<h3 class="wp-block-heading">EPFO Enhances Auto-Settlement Limit for Advance Claims to ₹5 Lakhs, Ensuring Faster Access to Funds for Members</h3>



<p>EPFO has taken a significant step forward in its efforts to enhance member services by increasing the auto-settlement limit for advance claims from existing ₹1 lakh to ₹5 lakhs. This move will help lakhs of EPFO members receive funds faster, especially in times of urgent need.</p>



<p>EPFO had first introduced auto-settlement of advance claims during the COVID-19 pandemic to provide quick financial assistance to members. Since then the facility has been extended to cover advance claims for illness, education, marriage, and housing purposes. These claims are processed automatically by the system without any human involvement, ensuring quick turnaround and transparency.</p>



<p>In the financial year 2024–25, EPFO achieved a significant milestone by successfully processing a record 2.34 crore advance claims through auto-settlement, reflecting a sharp increase of 161% over the previous year. Notably, 59% of all advance claims in 2024–25 were settled through the auto mode.</p>



<p>Continuing this upward trajectory, in the first two and a half months of FY 2025–26, EPFO has already auto-settled 76.52 lakh claims, constituting around 70% of all advance claims settled so far. This growth highlights EPFO’s strong focus on automation and delivering faster, more efficient services to its members.</p>



<p>With the elevated limit of ₹5 lakhs, additional advance claims will now qualify for auto-settlement, leading to their processing within three days of submission. This enhanced limit and faster access to funds will help members get timely financial support when they need it the most.</p>



<p>This step is part of EPFO’s broader push to improve service delivery by using technology. Reaffirming the government’s commitment to enhance ease of access for EPFO members, it is underscored that the organization will continue to leverage technology and process simplification to ensure a seamless and efficient service experience. These reforms have not only accelerated the claim settlement process but have also contributed to minimizing member grievances, further enhancing ease of living for the member.<br />(Release ID: 2139291)</p>

<p class="has-text-align-center"><strong>No. HRD-I/1/2024/EPF-Regulations, 2024.</strong>––In exercise of the powers conferred by subsection (7) of section 5D of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952) and in supersession of the Employees’ Provident Fund (Officers and Employees’ Conditions of Services) Regulations, 2008, except as respects things done or omitted to be done before such supersession, the Central Board, hereby makes the following regulations, namely:-</p>



<h3 class="wp-block-heading"><strong>1. Short title and commencement.</strong> (1) These regulations may be called the Employees’ Provident Fund (Staff and Conditions of Service) Regulations, 2025.</h3>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p><strong>2. Definitions-</strong>&nbsp;In these regulations, unless the context otherwise requires,–</p>



<p>(a) “Act” means the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952);</p>



<p>(b) “Central Board” means the Central Board constituted under section 5A of the Act;</p>



<p>(c) “Chairman, Central Board” means the Chairman of the Central Board appointed by the Central Government under clause (a) of sub-section (1) of section 5A of the Act;</p>



<p>(d) “Chairman, Executive Committee” means the Chairman appointed under clause (a) of sub section (2) of section 5AA of the Act;</p>



<p>(e) “Commissioner” includes the Central Provident Fund Commissioner appointed under sub-section (1) of section 5D of the Act and Additional Central Provident Fund Commissioner, Deputy Provident Fund Commissioner, Regional Provident Fund Commissioner and Assistant Provident Fund Commissioner appointed under sub-section (3) of section 5D of the Act;</p>



<p>(f) “CPFC” means the Central Provident Fund Commissioner as appointed under sub-section (1) of section 5D of the Act;</p>



<p>(g) “employee” means a person appointed to or borne on the cadre of the staff of the Central Board;</p>



<p>(h) “Executive Committee” means the Executive Committee constituted under section 5AA of the Act;</p>



<p>(i) “month” means a calendar month;</p>



<p>(j) “post” means a post under the Central Board, specified in column (2) of the First Schedule annexed to these regulations; the conditions of service of which, except the method of recruitment, shall be such as specified in these regulations;</p>



<p>(k) “Schedule” means a Schedule annexed to these regulations;</p>



<p>(l) “Service” means service under the Central Board.</p>



<p>(2) Words and expressions used herein, but not defined and defined in the Act, shall have the same meaning assigned to them in the Act, or the relevant rules applicable to the officers and employees of the Central Government drawing corresponding scales of pay.</p>



<p><strong>3. Application.</strong>–– (1) These regulations shall apply to every employee of the Central Board in respect of the posts specified in the First Schedule.</p>



<p>(2) In the case of persons appointed by the Central Board on deputation basis from the lending authorities, namely, the Central Government or the State Government or Union territory Administration or local bodies or autonomous bodies including the Universities and the Central and the State Public Sector undertakings, the terms and conditions of appointment shall be settled by the respective appointing authority specified in the Second Schedule, in consultation with the lending authority.</p>



<p>(3) These regulations shall not be applicable to the persons appointed on contract or tenure basis.</p>



<p>Provided that the Chairman, Central Board may, by general or special order, delegate, to any other authority or officer of the Central Board, to make appointment to any post or class of posts specified in the First Schedule.</p>



<p><strong>5. Oath of allegiance to the Constitution of India.</strong> &#8212; Every employee shall be required to take an oath or solemnly affirm his allegiance to the Constitution of India, as by law established, at the time of his appointment to the service of the Central Board.</p>



<p><strong>6. Declaration to be made by Employees.</strong> &#8212; Every employee, to whom these regulations apply, shall make the following declaration, namely:</p>



<p>“I hereby declare that I have read and understood the Employees Provident Fund (Staff and Conditions of Service) Regulations, 2025, and I hereby subscribe and agree to be bound by the said regulations.</p>

<p><strong>7. Probation.</strong>&#8212;&nbsp;(1) Every employee appointed to a post by direct recruitment or re-employment before the age of superannuation shall be on probation for such period as specified in the recruitment rules for that post.</p>



<p>(2) The period of probation and other conditions of service relating thereto in respect of the employees appointed on direct recruitment or promotion or re-employment before the age of superannuation shall be as applicable to the officers and employees of the Central Government drawing corresponding scales of pay.</p>



<p><strong>8. Commencement of service.</strong> &#8211; The service of an employee appointed on direct recruitment or reemployment before the age of superannuation shall commence from the working day on which an employee reports for duty on being appointed to a post in the Central Board, at the place intimated to him by the appointing authority, provided that he reports for duty in the forenoon, otherwise his service shall commence from the next working day.</p>



<p><strong>9. Pay, leave, provident fund, retirement age and allowances, etc</strong>. &#8211; (1) The scales of pay in respect of the posts specified in column (2) of the First Schedule, shall be as specified in column (3) of that Schedule.</p>



<p>(2) The Central Civil Services (Leave) Rules, 1972, applicable to the officers and employees of the Central Government, shall be applicable to the employees of the Central Board drawing corresponding scales of pay.</p>



<p>(3) The General Provident Fund (Central Services) Rules, 1960, applicable to the officers and employees of the Central Government, shall be applicable to the employees of the Central Board drawing corresponding scales of pay.</p>



<p>(4) The age of retirement for the employees of the Central Board shall be such as may be prescribed by the Central Government in respect of the officers and employees of the Central Government drawing corresponding scales of pay in accordance with rule 56 of the Fundamental Rules.</p>



<p>(5) The employees of the Central Board shall be entitled to such allowances including travelling allowance and concessions, as admissible from time to time to the officers and employees of the Central Government drawing corresponding scales of pay.</p>



<p><strong>10. Pensionary benefits.</strong> (1) All regular employees of the Central Board who entered service on or before the 31st December, 2003, other than the Officers appointed under sub-section (1) and (2) of section 5D of the Act, shall be entitled to the benefits of pension, commutation of pension, family pension, death-cum-retirement gratuity and service gratuity as applicable to the officers and employees of the Central Government under the Central Civil Services (Pension) Rules, 2021.</p>



<p>Provided that in the matter of the pensioners of the Central Board, consultation with the Union Public Service Commission, as provided under first proviso to sub-rule (1) of rule 8 of Central Civil Services (Pension) Rules, 2021, before passing final orders, shall not be applicable.</p>



<p>(2) The Central Civil Services (Implementation of National Pension System) Rules, 2021 and the Central Civil Services (Payment of Gratuity under the National Pension System) Rules, 2021 shall be applicable in the case of regular employees of the Central Board who have entered service on or after the 1st January, 2004.</p>



<p>Provided that in the matter of such retired employees of Central Board, consultation with Union Public Service Commission as provided under the first proviso to sub-rule (1) of rule 5 of the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021, before passing final orders, shall not be applicable.</p>



<p><br />(3) An employee, who sustains an injury or dies as a result of an injury or dies in the course of or as a consequence of the performance of his duty, may be awarded an extraordinary pension on the same scale and subject to the same conditions as laid down in the Central Civil Services (Extraordinary Pension) Rules, 2023 of the Central Government, as in force on the date of the publication of these regulations, and also subject to such modification as may be adopted by the Central Board with the approval of the Central Government.</p>



<p>(4) In the case of employees of the Central Board, the powers and functions of the authorities as prescribed in the Central Civil Services (Pension) Rules, 2021 shall be exercised by the officers or authorities of the Central Board for the purposes of this regulation, as per written orders issued from time to time by the Central Provident Fund Commissioner with the approval of the Chairman, Central Board.</p>

<h3 class="wp-block-heading">Subject: Declaration of Productivity Linked Bonus for Financial Year 2023-24- reg.</h3>



<p>Madam/Sir,</p>



<p>In continuation of the letter dated 08/Oct/2024 regarding Payment of Advance against PLB for 2023-24, it is to state that the Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2023-24 for the employees of EPFO vide letter no. DoE I.D. No. 11-05/2018-E.III A dated 27-03-2025.</p>



<p>Accordingly, the Competent Authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2023-24 for 60 (Sixty) days in all the offices of EPFO subject to a maximum of Rs. 13,816 (Rs. Thirteen Thousand Eight Hundred and Sixteen only). The bonus of 60 days has been assessed based on the previous year data/information submitted by the ZOs. The payment of bonus is to be released to all the eligible Group ‘C’ and Group ‘B’ (Non-Gazetted) employees of EPFO.</p>



<p>The terms and conditions governing payment of PLB will be as per the instruction and other terms and conditions issued by the Ministry of Finance O.M. No. 7/24/2007/E.III (A) dated 10/10/2024 for payment of bonus. The quantum of bonus may be assessed as per the following formula: </p>

<p>Sir/Madam,</p>



<p>It has been decided by the Competent Authority to grant an advance against the Productivity Linked Bonus admissible for the eligible Group C and Group B (Non-Gazetted) employees of the Employees’ Provident Fund Organization for the year 2023-24.</p>



<p>2. Accordingly, an advance of Rs. 13,816 (Rs. Thirteen Tpaid and Eight Hundred sixteen Only) against the Produc<strong>tivity Linked Bonus equal to 60 (Sixty) days’ wages to the eligible  serving Group C and Group B  (Non-Gazetted)</strong> employees of Employees’ Provident Fund Organization for the year 2023-24, is to be paid.</p>



<p>3. The payment of the advance is subject to the condition that an undertaking (in the enclosed Performa) to the effect that “the advance will be adjusted against the PLB due for the year 2023-24 and any excess payment made towards PLB for the year 2023-24 would be refunded forthwith”, shall be submitted by each eligible employee.&nbsp; The payment of advance is subject to the same terms and conditions that are applicable to the grant of PLB and are appended.&nbsp;<strong>However, advance is not admissible in respect of employees who have already retired from the services of EPFO</strong>.</p>



<p>4. The amount of advance may be paid&nbsp;<strong>before 11/Oct/2024</strong>&nbsp;under intimation to this office. The number of such employees and the amount disbursed may also be intimated.</p>



<p>5. The expenditure incurred for payment of this advance may be debited from the budget head “Productivity Linked Bonus.”</p>

<h3 class="wp-block-heading">Terms and conditions for payment of advance against Productivity Linked Bonus to the employees of the Employees’ Provident Fund Organization for the year 2023-24</h3>



<p>1. All regular employees of Group ‘C’ and Group “B” (Non- Gazetted) whether temporary or permanent shall be eligible for the advance against Productivity Linked Bonus provided they were in service on pro rata basis, and also on the last day in March of the relevant financial year i.e. 2023-24. Casual/ contract/ extra departmental employees shall not be eligible for any Bonus.</p>



<p>2. The employees who were in service for less than one year during the relevant financial year shall be allowed the advance against PLB on proportionate basis, provided they were in service for at least six months during the financial year 2023-24.</p>



<p>3. The employees drawing monthly wages of more than Rs. 7,000/- shall been entitled to the advance against PLB at the rate admissible to those drawing wages of Rs. 7,000/- per month.</p>



<p>4. The employees who happen to be on extraordinary or half pay leave during the month of March will be paid the advance against PLB based on the pay and allowances that would have been payable but for their being on EOL, HPL etc.</p>



<p class="has-text-align-center"><strong>UNDERTAKING</strong></p>

<p>1. that I understand that the advance against the PLB due and admissible to me for the year 2023-24, equal to 60 days’ wages (subject to the maximum of Rs.14000/-) has been provisionally sanctioned and being paid to me.</p>

<p>Madam/Sir,</p>



<p>Please refer to the subject cited above.</p>



<p>The work relating to the assessment of Productivity Linked Bonus for the year 2022-23 has been taken up. The Productive Linked Bonus (PLB) for the employees of EPFO is assessed on the basis of the productivity achieved and manpower used in respect of field offices separately. For the Head Office (including PDUNASS), it is worked out based on the average of All India Productivity and Manpower. Information relating to parameters and performance as per the Scheme is to be furnished in the Annexures A to C (copies enclosed).</p>



<p><strong>ACCOUNTS &amp; CASH</strong></p>



<ol class="wp-block-list" start="2">
<li>The time-limit of 20 days (calendar days) has been notified for settlement of PF, EPS &amp; EDU claims, transfer including advances cases. In case, the job is not completed within 20 days, weightage would be reduced for the work done beyond &nbsp;20 days. Date of receipt of claim form (complete in all respects) and the date of despatch of cheque/transfer through NEFT would be taken&nbsp; into account for &nbsp;reckoning &nbsp;20 calendar days.</li>



<li>As regards issue of “Annual Statement of Accounts”, it has been classified into two groups, Viz. (1) current year ‘s Accounts slips issued and (2) Previous year’s Accounts slips issued during the current year. Accounts slips relating to the “current Year” and those pertaining to previous years but issued during the &nbsp;current &nbsp;year &nbsp;should &nbsp;be shown separately.</li>
</ol>



<p><strong>ENFORCEMENT &amp; DAMAGES</strong></p>



<ol class="wp-block-list" start="4">
<li>The activities of &nbsp;“Enforcement &amp; Damages” include:</li>



<li>No. of 7A notices issued.</li>



<li>No. of Speaking Orders of 7A passed and compliance effected.</li>



<li>No. of Speaking Orders passed for Levy of Damages.</li>



<li>No. of Recovery Certificates Executed:-</li>
</ol>

<li>For default in all the five Accounts (A/c No. 1,2,10,21 &amp; 22)</li>

<p><strong>7-A NOTICES</strong></p>



<p>5. Only one notice has to be taken into account for all the three Schemes. In case three separate notices are issued for the three Schemes, it has to be taken as one only. Further, only the initial notice issued has to be taken into account and not the notices issued every time after adjournment of proceedings due to any reason. With the amendment of Section 7A, the RPFCs are required to decide not only the quantum of dues but also to decide the Applicability.In such cases also if more than one notices are issued, it should be taken as one only for the purpose of PLB return.</p>



<p><strong>SPEAKING ORDERS OF 7A PASSED AND COMPLIANCE EFFECTED</strong></p>



<p>6. Against this item all the speaking orders passed under Section 7A should not be shown. Only those orders passed, which have been complied with, should be shown. However, instructions contained in the preceding para as “7A Notices” should also be kept in view.</p>



<p><strong>SPEAKING ORDER S FOR LEVY OF DAMAGES</strong></p>



<p>7. All the speaking orders passed for levy of Damages may be shown against this item. However, if separate orders are passed for all the three schemes, only one order should be taken into account for the purpose of Bonus return.</p>



<p><strong>RECOVERY CERTIFICATES EXECUTED</strong></p>



<p>8. Only those Recovery Certificates, which have been duly executed and not merely issued, should only be shown against this item. This item has been classified into three categories namely: –</p>



<p>i. For default in all the five Accounts (Bank A/c Nos. 1, 2, 10, 21 &amp; 22)<br />ii. For default in 3 or 4 of the five Accounts.<br />iii. For default in 1or 2 of the five Accounts.</p>



<p>Hence, information may be furnished separately against the three categories.</p>



<p><strong>PROSECUTIONS</strong></p>



<p>9. The number of Prosecutions launched against the defaulting establishments / employers under Section 14 of the Act and Section 406/409 IPC has to be indicated against the relevant item under this head.</p>



<p><strong>MANPOWER</strong></p>



<p>10. Manpower in position as on 31st August 2022 all over the region has to be furnished. The manpower reckoned for the purpose of assessment of PLB shall be as follows: &#8211;</p>

<p>Detailed information of various sections/staff coming under all the above four heads is given in Annexure-C. All the Regional offices may forward the consolidated information in respect of the Region.</p>



<p>11. The information relating to Staff in position in respect of the Zone as on 31.08.2022 has to be furnished in Annexure-B.</p>



<p>12. It is requested that the aforesaid information in Annexure-A to C may be furnished immediately.In any case the information should reach the Head Office on or before 20th Oct 2023 at so.wsu@epfindia.gov.in.</p>



<p>13. All the ROs may furnish their data to their respective Zonal Offices and subsequently ACC (Zones) after compilation of the same, may forward the same to Head Office.</p>

<h3 class="wp-block-heading">EPFO extends three months’ time for Employers to upload wage details etc. regarding Pension on Higher Wages</h3>



<p class="has-text-align-right">Posted On: 29 SEP 2023</p>



<p>Earlier an online facility was made available by EPFO for submitting Applications for Validation of Option /Joint Options for pension on higher wages. The facility was for eligible pensioners / members in compliance with the Hon’ble Supreme Court order dated 04.11.2022. The facility was launched on 26.02.2023 and was to remain available only till 03.05.2023. However, considering the representations of the employees, the time limit was extended to 26.06.2023 in order to provide complete four months’ time to eligible pensioners / members for filing applications.</p>



<p>A last opportunity of 15 days was further given to remove any difficulty faced by the eligible pensioners/ members. Accordingly, the last date for submission of Applications for Validation of Option / Joint Options by employees was extended to 11.07.2023. 17.49 lakh Applications for Validation of Option / Joint Options have been received from pensioners / members till 11.07.2023.</p>



<p>In view of representations received from Employers &amp; Employers’ Associations wherein requests were made to extend time period for uploading wage details of applicant pensioners / members, the employers were also given further period of three months to submit wage details etc. online latest by 30.09.2023.</p>



<p>Now, again many representations have been received from Employers &amp; Employers’ Associations wherein requests have been made to extend further time period for uploading wage details of applicant pensioners / members. 5.52 lakh Applications for Validation of Option / Joint Options are still pending with employers, as on 29.09.2023.</p>



<p>Therefore, the request has been considered sympathetically and the Chairman, Central Board of Trustees has extended the time, for the employers to submit wage details etc till 31.12.2023.</p>

<p>Madam/Sir,</p>



<p>Please refer above cited circular vide which guidelines was issued on the matter of initial pay fixation of re-employed ex-servicemen who held post below commissioned officer rank in Defence Forces.</p>



<p>2. In this regard, it is brought to the notice of all Offices that a case of irregular pay fixation in respect of Ex-Servicemen has been detected by the Audit Wing of EPFO wherein the provisions of Para 2 of DoPT OM of 05.04.2010 at para 4(b) (1) of the CCS(Fixation of re-employed Pensioners Orders), 1986 have be misinterpreted leading to over-payment.</p>



<p>3. It is requested to check the status in respect of Offices under the control of the Zonal Heads and take remedial action where necessary</p>

<p>Madam Sir,</p>



<p>With reference to the statutory provisions contained in Section 17(1) of the EPF Act, the exemption fora class of employees is regulated by Section 17(2) of the Act &amp; the enabling provision enshrined in Para 27A of the EPF Scheme, 1952: the SOP tor Grant of Exemption describes the process through which the proposals of exemptions are to be examined and forwarded with recommendations by the field offices to Head Office, EPFO. The Head Office examines and obtains recommendation of its committees and the Central Board to communicate for the consideration of the appropriate Government.</p>



<p>This SOP is in supersession of all the previous instructions and circulars issued till date. The list of circulars and instructions to be superseded is annexed herewith as Annexure – I.</p>



<p>The ACC(HQ)/ ACC (Zones) to ensure compliance of this SOP in their respective office and in the regional offices under jurisdiction.</p>



<p>All RPFC-1/ RPFC-II /APFC In-charge of Field Offices are to ensure the compliance in respec.ve offices. In addition, this SOP may be shared to the establishments applying for the grant of exemption under their jurisdiction.</p>

<h3 class="wp-block-heading">Subject: Alternatives for death certificate for settlement of death claims related to deceased members who lost their lives in the train mishap in Odisha on 02.06.2023.</h3>



<p>Madam /Sir,</p>



<p>A tragic and devastating train accident occurred on 02.06.2023 occurred in the state of Odisha in which hundreds of people died and more than 1,000 injured, many of them seriously.</p>



<p>2. The Zonal office should continue to obtain updated list of casualties maintained by Railway Authorities, Police or Government Authorities and take necessary measures in attempt to identify the members using data such as Aadhaar number, PAN, mobile number used for booking ticket or any documents related to employment etc.</p>



<p>3. To mitigate hardship faced by family/ beneficiaries’ of deceased, and to speed up claim settlements, it has been decided by the competent authority to relax requirement of Death Certificate for EDLI and Pension Claim related to deceased members who lost their lives in the train mishap in Odisha. The documents provided by the Indian Railways/ Police or District Authorities to such family members may also be allowed as proof of death.</p>



<p>4. Standard Operational Procedure (SOP) to settle claims in cases of death due to Industrial Accidents shall be followed. Special cell be formed to monitor all cases till Settlement of claims.</p>



<p>ACC Odisha (Zone) shall monitor the daily progress on the matter and ensure coordination with other Zones wherever required for speedy settlement of claims and report daily to ACC(Pension).</p>
