Civil/Defence KVs and Categories I, II, III, IV, V and VI for Project/IHL KVs.

** The KV TC admissions of students from classes IX to XII would be permitted and would be supernumerary to the section strength of 50 and with the approval of concerned DC, RO KVS for 2024-25, provided the option of redistribution/re-allotment of nearby KVs is exhausted.

II. PART-B, Para 2
ADMISSION OF WARDS OF ARMED/PARAMILITARY FORCES & OTHERS

Admission of children into a Kendriya Vidyalaya on the basis of transfer certificate issued by the schools following NCERT/ CBSE curriculum & syllabus and run by Armed Forces (Army, Air Force, Navy) and Para Military Forces i.e. CRPF/ BSF/ ITBP/SSB (Sashastra Seema Bal)/ CISF/ NSG, Assam Rifles and schools run by Indian Coast guard, ISRO/ AEES (Atomic Energy Education Society)/ DRDO will be entertained only if the enrollment is less than 40 for Class I and 50 for all other classes for 2024-25 (this implies that limits would be 40 for Class I in 2024-25, 40 for Classes I and II in 2025-26, 40 for Classes I, II and III and so on) and the parent has been transferred to that place or has desired to settle at the place after his retirement, or transferred to some non-family station or posted in Naxal affected areas and choose to keep the family elsewhere. Further, such requests shall be considered only in those stations where schools run by those organizations are not available.

Further, all the KVs be asked to convey the parents taking fresh admissions in the current session that any future KV TC based admission shall be governed by the provisions contained in the extant Admission Guidelines.

These amendments be disseminated to all the stakeholders immediately.

Subject: Clarifications on KVS Admission Guidelines 2024-25 – reg.

Madam/Sir,

In continuation to this office letter even number dated 28.03.2024 regarding KVS Admission Guidelines 2024 and various issues raised by the Deputy Commissioners of different Regions during VC held on 30.03.2024, following points are to be noted to ensure effective implementation of the guidelines:

1. 09 seats (27%), as per the reservation norms for OBC candidates, will be taken within the approved class strength of 32, in place of 08 (OBC) seats, as mentioned in PART-C, Para 4 of KVS Admission Guidelines 2024-25.

2. The given example to clarify the interchangeability of reservation quota for SC/ST candidates, as per Para VI(b) of PART-C, may be read as:

“… e.g. in a single section KV total SC and ST seats are 7(5 SC + 2 ST). Now suppose 6 SC and 1 ST are already admitted and there are no more ST candidates available to admit, in this case this 1seat of ST will not be given to SC, as 7 SC/ST candidates have already been admitted.” Section and reservation category wise number of seats are given in the below mentioned table:

3. Table given at PART-A, Para 5 of KVS Admission Guidelines is applicable to Part A Para 7(i) also.

4. 1st Provisional List for declaration of selected and waitlisted candidates is 22.04.2024 (Monday) in place of 19.04.2024, due to the schedule of Polling Day of First phase of Lok Sabha Election.

Further, as decided during the VC it is requested to submit the KV wise data of the students to be admitted in class XI 2024-25 as per new Admission Guidelines 2024-25, in the format (Excel Sheet only), as mentioned in Annexure-I latest by 15.04.2024 at dcacad02kvshq[at]gmail.com

This issues with the approval of competent authority.

Note:-

• List of children registered, list of eligible children, category-wise list of provisionally selected children, waiting list and subsequent lists to be compulsorily displayed on the website of the Kendriya Vidyalayas concerned, in addition to display on School’s Notice Board.
• If any of the dates happens to be a public holiday the next working day shall be treated as opening/closing dates.

Sub : Reporting on compliance of Instructions issued on Financial Matters through Internal audit reports – reg

Madam/Sir,

This is in the background of various instructions issued by KVS Hqrs on financial matters from time to time. Since the compliance thereupon is not being reported from the field, it becomes incumbent that the Finance Officer/ Head of Audit team of the Regions are sensitized to invariably scrutinize the relevant records and report as to whether the said compliances as instructed from KVS Hqrs are being ensured in the field units on those financial matters as cited hereunder.

1. Financial Matters as communicated vide virtual DCs’ conference minutes dated 26.11.2021 :

(i) Rationalization of Financial transactions related to minimising payment structure is being adhered to.

(ii) For settlement of audit paras, the paras pending for more than 3 years have been replied to RO and their settlement is ensured.

(iii) All Outstanding Advances and pending entries have been settled by the KVs and being done regularly.

(iv) Retiral benefits/ pension cases are processed in time

(v) Escrow Accounts in Project KVs have been opened and being operated

(vi) All Bank accounts have been modified for correct nomenclature

(vii) Online PRAN generation is done and related issues at Vidyalaya level are disposed off. SO

(viii) Project dues and reconciliation thereof is ensured by respective Vidyalayas.

(ix) Tally accounting is complied with and the ledgering/ payment vouchers are generated thru Tally only.

(x) The observations raised in SARs are taken note of and complied with.

(xi) Mandatory procurement through GeM is done.

2. The matters communicated through Letter dated 08.12.2021:

i) Annual Physical verification of Fixed assets and other inventories is being conducted regularly. Also such reports are produced to AG audit during SARs.

ii) All Goods and services that are available on GeM are being procured through GeM portal only. Non-compliance be reported under serious irregularity.

iii) The policy of GoI for procurement of Make In India products is being adhered to.

iv) The audit paras pending beyond 3 years have been replied by the KV and got settled. If not, the same be reported with emphasis with reasons for such non-compliance.

v) Maintenance and reconciliation of Assets Registers.

3. All other issues as conveyed vide letter dated 02.8.2022 related to compliances of VVN protocol are being complied with in letter & spirit. Also audit should check and report that payments should not be processed merely on the basis of authority letter but on duly signed cheque instrument and the cash book is properly maintained and attested.

As such, the Finance Officers/Audit teams may be asked to invariably mention on the above aspect in internal audit reports. Further, if any of the KVS units is found lacking in compliance of above instructions as issued from KVS Hqrs, then concerned DC must take appropriate administrative action against such defaulting authorities.
