<p class="wp-block-paragraph">In tune with this year&#8217;s theme for International Women&#8217;s Day, &#8216;DigitAll: Innovation and Technology for Gender Equality&#8217;, Employees’ State Insurance Corporation (ESIC) offices/hospitals organised a week-long series of activities which included &#8211; seminar on gender sensitization, settlements of pending bills related to insured women/maternity benefit claims, special health screening for women/health check-up camps. 3724 maternity benefit claims amounting to Rs. 9.3 Crore has been processed and settled during the weeklong series of activities dedicated to celebrate International Women’s Day.</p>



<p class="wp-block-paragraph">ESIC has taken initiatives for Insured Women covered under ESI Scheme recently by introducing a facility of claiming maternity benefits online for Insured Women, easing the efforts for availing the benefits by the women beneficiaries by empowering them with the help of technology. The technology enabled facilities such as Telemedicine helped women beneficiaries to avail the healthcare services from their homes.</p>



<p class="wp-block-paragraph">A weeklong series of activities, aimed at encouraging women participation in all walks of life to celebrate International Women’s Day culminated with holding a seminar today at Employees’ State Insurance Corporation (ESIC) Headquarters, New Delhi. The seminar was chaired by Director General, ESIC, Dr. Rajendra Kumar. The event was graced by Financial Commissioner, ESIC, Ms. T. L. Yaden; CVO, ESIC, Shri Manoj Kumar Singh; Deputy Director General, Ministry of Ministry of Micro, Small and Medium Enterprises (MSME), Smt. Anuja Bapat; and Senior Specialist and Director at NITI Aayog, Dr. Sakshi Khurana.</p>



<p class="wp-block-paragraph">Taking account of this year’s theme “DigitAll : Innovation &amp; Technology for Gender Equality”, Dr. Rajendra Kumar emphasized on empowering women through leveraging IT enabled technologies which would enable them to grasp the opportunities in the competitive world. He said that access to healthcare services for women could be availed from their homes through Information Technology based solutions. He said that it is the right time to realize and provide pedestal of high importance to women of our society. He mentioned that despite ranking low in terms of women participation in the work sphere, through inclusivity and integrating technology, the vision of gender equality can be achieved quickly.</p>



<p class="wp-block-paragraph">Financial Commissioner, ESIC, Ms. T. L. Yaden, lauded the efforts of ESIC for bringing the facility of claiming maternity benefits online for Insured Women, easing the efforts for availing the benefits by the women beneficiaries by empowering them with the help of technology. She reiterated the importance of technology which could enable develop an environment for empowering women in many ways by reducing the discrimination and providing a level playing field for all members of the society. CVO, ESIC, Shri Manoj Kumar Singh, acknowledged the participation and contribution of women in all spheres of life.</p>



<p class="wp-block-paragraph">Deputy Director General, Ministry of Ministry of Micro, Small and Medium Enterprises (MSME), Smt. Anuja Bapat, emphasized on giving equal opportunities to women in all the spheres of life. She also urged on bringing women in the mainstream of social welfare schemes.</p>



<p class="wp-block-paragraph">Senior Specialist and Director at NITI Aayog, Dr. Sakshi Khurana shared her experience of working with the women who belong to the marginalised sections of our society and how social security schemes of ESIC and EPFO are helping in mitigating the hardship of their lives.</p>



<p class="wp-block-paragraph">Medical Commissioner, ESIC, Dr. Deepika Govil, spoke about the participation of women in health education and stressed on promoting equity for achieving equality in the society. Insurance Commissioner (P&amp;A), Shri Deepak Joshi spoke about the achievements of women across the world and ways on empowering them.</p>



<p class="wp-block-paragraph">During the event, the participants of the essay competition which was held during the weeklong series of activities were felicitated in the form of cash prizes and certificates by the dignitaries. The function was attended by all the principal officers and staff of ESIC Headquarters.</p>

<p class="wp-block-paragraph"><strong>Major Achievements and Initiatives undertaken by Ministry of Labour &amp; Employment during the Year – 2022:</strong></p>



<ol class="wp-block-list">
<li>eShram</li>
</ol>



<ul class="wp-block-list">
<li>eShram Portal was launched on 26<sup>th</sup>&nbsp;August 2021 and within a short span of approximately 16 months only more than 28.50 crore workers have been registered.</li>



<li>eShram allows registration in 400 different occupations under 30 broad occupation sectors.</li>



<li>eShram is accessible through multiple channels like Common Service Centre (CSC), State Seva Kendra (SSK), Mobile Application (UMANG) and Web Application.</li>



<li>Module for registration of platform workers on eShram portal has also been made live on 9<sup>th</sup>&nbsp;September 2022.</li>



<li>A full-fledged Call Centre for eShram has been established. The Call Centre is operational 365 days a year and provides support in 8 regional languages in addition to Hindi &amp; English.</li>



<li>A comprehensive grievance handling mechanism is in place which is available 365 days a year.</li>



<li>A comprehensive Dashboard has been made available to provide statistical information on unorganised workers’ registration on eShram.</li>



<li>An analytics Dashboard is also under development. This will be helpful for getting meaningful insights, trends and assist in policy making.</li>



<li>Data sharing guidelines to share eShram data with States and UTs have been formulated. Pilot integration with Haryana State is completed and integration with other States has been initiated.</li>



<li>Similarly, SOP/ guidelines to share eShram data with Central Ministries is under discussion.</li>



<li>A mobile application for verification of eShram data is under discussion.</li>



<li>A common model portal/ data sharing portal for States/ UTs for implementation of welfare schemes for unorganised workers is also under discussion.</li>
</ul>



<h2 class="wp-block-heading">(i) Linking of eShram with other portals</h2>



<ul class="wp-block-list">
<li>eShram has been integrated with NCS Portal for providing job opportunities to unorganised workers.</li>



<li>eShram has been integrated with UMANG Mobile Application. It is now available through UMANG Mobile App for facilitating ease of registration and updation to workers.</li>



<li>eShram has been integrated with Pradhan Mantri Shram Yogi Maan-Dhan (PM-SYM), which is a pension scheme administered by MoLE. Any worker registered on eShram can seamlessly register on PM-SYM using UAN</li>



<li>eShram has also been integrated with DigiLocker for easy and secure download of eShram Card by workers.</li>



<li>eShram is being integrated with Skill India Portal which will enable workers to avail various skilling programs as per their requirement and occupation.</li>



<li>Integration with EPFO is also underway – This shall enable auto update/ flagging of the exact status of the worker as organised/ unorganised. This shall also help in deduplication of eShram database and ensure various central and state government DBT/ benefit dissemination to eligible and appropriate user groups.</li>



<li>Integration with DFPD (Department of Food and Public Distribution) is also planned. This will enable identification of seasonal, short-term and long-term migration patterns based on analysis of home state and sale state portability transactions in ONORC, which shall provide MoLE an important input for policy formulation.</li>
</ul>



<h2 class="wp-block-heading">(ii) Awards</h2>



<p class="wp-block-paragraph">eShram is a prestigious project for the Ministry of Labour &amp; Employment.&nbsp; eShram has won the “Gold Award” under “Public Digital Platforms &#8211; Central Ministries, Departments” category in Digital India Award-2022. President of India will be gracing the Award Ceremony and conferring the award to eShram team on 7<sup>th</sup>&nbsp;January 2023.</p>



<h2 class="wp-block-heading">(iii) Data of Registration</h2>



<p class="wp-block-paragraph">State Wise Registrations of Unorganized Workers on eShram Portal till 28<sup>th</sup> December 2022.</p>



<p class="wp-block-paragraph"><strong>2.Two-Day National Labour Conference of Labour Ministers and Labour Secretaries Of States/UTs at Tirupati.</strong></p>



<p class="wp-block-paragraph">Ministry&nbsp;of Labour &amp; Employment, Government of India, organised a two-day National Labour Conference of Labour Ministers and Labour Secretaries of States/UTs at Tirupati, Andhra Pradesh on 25<sup>th</sup>-26<sup>th</sup>&nbsp;August, 2022. Prime Minister Shri Narendra Modi virtually addressed the inaugural session on 25.8.2022.&nbsp;Union Ministers Shri Bhupender Yadav and Shri Rameshwar Teli, Administrator, UT of Chandigarh, Labour Ministers of States, Labour Secretaries of States/UTs and Government Officials were among&nbsp;those present on the occasion.&nbsp;In his address, Prime Minister, inter alia, mentioned that India’s labour force has a huge role to play in realizing India’s dreams and aspirations to build a developed nation in the Amrit Kaal.</p>



<p class="wp-block-paragraph">The first thematic session, viz, integrating e-Shram portal for onboarding social security schemes run by Central Government &amp; State Governments to universalize social protection to workers and to improve employment opportunities for all, was deliberated upon. The second thematic discussed was&nbsp;<em>Swasthya se Samriddhi</em>&nbsp;for<strong>&nbsp;</strong>improving medical care and services through ESI hospitals run by State Governments and integration with PMJAY. third thematic session was on framing of rules under four Labour Codes and modalities for implementation along with development of Portals for licensing, registration, returns, inspections etc. The last theme “Vision Shramev Jayate @ 2047” focused on just and equitable future of work, social protection to gig &amp; platform workers, gender equality at work and better opportunities to women.</p>



<p class="wp-block-paragraph"><strong>3. World of Work Summit</strong></p>



<p class="wp-block-paragraph">The World of Work (WOW) Summit was held during the 110<sup>th</sup>&nbsp;session of the International Labour Conference in Geneva from 29 May to 11 June 2022, to discuss the urgent action that can be taken by the ILO and its Member States to tackle the labour and social consequences of the multiple crises in the world through human-centred approaches for peace, resilience, and inclusive development, with a particular focus on the most vulnerable. The Minister of Labour &amp; Employment attended the World of Work Summit and participated in a High-level panel discussion on tackling multiple global crises, promoting human-centred recovery and resilience.</p>



<ul class="wp-block-list">
<li>In the discussion, the Union Minister elucidated India’s approach by outlining some examples of actions by the Indian Government which had been taken to ensure a human-centred recovery from the pandemic.</li>



<li>He stressed the importance of having access to good data on informal sector workers and noted India’s creation of a digital platform on which 280 million informal workers and their 400 occupations were registered. Due to digitalization, gig workers were emerging as a new type of workforce. He further explained the importance of having a legal definition for this category of worker. The Minister of Labour &amp; Employment noted India’s new Labour Code also aimed to provide informal sector workers with adequate social protection.</li>



<li>The Minister of Labour &amp; Employment further stressed the importance of mobility and migration and how technology could be used for this category of worker. He gave the example of India increasing its efforts to understand better the reasons for migration through a migrant labour survey, which would help in designing an appropriate action plan. He provided another example of how informal sector workers (street vendors, rickshaw pullers etc.) access universal social security schemes, including pensions, such as the Pradhan Mantri Rojgar Protsahan Yojana scheme.</li>



<li>He also pointed out that current global demographic changes reinforced the importance of ensuring adequate mobility of workers and establishing the conditions necessary for successful labour migration.</li>



<li>On the issue of formal sector access and livelihoods the Hon’ble Minister outlined three stages – or priorities – for refugees or workers with precarious backgrounds:
<ul class="wp-block-list">
<li>dignity,</li>



<li>decent jobs, and</li>



<li>technological skills.</li>
</ul>
</li>



<li>He emphasized that developing countries need consistent financial assistance and technology transfer as well as strengthened legal frameworks. He drew attention to the impact of climate change on the future of migrant labour in vulnerable countries as it would profoundly affect working conditions.</li>
</ul>



<p class="wp-block-paragraph"><strong>4. India’s G20 Presidency</strong></p>



<p class="wp-block-paragraph">As part of the Sherpa Track of the G20, the Ministry of Labour and Employment, Government of India is organizing 04 Employment Working Group (EWG) meetings, which will culminate in the Labour and Employment Ministers&#8217; meeting. In order to further the multi-year agenda of the G20 Employment Working Group, the following priority areas and deliverables have been identified for its consideration:</p>

<li><strong>Addressing Global Skill Gaps: &#8211;</strong></li>
</ol>



<ul class="wp-block-list">
<li><strong>International skill gap mapping portal&nbsp;</strong>to assess current and future skill needs: handing over to ILO as a ‘global good’ by India</li>



<li><strong>Unified framework for skills &amp; qualifications harmonization</strong>&nbsp;focusing on common skill taxonomies- G20 will resolve for ILO to ensure in 5 years</li>
</ul>

<li><strong>Gig &amp; Platform Economy and Social Protection: &#8211;</strong></li>
</ol>



<ul class="wp-block-list">
<li><strong>Extending social protection coverage</strong>&nbsp;to workers in platform &amp; gig economies</li>



<li><strong>Enhancing national statistical capacities &amp; methodological approaches</strong>&nbsp;to capture new forms of work including gig and platform work</li>
</ul>



<ol class="wp-block-list" start="3">
<li><strong>Sustainable Financing of Social Security: &#8211;</strong></li>
</ol>



<ul class="wp-block-list">
<li>Policy options, including&nbsp;<strong>social insurance schemes &amp; tax-financed schemes</strong>&nbsp;to ensure sustainable financing of social security</li>



<li><strong>International development assistance and mechanisms</strong>&nbsp;to support social security systems in member countries</li>
</ul>



<p class="wp-block-paragraph">As per the G20 convention, the Presidency, and a few selected International Organizations, Member Countries and Invited Countries will be presenting their ideas and experiences on the aforementioned priority areas during the EWG meeting.</p>



<p class="wp-block-paragraph"><strong>5. Employees&#8217; Provident Fund Organization (EPFO)</strong></p>



<p class="wp-block-paragraph"><strong>i. e-Nominations under Azadi Ka Amrit Mahotsav (AKAM).</strong>&nbsp;As a part of celebration of Azaadi Ka Amrit Mahotsav , EPFO has started a drive to encourage members to file e-Nomination, as it will give members and their family members, a new level of Independence while availing EPFO services. It shall reduce the hardship upon the dependent family members of the deceased members / pensioners, as they will no longer have to produce legal heir-ship/succession certificates or other proofs to get the pension or assurance benefits. In January, 2022, a record high 16.58 Lakh e-nominations were made out of 1.64 Crore e-nominations till 30.11.2022.</p>



<p class="wp-block-paragraph"><strong>ii. Joint Dialogue on Social Security Agreement with UK.&nbsp;</strong>The second virtual meeting of the Joint Dialogue on Social Security Agreement between India and the UK was held on January,19, 2022. From the Indian side officials from EPFO, MoL&amp;E, MEA and Ministry of Commerce participated.</p>



<p class="wp-block-paragraph"><strong>iii. Iconic Week of Azadi ka Amrit Mahotsav (AKAM).&nbsp;</strong>On the International Women’s Day, coinciding with the iconic week of Azadi Ka Amrit Mahotsav, EPFO ran a series of women-friendly measures:</p>



<ol class="wp-block-list">
<li>Targeted the processing of all women claims as of 05th March, 2022. This initiative settled 1,44,069 women claims for total amount of about Rs. 638 Crore in a week long exercise.</li>



<li>Started first of its kind “Women Empowerment Desks” to cater to women stakeholders for one-stop service delivery at Chennai, Bengaluru, Kolkata, Delhi and Mumbai.</li>



<li>The special week-long drive was also attempted to accelerate the e- nominations of women members joining hands with the establishments and proactively reaching out to them through special camps by the field offices of EPFO. Responding to the call 10,415 establishments reported 10% e-nominations of their female workforce. In total 07 Lakh e- nominations were filed by women members, from just the top 100 establishments in the country.</li>
</ol>



<p class="wp-block-paragraph"><strong>iv. Chintan Shivir.&nbsp;</strong>A Chintan Shivir themed ‘EPFO@Amrit Kal- Behtar Kal’ to envision next five years of EPFO@2047 was organized on 08th September 2022 at Surajkund, Haryana. It was chaired by Sh. Bhupinder Yadav, Union Minister for Labour &amp; Employment, Environment, Forest &amp; Climate Change. Sh. Rameshwar Teli, Minister of State for Labour &amp; Employment, Petroleum and Natural Gas and the Secretary (L&amp;E) were guests of Honour. It was attended by domain, experts, officers of Ministry of Labour &amp; Employment and EPFO.</p>



<p class="wp-block-paragraph"><strong>v. EPFO’s Foundation Day.&nbsp;</strong>Sh. Bhupender Yadav, Union Minister for Labour &amp; Employment, inaugurated the 70th Foundation Day of EPFO held on 01.11.2022 at Dr. Ambedkar International Centre, New Delhi. Shri Rameswar Teli, Minister of State for Labour &amp; Employment and Secretary (Labour &amp; Employment) were also present on this occasion. On this occasion, the Union Minister inaugurated an exhibition named “EPFO@70- The journey”, displaying the 70 years of EPFO history. A documentary film on the 70 years of existence of the Organization titled EPFO@70 was also played highlighting the Organization’s achievements over the decades. A special cover commemorating 70 years of Organization was released by the Union Minister in collaboration with the Department of Post. A document EPFO Vision@2047 organized to layout the roadmap for EPFO for the next 25 years, was also launched.</p>



<p class="wp-block-paragraph">Marking this event, a welcome kit was launched which included guidelines and suggestions for extending the benefits to the stakeholders. This kit was also released in 21 Vernacular Languages apart from Hindi and English for the benefit of a larger subscriber base in the far-flung areas of the country. Awards were also distributed to various offices and establishments for their performances.</p>



<p class="wp-block-paragraph">vi. KYC updation of subscribers. To extend the availability and reach of online services, which have become crucial in the wake of the COVID-19 pandemic. EPFO is paying special attention to know your customer (KYC) updation of its subscribers. Since 01.04.2022, EPFO offices have ensured Aadhaar seeding for 95.45 Lakh subscribers, mobile number seeding for 73.28 Lakh and bank account seeding for 27.16 Lakh subscribers till 30.11.2022.</p>



<p class="wp-block-paragraph"><strong>vii. Auto Claim Settlement for advance applications from EPF members</strong></p>



<p class="wp-block-paragraph">EPFO has developed and deployed a mechanism for automatic settlement of claims for advance through system-based processing with minimal human intervention. This facility was developed and deployed within 24 hours of introduction of claim. This ensured speedy and seamless service delivery to members with minimal human intervention.</p>



<p class="wp-block-paragraph"><strong>viii. Pension and EDLI Calculators</strong></p>



<p class="wp-block-paragraph">In order to provide better services in EPS-95 and Employees’ Deposit Linked Insurance (EDLI) Scheme, Pension and EDLI calculators have been launched to provide online facility to Pensioners and Family members to calculate the benefits of Pension and Death Linked Insurance benefit for which they are eligible.</p>



<p class="wp-block-paragraph"><strong>ix. Face Authentication Technology for Jeevan Praman Patra</strong></p>



<p class="wp-block-paragraph">DLC through face authentication technique is a breakthrough technology which will reduce pensioners’ dependence on external bio-metric devices and make the process more accessible and affordable, thus ensuring ease of living for all the pensioners. The use of face authentication technology can be particularly helpful where pensioners have faced difficulties in getting their bio-metrics (Fingerprint &amp; Iris) captured due to old age or health issues. The other advantages of submitting DLCs via facial authentication method include:</p>



<ol class="wp-block-list">
<li>Pensioners can submit their DLC sitting at home. There is no need to visit the Bank, Post Office, CSC or any Regional/District Office of EPFO.</li>



<li>Pensioners can submit DLC not only of their own but also that of their relatives and friends.</li>



<li>Pensioners living abroad can also submit their DLC without visiting the country.</li>



<li>There is no reliance on any externally registered device.</li>
</ol>



<p class="wp-block-paragraph"><strong>x. SMS Services</strong></p>



<p class="wp-block-paragraph">A new initiative has been taken wherein SMS have been sent to those pensioners whose pension is stopped due to non-submission of Life Certificate.</p>



<p class="wp-block-paragraph"><strong>xi. Prayaas</strong></p>



<p class="wp-block-paragraph">Under the launch of PRAYAAS initiative, field offices of EPFO are handling over PPOs to many members of EPS 1995 on the day of superannuation.</p>



<p class="wp-block-paragraph"><strong>xii. Launch of VCC Software</strong></p>



<p class="wp-block-paragraph">Dedicated software VCIT module was launched for online submission of request for VCC by ZO/ROs. It would be a very useful tool for HRM and Vigilance wing inducing transparency and reducing delay. For the successful implementation of a new Software (VCC Software), a circular was issued to all field offices to check and correct data of employees.</p>

<li><strong>Employees State Insurance Corporation (ESIC):</strong></li>
</ol>



<p class="wp-block-paragraph"><strong>i. ESIC ‘Chintan Shivir’, 17-18 August 2022.&nbsp;</strong>Union Minister of Labour &amp; Employment, Environment, Forest &amp; Climate Change, Shri Bhupender Yadav&nbsp;inaugurated two days ESIC ‘Chintan Shivir’ at Suraj Kund, Haryana, first of its kind in the history of ESIC. The Chintan Shivir concluded with landmark outcomes and far reaching recommendations for expansion and improvement in Service Delivery Mechanism.&nbsp;The outcomes will help in fulfilling PM’s vision of ‘Swasthya Se Samridhi’ by bridging the gap between Policy and execution. It will further prove a game changer and benefit all the Shram Yogis and their dependents in a big way.</p>



<p class="wp-block-paragraph"><strong>ii. Expansion of medical facilities:&nbsp;</strong>To expand medical services, ESI Corporation has given in principle approval to set up 76 new hospitals and 180 dispensaries.</p>



<p class="wp-block-paragraph"><strong>iii. Maternity Benefit:&nbsp;</strong>ESIC launched online portal on 10.11.2022 for its Insured Women to submit online claim for maternity benefit. This facility is expected to benefit 58.69 lakh Insured Women covered under ESI Scheme who can now make online claim for Maternity benefit at their own convenient time and place without visiting their ESIC Branch Office for submission of paperwork.</p>



<p class="wp-block-paragraph"><strong>iv. Women Workers.&nbsp;</strong>A Pilot Project for screening of women for anaemia working at Brick Kilns and Beedi establishment was launched on 08.03.2022 on the occasion of International Women’s Day by Minister (L&amp;E). Sixty women worker from the state of Rajasthan, Haryana and Uttar Pradesh were made part of the target group. These women workers were followed-up by ESIC Hospitals Jaipur, Faridabad and Varanasi every month from Mar 2022 to Sept 2022. As an outcome of the pilot project, there has been an appreciable improvement in monitored clinical parameters of these Beedi and Brick kiln women workers. Hypertension came down from 23% to 5%, blood sugar from 14.5 % to 8.9% and anaemia from 26% to 25 %.</p>



<p class="wp-block-paragraph"><strong>v. Certificate of Recognition to ESIC from ISSA.&nbsp;</strong>ESIC has been awarded a certificate of recognition from the prestigious International Social Security Association (ISSA) for hosting the ISSA Liaison office for South Asia and its support in the field of social security over the past three years. The Director General, ESIC received the award at the meeting of the General Assembly of the ISSA, held on Tuesday 25 October 2022 during the World Social Security Forum held in Marrakech, Morocco.</p>



<p class="wp-block-paragraph"><strong>7. Directorate General of Employment (DGE)</strong></p>



<ol class="wp-block-list">
<li><strong>National Career Service (NCS).&nbsp;</strong>The Ministry of Labour &amp; Employment, Government of India, is implementing the National Career Service (NCS) project for transformation of the National Employment Service to provide a variety of employment related services like job search &amp; matching, career counselling, vocational guidance, information on skill development courses, internships etc. through a digital platform [www.ncs.gov.in]. The portal was launched by the Prime Minister in July 2015. It acts as a one stop solution for career related services including jobs from private and government sector, information on online and offline job fairs, skill/training programmes etc.&nbsp;Services on NCS platform are free of cost.</li>



<li>As on 12th December 2022, NCS platform has 2.76 crore registered Jobseekers, 5.91 Lakh active employers and 2.97 lakh active vacancies. The total number of vacancies mobilized on the portal since its launch in 2015 is more than 1.21 Crore.</li>
</ol>



<p class="wp-block-paragraph"><strong>Some of the major achievements of NCS are outlined as under:</strong></p>



<ul class="wp-block-list">
<li>International Jobs module on NCS went live on 20-Apr-2022. The module will facilitate MEA registered employers to post international job opportunities in the NCS portal. It will facilitate the jobseekers to search and apply for these international job opportunities via NCS portal.
<ul class="wp-block-list">
<li>As on 12-Dec-2022; around 1.6 lakh jobseekers have expressed their interest to get overseas jobs via the NCS Portal.</li>



<li>MEA-approved RAs registered over the NCS portal have posted more than 1400 vacancies while around 1500 candidates have applied for these jobs.</li>
</ul>

<ul class="wp-block-list">
<li>NCS portal has been integrated with the e-Shram portal. The integration between e-Shram and NCS went live on 7<sup>th</sup>&nbsp;March 2022. So far, more than 10 lakh e-Shram registrants have registered on NCS portal.</li>



<li>NCS portal has been integrated with Udyam portal which enabled the consent based registration of UDYAM registered MSME as an employer on the NCS Portal. These employers can post their vacancy requirements over NCS. So far more than 3.84 Lakh MSME employers have been registered on NCS portal.</li>



<li>NCS Portal integrated with Skill India Portal (SIP). As on 12th December 2022; 43.51 Lakh SIP candidates have now been registered on NCS Portal. Among these, 11.63 lakh candidates applied for at least one job, and 5.87 lakh candidates got shortlisted across various vacancies.</li>



<li>Out of the 57633 candidates registered&nbsp;for the “MicrosoftDigisaksham” program, 29964 candidates have completed the training.</li>



<li>Under the Career Skills training of “TCS iON” Program going on through the NCS portal,&nbsp;2,71,065 registered candidates have undergone training in various modules and 27,461 certificates have been issued during the year, 2022.</li>



<li>NCS also entered into&nbsp;Strategic MoU partnership with UNICEF-YuWaah for facilitating the employment opportunities of the Jobseekers.</li>
</ul>



<ul class="wp-block-list">
<li>NCS Portal has also been integrated with other Ministries/ departments like MHRD, AICTE, etc. Online integration with EPFO, ESIC has also been done to link the willing employers for enabling them to shortlist right candidates through a countrywide database of workforce on NCS portal.</li>



<li>A government job module has been added on 04-Mar-2022 to the NCS portal wherein DGE can post jobs on behalf of other government ministries/departments / PSU organizations. This module can be used for notification of permanent or contractual vacancies across different government departments or ministries. Also, this module can be used to receive applications on behalf of different Ministries for contractual positions like Young Professionals, Consultants, etc.</li>



<li>In the year 2022, 2297 Job Fairs have been organized by Model Career Centres in different states under the NCS Scheme.</li>



<li>Currently, integration has also been completed with 27 states/UTs (20 states/UTs through API and 7 States/UTs States directly) for registering jobseekers from these states on the NCS portal.</li>
</ul>



<p class="wp-block-paragraph"><strong>ii. NATIONAL CAREER SERVICE CENTRE FOR DIFFERENTLY ABLED (NCSC-DAs)</strong></p>



<p class="wp-block-paragraph">Ministry of Labour and Employment has been extending vocational rehabilitation services to the persons with disabilities (PwDs) through a network of 24 NCSC-DAs across the country.</p>



<p class="wp-block-paragraph">The objective of these centers is to evaluate the residual capacities of PwDs, assist them in the process of economic rehabilitation through employment, self-employment, counselling &amp; guidance, non-formal vocational training. These centers also organize outreach activities like job fairs, camps etc.</p>



<p class="wp-block-paragraph"><strong>Achievement of NCSC-DAs during the year 2022 (January-November, 2022): &#8211;</strong></p>



<ul class="wp-block-list">
<li><strong>33209&nbsp;</strong>persons with disabilities have been registered in NCSC-DAs.</li>

<p class="wp-block-paragraph"><strong>iii. NATIONAL CAREER SERVICES CENTRE FOR SC/STs (NCSC FOR SC/STs)</strong></p>



<p class="wp-block-paragraph">Ministry of Labour and Employment has established 25 NCSC for SC/STs across the country with a view to connect SC/STs jobseekers with appropriate employment.</p>



<p class="wp-block-paragraph">These Centers provide guidance, counselling, organize confidence building programme, pre-recruitment training, impart computer and secretarial practices training etc. with an objective to enhance the employability of SC/ST jobseekers.</p>



<p class="wp-block-paragraph"><strong>Achievement of NCSC for SC/STs during 2022 (January-November, 2022):-</strong></p>



<ul class="wp-block-list">
<li><strong>214762&nbsp;</strong>candidates were provided under Career Counselling and Guidance services:</li>

<li><strong>2050&nbsp;</strong>candidates were provided O’ Level Hardware Maintenance (CHM) Training (NIELIT).</li>



<li><strong>267&nbsp;</strong>Job Fairs have been conducted by various NCSC-SC/STs.</li>



<li><strong>6243&nbsp;</strong>placements made (Shortlisted) by various NCSC-SC/STs.</li>
</ul>



<p class="wp-block-paragraph"><strong>iv.&nbsp;Aatmanirbhar Bharat Rojgar Yojana (ABRY)</strong></p>



<ul class="wp-block-list">
<li>As on 23rd November 2022 total benefits of Rs. 7833.27 Crore have been given to 60.13 lakh beneficiaries through 1.51 lakh Establishments. However, the total registration till 23.11.2022 under the scheme is 75.11 (and this figure is remained constant since closing date of the scheme).</li>
</ul>



<p class="wp-block-paragraph"><strong>8. DGMS</strong></p>



<ul class="wp-block-list">
<li>Occupational Safety &amp; health awareness Programs<strong>:</strong></li>
</ul>



<p class="wp-block-paragraph">312 safety awareness programs were organized at different mines in the country from January to November 2022 under the jurisdiction of different regions and zones of DGMS to inculcate safe work culture and improve safety awareness amongst the work persons and stakeholders.</p>



<ul class="wp-block-list">
<li>Thirty-seven (37) health awareness programs have been conducted by the different regional and zonal offices of DGMS for awareness amongst the work persons regarding First-Aid, prevention from the air borne dusts and dust related disease while working in mines.</li>
</ul>



<p class="wp-block-paragraph"><strong>9. Dattopant Thengadi National Board for Workers Education and Development (DTNBWED)</strong></p>



<p class="wp-block-paragraph">The Indian Institute of Workers Education, an apex training institute of the DTNBWED, conducts national level training programmes for the trade union activists of Central Trade Union Organizations/ Federations, Voluntary Organizations etc., besides organizing in-house training programmes for the officers and staff members of the DTNBWED while the Regional Directorates conduct training programmes at regional, unit/ village levels. The DTNBWED conducts different types of training programmes of varies durations. The training programmes of DTNBWED cover workers of organized, unorganized and rural sectors.</p>



<p class="wp-block-paragraph"><strong><u>New Initiatives –</u></strong></p>



<ol class="wp-block-list">
<li>Introduction of New Modular Training Programmes as per the recommendations of the Roadmap Committee setup by Ministry of Labour and Employment to recommend future roadmap and reorganizing the training modules/training materials of DTNBWED. The recommendations of the committee ware implemented.</li>



<li>MoU with IGNOU – to develop the contents for the training programmes and videos on various topics.</li>



<li>MoU with MNNIT, Allahabad – to impart the Training of Trainers and sharing of infrastructure.</li>



<li>MoU with NSDC – to start the Skill Boot Training Programme (SBTP) for Recognition of Prior Learning (RPL)</li>



<li>Labour Chowk / Labour Choupal: Reaching the Unreachable: objective to organize the campaign at the Shramik Chowk (Labour Market) to propagate different schemes of Central Govt. meant for Unorganised Workers, due consideration to their problems as well as their participation in government schemes, to encourage for enrolment in e-Shram Portal as well as other social security, schemes for Unorganised workers under Ministry of Labour &amp; Employment.</li>



<li>Special Programmes on the theme “To Sensitize workers of unorganized and rural sector for awareness in public participation with focus on Women Workers” under the Azadi Ka Amrit Mahotsav.</li>



<li>102<sup>nd</sup>&nbsp;Birth Anniversary of Shri Dattopant Thengadi was celebrated at Vigyan Bhawan, New Delhi on 10<sup>th</sup>&nbsp;November, 2022. Union Minister for Labour and Employment, Shri Bhupender Yadav, the Chief Guest of the event, paid tribute to Dattopant Thengadi. He highlighted the contribution of Thengadi in the field of Workers’ education and envisioning universal social security schemes. Shri Yadav also launched an educational video on Digital Literacy prepared by the Board along with the QR code for easy access to the training content of the DTNBWED.</li>

<p class="wp-block-paragraph">Union Minister for Labour &amp; Employment and Environment, Forests and climate change Shri Bhupender Yadav today felicitated the donors who made generous donations of different equipment and material to ESIC Hospitals during the COVID-19 pandemic. Minister of State for Labour &amp; Employment and Petroleum &amp; Natural Gas Shri Rameswar Teli, Secretary, Labour &amp; Employment, Shri Apurva Chandra and DG, ESIC Shri Mukhmeet S. Bhatia were present on the occasion.</p>



<p class="wp-block-paragraph">Through the coordinated efforts of Government, Private Institutions, Civil Society, NGOs and Private Citizens overcame the health crisis caused by second wave of Covid-19 pandemic. More than 100 donors across India made donations of equipment/kits/disposables etc. to ESIC Hospitals amounting to the sum of Rs.13 Crore.</p>



<p class="wp-block-paragraph">Speaking on the occasion, Union Minister for Labour &amp; Employment and Environment, Forests and climate change Shri Bhupender Yadav said the government has undertaken the 3Ts for confronting the pandemic for over 125 crore people of the country. These include tracking, testing and treatment. He said, the country has moved ahead in the field of production of masks and PPE kits, while two indigenous vaccines have been developed in the country. He expressed hope that around 257 crore vaccines will be produced and distributed by the year end. The Minister said the government is totally committed for welfare of the people, it has endeavoured to provide electricity and health facilities to all in the country. In this direction, the health budget has been enhanced by 137per cent. He said under the new Social Security Codes all benefits will be extended even if there is only one employee covered in a company.</p>



<p class="wp-block-paragraph">Minister of State for Labour &amp; Employment and Petroleum &amp; Natural Gas Shri Rameswar Teli said that the government is working to uplift people from all walks of life. He complimented ESIC for extending benefits to over 13crore people. He, however, exhorted people to remain vigilant against the pandemic.</p>



<p class="wp-block-paragraph">A total of 33 ESIC Hospitals with around 4000 dedicated Covid beds having 400 ventilators provided exclusive COVID medical services to the IPs and general public of the area as either dedicated COVID Hospital or as Hospital with dedicated Covid beds, as per the requirement of local administration. During the Covid-19 pandemic starting from April 2020 till date, more than 50,000 Covid patients have been provided IPD treatment services through ESIC Hospitals across the country. Plasma therapy which is shown to save the lives of serious COVID-19 patients was also started in ESIC Medical College &amp; Hospital, Faridabad (Haryana) and ESIC Medical College &amp; Hospital, Sanath Nagar (Telangana).</p>



<p class="wp-block-paragraph">ESIC made alternate provisions for providing routine medical services to ESI Beneficiaries through Tie-up Hospitals, in case an ESIC Hospital was declared as a dedicated Covid Hospital to cater exclusively to Corona suspected/confirmed cases. In such cases, ESI beneficiaries could be referred to tie-up Hospitals for providing prescribed secondary/SST consultation/admission/investigation during the period for which concerned ESIC Hospital functions as a dedicated Covid-19 Hospital. ESI Beneficiaries were also allowed to seek Emergency/non-Emergency medical treatment from tie-up hospital directly without a referral letter, in accordance with his/her entitlement.</p>



<p class="wp-block-paragraph">In addition to existing cash benefits under ESI Act, Covid-19 Relief Scheme has been launched, in which periodic payment @ 90% of average wages of deceased Insured Worker is paid to the eligible dependents of the Insured Worker who died due to COVID-19. Till date, the periodic payment @ 90% of average wages were payable only against the death of Insured Worker caused by Employment Injury, but now the death caused by Covid-19 has also been included for payment of relief to eligible dependents. Against the abstention of Insured Worker being infected with COVID-19, Sickness benefit @ 70% of average daily wages for 91 days for the period of abstention can be claimed. In case of Insured Worker rendered unemployed, he/she may avail relief under Atal Beemit Vyakti Kalyan Yojana (ABVKY) @ 50% of average per day earning for a maximum 90 days. For availing this relief, the Insured Worker can submit the claim online at www.esic.in.</p>



<p class="wp-block-paragraph">Employees’ State Insurance Corporation (ESIC) has undertaken multiple steps to provide host of cash benefits besides making every effort to ensure better medical care to its Stakeholders as well as general public during resurgence of <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> Pandemic.</p>



<p class="wp-block-paragraph">The Employees&#8217; State Insurance Corporation is a pioneer Social Security organization providing comprehensive social security benefits like reasonable Medical Care and a range of Cash Benefits in times of need such as employment injury, sickness, death etc. It is covering about 3.4 Crores of family units of workers and providing matchless cash benefits and reasonable medical care to its 13.24 crore beneficiaries. Today, its infrastructure has increased many folds with 1502 Dispensaries (including mobile dispensaries)/308 ISM Units and 159 ESI Hospitals, 744 Branch/Pay Offices and 64 Regional &amp; Sub-Regional Offices. The ESI Scheme today stands implemented in 566 districts in 34 states and Union Territories of the country.</p>

<p class="wp-block-paragraph">Employees’ State Insurance Corporation (<strong><a href="https://centralgovernmentnews.com/category/esic/">ESIC</a></strong>) during its 184th Meeting held on 22.02.2021 under the chairmanship of Shri Santosh Kumar Gangwar, Minister of State for Labour&amp; Employment (Independent Charge), Govt. of India has taken several significant decisions to improve its service delivery mechanism and to strengthen the medical infrastructure benefiting its Insured Workers.</p>

<ol class="wp-block-list"><li><strong><u>Relaxation in contributory conditions to avail Sickness Benefit to the Insured Women availing Maternity Benefit</u></strong></li></ol>



<p class="wp-block-paragraph">After the enhancement in duration of maternity benefit from earlier 12 weeks to 26 weeks, in some cases Insured Women were not eligible to avail sickness benefit in the corresponding benefit period after availing maternity benefit as the mandatory contributory conditions of minimum 78 days were not met being the Insured Women under receipt of maternity benefit and leave.</p>



<p class="wp-block-paragraph">In such cases, it has been now decided that an Insured Women will be qualified to claim sickness benefit in the corresponding benefit period if the contribution in her respect were paid or payable for not less than half the number of days available for working in such shorter contribution period.</p>



<p class="wp-block-paragraph">The relaxation will be effective from 20.01.2017 i.e. the date from which the enhanced duration of Maternity Benefit is effective.</p>

<ol class="wp-block-list" start="2"><li><strong><u>Relaxation in contributory conditions to avail Sickness &amp; Maternity Benefits for the benefit period of January to June’2021</u></strong></li></ol>



<p class="wp-block-paragraph">The country was placed into lockdown to curb the spread of Covid-19 pandemic, which resulted in the closure of factories/establishments for several months. It resulted in non-entitlement to avail sickness &amp; maternity benefits for many Insured Persons/Women as the mandatory days of contribution couldn’t be met. Considering the hardship being faced by Insured Persons, ESIC has now decided to extend the relief to the IPs by relaxing the contributory conditions for availing the Sickness &amp; Maternity Benefits for the benefit period of 01.01.2021 to 30.06.2021.</p>



<p class="wp-block-paragraph">Now, an Insured Woman will be entitled to avail Maternity Benefit, if the contributions in respect of her were payable not less than 35 days in immediately preceding two consecutive contribution periods.</p>



<p class="wp-block-paragraph">In case of IPs/IWs appointed before the contribution period April-September, 2020 , the eligibility condition to avail sickness benefit will be decided on the basis of their contribution in previous contribution period i.e. September ’19 to March ‘2020,whereas, the IPs/IWs appointed during the contribution period April-September, 2020 will be eligible for sickness benefit in the benefit period January-June ‘2021 if contribution in respect of them were payable for not less than half the number of days available for working to them during the contribution period April-September ‘2020.</p>



<ol class="wp-block-list" start="3"><li><strong><u>ESIC to construct 300 bedded Hospital including 50 Super Specialty beds at Haridwar, Uttarakhand:</u></strong></li></ol>



<p class="wp-block-paragraph">To meet the medical services needs of IPs in Haridwar&amp;surrounding districts, the ESI Corporation has decided to construct 300 bedded ESIC Hospital including 50 bedded Super Specialty beds &amp; Staff Quarters in 5 acres of land at Haridwar, Uttarakhand. After construction, the hospital will provide medical care services to around 2.55 lakh Insured Workers &amp; their family members</p>



<ol class="wp-block-list" start="4"><li><strong><u>ESIC to construct 350 bedded Hospital with additional 50 bedded SST wing at Vishakhapatnam, Andhra Pradesh:</u></strong></li></ol>



<p class="wp-block-paragraph">Keeping its firm to provide good medical healthcare benefits to the Insured workers and to strengthen its medical care infrastructure, the ESI Corporation has approved the project of construction of 350 bedded Hospital with an additional 50 bedded SST Wing and 128 Staff Quarters in a plot area of 8.72 acres (approx.) at Sheelanagar, Vishakhapatnam. The proposed hospital, after construction, will provide medical services to around 14 lakh beneficiaries covered under ESI Scheme in Vishakhapatnam &amp; surrounding areas.</p>



<ol class="wp-block-list" start="5"><li><strong><u>Establishmentof Negative Pressure ICU at ESIC Super Specialty Hospital &amp; Medical College at Hyderabad, Telangana:</u></strong></li></ol>



<p class="wp-block-paragraph">The decision to establish Negative Pressure ICU at ESIC Super Specialty Hospital &amp; Medical College at Hyderabad, Telangana was also taken during the meeting. The establishment of Negative Pressure ICU will decrease the burden of infection to the healthcare workers and will also decrease secondary infections to other critically ill patients admitted in the ICU.</p>



<ol class="wp-block-list" start="6"><li><strong><u>Approval of Revised Estimates &amp; Budget Estimates for the year 2020-21 &amp; 2021-22 and Performance Budget for the year 2021.22 of ESIC:</u></strong></li></ol>



<p class="wp-block-paragraph">The ESI Corporation has also approved the Revised Estimates &amp; Budget Estimates for the year 2020-21 &amp; 2021-22 and Performance Budget for the year 2021-22 during the meeting.</p>



<ol class="wp-block-list" start="7"><li><strong><u>Besides these, around 25 other agenda items pertaining to improvement in service delivery mechanism were also reported and approved</u></strong>.</li></ol>

<p class="wp-block-paragraph">Sir / Madam,</p>



<p class="wp-block-paragraph">Reference is invited to Rule 18(1)(ii) of CCS Conduct Rule 1964 and this office letter No. C-24/11/01/ AIPR/2019-Vig. dated 17/01/2020 in regards to submission of Annual Immovable Property Returns (AIPRs) of the Group ‘A’ &amp; ‘B ‘officers/officials (Non-Medical/ Medical/ Nursing/ Paramedical) and SSOs (Group &#8216;C&#8217; officials). Through this letter, it was emphasized that as per the instructions from Ministry of Labour and Employment &#8211; Govt. of India, Annual Immovable Property Returns (AIPR) in respect of Group &#8216;A&#8217; &amp; &#8216;B&#8217; Officers/ Officials (Non-Medical/ Medical/ Nursing/ Paramedical) and SSOs (Group C) category working in ESIC are to be filled online.</p>



<p class="wp-block-paragraph">In this regard, it is informed that the SPARROW Module for online filing of IPRs for the officers/ officials of Group &#8216;A&#8217;, &#8216;B&#8217; and SSOs (Group &#8216;C&#8217; officials) of the ESI Corporation has already been implemented since last year. In the said SPARROW Module, provision for filing of <strong><span style="text-decoration: underline;">Annual Immovable Property Returns (AIPRs)</span></strong> has already been activated for the officers/ officials of the ESI Corporation from the year 2019 onwards. Hence, all the officers/ officials of the ranks mentioned above are hereby advised to submit their AIPRs online in the said Module only, as offline AIPR copies will not be accepted in this office hereon.</p>



<p class="wp-block-paragraph">All the Officers/ Officials are required to follow the following <span style="text-decoration: underline;">Steps for filing the IPR on SPARROW module:</span></p>



<ol class="wp-block-list"><li><span style="text-decoration: underline;">Login </span>in the Sparrow Module (https://sparrow-esic.eoffice.gov.in) with their user id and password.</li><li>Click on “<span style="text-decoration: underline;">Others</span>” tab in the top center of the page.</li><li>Click on the blue “<span style="text-decoration: underline;">ESIC</span>” tile.</li><li>Click <span style="text-decoration: underline;">OK</span>.</li><li>Click on “<span style="text-decoration: underline;">IPR</span>” tab on the left side of the page. A new window will open for “IPR(ESIC)”.</li><li>Again, click on “<span style="text-decoration: underline;">IPR</span>” tab on the left side of the page.</li><li>Click on “<span style="text-decoration: underline;">Declaration</span>” tab.</li><li>Select <span style="text-decoration: underline;">Statement as on Date: 01-01-2021</span>,</li><li>Click on “<span style="text-decoration: underline;">Fill New Declaration’’ “Copy Data from Previous Year Declaration”/ “NIL Declaration</span>”.</li><li>After filling, select “<span style="text-decoration: underline;">Save as Draft</span>” so as not to lose the data filled.</li><li>Then, click “<span style="text-decoration: underline;">Sign &amp; Submit</span>”.</li><li>Fill in the <span style="text-decoration: underline;">AADHAR</span> details and then fill in the <span style="text-decoration: underline;">OTP</span> received on your mobile number and</li></ol>



<p class="wp-block-paragraph"><span style="text-decoration: underline;"><strong>Submit</strong>.</span></p>



<p class="wp-block-paragraph"><strong>Note</strong>: The partially filled IPR can be saved as Draft during the process as and when required.</p>



<p class="wp-block-paragraph">All the concerned officers and staff of EST corporation are, therefore, advised to ensure that they initiate and complete the action required for filing Immovable Property Return (IPR) through <strong>SPARROW by 31st January 2021.</strong></p>



<p class="wp-block-paragraph">Contents of this circular may be brought to the notice of all concerned immediately by all the Heads of Offices/ Controlling authorities and ensure timely filing of IPRs online by all the officers/officials under their control. <strong><span style="text-decoration: underline;">As per CVCs strict instructions, administrative action will be taken against the concerned officers/ officials who do not file their IPRs within the time frame.</span></strong></p>



<p class="wp-block-paragraph"><em>In addition to the above, it is also emphasized that the officers not currently present in the office for some reason (whether it be study leave, extra-ordinary leave, maternity leave or any other leave, tour, absence etc.) shall also submit their IPRs online through SPARROW within the time period and it shall be ensured by the Head of Office that these employees are intimated of the same as soon as possible so to avoid any delay</em>.</p>



<p class="wp-block-paragraph">In case of <span style="text-decoration: underline;">retiring </span>employees, it must be ensured that the IPR for the concerned year has been filed by such Officer/ Official before the due date of retirement.</p>



<p class="wp-block-paragraph">After the completion of the process, the Heads of Offices shall submit a report to Vigilance Branch &#8211; Headquarters’ office at the <em>email id</em> &#8211; manisha.shukla at esic.nic.in by <strong>15 February 2021</strong> certifying that &#8211; “IPR filing of all the concerned employees under my control has been<br />completed.”</p>



<p class="wp-block-paragraph"><em>** In case you are unable to access your SPARROW account. e-mail your details to the ICT Branch, Headquarters’ Office and HELPDESK SPARROW as soon as possible. Under any circumstances, never share your password with anybody as the ICT Branch or HELPDESK will never ask for your password.</em></p>



<p class="wp-block-paragraph"><em>** With regards to medical staff (Medical/ Nursing/ Paramedical), whosoever falls under Group ‘A’ &amp; ‘B’ are liable to file their IPRs online.</em></p>



<p class="wp-block-paragraph">Through this Circular, it is also being instructed that the Custodian of each unit should ensure the following from now on and also regarding the old data:</p>



<ul class="wp-block-list"><li>a) All the SPARROW accounts of Retired Officers/ Officials in your unit should be deactivated immediately.</li><li>b)Initiate the Transfer of unit in SPARROW accounts of all the Officers/ Officials who have transferred from your unit, immediately.</li><li>c) Initiate the Joining in SPARROW accounts of all the officers/ Officials who have joined your unit, immediately.</li><li>d) The SPARROW account of your unit should only consist of those Officers/ Officials who are currently working there.</li></ul>



<p class="wp-block-paragraph">It is the responsibility of the Custodian of every unit to ensure the above-mentioned points as early as possible.</p>

<h3 class="wp-block-heading">UTILISATION OF ECHS SERVICES VALIDITY OF ECHS CARDS &amp; TEMPORARY SLIPS</h3>



<p class="wp-block-paragraph">1. Refer Central Organisation, <a href="https://centralgovernmentnews.com/tag/ECHS/" target="_blank" rel="noreferrer noopener">ECHS</a> letter No. B/49711-NewSmart / AG/ ECHS dated 19 Dec 2018 (copy attached).</p>



<p class="wp-block-paragraph">2. Detailed instructions were disseminated vide letter under reference for ECHS Beneficiaries to utilize ECHS facilities beyond 31 Dec 2018. To sensitize the environment on the present status of various documents and their utilisation/ expiry dates are given at succeeding paragraphs.</p>



<p class="wp-block-paragraph"><strong>3. NEW 64 KB smart Card Holder.</strong></p>



<p class="wp-block-paragraph">(a) At present 15,20,138 lakh new 64 Kb ECHS Cards have been handed over to the beneficiaries out of 29,03,557 lakh new 64 Kb Cards so far delivered to various Station HQs for handing over to the beneficiaries. Necessary clarification to distribute cards from respective parent Polyclinics have been issued by CO ECHS. Issue of cards may be expedited.</p>



<p class="wp-block-paragraph">(b) The new 64 Kb ECHS Cards are pre-activated cards with a universal PIN 123456. On reaching the Polyclinics for the first time beneficiaries are required to change the PIN on KIOSK to create a personal PIN.</p>



<p class="wp-block-paragraph">(c) Following online facilities can be utilised by the ECHS beneficiaries:-</p>



<ul class="wp-block-list"><li>(i) Change of parent Polyclinic after collection of cards.</li><li>(ii) Change of registered mobile no. after collection of cards.</li><li>(iii) Change of data after collecting cards.</li><li>(iv) Blocking of card and apply for re-print of card in case of loss of card.</li><li>(v) Blocking of card in case of death and intelligibility of dependent.</li></ul>



<p class="wp-block-paragraph">(d) Mobile APP. A mobile application, “<strong>ECHS beneficiary</strong>’ has been launched for both Android and IOS smart phones. All primary beneficiaries are advised to download “ECHS beneficiary’/ mobile application on their respective smart mobile phones and register themselves with respective parent Polyclinics. The mobile app provides following facilities at present.</p>



<ul class="wp-block-list"><li>(i) Booking online appointment before visiting Polyclinics.</li><li>(ii) Checking status of online ECHS application for 64 Kb Cards.</li><li>(ii) Details of Polyclinics, address, contact numbers, etc.</li><li>(iv) Details of referrals can be viewed.</li><li>(v) Approval details of extended stay/unlisted procedure details can be seen.</li><li>(vi) Notification from OIC parent Polyclinics can be viewed.</li></ul>



<p class="wp-block-paragraph"><strong>4. New 64 Kb ECHS Smart Card applied successfully but cards awaited.</strong></p>



<p class="wp-block-paragraph">(a) These category of beneficiaries have the facility to download temporary slip once they login using their login credentials. These temporary slips are valid for six months in the first stage and have to be authenticated by the OIC of their respective parent Polyclinic. However, for some reasons for veterans who have not received the new 64 Kb ECHS cards and getting entitled medical cover using online temporary slip, the validity of these temporary slips have been extended to 30 Jun 2021. Extension of validity by OIC Polyclinics is not mandatory to avail service at hospital. However, if such veterans reach Polyclinics, the same be extended by OIC Polyclinics.</p>



<p class="wp-block-paragraph">(b) For beneficiaries who are already holding online temporary slip the validity was extended up to 31 Dec 2020. Due to COVID-19 the competent authority has now approved the validity of online temp slip up to 30 Jun 2021.</p>



<p class="wp-block-paragraph">(c) These temporary slips enable the beneficiary to avail entitled treatment. After receipt of new 64 Kb ECHS Cards, the temporary slips will be invalid and these category of persons will utilize the facilities as per Para 3 above.</p>



<p class="wp-block-paragraph"><strong><a href="https://centralgovernmentnews.com/unmarried-disabled-sons-eligible-for-echs-facilities-even-after-attaining-25-years/" target="_blank" rel="noreferrer noopener">Unmarried disabled sons eligible for ECHS facilities even after attaining 25 years</a></strong></p>



<p class="wp-block-paragraph"><strong>5. 32 KB ECHS Smart Card holders</strong></p>



<p class="wp-block-paragraph">(a) All 32 Kb Kb ECHS cards are valid for a period of 10 years from the date of issue. This category will continue getting their entitled medical cover with 32 Kb cards till further orders.</p>



<p class="wp-block-paragraph">(b) All beneficiaries under the category who have applied for new 64 Kb cards but not received will get their medical cover as under:-</p>



<ul class="wp-block-list"><li>(i) Incase online application is verified by respective Record office then the ESM/ Primary Beneficiary is advised to download online temporary slip and get it countersigned from the OIC Parent Polyclinic to continue getting entitled medical cover for existing online temporary slips holders the details already covered under Para 4 above.</li><li>(ii) Incase online application is under observation from Records then the beneficiary will get entitled medical cover with 32 Kb ECHS cards.</li><li>(iii) Incase online application is pending verification with Record office then the beneficiary to continue getting entitled medical cover with 32 Kb ECHS cards.</li></ul>



<p class="wp-block-paragraph">(c) 32 Kb ECHS card holders are adviced to apply online for new 64 Kb ECHS cards at the earliest to enable even distribution of load, at respective Record office for verification of online application and to avail the services offered by the new software and mobile application.</p>



<p class="wp-block-paragraph"><strong>6. NRI who have yet to apply for new 64 KB ECHS Cards.</strong></p>



<p class="wp-block-paragraph">The ESM who is NRI/OCI will initially itself select the category of NRI/OCI. The ESM/Beneficiary will have to fill email ID which will be a mandatory field and will receive OTP on this registered email address. Once the OTP is verified, he/she will fill the application and will get Aadhar number exempted. The payment will be made online in INR. Once the payment is made the application will be visible to the respective Record Office for verification. On verification the cards will be printed and forwarded to the Station HQs affiliated to the parent Polyclinic. The cards once ready for collection then an OTP will be sent on the registered email. Then the cards can be collected from the respective station HQ’s.</p>



<p class="wp-block-paragraph"><strong>7. ECHS beneficiaries who could not apply due to non registration with UIDAI (Aadhar card not possible to be made).</strong></p>



<p class="wp-block-paragraph">A suitable software has been implemented to handle Aadhar exception owing to age related issues or medical condition of the beneficiary. A detailed instructions have been issued vide Central Organization letter No B/49711-DBT/AG/ECHS dated 13 Feb 2019 (copy attached).</p>



<p class="wp-block-paragraph"><strong>8. Offline temporary slip holder and not applied for new 64 Kb cards.</strong></p>



<p class="wp-block-paragraph">Offline temporary slip holders to apply for new 64 Kb ECHS card on priority. All offline temporary slips can be extended up to 01 Apr 2021 by the OIC parent Polyclinic. Beyond 01 Apr 2021, any ESM/Primary Beneficiary approaching Polyclinics for medical treatment will be required to first fill the online application for 64 Kb ECHS Card at the facilitation centre of the Polyclinic and then avail the facility. In case of emergency then necessary medical cover be provided by endorsing ‘VALIDITY EXTENDED BY ONE MONTH UP TO……” on the temporary slip in red. Similar extension for 15 days duly endorsing on the temporary slip in red ink can be given in case of emergency for the second time. However, individual be advised that no more extension can be given and he should apply online for new 64 Ko ECHs Card. Observation in online application if any should be cleared by 30 Sep 2020.</p>



<p class="wp-block-paragraph"><strong>9. 16 Kb ECHS Card holder and not yet applied for new 64 Kb ECHS Card</strong></p>



<p class="wp-block-paragraph">16 Kb ECHS Cards have expired on 31 Dec 2018. However, it is seen that still few application, Polyclinic will assist in getting the online temporary slip downloaded which will be valid for six months. This temporary slip is being generated before the online application is verified by respective Record Office. Hence, OIC parent Polyclinic to ensure only medical cover to those beneficiaries’ whose 16 Kb ECHS Card is already held by the ESM/Primary beneficiary. Any additional beneficiary who is already not an existing ECHS beneficiary can only get medical cover once the online application is Verified by Respective Record Office. The process of filling up of online application and clearing the observation if any should be completed latest by 31 Mar 2021.</p>



<p class="wp-block-paragraph"><strong>10. Applied for new 64 Kb ECHS Card but application under observation</strong></p>



<p class="wp-block-paragraph">These categories of beneficiary will fall under the following categories:-</p>



<ul class="wp-block-list"><li>(a) 32 Kb Card holder will keep getting his/her entitled medical benefits based on his 32 Kb Card.</li><li>(b) Offline temporary slip holder to get his temporary slip extended by another three months from the OIC parent Polyclinic to get entitled medical benefits. However, the beneficiary should get the observations cleared on priority. They will be ineligible if observations are not rectified by 31 Mar 2021.</li><li>(c) 16 Kb ECHS Card holder can download temporary slip online which will be valid for six months. This temporary slip has to be validated by the OIC parent Polyclinic. However, the beneficiary to get all observations settled by 31 Mar 2021.</li></ul>



<p class="wp-block-paragraph">11. Incase medical emergencies, services will not be denied on the pre text of validity of temporary slips/cards. OIC Polyclinics and. Dir Regional centre will engage practically with empanelled facilities-to ensure the same.</p>



<p class="wp-block-paragraph">12. A summary of above mentioned updates is attached as Appx ‘A’. The content of Appx A be disseminated to the environment for information of all ECHS beneficiaries. All Regional Centres will ensure that all Policlinics under them are informed on priority.</p>

<p class="wp-block-paragraph"><strong>Establishment of ICU/HDU services at 10% of total beds in ESIC Hospitals</strong></p>



<p class="wp-block-paragraph"><strong>ESI Corporation Members appreciates measures taken by ESIC during Covid &#8211; 19 pandemic</strong></p>



<p class="wp-block-paragraph">The ESI Corporation during its 182nd meeting held late yesterday under the Chairmanship of Shri Santosh Kumar Gangwar, Minister of State for Labour and Employment (I/C) has taken some very important decisions towards improvement in its service delivery mechanism and providing relief to workers affected by Covid-19 pandemic. Following important decisions were taken during the meeting:</p>



<p class="wp-block-paragraph">ESIC is implementing the Atal Bimit Vyakti Kalyna Yojna under which unemployment benefit is paid to the workers covered under ESI Scheme. The ESI Corporation has decided to extend the scheme for one more year upto 30th June 2021. It has been decided to relax the existing conditions and the amount of relief for workers who have lost employment during the Covid-19 pandemic period. The enhanced relief under the relaxed conditions will be payable during the period of 24.03.2020 to 31st December 2020. Thereafter the scheme will be available with original eligibility condition during the period 01.01.2021 to 30.06.2021. Review of these conditions will be done after 31.12.2020 depending upon the need and demand for such relaxed condition.</p>



<p class="wp-block-paragraph"><strong>The eligibility criteria for availing the relief has also been relaxed, as under:</strong></p>



<ul class="wp-block-list"><li>The payment of relief has been enhanced to 50% of average of wages from earlier 25% of average wages payable upto maximum 90 days of unemployment.</li><li>Instead of the relief becoming payable 90 days after unemployment, it shall become due for payment after 30 days.</li><li>The Insured Person can submit the claim directly to ESIC Branch Office instead of the claim being forwarded by the last employer and the payment shall be made directly in the bank account of IP.</li><li>The Insured Person should have been insurable employment for a minimum period of 2 years before his/her unemployment and should have contributed for not less than 78 days in the contribution period immediately preceding to unemployment and minimum 78 days in one of the remaining 3 contribution periods in 02 years prior to unemployment.</li></ul>



<p class="wp-block-paragraph">With a view to strengthen ICU/HDU services in ESIC hospitals amid the Covid-19 pandemic, it has been decided to establish ICU/HDU services upto 10% of total commissioned beds in all ESIC Hospitals.</p>



<p class="wp-block-paragraph">The members of ESI Corporation in meeting appreciated the actions taken by ESIC towards mitigating the effect of Covid-19 on its stakeholders besides providing its infrastructure for medical care to general public. So far, 23 ESIC hospitals with around 2600 Isolation Beds and aprox 1350 quarantine beds across India are functioning as <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> Dedicated Hospitals to exclusively provide COVID medical services to the general public of the area. In addition to above, around 961 Covid Isolation Beds are available in most of the remaining ESIC Hospitals across the country, making a total of 3597 Covid Isolation Beds in various ESIC Hospitals. Further, a total of 555 ICU/HDU Beds with 213 Ventilators have also been made available in these Hospitals.</p>



<p class="wp-block-paragraph">B. ESIC Medical College &amp; Hospitals at Faridabad (Haryana), Sanath Nagar, Hyderabad (Telangana), Gulbarga (Karnataka) and ESIC PGIMSR, Basaidarapur (Delhi) have startd ICMR approved in-house Covid-19 lab test service.</p>



<p class="wp-block-paragraph">C. Plasma Therapy treatment is being provide at ESIC Medical College Faridabad (Haryana) and Sanath Nagar, Hyderabad (Telangana).</p>



<p class="wp-block-paragraph">D. Rapid Covid-18 ANTIGEN TEST has also been started in all major ESIC hospitals of Delhi/NCR regions.</p>



<p class="wp-block-paragraph">E. Alternate provisions have been made for providing non-Covid medical services from tie-up hospitals to the Insured Persons and their family members.</p>



<p class="wp-block-paragraph">Besides above, around 30 other agenda/reporting items pertaining to improvement in services/ benefits to Insured Persons &amp; their beneficiaries and other administrative matters were deliberated upon and approved during the meeting.</p>



<p class="wp-block-paragraph">Around 60 members of the Corporation including employers’ representative, employees’ representatives, professional expert and representatives of State Government participated through video conference. The other dignitaries who participated in the meeting were Shri HeeraLal Samariya, Secretary, Labour &amp; Employment, Shri Ram Kripal Yadav, MP, Smt Dola Sen, MP, Smt. Anuradha Prasad, Director General and Ms. Sibani Swain, AS&amp;FA, Ministry of Labour and Employment.</p>

<p class="wp-block-paragraph">Shri Santosh Kumar Gangwar, Minister of State (I/C) for Labour &amp; Employment and Shri Manohar Lal Khattar, Chief Minister of Haryana inaugurated Plasma Bank at ESIC Medical College and Hospital, Faridabad (Haryana) through video conference from Haryana Bhawan, New Delhi late yesterday.</p>



<p class="wp-block-paragraph">During his address, Shri Gangwar informed that the Plasma bank is a very important facility in the context of treating <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a></strong> patients.</p>



<p class="wp-block-paragraph">Shri Gangwar further said that in this crisis Covid situation, 21 ESIC Hospitals across India have been converted into Dedicated Covid-19 Hospitals. More than 2400 Isolation beds, 550 ICU/HDU beds with 200 ventilators have also been made available in these Hospitals. Quarantine facility (approx. 1300 Beds) has been made functional in 04 ESIC Hospitals at Alwar (Rajasthan), Bihta, Patna (Bihar), Gulbarga (Karnataka) and Korba (Chhattisgarh). Besides, Covid-19 testing facility has been made available at ESIC Hospital, Faridabad (Haryana), Basaidarapur (New Delhi) and Sanathnagar, Hyderabad. Plasma therapy is also being provided at ESIC Hospitals, Faridabad and Sanathnagar, Hyderabad for the treatment of serious patients of COVID-19. Shri Gangwar commended the efforts being made by ESIC, an organisation under his Ministry, to combat COVID-19 and added ESIC has been working continuously since its inception to provide social security to its insured persons in India. In the last 67 years of journey, today, the services of ESIC have been expanded to about 566 districts out of 722 districts. About 12 crore beneficiaries are receiving ESI facilities.</p>



<p class="wp-block-paragraph">Shri Manohar Lal Khattar, Chief Minister, Haryana informed about the efforts of Haryana Govt. in combating Covid-19 pandemic. He also briefed about the starting of Plasma Therapy in Haryana in 03 different locations, viz. Panchkula, Rohtak and Gurugram. At the end, while concluding his speech, he made an appeal to the COVID recovered patients to come forward and donate their plasmas to save the lives of others.</p>



<p class="wp-block-paragraph">Immunohematology and Blood transfusion Department, ESIC Medical College &amp; Hospital, Faridabad had started Convalescent Plasma therapy under PLACID Trial with permission from Indian Council Of Medical Research on 20th May 2020. First Plasmapheresis was conducted on 2nd June 2020 and more than 25 procedures have been done till date. Accordingly, first Plasma therapy was done on 8th June 2020 and a total of 35 patients have been given transfusions so far.</p>



<p class="wp-block-paragraph">Department of Immunohematology and Blood transfusion, ESIC Medical College Faridabad is fully equipped with all the required equipment and manpower with a storage capacity of 400 units at a time and holds a valid License from Drug Controller General of India for Plasmaphaeresis. This Hospital is well equipped to conduct 30 plasmapheresis procedures per day, with 3 Dedicated Apheresis machines already working round the clock in the facility. The Convalescent Plasma is important in view of increase in number of COVID cases.</p>



<p class="wp-block-paragraph"><strong><a href="https://centralgovernmentnews.com/tag/ESIC/" target="_blank" rel="noreferrer noopener">ESIC</a></strong> Medical College Faridabad is a dedicated 540 bedded COVID Hospital with ICU Beds for the treatment of Covid-19 patients of Haryana. Besides, Covid-19 testing facility has also been made available at ESIC Hospital, Faridabad (Haryana). The medical college is equipped with latest equipments, air conditioned classrooms, labs, etc.</p>



<p class="wp-block-paragraph">The hospital associated with this medical college is centrally air conditioned with inpatient and outpatient departments and provides treatment facilities through various departments. This hospital is equipped with facilities such as OPD, IPD, Wards, Emergency, Diagnostic Services, Operation Theatres, ICU, CT Scan, MRI and many more for the Insured Persons and their dependents. This Hospital is exclusively run for the benefit of insured persons and their family members covered under ESI Scheme.</p>



<p class="wp-block-paragraph">Shri Heera Lal Samariya, Secretary, Labour and Employment, Ms. Anuradha Prasad, Director General, ESIC and officers of MoLE, ESIC &amp; Govt. of Haryana also graced the occasion.</p>

<p class="wp-block-paragraph">Representations have been received from individual Employees’ Pension Scheme (EPS), 1995 pensioners as well as various pensioners associations raising issue of amendments in EPS, 1995 as well as demands, inter-alia, regarding enhancement of minimum monthly pension and restoration of commuted value of pension.</p>



<p class="wp-block-paragraph">Considering the demands of EPS, 1995 pensioners, the Government had constituted a High Empowered Monitoring Committee for complete evaluation and review of EPS, 1995. Based on Committee’s recommendation, the Government vide Notification G.S.R. No. 132(E) dated 20.02.2020 has notified decision to restore normal pension after completion of fifteen years from the date of such commutation, in respect of those members who availed the benefit of commutation of pension under the erstwhile paragraph 12A of this Scheme, on or before the 25th day of September, 2008.</p>

<p class="wp-block-paragraph" style="text-align:center">Ministry of Labour &amp; Employment<br /><strong> ESI Corporation took important decision towards improvement in its service delivery mechanism</strong></p>



<p class="wp-block-paragraph" style="text-align:right">22 FEB 2019</p>



<p class="wp-block-paragraph">The ESI Corporation during its recently held 177th meeting under the Chairmanship of Shri Santosh Kumar Gangwar, Union Minister of State for Labour and Employment (I/C), has taken some important decisions towards improvements in its service delivery mechanism.</p>



<p class="wp-block-paragraph">The decisions include reduction in rate of ESI Contribution, Proposal for increasing the income limit for dependency of the dependent parents of an Insured Person for availing Medical Benefit, ESIC to bear full cost of ESI Scheme in the prescribed ceiling of per IP expenditure, Setting up of 500 bedded ESIC Model Hospital at Sheelanagar, Visakhapatnam, Up-gradation of ESI Dispensary into 30 bedded ESI Hospital, Sub-Committee formed to decide the quantum of enhancements of PDB/DB rates and Starting of DOTT and DMRT Courses.</p>



<p class="wp-block-paragraph">In the meeting, it was informed that Government has approved the reduction in the rate of contribution being paid by employers and employees from 4.75% to 4% and 1.75% to 1% respectively of the wages, and a draft notification intending to reduce the rate of contribution has been issued by Government on 15.02.2019. Reduction in contribution will benefit all the employees and employers covered under ESI Scheme.</p>



<p class="wp-block-paragraph">The Income limit for availing medical benefit for the dependent parents of an Insured Person covered under ESI Scheme has been enhanced from the existing Rs.5000/- per month from all sources to Rs.9000/- per month.</p>



<p class="wp-block-paragraph">In order to improve the medical service delivery in the states, It was decided that ESIC will also bear the 1/8th share of expenditure earlier used to be borne by States. Till now, ESIC used to bear 7/8th share of expenses of ESI Scheme. With this decision, ESIC will bear the full cost of ESI Scheme in the prescribed ceiling of per IP expenditure for a period of three years beginning from 2019-20. </p>



<p class="wp-block-paragraph">ESIC will acquire an additional land of 10.56 acres abutting already allotted land of 8.58 acre at Sheelanagar, Visakhapatnam. On this land, 500 bedded ESIC Model Hospital with Super Specialties will be constructed.</p>



<p class="wp-block-paragraph">To bridge the gap in indoor health care facilities, in principle approval to Report of Sub-Committee on reconsideration of policy for up-gradation of ESI Dispensary into 30 bedded ESI Hospital was accorded. Now, the 30 bedded ESI Hospitals will be established on 20000 IPs population in plain area and 15000 IPs population in hilly areas. Earlier, ESIC was setting up hospitals only in such areas where minimum IPs population is 50000. This decision will provide indoor facilities to IPs/beneficiaries in several under-served implemented areas under ESI Scheme.</p>



<p class="wp-block-paragraph">ESIC has been periodically enhancing the basic rates of the PDB and DB payments to counter the effect of inflation. To compensate for inflation, a Sub-Committee of ESIC has been formed to decide on the methodology and quantum of enhancement of the PDB/DB rates.</p>



<p class="wp-block-paragraph">It was also decided in the meeting that ESIC will start paramedical courses of Diploma in OT Technology (DOTT) and Diploma in Medical Records Technology (DMRT) at its Hospital &amp; College complex, Gulbarga.  In line with Skill India Mission, these courses will help in bridging the gap in the availability of trained paramedical manpower.</p>



<p class="wp-block-paragraph">Besides above, around 40 other agenda items pertaining to improvement in services/benefits to Insured Persons and their beneficiaries and other administrative matters were deliberated upon and approved during the meeting.</p>

<p class="wp-block-paragraph">The Employees&#8217; State Insurance Corporation is a pioneer Social Security organization providing comprehensive social security benefits like reasonable Medical Care and a range of Cash Benefits in times of need such as employment injury, sickness, death etc. The ESI Act applies to premises/precincts where 10 or more persons are employed. The employees drawing wages up to Rs. 21,000/- a month are entitled to health insurance cover and other benefits, under the ESI Act. The Act now applies to over 10 lakh 33 thousand factories and establishments across the country, benefiting about 3 crores 43 lakh family units of workers. As of now, the total beneficiary population of ESI Scheme stands over 13 crores 32 lakh. Ever since its inception in 1952, the ESI Corporation has, so far, set up 154 Hospitals, 1489 Dispensaries, 174 ISM Units, 815 Branch/Pay Offices and 63 Regional and Sub-Regional Offices.</p>
