<p>As per the official guidelines, <strong>APARs pending with the Officers Reported Upon were auto-forwarded to Reporting Officers on June 1, 2025</strong>, and the <strong>next deadline is June 30, 2025</strong>, for Reporting Officers to complete their assessments.</p>



<p>All <strong>Nodal Officers of cadre units</strong> are instructed to <strong>ensure compliance</strong> and alert Reporting Officers about the auto-forwarding on <strong>July 1, 2025</strong>, if entries are not completed. This matter is to be treated with <strong>utmost priority</strong>.</p>

<h3 class="wp-block-heading">Subject: Strict adherence to the timelines for recording of Annual Performance Assessment Report (APAR) for the reporting year 2024-25 in respect of officers of CSS/ CSSS/ CSCS&nbsp;through SPARROW portal &#8211; reg.</h3>



<p>The undersigned is directed to refer to this Department’s OM of even number dated 01.04.2025 and 11.04.2025 and reminders dated 08.04.2025, 01.05.2025 and 08.05.2025 regarding timelines for recording of APARs for the reporting year 2024-25.</p>



<p>2. The APARs pending with the Officers Reported Upon have already been auto forwarded to the next level i.e. Reporting Officer on 01.06.2025 (at 00:00 Hrs.), as per the stipulated timelines. The next deadline stipulated is 30.06.2025 for the Reporting Officers to make their assessment/entries. The APARs would be AUTO-FORWARDED to the next level on 01.07.2025.</p>



<p>3. Nodal Officers for SPARROW of all the cadre units of CSS/CSSS/CSCS are requested to sensitize all the Reporting Officers posted in their Ministry/Department regarding the timelines and the auto forwarding of APAR to the next level as per the prescribed timelines.</p>



<p>4. This may be accorded upmost PRIORITY.</p>

<h3 class="wp-block-heading">Subject: Revision of timelines for preparation/ completion of Annual Performance Assessment Report (APAR) in respect of Central Civil Services</h3>



<p>The undersigned is directed to invite reference to this Department’s OM No.21011/01/2005-Estt.(A)(Pt.II) dated 23.07.2009 on the subject, “Preparation and maintenance of Annual Performance Assessment Reports (APAR)”.</p>



<p>2. In partial modification of Annexure III of the abovementioned DoP&amp;T OM dated 23.07.2009, the competent authority has approved revised time schedule for preparation / completion of Annual Performance Assessment Report (APAR). Accordingly, the revised time schedule, i.e., Annexure II is annexed herewith.</p>



<p>3, These instructions will come into force from the Reporting Year 2024-25 onwards.</p>

<h3 class="wp-block-heading">Subject: Guidelines for execution of Scoring System for Implementation of National Programme for Civil Services Capacity Building &#8211; Mission Karmayogi.</h3>



<p>The undersigned is directed to refer to this Department’s OM of even number dated 18.12.2024 (copy enclosed) vide which introducing of scoring system for implementation of National Programme for Civil Services Capacity Building &#8211; Mission Karmayogi was circulated to all Ministries/ Departments to dedicate their efforts through their Capacity Building Units to maximize participation and adherence to the scoring framework in order to align the capacity-building plans and complete necessary activities, such as employee onboarding and competency mapping, to ensure successful integration into the scoring framework.</p>



<p>2. To provide a structured approach to the monitoring and evaluation activities necessary for such a large and significant program, a comprehensive M&amp;E framework comprising of Key Performance Indicators (KPIs) has also been developed and notified vide this Department’s O.M. <strong>dated 08.08.2024</strong> (Copy enclosed). KPIs are based on the program’s key activities, which are crucial for achieving its objectives. The framework shall aid various stakeholders identified in Karmayogi Guidelines i.e. DoPT, SPV &#8211; Karmayogi Bharat (KB), Capacity Building Commission (CBC), Ministries/ Departments/ Organisations (MDOs) and Civil Services Training Institutes (CSTIs) in efficiently overseeing the implementation of Mission Karmayogi.</p>



<p>3. Now in continuation to the aforesaid O.Ms., the guidelines to execute the Scoring system are being issued detailing the roles and responsibilities of Ministries/Departments, Karmayogi Bharat, Capacity Building Commission and relevant timelines as under:</p>



<p><strong>I. Role of Ministries/Departments:&nbsp;</strong>Ministries/Departments(M/D) shall –</p>



<ul class="wp-block-list">
<li>Ensure that all officials including contractual workforce and outsourced personnel are on-boarded on the iGOT Karmayogi platform hereby also referred to as iGOT.</li>



<li>Furnish information on employee strength at M/D Headquarters including contractual/outsourced workforce etc. (ref. DoPT’s letter dated 29th October 2024, F. No.T-28/112/2024-iGOT) and submit requisite details through the Google Form (link provided in the aforementioned letter).</li>



<li>Ensure that correct information on employee strength is updated on iGOT Karmayogi Platform through department’s MDO admin portal under Staff Details tab.</li>



<li>Validate the officials on-boarded on the platform under respective Ministry/Department. Officials who are incorrectly mapped to a M/D shall be marked as “Not my User” through MDO Admin portal.</li>



<li>Identify the domain competencies required by officials at all levels in the M/D and</li>



<li>Communicate the domain competency requirement to all officials via circulars and internal notifications. This activity shall be completed within 2 months from the date of issue of this OM.</li>



<li>Update the ACBPs of the respective M/D to reflect the identified domain competencies. All ACBPs shall incorporate identified domain competencies, ensuring inclusion of domain courses in the respective training calendars.</li>



<li>Upload the designation wise domain competency requirement and proficiency level on iGOT Karmayogi Platform with the support of SPV-KB.</li>



<li>Ensure that courses are tagged to all identified competencies and proficiency level.
<ol class="wp-block-list">
<li>For the competencies that already have corresponding courses on iGOT<br />Karmayogi portal, map the courses to all employees through the “Training<br />Plan”. This would ensure that users can view the list of courses he/she has to<br />undertake on the “My iGOT” section of the portal.</li>



<li>For competencies that do not have any existing course on iGOT, M/Ds shall ensure availability of courses on priority on the platform. If a Subject Matter Expert (SME) from within the M/D (including the training institutes) is available, services of agencies empanelled by SPV-KB may be utilised for creating courses. If an in-house SME is not available, M/D can request SPV-KB to procure/ create the courses from outside the M/D (including private institutions).</li>
</ol>
</li>



<li>Monitor progress regularly on various KPIs (Ref. DoPT’s letter dated 8th August 2024, No.T-28/62/2024-iGOT) and encourage officials to take up ACBP courses on iGOT.</li>
</ul>



<p><strong>II. Role of Capacity Building Commission:</strong> CBC shall &#8211;</p>



<ul class="wp-block-list">
<li>Assist Ministries/Departments by enabling CBUs to conduct the process of identification of domain competency requirement of each M/D.</li>



<li>Guide the M/Ds in the process of updating the ACBPs of the to reflect the identified domain competencies.</li>



<li>Utilize its network of knowledge experts to facilitate M/Ds for course creation on domain competencies identified by M/Ds.</li>
</ul>



<p>III.&nbsp;<strong>Role of SPV-Karmayogi Bharat:</strong>&nbsp;The SPV — KB shall –</p>



<ol class="wp-block-list">
<li>Enable the mapping of all courses to the competencies and proficiency level.</li>



<li>Facilitate data cleaning on the iGOT portal by providing support to the MDO admins to ensure user profiles reflect their correct MDO, and designation/role.</li>



<li>Ensure that functionality to upload staff details is available on MDO admin portal for each M/D.</li>



<li>Facilitate creation of courses by SMEs in the M/D. If in-house SME is not available for any competency, KB shall procure/create such courses on demand.</li>



<li>Make M/D scorecards available on MDO Leader and MDO admin portals with clear visibility of scores for each criterion. M/Ds shall use these scorecards for real time tracking of their progress in Mission Karmayogi.</li>



<li>Develop the Karmayogi Dashboard for enabling, inter alia,
<ol class="wp-block-list">
<li>Insights to drive decision making</li>



<li>Seamless access to required information</li>



<li>Key Performance Indicators for all Departments</li>



<li>Relative rankings of all Departments based on the Departmental Scorecards</li>



<li>Top 5 Ministries/ Departments every quarter based on Departmental Scorecards</li>
</ol>
</li>
</ol>



<p><strong>IV. Role of DoPT:</strong> DoPT shall &#8211;</p>



<ol class="wp-block-list">
<li>Coordinate with various stakeholders to facilitate the implementation of Scoring System and Mission Karmayogi and provide requisite guidance and support</li>



<li>Review, refine, and update the Scoring System, revising focus areas as and when necessary.</li>



<li>Oversee and monitor the performance of Ministries/ Departments (M/Ds) vis-a-vis the Key Performance Indicators (KPIs) outlined in the Monitoring and Evaluation (M&amp;E) framework and the Scoring System</li>
</ol>



<p>4. All Ministries and Departments are requested to ensure strict adherence and compliance with the aforementioned guidelines to facilitate successful assessment of the KPIs using the scoring framework as outlined.</p>

<p>The undersigned is directed to say that in partial modification of the guidelines issued vide DoP&amp;T OM No. 104/76/2022-AVD-IA dated 28.09.2022, the Competent Authority has approved the following guidelines for handling of complaints received against officers/ officials in Ministries/ Departments/ Organizations of Government of India.</p>



<p>2. Anonymous complaints, i.e. such complaints that do not carry both the name and address of the complainant, should be filed straightaway. No action is required to be taken on such complaints, irrespective of the nature of allegations, and they should be filed.</p>



<p>3. All complaints containing non-specific and unverifiable allegations as may be decided by the competent authority should also be filed without verification of identity of the complainant.</p>



<p>4. Complaints, other than anonymous complaints, containing specific allegation of corruption or attracting vigilance angle (as laid out in para 3(a)(I) of DoPT’s OM No. 104/33/2024 -AVD-IA dated 09.10.2024 shall be considered and processed by the Chief Vigilance Officer of the Ministry/ Department/ Organization concerned. All other complaints, containing matters of non-vigilance nature, would be considered by the Joint Secretary/ Additional Secretary in-charge of Administration of the respective Ministry/ Department.</p>



<p>5. Complaints of both categories, 1.e. vigilance and non-vigilance, including complaints received through e-mail, should be sent by the Ministry/ Department/ Organization concerned through Speed Post/ Registered Post/ authenticated electronic media to the complainant for owning/ disowning the complaint and for confirming the veracity of the contents of the complaint.&nbsp;If no response is received from the complainant within 15 days of sending the complaint for confirmation, a reminder should be sent. If the response is still not received within 15 days of sending the reminder, the said complaint should be filed as pseudonymous by the Ministry / Department /Organization concerned.</p>



<p>6. The decision to file the complaint or examine it further should be taken by the concerned Ministry/Department/Organization within a period of three months from the date of receipt of the complaint. Such further examination may be in the shape of a preliminary inquiry or an inquiry as decided by the Competent Authority.</p>



<p>7. Once the Ministry/Department/Organization concerned decides to examine the complaint further, as a vigilance or non-vigilance matter, a copy of the complaint should be made available to the officer(s) against whom the complaint has been made through speed post, within 15 days of the decision.</p>



<p>8. In case of complaints received in the Ministries/Departments of Government of India on matters pertaining to AIS officers or Central Government employees working in connection with the affairs of the State Governments, these shall be forwarded to the State Government concerned for action as appropriate. The State Governments may, in the first instance, carry out the exercise as envisaged in para-5 and para-6 above. Once the State Government decides to examine the complaint further, the State Government concerned may share a copy of such complaint forwarded to the officer(s) against whom the complaint has been made, within 15 days of the decision. Complaints received prior to issue of these guidelines may be disposed of accordingly with the approval of the competent authority.</p>



<p>9. In order to ensure that complaints are dealt with expeditiously within 3 months of the date of receipt of the complaint, a Review Committee shall be constituted in every Ministry/ Department. The Review Committee shall be chaired by an officer not below the rank of Additional Secretary and shall include the CVO of the Ministry/ Department and the Joint Secretary/ Additional Secretary in-charge of Administration of the respective Ministry/ Department inter alia as members. This Committee shall meet on a monthly basis to monitor the disposal of complaints that are pending for a decision beyond two months from their date of receipt.</p>



<p>State Governments may also undertake a similar exercise for complaints forwarded to them as per para-8 above.</p>



<p>10. Complaints against Secretaries to the Government of India, whether pseudonymous or otherwise, received by the Cabinet Secretariat or the DoP&amp;T or the Prime Minister’s office, will be first scrutinized by the Group headed by the Cabinet Secretary. The composition of the group shall be as follows:-</p>



<p>(i) Cabinet Secretary<br />(ii) Principal Secretary to the Prime Minister.<br />(iii) Secretary (Coordination) in the Cabinet Secretariat<br />(iv) Secretary, DoP&amp;T, and<br />(v) Secretary, CVC- Observer</p>



<p>a) This Group, after reviewing the complaints, would proceed as follows:-</p>



<ul class="wp-block-list">
<li>If there is no substance in the complaint or the complaint is frivolous in nature, the group would close the complaint and inform the relevant officer from where the complaint was received;</li>



<li>In case the preliminary scrutiny of the complaint indicates that there is some substance in it or there are verifiable allegations, the Group could do one or more of the following:-</li>
</ul>



<p>(i) Seek the comments of the Secretary concerned;<br />(ii) Call for the concerned file(s);<br />(iii) Call for the relevant records, including annual property returns, other reports etc.</p>



<p>b) Having received appropriate inputs on the complaints, the group will then proceed in the following manner:-</p>



<ul class="wp-block-list">
<li>In case the records/ comments indicate that there is no substance in the complaint, it will be closed.</li>



<li>If after scrutiny, it is felt that there is some substance in the complaint, a view would have to be taken by the group regarding the nature of the investigation called for and an appropriate recommendation made in this regard.</li>



<li>Thereafter, the recommendation would be submitted to the Disciplinary Authority, for action as deemed fit.</li>
</ul>



<p>c) The Group constituted will also be looking into the complaints received by the Cabinet Secretary from CVC under the CVC Act or the Public Interest Disclosure Resolution. The CVC shall be kept informed at regular intervals about the status of the scrutiny/review undertaken by the group into complaints forwarded by the CVC.</p>



<p>d) The procedure to be followed for handling complaints against Secretaries to the Government of India as laid down in sub paras above shall also be adopted in respect of complaints against retired secretaries.</p>



<p>11. The complaints against officers who do not hold the post of the Secretary, but whose pay-scales are equivalent to that of Secretaries to the Government of India (Secretary Equivalent Position) and who are functioning under an administrative Ministry/ Department (i.e. where there is an administrative superior to such officers) shall be looked into by the concerned Ministry / Department and the matter may be referred to the Cabinet Secretariat (Group of Secretaries headed by Cabinet Secretary) only if it merits further action. This procedure shall be adopted in the case of those officers who have retired from Secretary-equivalent posts too.</p>



<p>12. Complaints against Chief Executives of Public Sector Enterprises and CMDs of Public Sector Banks and Financial Institutions will be considered by the Group of Officers constituted vide Department of Public Enterprises O.M. No. 15(1)/2010- DPE(GM) dated 11.3.2010/ 12.4.2010 as amended from time to time. The Group of Officers shall follow the procedures enunciated in these guidelines while considering the complaints referred to them.</p>

<h3 class="wp-block-heading">Subject: Grant of notional increment on 1st July/ 1st January to the employees who retired from Central Govt.service on 30th June / 31st December respectively for the purpose of calculating their pensionary benefits &#8211; regarding.</h3>



<p>The undersigned is directed to say that in terms of Rule 10 of the Central Civil Services (Revise Pay) Rules, 2006, notified by D/o Expenditure vide Notification No.G.S.R.622 (E) dated 29.08.2008, date of annual increment was made uniform viz. 1st July of every year with effect from 01.01.2006. It was subsequently decided vide Rule 10 (1) of the Central Civil Services (Revise Pay) Rules, 2016, notified by D/o Expenditure vide Notification No.G.S.R.721 (E) dated 25.07.2016, that there shall be two dates for grant of increment namely 1st January and 1st July of every year.</p>



<p>2. Hon’ble High Court of Madras in its Order dated 15.09.2017 in W.P.No.15732 of 2017-P.Ayyamperumal Vs Union of India &amp; Ors. allowed grant of notional increment to the petitioner on the day following the date of his retirement from service for the purpose of calculation of pensionary benefits. Judgement in the case of Shri P.Ayyamperumal was implemented in personam. Following this, D/o Personnel and Training (DOPT) received a number of representations from the employees who superannuated on 30th June/ 31st December claiming similar benefit. Large number of Court cases have also been filed before Hon’ble Administrative Tribunals, High Courts and Supreme Court on the subject matter.</p>



<p>3. The issue was examined in consultation with the nodal authorities concerned and with due regard to the relevant provisions in the Fundamental Rules (FRs) which regulate grant of increment to the Central Government employees. It is pertinent to note that FR 9(21) (a) defines ‘pay’ as the amount sanctioned to a Government servant for a post held by him substantively or in an officiating capacity or to which he is entitled by reason of his position in a cadre.FR 17 provides that subject to any exceptions specifically made in these Rules, an employee shall begin to draw the pay and allowances attached to his tenure of a post with effect from the date when he assumes the duties of that post and shall cease to draw them as soon as he ceases to discharge those duties. Further, FR 24 stipulates that an increment may be withheld from a Government servant if his conduct has not been good or his work has not been satisfactory. To summarise these Rule provisions, for availing the benefit of an increment on the date of its accrual, an employee should be in service, should have rendered satisfactory work and should have displayed good conduct during the period of qualifying service.</p>



<p>4. However, Hon’ble Supreme Court vide Order dated 11.04.2023 in Civil Appeal No.2471 of 2023 (@SLP (C) No.6185/2020) &#8211; Director (Admn.and HR), KPTCL Vs C.P.Mundinamani &amp; Ors, upheld the Orders passed by the Division Bench of the Hon’ble High Court of Karnataka at Bengaluru in Writ Appeal No.4193/2017 allowing grant of one annual increment, which the original writ petitioners earned on the last day of their service for rendering services during preceding one year from the date of retirement with good behaviour and efficiently, for the purpose of calculating the retiral benefits. However, Union of India was not among the Parties in the said case.</p>



<p>and have rendered the requisite qualifying service as on the date of their superannuation with satisfactory work and good conduct for calculating the pension admissible to them. As specifically mentioned in the Orders of the Hon’ble Supreme Court, grant of the notional increment on 1st January/1st July shall be reckoned only for the purpose of calculating the pension admissible and not for the purpose of calculation of other pensionary benefits.</p>



<p>8. It may also be noted that these instructions are being issued in compliance of the Interim Orders dated 06.09.2024 of the Hon’ble Supreme Court in MA Dy.No.2400/2024 without prejudice to the legal stand of the Union of India in the matter and without prejudice to any change of law in this regard.Further, the action taken shall be subject to the final outcome of the Review Petition (Dy.No.36418/2024) pending before the Hon’ble Supreme Court which is expected to be heard by the Apex Court in the week commencing 04.11.2024,</p>



<p>9. This issues with the concurrence of D/o Expenditure vide their Dy.No.08- 09/2019-E.III.A(Vol.III) (3969602) dated 08.10.2024 and D/o Legal Affairs vide Computer Dy.No.E 128445 dated 30.09.2024.</p>

<h3 class="wp-block-heading">Subject: Instructions under AIS (Study Leave) Regulations, 1960 regarding Leave Salary for AIS officers on Central Deputation during Study Leave and grant of ex-India Study Leave for pre or post course formalities.</h3>



<p>Sir / Madam,</p>



<p>I am directed to refer to letter No. 11020/09/2008 -AIS-III dated 14/07/2008 (copy enclosed) which provides for Regulation of grant of Study Leave to the members of the All India Services who are on deputation to the Government of India under Central Staffing Scheme.</p>



<p>2. Instances have come to notice of this Department of Study Leave proposals of AIS officers whose Central Deputation tenure is ending during the period of Study Leave, which causes inconvenience to the members of the All India Services in drawing leave salary.</p>



<p>3. Accordingly, in continuation of procedure provided as per letter dated 14.07.2008, it is decided that while granting the Study Leave in such cases, the salary of the concerned AIS officer till the approved period of Central Deputation shall be borne by the Central Government and for the period beyond Central Deputation, coinciding with the Study Leave period, shall be borne by the respective State Cadre/ Government.</p>



<p>4. In view of the above, the State Cadres/Governments while giving its concurrence/NOC in respect of Study Leave of AIS officers on Central Deputation, shall also affirm that the salary of the concerned officer for the period beyond Central Deputation, coinciding with the Study Leave period, shall be borne by the State Government.</p>



<p>5. Further, it has also been decided that, subject to Regulation 4 of AIS (Study Leave) Regulations, 1960, while submitting the application for ex-India Study Leave, the officer concerned may take a total 15 days of ex-India Study Leave, beyond the scheduled commencement and end dates of study course as per academic calendar of the University/ Institute. Such combination of 15 days ex-India Study Leave can be taken in parts or in total, either before commencement or after the end of Study Course abroad for pre or post course formalities. Further, such pre/post Study Leave period beyond the academic calendar of the University/ Institute needs to be duly specified while submitting proposals for ex-India Study Leave.</p>

<h3 class="wp-block-heading">Subject: Central Civil Services (Leave Travel Concession) Rules, 1988 &#8211; Relaxation to travel by air to visit North East Region, Jammu &amp; Kashmir, Ladakh and Andaman &amp; Nicobar &#8211; extension beyond 25.09.2024 -regarding.</h3>



<p>The undersigned is directed to refer to this Department’s OM No. 31011/15/2022 -Estt.A-IV dated 11.10.2022 regarding relaxation to travel by air to visit North East Region, Jammu &amp; Kashmir, Ladakh and Andaman &amp; Nicobar, and to say that in relaxation to CCS (LTC) Rules, 1988, the scheme allowing Government servants to travel by air to North East Region (NER), Union Territory of Jammu and Kashmir (J&amp;K), Union Territory of Ladakh and Union Territory of Andaman &amp; Nicobar Islands (A&amp;N) is extended for a further period of two years, w.e.f. 26th September, 2024 till 25th September, 2026.</p>



<p>2. The above Special Dispensation Concession is subject to the following terms &amp; conditions: –</p>



<p>i. All eligible Government servants may avail LTC to visit any place in NER/ A&amp;N/ J&amp;K/ Ladakh against the conversion of their one Home Town LTC in a four years’ block period.</p>



<p>ii, Government servants, whose Home Town and Headquarters / place of posting are same, they are not allowed the conversion of any Home Town LTC as they are not eligible for the Home Town LTC facility.</p>



<p>iii. The Government servant whose Home Town is situated in NER/A&amp;N/J&amp;K/Ladakh will also be allowed conversion of Home Town LTC for availing this Scheme to visit any place in any one of the three regions out of the above mentioned four regions except the region wherein his/her Hometown is situated.</p>



<p>iv. Fresh Recruits are also allowed conversion of one of the three Home Town LTCs in a block of four years, applicable to them to visit NER/A&amp;N/J&amp;K/Ladakh. In addition, they are allowed one additional conversion of Home Town LTC to visit UT of J&amp;K/UT of Ladakh in a block of four years.</p>



<p>v. Government servants entitled to travel by air may avail this concession from their Headquarters in their entitled class of air by any airlines subject to the terms and conditions as enumerated in DoPT’s OM. No. 31011/12/2022- Estt.A-IV dated 29.08.2022 read with DoPT’s OM No. 31011/11/2023 – Pers. Policy A-IV dated 20.10.2023 (copies enclosed).</p>



<p>vi. Government servants not entitled to travel by air are allowed to travel by air in Economy class by any airlines subject to the terms and conditions as enumerated in DoPT’s OM dated 29.08.2022 read with DoPT’s OM No. 31011/11/2023 &#8211; Pers. Policy A-IV dated 20.10.2023 in the following sectors:- :</p>



<ol class="wp-block-list">
<li>Between Kolkata/Guwahati and any place in NER.</li>



<li>Between Kolkata /Chennai/Visakhapatnam and Port Blair.</li>



<li>Between Delhi/Amritsar and any place in J&amp;K/Ladakh.</li>
</ol>



<p>Journey for these non-entitled employees from their Headquarters upto Kolkata/ Guwahati/ Chennai/ Visakhapatnam / Delhi/ Amritsar shall be undertaken as per their entitlement.</p>



<p>vii. Air travel by Government employees to NER, J&amp;K, Ladakh and A&amp;N as mentioned in para (v) and (vi) above is allowed whether they avail the concession against Anywhere in India LTC or in lieu of the Home Town LTC, as permitted.</p>



<p>viii. Government servants not entitled to travel by air are also allowed to travel by air in Economy class by any airlines to any place in NER/ A&amp;N/ J&amp;K/ Ladakh from their Headquarters directly, however, the reimbursement will be subject to the conditions as enumerated in DoPT’s OM No. 31011/12/ 2022-Estt.A-IV dated 29.08.2022.</p>



<p>ix. The instructions regarding booking of air tickets through authorized travel agents, best available fares, slots, booking time, advances, reimbursement, etc., as mentioned in DoPT’s OM No. 31011/12/2022- Estt.A-IV dated 29.08.2022 read with DoPT’s OM No. 31011/11/2023 &#8211; Pers. Policy A-IV dated 20.10.2023 will also be applicable for this Special Dispensation Scheme.</p>



<p>3. All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.</p>



<p>4. In their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued as mandated under Article 148(5) of the Constitution and after consultation with the Comptroller &amp; Auditor General of India.</p>
