<h3 class="wp-block-heading"><strong>Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2024-25.</strong></h3>



<p>The undersigned is directed to convey the sanction of the President to grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year&nbsp;<strong>2024-25</strong>&nbsp;to all Central Government employees in Group ‘C’ and all non-gazetted Central Government employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>



<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>



<p>(i) Only those employees who were in service as on 31.3.2025 and have rendered at least six months of continuous service during the year 2024-25 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);</p>



<p>(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs.7000/- (where actual average emoluments exceed Rs.7000/-), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.7000×30/30.4=Rs.6907.89/- (<strong>rounded off to Rs.6908/-</strong>).</p>



<p>(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4&nbsp;i.e. Rs.1184.21/-&nbsp;(rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on the basis of actual monthly emoluments.</p>



<p>(iv) All payments under these orders will be rounded off to the nearest rupee.</p>



<p>(v) Various points regarding regulation of Ad-hoc / Non-PLB Bonus are given in the&nbsp;<strong>Annexure</strong>.</p>



<p>3. The expenditure on this account will be debitable to the respective object head in terms of Department of Expenditure’s Notification dated&nbsp;<strong>16th December 2022</strong>.</p>



<p>4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current financial year 2025-26.</p>



<p>4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India as mandated under Article 148(5) of the Constitution of India.</p>

Whether the employees in the following categories are eligible for the benefit of ad-hoc bonus for an accounting year</strong></td><td>Subject to completion of minimum six months continuous service and being in service as on 31st March, 2025.</td></tr><tr><td>(a) Employees appointed on purely temporary ad-hoc basis.</td><td>(a) Yes, if there is no break in service.</td></tr><tr><td>(b) Employees who resigned, retired from service or expired before 31st March, 2025.</td><td>(b) As a special case only those persons who superannuated or retired on invalidation on medical grounds or died before 31st March, 2025 but after completing at least six months regular service during the year will be eligible for the ad-hoc bonus on pro rata basis in terms of nearest number of months of service.</td></tr><tr><td>(c) Employees on deputation/ foreign service terms to state governments, U.T. Governments, Public Sector Undertakings, etc., on 31st March, 2025.</td><td>(c) Such employees are not eligible for the ad-hoc bonus to be paid by the lending departments. In such cases the liability to pay ad-hoc bonus lies with the borrowing organization depending upon the ad-hoc bonus/PLB/ex-gratia/incentive payment scheme, if any, in force in the borrowing organization.Wage Calculation Software</td></tr><tr><td>(d) Employees who reverted during accounting year from deputation on foreign service with the organizations indicated in ‘C’ above.</td><td>(d) The total amount of bonus/ex-gratia received for the accounting year from foreign employer and the ad-hoc bonus, if any, due from a central government office for the period after reversion will be restricted to the amount due under ad-hoc bonus as per these orders.</td></tr><tr><td>(e) Employees from state Government/U.T. Admin./Public Sector Undertakings on reverse deputation with the Central Government.</td><td>(e) Yes, they are eligible for ad-hoc bonus to be paid by the borrowing departments in terms of these orders provided no additional incentive as part of terms of deputation, other than Deputation Allowance, is paid and the lending authorities have no objection.</td></tr><tr><td>(f) Superannuated employees who were re-employed.</td><td>(f) Re-employment being fresh employment, eligibility period is to be worked out separately for re-employment period; the total amount admissible, if any, for prior to superannuation and that for re-employment period being restricted to the maximum admissible under ad-hoc bonus under these orders.</td></tr><tr><td>(g) Employees on half-Pay leave/E.O.L./Leave not due/study leave at any time during the accounting year.</td><td>(g) Except in the case of leave without pay the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of E.O.L./dies non will be excluded from eligibility period but will not count as break in service for the purpose of ad-hoc bonus.</td></tr><tr><td>(h) Employees under suspension at any time during the accounting year.</td><td>(h) Subsistence allowance given to an employee under suspension for a period in the accounting year cannot be treated as emoluments. Such an employee becomes eligible for the benefit of ad-hoc bonus if and when reinstated with benefit of emoluments for the period of suspension, and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay.Wage Calculation Software</td></tr><tr><td>(i) Employees transferred from one Ministry/Department/Office covered by ad-hoc bonus orders to another within the Government of India or a Union Territory Government covered by ad-hoc bonus orders and vice versa.</td><td>(i) Employees who are transferred from any of the Ministry/Department/Office covered by ad-hoc bonus orders to another such office without break in service will be eligible on the basis of combined period of service in the different organizations. Those who are nominated on the basis of a limited departmental or open competitive exam from one organization to a different organization will also be eligible for the ad-hoc bonus. The payment will be made only by the organization where he was employed as on 31st March, 2025 and no adjustments with the previous employer will be necessary.</td></tr><tr><td>(j) Employees who are transferred from a Government Department/ Organization covered by ad-hoc bonus orders to a Government Department/ Organization covered by productivity – Linked Bonus scheme or vice versa.</td><td>(j) They may be paid what would have been paid on the basis of emoluments in ad-hoc bonus covered department for the entire year less the amount due as productivity-linked bonus. The amount so calculated may be paid by Department where he was working on 31st March, 2025 and/or at the time of payment.</td></tr><tr><td>(k) Part-time employees engaged on nominal fixed payment</td><td>(k) Not eligible.</td></tr><tr><td><strong>2. Whether ad-hoc bonus is payable to casual labour for an accounting year in the following cases:-</strong></td><td></td></tr><tr><td>(a) Those who have put in specified number of days of work in different offices during each of the three years ending with the said accounting year.</td><td>(a) The eligibility is to be worked out for three years from the said accounting year backwards. The period of 240 days of work in each of these years may be arrived at by combining the number of days worked in more than one offices of the government of India, for which bonus, ex-gratia or incentive payment has not been earned and received.</td></tr><tr><td>(b) Casual labour who were not in work on 31st March, 2025.</td><td>(b) The condition of being in employment on 31st March, 2025 as laid down in these orders is applicable to regular Government Employees and not to casual labour.</td></tr><tr><td>(c) Those who have put in at least specified number of days of work in each of two years preceding the accounting year but are short of this limit due to regularization in employment in the said accounting year.</td><td>(c) If a casual labour, who has been regularized in the accounting year does not fulfill the minimum continuous service of six months as on 31st March, 2025 and therefore, cannot be granted benefit as a regular employee, he may be allowed the benefit as for a casual labour provided the period of regular service in the said year if added to the period of work as casual labour works out to at least specified number of days in that accounting year.</td></tr></tbody></table></figure>

<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, has approved the Employment Linked Incentive (ELI) Scheme to support employment generation, enhance employability and social security across all sectors, with special focus on the manufacturing sector. Under the Scheme, while the first-time employees will get one month’s wage (up to Rs 15,000/-), the employers will be given incentives for a period to two years for generating additional employment, with extended benefits for another two years for the manufacturing sector. The ELI Scheme was announced in the Union Budget 2024-25 as part of PM’s package of five schemes to facilitate employment, skilling and other opportunities for 4.1 Crore youth with a total budget outlay of Rs 2 Lakh Crore.</p>



<p>With an outlay of Rs 99,446 Crore, the ELI Scheme aims to incentivize the creation of more than 3.5 Crore jobs in the country, over a period of 2 years. Out of these, 1.92 Crore beneficiaries will be first timers, entering the workforce. The benefits of the Scheme would be applicable to jobs created between 01st August 2025 and 31st July, 2027.</p>



<p>The Scheme consists of two parts with Par A focused on first timers and Part B focused on employers:</p>



<h3 class="wp-block-heading">Part A: Incentive to First Time Employees:</h3>



<p>Targeting first-time employees registered with EPFO, this Part will offer one-month EPF wage up to Rs 15,000 in two installments. Employees with salaries up to Rs 1 lakh will be eligible. The 1st installment will be payable after 6 months of service and the 2nd installment will be payable after 12 months of service and completion of a financial literacy programme by the employee. To encourage the habit of saving, a portion of the incentive will be kept in a savings instrument of deposit account for a fixed period and can be withdrawn by the employee at a later date.</p>



<p>The Part A will benefit around 1.92 crore first time employees.</p>



<h3 class="wp-block-heading">Part B: Support to Employers:</h3>



<p>This part will cover generation of additional employment in all sectors, with a special focus on the manufacturing sector. The employers will get incentives in respect of employees with salaries up to Rs 1 lakh. The Government will incentivize employers, up to Rs 3000 per month, for two years, for each additional employee with sustained employment for at least six months. For the manufacturing sector, incentives will be extended to the 3rd and 4th years as well.</p>



<p class="has-text-align-center">Establishments, which are registered with EPFO, will be required to hire at least two additional employees (for employers with less than 50 employees) or five additional employees (for employers with 50 or more employees), on a sustained basis for at least six months.</p>



<p>The incentive structure will be as under:</p>

<p>This part is expected to incentivize employers for the creation of additional employment of nearly 2.60 crore persons.</p>



<h3 class="wp-block-heading"><strong>&nbsp;</strong><strong>Incentive Payment Mechanism:</strong></h3>



<p>All payments to the First Time Employees under Part A of the Scheme will be made through DBT (Direct Benefit Transfer) mode using Aadhar Bridge Payment System (ABPS).&nbsp; Payments to the Employers under Part B will be made directly into their PAN-linked Accounts.</p>



<p>With ELI Scheme, the government intends to catalyse job creation in all sectors, particularly in manufacturing sector, besides incentivizing youth joining the workforce for the first time.&nbsp; An important outcome of the Scheme will also be formalization of the country’s workforce by extending social security coverage for crores of young men and women.</p>

<h3 class="wp-block-heading">MINUTES OF THE 63RD MEETING OF THE STANDING COMMITTEE OF NATIONAL COUNCIL (JCM) HELD ON 23.04.2025 AT 3:00 PM AT CSOI, KG MARG, NEW DELHI.</h3>



<p>The 63r Meeting of the Standing Committee of National Council (JCM) was&nbsp;held on 23d April, 2025 at 3:00 pm at CSOI, KG Marg, New Delhi, under the&nbsp;chairpersonship of Secretary (P). List of participants is at Annexure-I.</p>



<p>2. At the outset, Additional Secretary (PP) welcomed the Chairperson, Leader (Staff Side), Secretary (Staff Side), Members of the Staff Side and representatives of Ministries and Departments. The Chairperson also welcomed the participants to the meeting. in her opening remarks, Secretary (P) mentioned that it was her first opportunity to chair the meeting of the Standing Committee as Secretary, Department of Personnel and Training. She underscored the significance of the Joint Consultative Machinery (JCM) platform in addressing service matters related to Central Government employees. The Chair acknowledged the active participation and meaningful contributions made by the Staff Side in raising issues of concern. She stated that the feedback and inputs provided by the Staff Side were instrumental in identifying areas that require policy intervention and administrative improvements.</p>



<p>3. Opening speeches were made by Shri Shiva Gopal Mishra, Secretary, Staff&nbsp;Side, and Shri M. Raghavaih, Leader of Staff Side. The key points raised by them are given in Annexure-II.</p>



<h3 class="wp-block-heading">4. The agenda items were discussed and decisions were taken as under:-</h3>



<h4 class="wp-block-heading"><strong>(i) Item No. 3/SC/63/25 – Harassment being faced by the retired Employees since the money they deposited through bharatkosh.gov.in for CGHS Card not deposited in the CGHS Account due to various technical reasons in the online payment system. (Ministry of Health &amp; Family Welfare)</strong></h4>



<p>Staff Side stated that in many cases the money deposited by retired employees through bharatkosh.gov.in for CGHS card was not reflecting in the CGHS Account due to various technical reasons in the online payment system. The representative of Department of Health &amp; Family Welfare informed that CGHS is currently in the process of integrating the Payment gateway (Bharatkosh) as part of the CGHS Card Application itself in coordination with O/o CGA. The said mechanism intends to automate the process and completely avoid errors during the payment of CGHS Subscription.</p>



<p>For past cases, it was decided that a list of specific cases where amount has been deducted but not reflected in CGHS Account would be given by Staff Side to M/o H&amp;FW for their quick resolution and M/o H&amp;FW may circulate the name and contact details of the nodal officer for disposal of such past cases.</p>

<p class="has-text-align-left">(ii) Item No. 16/SC/63/25 – NPS Pensioners to be allowed in CGHS and FMА benefit (Ministry of Health &amp; Family Welfare)</p>



<p>On the demand that NPS Pensioners who joined on compassionate ground and retired with less than 10 years’ service may also be allowed to join CGHS, it was decided that Staff Side may give a fresh proposal in this regard for consideration of Ministry of Health and Family Welfare.</p>



<h4 class="wp-block-heading">(iii) Item No. 4/SC/63/25 – Revision of the Central Government Employees Group Insurance Scheme as proposed by the Staff Side (Department of Expenditure)</h4>



<p>On the demand of revision of the Central Government Employees Group Insurance Scheme it was decided that a copy of the revised proposal of Department of Expenditure may be provided to Staff Side for their comments.</p>



<h4 class="wp-block-heading">(iv) Item No. 6/SC/63/25 – Request for issuing clarification regarding date next increment after effecting re-fixation of pay under Stepping up of pay of senior employee at par with Junior Employee. (Department of Expenditure &amp;DOPT)</h4>



<p>It was decided that clarification with illustrative cases would be prepared in the form of FAQ and uploaded on the website by DОРТ.</p>



<h4 class="wp-block-heading">(v) Item No. 7/SC/63/25 – Stepping up of pay of Seniors promoted prior to&nbsp;31.12.2015 getting lesser Basic Pay than the Juniors promoted after 01.01.2016. (Department of Expenditure)</h4>



<p>On the demand of stepping up of pay of Seniors promoted prior to 31.12.2015 getting lesser Basic Pay than the Juniors promoted after 01.01.2016, DoE informed that they are allowing stepping up request on case-to-case basis. It was decided that cases if any may be referred by Staff Side to DoE.</p>



<h4 class="wp-block-heading">(vi) Item No. 17/SC/63/25 – Constitution of 8th Central Pay Commission.&nbsp;(Department of Expenditure)</h4>



<p>It was noted that the Government has announced to constitute the 8th Central Pay Commission (CPC). The Staff Side stated that the orders on the constitution of 8th CPC and To Rs are awaited.</p>



<h4 class="wp-block-heading">(vii) Item No. 8/SC/63/25 – Not allowing the benefit of favourable Service Litigation judgments to the similarly placed employees, even if passed by the&nbsp;Apex Court. (Department of Expenditure, DoPT)</h4>



<p class="has-text-align-left">It was explained that the Govt. in principle agrees with extension of relief given by Courts to the similarly placed employees, where the judgment is in consonance with the Govt. rules and policies. However, the matter needs to be examine8० र case basis, taking into account various factors like financial and administrative implications, impact on the concerned services for which consultation with nodal Ministries and Departments is taken and decision is taken suitably. Further, National Litigation Policy has been put in place to minimise the litigation.</p>



<h4 class="wp-block-heading">(viii) Item No. 13/SC/63/25 – Enhancement of House Building Advance from 25&nbsp;Lakhs to 50 Lakhs and grant second House Building Advance for extension or&nbsp;repairing of house. (Ministry of Housing &amp; Urban Affairs)</h4>



<p>It was informed by Ministry of Housing &amp; Urban Affairs that enhancement of HBA from 25 Lakh would be considered in consultation with Dept. of Exp. after receipt of recommendations of the 8th CPC.</p>



<h4 class="wp-block-heading">(ix) Item No. 14/SC/63/25 – Option for submission of pensioners’ death certificate of defence pensioners to sparsh through pension disbursing&nbsp;banks. (Department of Defence)</h4>



<p>It was informed by Department of Defence that the facility to upload death certificate is already available at SPARSH Portal. Further, a Death certificate can be uploaded on SPARSH through SPARSH Service Centres which include 14 banks, Common Service Centres and around 500 offices of DAD. In case of mismatch in name in PPO and death certificate, the HoD is authorized to certify the genuineness of the records, who takes due precautions to avoid any fraudulent claims. It was decided that a FAQ may be prepared by Department of Defence and uploaded on their website.</p>



<h4 class="wp-block-heading">(x) Item No. 18/SC/63/25- Revision of Pension for BSNL Pensioners (Department of Telecommunication)</h4>



<p>On the insistence of the Staff Side that the Department of Telecom may reconsider the matter since the affected persons are pensioners in the age group of 70 plus and 80 plus etc., Department of Telecommunication explained that at present the matter is sub-judice. It was decided to wait for the outcome of the case.</p>



<h4 class="wp-block-heading">(xi) Item No. 5/SC/63/25 – Encashment of Earned Leave to reemployed Ex-servicemen while on retirement from reemployed service. (Department of&nbsp;Personnel and Training)</h4>



<p>It was decided to examine the proposal in consultation with Department of Ex-servicemen Welfare and Department of Expenditure.</p>



<h4 class="wp-block-heading">(xii) Item No. 9/SC/63/25 – Determination of minimum qualifying service for&nbsp;promotion to different non-gazetted grades (Department of Personnel and&nbsp;Training)</h4>



<p>It was decided that Staff Side would submit their suggestions/proposal for consideration of the Govt.</p>



<h4 class="wp-block-heading">(xiii) Item No. 10/SC/63/25 – Relaxation in the eligibility service- change in the&nbsp;crucial date i.e. from 1st April to1st January. (Department of Personnel and&nbsp;Training)</h4>



<p>It was stated by the Staff Side that Department of Post has given relaxation for the vacancy year 2019 and 2020. The Staff side demanded for issuing necessary approval after examining the proposal of CBDT. It was decided to examine the matter relating to CBDT case for relaxation not agreed in past.</p>



<h4 class="wp-block-heading">(xiv) Item No. 11/SC/63/25 – The clause 5.2 of the Circular issued regarding Leave by the DoPT may be modified and make it applicable to other Festivals also. (Department of Personnel and Training)</h4>



<p>Staff Side demanded that there should be a provision for change in the dates of non-Muslim Festivals. It was noted that the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday in respect of Islamic festivals based on confirmation of dates by the religious bodies namely Ruyat-e-Hilal (the moon sighting) Committees. It was noted that frequent changes in the dates of holidays are not advisable as this causes significant inconvenience and disruption.</p>



<h4 class="wp-block-heading">(xv) Item No. 12/SC/63/25 – Regional Recruitment of Non-Gazetted Staffs&nbsp;(Department of Personnel and Training)</h4>



<p>It was noted in that regional recruitment was done away with by SSC since 2007 view of the Supreme Court decision. The Committee took note of necessity of the demand and it was decided that a discussion between SSC and RRB and Staff Side would be arranged to discuss the issue. For this purpose, Staff Side would nominate 2-3 members.</p>



<h4 class="wp-block-heading">(xvi) Item No. 15/SC/63/25 – Amendment in the DOP&amp;T Instructions regarding&nbsp;implementation OF Aadhar Enable Biometric Attendance System (AEBAS) for&nbsp;attendance of all Government Employees by various Ministries / Departments /&nbsp;Organizations (MDOs)(Department of Personnel and Training)</h4>



<p>AEBAS has been implemented to impress punctuality in government offices and instructions/reminders are issued from time to time to ensure effective&nbsp;implementation of AEBAS.</p>



<h4 class="wp-block-heading">(xvii) Item No. 19/SC/63/25 -Facilities for the Staff Side Members of the National Council JCM and Departmental Council JCM. (Department of Personnel and Training)</h4>



<p>At present Staff Side Members of National Council are eligible for TA/DA as admissible to officers in Pay Level 12 and 13 for official meetings. There is no provision for facilitating non official visits.</p>



<h4 class="wp-block-heading">(xviii) Item No. 3/19/SC -Maximum coverage under the deposit linked insurance scheme (insurance scheme for central government employees) may be increased from Rs. 60,000/- to Rs. 6.00 lakh. (Department of Pension &amp; Pensioners’ Welfare)</h4>



<p>It was informed that DoPPW has referred to DoE the proposal for enhancement of insurance coverage from Rs. 60,000 to Rs. 3.5 lakh. The matter is under examination in DoE. It was decided that Staff Side will give its comments in the matter.</p>



<p>NER. It was informed that matter was reconsidered but not agreed to.</p>



<h3 class="wp-block-heading"><strong>Settlement of issues other than agenda points raised in meeting of 20.09.2023 &amp; 15.12.2023</strong></h3>



<h4 class="wp-block-heading">(xxvi) Item No. 2.0 – Anomalies and implementation of DOP&amp;PW OM dated&nbsp;03.03.2023 – the decision taken in the meeting 15.12.2023 that DOP&amp;PW will&nbsp;hold a meeting with the Staff Side to resolve the issues represented by the&nbsp;Staff Side. (Department of Pension &amp; Pensioners’ Welfare)</h4>



<p>It was decided that DoP&amp;PW may further have a meeting with the Staff Side on the issue.</p>



<h4 class="wp-block-heading">(xxvii) Item No. 2.2- The issue of recoveries from retirement benefits of retiring Government Servants. Staff Side urged to issue clear instructions to&nbsp;Ministries /Departments to prevent such recoveries. (Department of Pension &amp; Pensioners’ Welfare)</h4>



<p>On the issue of recoveries from retirement benefits of retiring Government Servants, Staff Side urged to issue clear instructions to Ministries / Departments to prevent such recoveries. Director (DoP&amp;PW) informed that instructions in this regard have been issued vide OM No. dated 18.10.2024. It was decided that DoP&amp;PW will issue FAQs in the matter.</p>



<h4 class="wp-block-heading">(xxviii) Item No. 2.3 – The issue of Old Pension Scheme to Central Government Employees recruited after January 1, 2004, against vacancies prior to that date may be examined. (Department of Pension &amp; Pensioners’ Welfare)</h4>



<p>It was decided that Ministry of Railways and DoP&amp;PW may look into the matter and resolve as per discussions held with Ministry of Railway and DoP&amp;PW.</p>



<h4 class="wp-block-heading">(xxix) Item No. 2.6 – Payment of 18 months of DA / DR arrears to Government&nbsp;Employees which were frozen during the Covid-19 pandemic period.&nbsp;(Department of Expenditure)</h4>



<p>Staff Side reiterated its demand for restoration of 18 months of DA / DR arrears to Government Employees which was frozen during the Covid-19 pandemic period. DoE informed that as the adverse financial impact of pandemic in 2020 and the financing of welfare measures taken by the Government had a fiscal spillover beyond FY 2020-21, arrears of DA/ DR were not considered feasible.</p>



<h4 class="wp-block-heading">(xxx) Item No. 2.9 – Restoration of Festival Advance to the Central Government&nbsp;Employees. (Department of Expenditure)</h4>



<p>On the demand of restoration of Festival Advance to the Central Government Employees, it was decided to review the matter by Department of Expenditure.</p>



<h4 class="wp-block-heading">(xxxi) Item No. 2.7 – The Defence Ministry may hold regular meeting with Staff&nbsp;Side to resolve the issues arising after Corporatization of Ordnance Factories. (Ministry of Defence and Department of Defence Production)</h4>



<p>It was observed that several meetings had been held under the chairmanship of Secretary (DP) &amp; Joint Secretary (LS) with recognized federations/confederations. However, the Staff Side demanded that regular meetings should be held with the Federations by the Joint Secretaries of the Administrative Divisions through the Additional Meeting Mechanism constituted by the Ministry of Defence.</p>



<h4 class="wp-block-heading">(xxxii) Item No. 2.8 – To extend CGHS benefits to the employees in Industrial&nbsp;Establishments under Western Naval Command, Mumbai. (Ministry of Defence&nbsp;&amp; Ministry of Health &amp; Family Welfare)</h4>



<p>On the demand to extend CGHS benefits to the employees in Industrial Establishments under Western Naval Command, Mumbai, it was informed that MoH&amp;FW, vide OM dated 01.03.2024, has extended CGHS facility have been noted and wherever necessary, instructions to Departments and Ministries would be issued</p>



<h4 class="wp-block-heading">(xxxv) Item No. 2.4- A request was made to issue ID Cards to the Staff Members for full tenure of the Staff Members instead of on yearly basis. (Department of Personnel and Training)</h4>



<p>Staff Side demanded to issue ID Cards to the Staff Members for full tenure of the Staff Members instead of on yearly basis. It was informed that as per the guidelines issued by MHA, non-official photo passes are issued for a period not exceeding one year at a time. The matter will again be taken up with MHA. The Staff Side would send a proposal in this regard.</p>



<h4 class="wp-block-heading">(xxxvi) Item No. 2.5 – Staff Side requested for settlement of awards of the Board of Arbitration (BoA) through dialogue. (Department of Personnel and Training)</h4>



<p>It was noted that the matter of implementation of BoA Awards is under examination in consultation with concerned Ministries/ Departments. Staff Side requested for early settlement of awards of the Board of Arbitration.</p>



<p>DDG, D/o Defence Production explained that the empowered Group of Ministers (EGoM) has further decided to extend the period of deemed deputation of all the employees of erstwhile OFB up to 31st December, 2025 on same terms and conditions as issued earlier vide DDP OM dated 24.09.2021. On the issue related to compassionate appointment, it was informed that the compassionate appointment policy is under examination in D/o Ordnance (C&amp;S), Kolkata. The Staff Side demanded to expedite decision on compassionate appointment.</p>



<h4 class="wp-block-heading">(xxiii) Item No. 9/SC/22 &#8211; Grant of one notional increment for those who retired\on superannuation on 30th June. (Department of Personnel and Training)</h4>



<p>It was noted that DoPT had issued orders in this regard and the demand was fulfilled.</p>



<h4 class="wp-block-heading">(xxiv) Item No. 3/SC/62/23 – The request of the Staff Side that DoP&amp;T may issue a clarification that service associations under CCS(RSA) Rule, 1993 and Employees Cooperative Societies / Banks which are covered under the Central Cooperative Societies Act and the respective State Government Cooperative Societies Act are out of the purview of Rule 15(1) of the CCS(Conduct) Rules, 1964. It was decided that the matter will be examined by the Department of Personnel &amp; Training – So far, no instructions is issued by the DoP&amp;T in this regard. <p>The demand for issuing a clarification that service associations under CCS (RSA) Rule, 1993 and Employees Cooperative Societies / Banks covered under the Central Cooperative Societies Act and the respective State Government Cooperative Societies Act are out of the purview of Rule 15(1) of the CCS(Conduct) Rules, 1964 was discussed. It was requested by the Staff side to issue necessary clarifications in this regard as early as possible. It was decided that the matter will be examined by the Department of Personnel &amp; Training in the light of recent judgement of the Hon’ble Bombay High Court.</p>



<h4 class="wp-block-heading">(xxv) Item No. 9/SC/62/23 – So far no Government orders issued for a one time&nbsp;relaxation for employees who availed LTC-80 to Andaman &amp; Nicobar Islands&nbsp;by purchasing Air Tickets from Agents other than authorized Agents. It was&nbsp;decided that the proposal will be reconsidered by Department of Personnel &amp;&nbsp;Training. – It is demanded that necessary orders may please be issued at the&nbsp;earliest. (Department of Personnel and Training)</h4>



<p>The Staff Side insisted that since one time relaxation has been given for purchasing Air Tickets for availing LTC-80 to the employees who travelled to J&amp;K and NER, the same benefit to the employ yees who availed LTC-80 for travelling to A&amp;N Islands by purchasing Air Ticket from other than authorized agents may also be given These employees have actually travelled to A&amp;N Islands, the only dispute is with regard to the Fare and the Ticket purchased from other than authorized agents. In such cases the actual LTC-80 Fare on the day of Travelling may be paid to them and remaining amount if any may be recovered from them as was done in the case of J&amp;K and NER. It was informed that matter was reconsidered but not agreed to.</p>



<p>Shrí Shiva Gopal Mishra, Secretary, Staff Side welcomed the Chairperson and Members of the Standing Committee on behalf of the Staff Side. He strongly condemned the terror attack in Pahalgam, Jammu and Kashmir, and extended condolences to the bereaved families. The points raised by him are given below:</p>



<ul class="wp-block-list">
<li>Order on constitution and Terms of Reference (ToR) for the 8th Central Pay Commission (CPC) are awaited.</li>



<li>Requested the Department of Personnel and Training (DoPT) to issue a clarification, in light of the Hon’ble Bombay High Court’s judgment, that service associations under CCS (RSA) Rules, 1993 are outside the purview of Rule 15(1) of the CCS (Conduct) Rules, 1964</li>



<li>Ministry of Defence have not yet issued instructions for Payment of NDA in 7th CPC Basic Pay notionally calculated at Rs.43600/- at par with Railways. The same may be issued without further delay.</li>



<li>Urged that Children Education Allowance and Hostel Subsidy for the financial year 2022-23 be considered under the provisions of the National Education Policy (NEP) 2020.</li>



<li>Highlighted the need to include Group ‘B’ posts under the coverage of the JCM Scheme</li>



<li>Noted twere last revised in 2014, resulting in several hospitals refusing to participate in the CGHS system; demanded the opening of more CGHS wellness centres.</li>



<li>Proposed the exemption of Kilometer Allowance from income tax, similar to the exemption given to Travelling Allowance.</li>



<li>Requested settlement of pending awards of the Board of Arbitration through dialogue and negotiations.</li>



<li>Requested that all settled issues in process of settlement like CRC, Risk and Hard Duty allowance should be settled at an earlier and should not be referred to 8th CPC.</li>
</ul>



<h3 class="wp-block-heading">SHRI M. RAGHAVAIAH, LEADER OF STAFF SIDE</h3>



<p>Shri M. Raghavaiah, Leader of Staff Side welcomed the Chairperson and Members of the Standing Committee on behalf of the Staff Side. The following key issues were raised by him: –</p>



<ul class="wp-block-list">
<li>Emphasized the importance of the Joint Consultative Machinery (JCM) as a platform for resolving service matters through formal meetings.</li>



<li>Urged for the regular holding of Departmental Council meetings as per the JCM scheme.</li>



<li>Requested the early convening of the National Council (JCM) meeting.</li>



<li>Demanded resolution of the pending issue regarding the exemption of TA component of Kilometer Allowance provided to Loco Pilots and Assistant Loco Pilots in the Ministry of Railways from income tax, similar to Travelling Allowance as this matter is pending since long.</li>



<li>Stressed the need to grant Risk and Hardship Allowance to all employee categories where risk is involved. The Railway Ministry’s proposed may be considered and approval given.</li>



<li>Suggested reconsideration of the Government’s decision to impose a total ban on the creation of new posts, highlighting the implications for administrative efficiency and additional burden on Staff</li>



<li>Requested the Cadre Restructuring Committees to expedite their work avoid reference of such matters to the 8th CРС.</li>



<li>Drew attention to the pending awards of the Board of Arbitration and recommended resolving these matters through mutual negotiations.</li>

<h3 class="wp-block-heading">Subject: GPF Ledger Card and Annual Statement for the F.Y 2024-2025.</h3>



<p>Interest for the Financial Year 2024-2025 corresponding to the GPF Accounts of officers/officials covered under GPF (CS) Rules, 1960 and maintained at Department of Telecom Head Quarter have successfully been posted in the GPF Ledger Card for all the subscribers.</p>



<p>2. GPF Annual Statement for the financial year 2024-2025 and Ledger Card will be available in PFMS EIS Module on or after 22.04.2025.</p>



<p>3. Hence, all the GPF Subscribers may download the system generated GPF Annual Statement for the F.Y 2024-2025 as well as ledger card through employee’s login in PFMS which requires no authentication/signature being system generated.</p>



<p>4. To download the Annual Statement/ ledger card, following process may be followed:-</p>



<p>Open PFMS Home Page at https://pfms.nic.in/Home.aspx -> Login (using personal credential—Username &amp; Password**) -> Employee Info. System -> GO TO EIS -> GPF -> Reports -> Ledger Card/ Annual statement of Employees.<br />(** if not available, it may be collected from the concerned DDO)</p>



<p>5. All the DDOs may download the system generated GPF Ledger Cards for the F.Y 2024-2025 through DDO’s login in PFMS in r/o GPF Subscribers under his/her control for GPF balance verification.</p>



<p>6. In case of any discrepancy, the same may be brought to the notice of the Sr. AO (PFP) 8th Floor, DOT HQ or may be contacted through landline phone No. 2303-6675.</p>



<p>7. This issues with the approval of Competent Authority.</p>

<p>On scrutiny of Monthly Accounts submitted by Ministries/ Departments, it is observed that many Ministries/ Departments are making common mistakes in the Accounting of Receipt and Payments under Central Government Employees Group Insurance &#8211; 1980 (CGEGIS).</p>



<p>2. In this regard, the some common observations in the accounting of CGEGIS -1980 are summarized below for the information of the Ministries/ Department:-</p>

It is also requested to review the booking under Head of Account 8011.00.103 &#8211; CGEGIS and necessary steps may be taken for the rectification, if any, required.</p>

<p>Will the Minister of Finance be pleased to state:</p>



<p>a) the policy of Government in respect of extending benefits to similarly placed applicants in pay related court cases dismissed by Apex court in SLP and Review petition;</p>



<p>b) whether Review petition No.11687/2024 in SLP 18423-18429/ 2023 filed by the Government in the case of Neeraj Kumar Srivastava &amp; Ors. Vs. UoI &amp; Ors. has been dismissed by the Hon’ble Supreme Court, if so, the details thereof;</p>



<p>c) whether the Government has rejected the proposal to extend the benefits to similarly placed applicants while accepting that no more judicial avenues are left to the Government in the above case; and</p>



<p>d) whether by not implementing the judgement in above case to similarly placed applicants, the Government is encouraging such applicants to take shelter of various Tribunals, High Court and Apex Court across the country and to file cases similar to the one already settled by Hon’ble Apex Court thereby increasing the number of cases in courts and wasting the valuable time of the Hon’ble Courts?</p>

<p>c)&amp;d) The directions of Hon’ble Supreme Court in SLP No. 18423-18429/2023 have been agreed for implementation.</p>

<h3 class="wp-block-heading">Subject: Grant of notional increment (as due on 1st Jan./ 1st July) to the officers/ employees superannuated on 31st Dec./ 30th June and revision of pensionary benefits.</h3>



<p>The undersigned ts directed to invite the attention to the above-mentioned subject and to say that some retired CP WD officials through original application (OA) No.173/2021 (Arun Kumar Goyal &amp; others) and 2244/2019 (Lal Chand Maurya &amp; others) OA no. 2905/2023 (Sh. Surva Kant Rai. EE(Civil) &amp; Others) approached the CAT for seeking the benefits of grant of notional increment. These retired officials had superannuated on 30th June and 31st December and their next date of increment was due on 01st of July and 01st of January following their respective date of superannuation. The applicants were aggrieved that their pension should have been fixed by counting the increment which was due immediately following their respective date of superannuation.</p>



<p>2. The Hon’ble CAT(PB) New Delhi pronounced its judgement in favour of the applicants vide order dated 15.07.2021 &amp; 22.09.2023 respectively (copy enclosed). Department of Legal Affairs, M/o Law &amp; Justice had advised to challenge the decision dated 15.07.2021 of CAT, PB. New Delhi in High Court of Delhi. Accordingly, a Writ Petition 2926/2022 was filed in the Hon’ble High Court of Delhi on 04.02.2022 after obtaining the approval of the competent authority.</p>



<p>3. Hon’ble High Court of Delhi issued an Order on 26.07.2023 after hearing the above Writ Petition and stated that:-</p>



<p>“Since we have disposed of similar writ petitions arising from the same order, we dispose of this petition stating that the parties shall be bound by the Judgement of the Supreme Court in Director (Admn. &amp; HR) KPTCL (supra) Civil Appeal No. 2471 of 2023{[SLP (C) No.6185/2020). Petition Stands disposed of”.</p>



<p>4, Hon’ble Supreme Court of India in the matter of Civil Appeal No. 2471 of 2023[ SLP (C) No.6185/2020, The Director (Admn. and HR) KPTCL &amp; Ors. Versus C.P. Mundinamani &amp; Ors] had announced in its Judgement dated | 1/04/2023 that*</p>



<p>“<em><strong>The Division Bench of the High Court has rightly directed the appellants to grant one</strong> annual increment which the original writ petitioners earned on the last day of their service for rendering their services preceding one year from the date of retirement with good behaviour and efficiently. We are in complete agreement with the view taken by the Division Bench of the High Court. Under the circumstances, the present appeal deserves to be dismissed and is accordingly dismissed. However, in the facts and circumstances of the case, there shall be no order as to costs. 1.A. No. 149091/2022 stands disposed of in terms of the above</em>”.</p>



<p>5. Since the order dated 26.07.2023 of the Delhi High Court referred to the Judgement of Supreme Court (Civil Appeal No. 2471 of 2023[SLP (C) No.6185/2020) and keeping in view the vast implications of the implementation of the judgement, it was decided to refer the matter to DoPT being the Nodal Department for seeking their comments/ advice through MoHUA tor furthers order in this case.</p>



<p>6. DoPT in its observation stated that “<em><strong>The matter has been examined in this Department. It is advised that in the instant case MoHUA may, in consultation with D/o Legal Affairs, take an administrative decision regarding compliance of the Order dated 26.07.2023 of the Hon’ble High Court of Delhi referred above.</strong></em>”</p>



<p>7. As per the advice of DoPT the matter was again referred to DOLA for its advice wherein DOLA advised as under:-</p>



<p>“<em><strong>Since the case at hand raises identical issue as that in the case of the KPTCL v. CP.&nbsp;</strong></em><em><strong>Mundinamani, 2023 SCC Online SC 401 which has been decided in favour of the applicants by&nbsp;</strong></em><em><strong>the Hon’ble Supreme court and has attained finality, it would not be a fit case for preferring an&nbsp;</strong></em><em><strong>SLP against order dated 26.07.2023 passed by the Hon’ble High Court, Dethi and it is further&nbsp;</strong></em><em><strong>advised that the order be implemented at the earliest so that there is no contempt proceedings&nbsp;</strong></em><em><strong>initiated against the department.</strong></em>“</p>



<p>8. Accordingly, the matter was sent for the approval of Mo HUA (being the competent authority) for implementing the CAT Judgement dated 15.07.2021 &amp; 22.09.2023. The MoHUA has approved the implementation of judgement of CAT in respect of CPWD petitioners for granting of one notional increment to the petitioners vide efile No. 9110820 dated 09/02/2024.</p>



<p>9. Therefore, the concerned offices of CPWD where the CPWD petitioner were posted at the time of their retirement, are advised to implement the Judgement of the CAT in its order (for OA NO. 173/2021; OA No. 2244/2019 and OA No. 2905/2023) dated 15.07.2021 &amp; 22.09.2023 for all those CPWD officials who were party in this matter(list attached), after verification of the records of the petitioners.</p>



<p>10. This issues with the approval of Competent Authority.</p>

<p>A meeting of the Standing Committee of National Council &#8211; JCM took place on 15/12/2023 under the Chairmanship of Additional Secretary (PP) DOPT, in which officials from various Departments/Ministries participated the following Staff Side Members attended the meeting:-</p>



<p><strong>Shri Shiva Gopal Mishra(Secretary), Shri M. Rghavaiah(Leader), Dr. N. Kannah, Shri J.R. Bhosle, Shri B.C. Sharma, Shri C. Srikumar, Shri Rupak Sarkar, Shri R. Srinivasan, Shri Tapas Bose,</strong></p>



<p>After the introductory remark of the Chairman on behalf of the Staff Side the following issues were raised:-</p>



<ol class="wp-block-list">
<li>To issue instructions to the MOD to hold regular meeting with Staff Side to resolve the issues arising after Corporatization of Ordnance Factories. It was also raised by staff side that Standing Committee as well as National Council should be held in time.</li>



<li>To issue Government orders to extend the period of Option to switch over to the 7th CPC Pay Scale at least for a period of one year i.e. up to 25/7/2017</li>



<li>To issue instructions that Service Association under CCS (RSA) Rule 1993 and Employees Cooperative Societies/ Banks which are covered under the Central Cooperative Societies Act and the respective State Governments Cooperative Societies Act are out of the purview of Rule 15 (1) of the CCS (Conduct) Rules, 1964.</li>



<li>Not to withdraw the 3rd MACP in Grade Pay Rs. 4600/- granted to the Industrial Employees of Defence Ministry (Master Craftsman up to 31/12/ 2005 ince the same was given · based on various Court judgements).</li>



<li>Orders to be issued by Ministry of health for extending CGHS benefits to the employees in Industrial Establishments under Western Naval Command Mumbai.</li>



<li>Revision of Deposit linked Insurance Scheme under the GPF for Central Government Employees.</li>



<li>Restoration of festival advance to the Central Government Employees(Item No.6/SC/62/23).</li>



<li>Extending revised option for the employees who were given entry pay benefit on promotion in the 6th CPC Pay Scale to switch over to 6th CPC Pay Scale w.e.f. 01.01.2006.</li>



<li>Extension of LTC 80 one time relaxation in the case of employees who availed LTC to Andaman &amp; Nicobar Island (A&amp;N) by purchasing air tickets from other than authorized agents,</li>
</ol>



<p>After the above discussion took place on the 13 agenda points and the decision taken are given below:-</p>



<ol class="wp-block-list">
<li>Payment of FMA to Pensioners of the National Institute of Ayurveda and bring the employees of the institutes within the ambit of CCS(MA) Rules.</li>
</ol>



<p><strong>Decision</strong></p>



<p>Staff Side protested against the Government decision to file an SLP in the Supreme Court against the High Court Judgement given in favour of the employees / Pensioners. We demanded that the SLP should be withdrawn and Government should implement the Court Judgement. After discussion Additional Secretary directed the Department of AYUSH to reconsider its decision and explore the possibility of implementing the Judgement considering the less number of employees / Pensioners of the Institute.</p>



<ol class="wp-block-list" start="2">
<li>Restoration of facilities and concession withdrawn by Railways to Senior Citizens.</li>
</ol>



<p><strong>Decision</strong></p>



<p>Staff Side demanded that to start with at least Central Government Pensioners may be allowed the Railway concessions since they are not eligible for LTC after Retirement. Additional Secretary Stated that it is a policy matter to be decided by the Government and hence Staff Side may raise this in the main meeting of NC – JCM.</p>



<ol class="wp-block-list" start="3">
<li>Pension to be exempted from the purview of income taxation.</li>



<li>Disability pension of war heroes to be exempted from Income tax.</li>
</ol>



<p><strong>Decision</strong></p>



<p>Additional Secretary Informed that Government have not agreed to exempt pension from the purview of income tax . We protested against this stand of the government.</p>



<ol class="wp-block-list" start="5">
<li>Revision of the benefit of Deposit Linked Insurance Coverage from GPF.</li>
</ol>



<p><strong>Decision</strong></p>



<p>Staff Side protested against the non cooperation of the Department of Expenditure in not settling the genuine demand of the Staff Side. After discussion Additional Secretary desired that the Department of Expenditure and Department of Pension should reconsider the matter and if required to have a meeting with the Staff Side for reaching an agreement on the issue.</p>



<ol class="wp-block-list" start="6">
<li>Enhancement of Bonus Ceiling Limit of Casual Labourers consequent on enhancement of Bonus Calculation Ceiling of Central Govt Employees.</li>
</ol>



<p><strong>Decision</strong></p>



<p>After discussion it was decided that the Department of Expenditure will issue a circular to all the Ministries/Department to find out the number of casual employees and there after a decision would be taken.</p>



<ol class="wp-block-list" start="7">
<li>Modification for grievance redressal mechanism .</li>
</ol>



<p><strong>Decision</strong></p>



<p>Staff Side complained that the grievances of pensioners and family pensioners are not being addressed properly and hence the grievance redressal mechanism in the DOP&amp;PW and all other Ministries should be strengthened and should be properly monitored. DY. Secretary DOP&amp;PW informed that a detailed guidelines in this regard was issued by the DOP&amp;PW. Additional Secretary desired that a copy of the DOP&amp;PW instructions may be forwarded to the Staff Side and the DOP&amp;PW should ensure that the pensioner’s grievances should be attended and settled in a time bound manner. Staff side mentioned that as per norms Pension and PW department should hold minimum three meetings during year but instead of continuous persuasions and sending agenda no meeting could be held. <li>Implementation of Govt. decision on 7th CPC recommendations on Risk Allowance to the Central Govt. Employees including Defence Civilian Employees.</li>

<p><strong>Decision</strong></p>



<p>Staff Side argued that Risk Allowance should be at par with the Risk and Hardship matrix and the left out operations organisations and categories should be included for the payment of Risk Allowance. Additional Secretary informed that the report of the Railway Risk Allowance Committee has been received and the same will be studied. After receipt of Risk Allowance Committee Report of Defence Ministry further Action in this regard would be taken. It was also assured by ADS that the recommendations send by railways will be analysed and hard duty allowance for various categories will be examined and replied shortly.</p>

<li>Restoration of the commuted portion of pension after 12 years:</li>
</ol>



<p><strong>Decision</strong></p>



<p>Staff Side protested against the stand taken by Department of Expenditure that the Staff Side should wait till the next Pay Commission and that now this demand is premature. We stated that the Staff Side have already given full justification for restoration of the commuted pension after 12 years and the DOP&amp;PW have already recommended for restoration of the commuted pension after 12 years and hence the issue needs to be settled. After discussion Additional Secretary desired that the DOP&amp;PW and the Department of Expenditure should hold a meeting with Staff Side and if the issue is not resolved then the same·can be raised in the main meeting of the National Council – JCM.</p>

<li>MACP to be made effective from 1.12006 in implementation of the judgement of the Supreme Court.</li>
</ol>



<p><strong>Decision</strong></p>



<p>The Supreme Court in two cases have rejected the above matter. Only in the case of Armed Force Personnel the Supreme Court gave a different Judgement and MOD of their own have implemented the judgement for Armed Forces Personnel. The matter will be further studied.</p>



<ol class="wp-block-list" start="11">
<li>Grant of one notional increment for those who retired on superannuation on 30th June,</li>
</ol>



<p><strong>Decision</strong></p>



<p>Staff Side protested against the undue delay in deciding this issue despite many judgements by the Supreme Court and we demanded that the Government Orders should be issued. Additional Secretary stated that the issue is in an advanced stage of consideration and the DOPT would take a decision in this regard very soon.</p>

<li>Applicability of the 7th CPC. Pay revision benefit for those retired on 31.12.2015.</li>

<p>The Matter is pending before the Supreme Court</p>

<li>To specify time frame for the completion of disciplinary cases in the case of pensioners.</li>

<p>Staff Side stated that there are many disciplinary cases of retired employees remaining unsettled and pending for 5 to 10 years period and hence there should be a time limit fixed for the disciplinary proceedings pending against retired government employees. Additional Secretary informed that the matter is under examination in the DOPT and detailed guidelines will be issue very soon in this regard.</p>



<p>After discussion on the above agenda points we raised the following important issue:</p>



<ol class="wp-block-list">
<li>After the issue of DOP&amp;PW OM Dated 03.03.2023 on the subject of option for those Central Government employees who were recruited on the basis of Notification / Advertisement issued prior to 22/12/2003 for conversion from NPS to OPS the following anomalies have cropped up and in the lower formations I field units the above OM is not properly implemented.</li>
</ol>



<p>a. Ex Apprentices of Railways and Defence who were recruited directly on batch wise seniority basis in their cases there is no notification / advertisement and hence the vacancies sanctioned for recruitment prior to 22/12/2003 should be treated as notification. This is not happening in the units.</p>



<p>b. In the case of Compassionate Appointment also there is no notification and hence the employees recruited on the basis of the Call Letters issued to them / date of application for compassionate appointment etc should be treated as notification. This matter is also remaining unsettled.</p>



<p>c. In some cases the senior employees are kept in NPS and the Junior employees are converted to Old Pension Scheme .</p>



<p>To settle all the above issues and for extension of the cut of date for the appointing Authorities to take the decision etc were represented to the DOP&amp;PW by the Secretary Staff Side and have demanded the</p>



<p>DOP&amp;PW to hold a meeting with the Staff Side to decide all the various anomalies in the implementation of DOP&amp;PW OM dated 03/03/2023. However there is no positive response from the DOP&amp;PW. Additional Secretary directed that the DOP&amp;PW should hold a meeting with the Staff Side to resolve the issues represented by the Staff Side.</p>



<p>While concluding the meeting Additional Secretary assured that the meeting of the National Council JCM under the Chairmanship of Cabinet Secretary would take place soon.</p>

<p>Constituting the 8th CPC, restoring OPS, releasing the pending/ impounded DA/DR for the eighteen months, and other demands: The Confederation is escalating a phased agitation that will conclude in a mega-rally on November 3rd, 2023.</p>



<p>The Confederation of Central Government Employees and Workers is expanding their phased agitation in favour of seven demands as a team with the All India State Government Employees Federation. This includes a big rally in New Delhi on November 3, 2023, with the goal of breaking attendance records. The New Pension Scheme must be revoked, contract workers must be regularised, and privatisation must be halted. Each affiliate has a participation quota, and leaders encourage participants to exceed prior turnout. Affiliates&#8217; financial contributions are critical. The rally represents employee unity and desire to achieve their goals, perhaps altering the Indian labour environment.</p>

<p>Dear Comrades,</p>



<p>In continuation of the Confederations earlier circular dated 6-9-2023, If is again reiterated that the Confederation along with the All India State Government Employees Federation is conducting phase wise agitation/ programmes in support of seven Demands, as per Declaration of the joint National Convention held at Talkatora Indoor Stadium on 6th December 2022. Currently, State level Convention Seminars are being held everywhere, vehicle jathes are taken out either jointly with AISGEF wherever it is possible or separately by the respective organisations. A mega Rally is scheduled to be held on 3rd November 23 at Ramlila Maiden, all out efforts have to made by all the affiliates or Confederation, State COCS to make the Rally, an historic one terms or the number or participants . Already a Rally on single issue or “SCRAP NPS AND RESTORE OPS“, was held on the same venue on 10th August ,under the banner or JFROPS (NJCA), of which Confederation was a major Constituent and actively participated in the rally.</p>



<p>The seven points Charter of Demands in pursuant of which the agitations are going on, and the rally is to be held, are as under ;</p>



<ol class="wp-block-list">
<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Annul PFRDA act, Scrap NPS, Restore OPS.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Regularise Contractual/ Outsourced/ Dally waged employees including Health, Education &amp; Postal GDS; fill up all the Vacancies in Central/ State Government Departments &amp; PSUs , urgently.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Stop privatisation/ corporatisation or PSUs and Downsizing of Government Departments.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Ensure Democratic Trade union rights; Review the derecognition order’s of NFPE, AIPEU Group C &amp; ISROSA</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Abandon National Educational Programme.</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Constitute 8th Central Pay Commission; Release the Pending/ Impounded DA/DR for Eighteen Months (from 1-1-20 to 30-6-21).</mark></li>



<li><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color">Remove all Rider’s/ Restrictions on Compassionate Employment Assistance Scheme</mark>.</li>
</ol>



<p>The quota fixed for various organisations for the 3rd November 23 rally to be organised at RamIlia Maldan.on the call of Confederation and AISGEF. are as under :-</p>



<p>1. NFPE : 5000<br />2. ITEF. : 3000<br />3. AUDIT : 1000<br />4. DELHI : 1000<br />5. EPF : 500<br />6. ALL OTHER AFFILIATES:: MINIMUM 50</p>



<p>All the affiliates of Confederation have the daunting task of rising up to the occassion. and their leadership should leave no stone unturned to reach out to each and every member explain them the demands and circumstances under which we are agitating, mobilize the rank and file, for participating en mass in the 3rd November 23 rally and make it a grand Success .It should be ensured that participation of member’s from the Confederation must be more than, that was in the previous rally of 10th August . respective organisations must do their level best to fulfill the quota allotted to them .</p>



<p>State COCs of Delhi and adjoining state’s have to play a major role in mobilizing the rank and file and bringing them for the Rally, as compared to the other states, wherein it would be difficult to bring members in large numbers, owing to various reasons .</p>



<p>Remittance of Quota :: As stated in previous circulars , it is again reiterated that the financial position of the Confederation is very weak , and without fund’s no movement or organisation can be effectively run , huge expenses would be incurred on the proposed program of rally and other activities of the Confederation . General Secretaries of ail the State COCs/All affiliates of the Confederation, are once again requested to kindly remit their “Due quota” of previous year’s,if not paid and the quota for the year of 2023 latest by the 20th October , so that functioning of the organisation could be carried out smoothly and in better way</p>



<p>An online meeting of the National Executive Committee of Confederation would be held, soon to review the ongoing campaign programme and also the financial position of the Confederation .</p>
