<h3 class="wp-block-heading">Subject: Revision of the rates of Central Secretariat (Deputation on Tenure) Allowance to officers of All India Services and Organized Group ‘A’ Central Services on their appointment as Under Secretary, Deputy Secretary and Director in the Central Secretariat under the Central Staffing Scheme.</h3>



<p>The undersigned is directed to refer to this department’s Office Memorandum of even no dated 24.04.2018 conveying the revised rates of Central Secretariat (Deputation on Tenure) Allowance (CDTA) admissible to the officers of All India Services and Organized Group A’ Central Services on their appointment as Under Secretary, Deputy Secretary and Director in the Central Secretariat under the Central Staffing Scheme.</p>



<p>2. It was indicated in para 1 (c) of the OM that during their tenure as Under Secretary/ Deputy Secretary/ Director, the officers will be paid CDTA at the rate of 10% of their basic pay, subject to a ceiling of Rs. 9000;</p>



<p>3. In consideration of references received from various Ministries/Departments and after due consultation with Department of Expenditure it has been decided that the ceiling will further rise by 25 percent each time Dearness Allowance increases by 50 percent.</p>



<p>4. This issues with the concurrence of the Department of Expenditure conveyed vide their ID note no. 916/2024-E. 11(B) dated 29.04.2025. All others terms and conditions regulating the CDTA, as contained in this Department’s OM No. 2!10/2017-Estt. (Pay-Il) dated 24.04.2018 remain unchanged.</p>

<p>Reference is invited to timeline prescribed for processing and payment of pension/family pension, gratuity and other retirement benefits prescribed under CCS (Pension) Rules and issued by DoP&amp;PW and O/o CGA. It has been noticed that payment of retirement benefits is getting delayed in many cases and  errors are also being reported in issuance of PPO.</p>



<p>2. In this regard, it is observed that PAO may receive number of pension/family pension cases where the pension forms are not properly filled and complete, particulars not furnished or authentication of HOO/DDO not given in the space provided, etc. These kinds of cases might have been returned to the concerned office for rectification / omissions which may result to delay in payment of pension/family pension. In this connection, it is advised that common errors noticed by PAO may be compiled and issued as internal guidelines. Accordingly, concerned HOO/DDOs may be advised to ensure due care while submitting pension/family pension cases to PAO so that pensioners/family pensioners get their dues well in time. PAOs may also be advised to fill all the columns of the PPO with due care.</p>



<p>3 It is further advised that, in case, delay is anticipated in payment of pension/ family pension, gratuity to the beneficiary concerned, then sanctioning authority may sanction provisional pension/ family pension/ gratuity to them, as per CCS (Pension) Rules,2021 so as to avoid hardship to the pensioner/family pensioner. In this matter, the provision enunciated under the Rule 65 of CCS (Pension) Rules, 2021 may be taken into account.</p>



<p>4. In view of above, all the Pr. CCAs/ CCAs/ CAs (/Cs) of the respective Ministries/Departments are requested to ensure that pension/family pension cases are processed within the prescribed timelines.</p>

<p>Sub: <strong>Consolidated guidelines on Rotational Transfer Policy (RTP) for Central Secretariat Service &#8211; Regarding.</strong></p>



<p>The Central Secretariat Service (CSS) is managed centrally in CS.I Division of Department of Personnel &amp; Training (DoPT) for all matters relating to appointment, promotion, posting/transfer etc. CSS provides a permanent bureaucratic set up in the Central Secretariat and officers of the service provide continuity in the Central Secretariat. As a part of the cadre management , the officers of the Service can be posted to any Ministry/Department under Central Secretariat and other offices participating in CSS in Delhi and also located outside Delhi.</p>



<p>2. In order to manage transfer/ posting of the officers of the CSS in a definite framework, a Rotational Transfer Policy (RTP) has been in existence for quite some time. As various amendments in the policy have since been made at different times, it is felt to consolidate the same and accordingly , the consolidated guidelines with certain amendments on RTP in CSS have been drawn up and annexed herewith for information and compliance.</p>

<h3 class="wp-block-heading">Consolidated Guidelines on Rotational Transfer Policy (RTP) for Officers of Central Secretariat Service (CSS)</h3>



<h4 class="wp-block-heading">1. Grouping of Ministries/ Departments</h4>



<p>(i) Ministries/ Departments have been divided into two groups &#8211; <strong>Group &#8216;A&#8217; and Group &#8216;B&#8217; vide Annexure-I</strong>. If an officer has served his tenure in Group &#8216;A&#8217;, he/she will be eligible for transfer to Group &#8216;B&#8217; and vice versa.</p>



<p>(ii) However, an officer posted in Group &#8216;A&#8217; Ministry/ Department may also opt for posting to another Ministry/ Department in Group &#8216;A&#8217; on promotion. On his posting in the new Ministry/ Department in Group ‘A’, tenure will be counted afresh for future transfer under RTP.</p>



<h4 class="wp-block-heading">2. Tenure</h4>



<p>The minimum tenure required in a particular Ministry/ Department to be eligible for transfer from one cadre to another is as under:</p>

<h4 class="wp-block-heading">3. Transfer on promotion and exemption thereof</h4>



<p>(i)&nbsp;<strong>On promotion</strong>, an officer at any level shall be posted out of the Ministry/ Department if he/she has served in the same Ministry/ Department in any capacity for a period exceeding the prescribed tenure for the promotion post.</p>



<p>(ii)&nbsp;<strong>If the officer is due for superannuation within two years</strong>, he/she will be retained in the same Ministry/ Department against an existing vacancy of the promotional post. In case of no vacancy of the promotional post, then the officer will be transferred to another Ministry/ Department.</p>



<p>(iii)&nbsp;<strong>If the officer is due for superannuation within six months on promotion,</strong>&nbsp;he/she will not be transferred as in such a short period one cannot be expected to contribute usefully in another Ministry/ Department. Further, such a transfer may result in delay in finalisation of pension papers. Such an officer will be retained in the same Ministry/ Department against an available vacancy of the promotional post. In the absence of a vacancy, the post held by him/her will be upgraded on personal basis by keeping one post in another Ministry/ Department vacant so as not to exceed the cadre strength. On retirement, the post will revert to its original level.</p>



<h4 class="wp-block-heading">4. Officers exempted from transfer under RTP</h4>



<p>(i) Officers of all grades within two years of superannuation will be exempted from rotational transfers.</p>



<p>(ii) Officers likely to be promoted within one year shall be exempted from the RTP as on promotion officers are transferred if they have completed the prescribed tenure for the promotional post.</p>



<h4 class="wp-block-heading">5. Offices exempted under RTP</h4>



<p>Officers serving in PMO, Cabinet Secretariat, O/o Solicitor General &amp; Attorney General, Addl. Solicitor General will be exempted under RTP. It is considered necessary that these offices may be allowed to retain officers of choice beyond the prescribed tenure under RTP. However, before issue of transfer orders under RTP, these offices will be notified about the officers matured for transfer and if the office concerned decides to retain any of the officers also keeping in view the willingness of the officers concerned, it will inform DoPT and such officers will be exempted from RTP. This exercise will be repeated every year.</p>



<h4 class="wp-block-heading">6. Surrender of Officers</h4>



<p>(i) Unilateral surrender or relieving of officers on any ground is not allowed as surrender or relieving of an officer poses several problems to the Cadre Controlling Authority. If an officer is not performing, Ministries/ Departments concerned are expected to initiate appropriate action either to penalize or to reform the officer. Moreover, the officer surrendered/ relieved has to be posted somewhere and it will be difficult for the Ministry/ Department, where he/she is posted to work with such an officer. If situation warrants that an officer has to be surrendered/ relieved, then a request should be made to DoPT with detailed reasons and DoPT will consider the request on merits, whether to transfer the officer or not.</p>



<p>(ii) If despite the instructions, any Ministry/ Department surrenders an officer unilaterally, then such surrender would be presumed to have been made along with the post and the sanctioned strength of the concerned Ministry/ Department would be reduced accordingly and no replacement would be provided to the cadre unit concerned for one year. After expiry of one year, the position will be reviewed for restoration of the post and posting of an officer.</p>



<h4 class="wp-block-heading">7. Posting of Officers on return from Deputation/ Long Leave/ Long Term Training</h4>



<p>(i) An officer of any grade is required to report to CS.I Division (DoPT) on his/her return from deputation/ long leave/ long term training and will be posted to any Ministry/ Department based on the administrative exigencies. In such cases, this posting will be treated as a fresh tenure. In case it is decided that an officer is to be posted back to the same Ministry/ Department he last served, then his tenure will be limited to the balance period of the tenure prescribed for the grade subject to the availability of the vacancy and subject to the condition that at least one year of balance tenure is left.</p>



<p>(ii) Period of leave/ training exceeding six months will be treated as long leave/ long term training for the purpose of posting under RTP.</p>



<p>(iii) Officers to be retained on promotion in the same Ministry/ Department in terms of the RTP would be adjusted first and only thereafter officers returning from deputation, long leave or training would be considered for retention, subject to availability of vacancy.</p>



<p>(iv) In all cases not covered under existing provisions like merger and winding up of Departments/ Ministries etc., the posting to Group ‘A’ and ‘B’ of the officer would be determined as follows:</p>



<p>(a) If balance term in a particular Group available is 2 years or more, then the officer would be posted to the Group in which the erstwhile Department/ Ministry was categorized.</p>



<p>(b) If balance term in a particular Group available is less than 2 years, then the officer would be posted to the Group where his/her entire service is less.</p>



<h4 class="wp-block-heading">8. Posting to the Ministry/ Department earlier worked</h4>



<p>An officer who is to be transferred out on promotion from the current Ministry/ Department on completion of prescribed tenure or for want of a vacancy of the promotional post as the case may be, and on rotational transfer may also be allowed option for posting in a Ministry/ Department where he earlier served subject to the condition that there is a gap of period which is equal to tenure prescribed for the post.</p>



<h4 class="wp-block-heading">9. Preference for posting</h4>



<p>(i) Promotion is made against available vacancies. Preferences for posting on promotion, if allowed, shall be accommodated as far as possible within the available vacancies and in the order of seniority.</p>



<p>(ii) The list of officers who are in the approved panel for promotion and to be promoted in the next order will be notified on the website of this Department along with the vacancy position. Officers concerned may furnish three preferences for posting within the available vacancies within 7 days of notification of vacancies.</p>



<p>(iii) Occasions arise that some vacancies are to be filled up immediately on functional needs, and on such occasions, it is not possible to wait for the next promotion order. As such vacancies are filled up by the next officer in the panel approved for promotion and in such cases the question of seeking preferences will not arise.</p>



<p>(iv) Posting on promotion/ transfer will be recommended by a Placement Committee, as per functional need and its recommendations will be approved by the Competent Authority.</p>



<p>(v) The Placement Committee will recommend posting of officers either on promotion or under rotational transfer keeping in view relevant factors viz. vacancies, seniority, preference for posting, past experience, specialized training done, etc. In case of isolated postings involving few officers returning from long leave, long term training, and repatriation from deputation etc., approval of the Competent Authority will be obtained without the Placement Committee procedure to avoid delay in posting of officers.</p>



<p>(vi) For posting of officers to PMO, Cabinet Secretariat and Central Vigilance Commission, as identified by these offices, no willingness will be sought and the officers will be posted to these offices even without their completion of tenure in the Cadre Unit/ Ministry/ Department.</p>



<p>(vii) CS.I Division (DoPT) will share the list of CSS Officers eligible/ covered under RTP with UPSC in each grade and to consider the request of the Commission for retention on case to case basis and in exceptional cases. Retention, so allowed, will be for a period not exceeding 50% of the normal tenure or till the promotion of the officer, whichever is earlier.</p>



<p>(viii) Any Officer who is not clear from vigilance angle and who may/ may not be due for transfer under RTP may be transferred out in case a report is received from the concerned Ministry/ Department. Such an officer will be posted to a non- sensitive post in any Ministry/ Department without seeking his option for posting irrespective of the tenure of his posting in that Ministry/ Department.</p>



<h4 class="wp-block-heading">10. Outstation Posting</h4>



<p>The offices of the Central Ministries/ Departments participating in the Central Secretariat Service (CSS) are mostly located in the National Capital Region (NCR). However, there are a few posts of CSS which are located outside NCR in the various regions of the country. The CSS being a transferable service, members of the CSS are liable to be posted to such posts located outside NCR also. Posts of CSS located outside NCR will be filled up as under:</p>



<p><strong>(i) Section Officers’ Grade and Assistant Section Officers’ Grade:</strong></p>



<p>(a) The cadre-unit will fill up the post from amongst the officers of the Ministry/ Department by circulating the post. In case of non-availability of officers within the Ministry/ Department, the cadre unit will approach DoPT. DoPT will circulate the post and invite applications from eligible CSS officers in all the Ministries/ Departments and post the selected officer to the outstation vacancy.</p>



<p>(b) Once posted to an outstation office, an officer in ASO/ SO grade will have tenure of seven years i.e. the maximum proposed up to this level, irrespective of the tenure rendered in the Ministry/ Department at Delhi.</p>



<p>Prescription of an assured tenure in such outstation posting is considered necessary as officers seek outstation posting generally on compelling family circumstances.</p>



<p>(c) If no application is received after circulation by DoPT, the present incumbent will be allowed to continue on the post for one more year after which the post will be re-circulated once a year till a new incumbent is selected.</p>



<p><strong>(ii) Under Secretary and above level posts:</strong></p>



<p>For US and above level vacancies in offices located outside NCR, CS.I Division will invite applications from the willing officers. On the basis of applications received, an officer will be posted with the approval of the competent authority keeping in view the posting profile of the officer/ his family circumstances requiring posting to the particular station etc. The tenure of the officer in the outstation posting will be five years.</p>



<p>(iii) On conclusion of outstation posting, officers of all grades will report to DoPT for further posting provided they had completed the prescribed tenure under RTP i.e. tenure in the Ministry/ Department at Delhi + outstation office of the same Ministry/ Department.</p>



<p>(iv) In the absence of willing officers, DoPT may at its discretion post officers to such outstation postings as CSS carries all India service liability.</p>



<h4 class="wp-block-heading">11. Mutual Transfer</h4>



<p>Request for mutual transfer of officers may be considered by the Department of Personnel &amp; Training subject to the following conditions:</p>



<p>(i) Both of the officers applied for mutual transfer should have completed at least 50% of the tenure prescribed for the post.</p>



<p>(ii) The request has been recommended by the Secretary of the Departments concerned.</p>



<p>(iii) The officers concerned should be clear from vigilance angle.</p>



<p>(iv) Requests for mutual transfers will be considered on case-to-case basis keeping functional considerations in mind.</p>



<p>(v) Tenure on mutual transfer in the new Ministry/ Department will be counted afresh for further transfer under RTP.</p>



<h4 class="wp-block-heading">12. Transfer on request</h4>



<p>Section Officers and Assistant Section Officers on completion of five-year tenure in a Ministry/ Department may on their own volition request for transfer.</p>



<p>However, such transfers will be restricted to the Ministries/ Departments in Group ‘A’<br />i.e. the transfer will be allowed within Group ‘A’ or from Group ‘B’ to Group ‘A’ and shall further be subject to availability of vacancies. On such transfer their tenure in the new Ministry/ Department will be counted afresh and they will be required to serve the prescribed full tenure for the post before they are considered for transfer.</p>



<h4 class="wp-block-heading">13. Transfer and posting requests from differently-abled officers</h4>



<p>Physically handicapped persons suffer from a range of problems on account of mobility. There may be many peculiar issues viz., the location of bus stop/ metro station near their office, the area where they reside and the conveyance they are using to reach office etc., which may have a bearing on the performance of their official duties. Although these are minor issues for persons without disability, these can have a very huge effect on the day to day activities of a disabled person. Requests from such officers will, therefore, be considered for posting on case-to-case basis.</p>



<h4 class="wp-block-heading"><strong>14. Cut-off date and tentative schedule of transfer</strong></h4>



<p>(i) The cut-off date for calculating the period of residency in a Ministry/ Department will be 1st July of the year in which rotational transfer is carried out. An officer for being covered under RTP should have completed prescribed tenure as on 1st July of the year. The cut-off date for calculating two years/ six months (in case of promotion/ superannuation) will be calculated as on the last date of the month in which rotational transfer order is issued.</p>



<p>(ii) The rotation under RTP in each grade will be undertaken once in a year.</p>



<p>(iii) To ensure smooth transition from outgoing to incoming staff, rotation will be done phase-wise and grade wise once in a year as under (indicative schedule):</p>



<p>15th May – Deputy Secretaries and above<br />15th July – Under Secretaries<br />15th October – Section Officers<br />15th December – Assistant Section Officers</p>



<p>(iv) Equal number of officers will be transferred and posted to ensure relievers are available for the officers transferred out. This is possible only if the number of officers covered under rotational transfer in both the groups is equal to ensure provision of relievers in place of transferred officers. If there is a mismatch between the number of officers covered under rotational transfer between the Groups, only equal number of officers will be transferred on the basis of higher length of service and the remaining left out officers will be covered in the next round of rotational transfer in the subsequent year.</p>



<h4 class="wp-block-heading">15. Posting/ transfer of Joint Secretary (in-situ)</h4>



<p>(i) The posts of JS in Central Secretariat are entirely filled up under the Central Staffing Scheme (C.St.S). However, CSS Directors empanelled for appointment as JS under Central Staffing Scheme are given in-situ promotion as JS in SAG Grade at their current place of posting till they are placed under C.St.S. with such in-situ promotion restricted to 40 in number.</p>



<p>(ii) If a Ministry/ Department is desirous of utilizing the services of a JS (in-situ) by giving the officer independent charge as JS or otherwise, it may identify an officer from among JSs (in-situ) and inform DoPT. Such an identified officer will be transferred to that Ministry/ Department against an available vacancy in DS/Dir./JS(in-situ) Grade provided he/she is willing for such transfer. In case of such transfer, the tenure prescribed for DS/Dir./JS(in-situ) Grade in a Ministry/ Department and condition of Group will not be attracted.</p>



<h4 class="wp-block-heading">16. Non-compliance of orders issued by DoPT</h4>



<p>In terms of Rule 19 of CSS Rules, 2009, the Department of Personnel and Training shall be the competent authority to transfer a cadre officer of any Grade from one cadre unit to another cadre unit and it shall be the duty of the concerned cadre unit to relieve the officer concerned within 45 days of the transfer order. If not relieved within 45 days, the officer concerned shall be deemed to have been relieved and thereafter the officer shall not be entitled to draw any salary and allowances from the Ministry/ Department from which transferred.</p>



<h4 class="wp-block-heading">17. Timing of promotion/ transfer orders</h4>



<p>DoPT will issue promotion/ transfer orders as far as possible on the last working day of the week (generally Friday) and the officer concerned stands relieved immediately and he/she will be required to join the allocated Ministry/ Department on the first working day of the next week (generally Monday). This will be equally applicable to officers posted in attached offices of the Ministries/ Departments. The onus to join the allocated Ministry/ Department on the basis of order issued by DoPT will be on the officer concerned and it will also be incumbent upon the Ministry/ Department not to release the salary to the officer beyond the stipulated date. Failure to adhere to these guidelines may attract administrative action by the DoPT.</p>



<h4 class="wp-block-heading">18. Saving clause</h4>



<p>Modification/ relaxation in implementation of the provisions of RTP will be considered by the Competent Authority in DoPT.</p>

<h3 class="wp-block-heading">Subject: Grant of Non-Functional Scale to Section Officers of CSS &#8211; Clarification on fixation of pay &#8211; regarding.</h3>



<p>The undersigned is directed to draw attention to this Department’s OMs of even number dated 01.04.2014 and 21.04.2014 governing grant of NFS to Section Officers of CSS and fixation of pay thereon.</p>



<p>2. It has been brought to the notice of this Department that in a few cases, actual benefit of pay on grant of NFS to Section Officers, who were appointed against SO SL 2015 from CSSS on the basis of the results of Section Officers/ Stenos (Gr.B/Gr.I) LDCE 2015 have allegedly been allowed w.e.f. 01.07.2019. The matter has been examined in consultation with Estt.(Pay) Division, DoPT. It is reiterated that in terms of FR 17(1), Section Officers of CSS cadre appointed to the aforesaid grade from CSSS cadre i.e. PS (Adhoc/regular), were not holding the post of Section Officer as on the date of grant of NFS i.e. 01.07.2019, but were officers of CSSS holding post of PA/PS (Adhoc). Hence, the actual financial benefit is not admissible to them from 01.07 2019 but is admissible only from the date of their assumption of the charge of the post of Section Officer on regular basis.</p>



<p>3. Ministries/ Departments/ offices concerned are requested to review all such cases where actual pay benefits upon grant of NFS to Section Officers appointed against SO SL 2015 from CSSS on the basis of the results of Section Officers/ Stenos (Gr.B/Gr.I) LOGE 2015 have been granted from 01.07.2019 and take immediate corrective action, if they are not in consonance with the existing instructions dated 01.04.2014 and 21.04.2014, under intimation to this Department.</p>

<h3 class="wp-block-heading">Subject: Protection of  pay  in  cases  of  deputation  under  Central Staffing Scheme in terms of Rule 7 of Indian Administrative Service ( Pay) Rules, 2016 (<a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a>) and analogous provisions in IPS (Pay) Rules, and IFS (Pay) Rules &#8211; Regarding.</h3>



<p>Sir,</p>



<p>I am directed to refer to queries received from various Ministries/Departments regarding method of pay protection in terms of Rule 7 of IAS (Pay) Rules, 2016 which is as under:-</p>



<p class="has-text-align-center"><strong><a href="https://centralgovernmentnews.com/ips-pay-rules-2016/" target="_blank" rel="noreferrer noopener">IPS (Pay) Rules, 2016</a></strong></p>



<p><em>”If the pay of the officers posted on deputation to the Central Government under Central Staffing Scheme, after fixation of their pay in the revised pay structure, either under these rules or as per the instructions regulating such fixation of pay on the post to which they are appointed on deputation, happens to be lower than the pay they would have been entitled to, had they been in their parent cadre and would have drawn that pay but for the Central deputation, such difference in the pay shall be protected in the form of Personal Pay with effect from the date of notification of Government Resolution in this regard, i.e. 25th July, 2016.</em></p>



<p><em>Further, if the member of Service is promoted in the cadre while on central deputation under Central Staffing Scheme, the difference in the pay that the officer would have drawn had he been in the parent cadre and the amount of pay on his deputation to Centre shall be protected in the form of personal pay with effect from the date of issue of Government Resolution.”</em></p>



<p>Rule 7 of IAS (Pay) Rules, 2016 was subsequently amended vide notification dated 14021/ 1/ 2016-  AIS-11,  dated  12.06.2017  consequent  upon  the amendment of Department of Expenditure Notification No. 1-2/ 2016-IC  dated 16th May, 2017, which inter-alia provide that the aforesaid provision would take effect from 01.01.2016.</p>



<p>2.&nbsp; Pay protection of officers on deputation under Central Staffing Scheme after implementation of IAS (Pay) Rules 2016 has been considered in consultation with Establishment Division of this Department and Department of Expenditure and is elaborated in subsequent</p>



<p><strong>3. Pay Protection of IAS officers who were already on deputation under Central Staffing Scheme on 01.01.2016 or who joined deputation under Central Staffing Scheme on or after 01.01.2016</strong></p>



<p>(a) Pay of such officers, as on 01.2016 [or a subsequent date from which they have opted to switch over to the IAS ( Pay) Rules, 2016] will be fixed in the Level of the post held by them on deputation under Central Staffing Scheme on the basis of the pay fixed in their parent cadre. The cell corresponding to the basic pay fixed in the parent cadre will be located in the Level in the Pay Matrix of the post in which the officer is serving on deputation under Central Staffing Scheme and pay shall be fixed at same stage/ equivalent cell. If no such cell is available in the applicable Level of the deputation post, the pay shall be fixed at the immediate lower cell in that Level of the deputation post and the difference in pay will be granted as Personal Pay.</p>



<h3 class="wp-block-heading">Illustration :</h3>



<p>If an officer holding the post in Level 15 in parent cadre and drawing pay of Rs.2,05,100/- goes on deputation under Central Staffing Scheme in Level 14 on 04.05.2017, his pay will be fixed as under :-</p>

<p>(b) However, if an officer currently drawing pay up to Level 13 is appointed on deputation to a post in the equivalent or lower level on deputation &nbsp;under Central Staffing Scheme OR during the continuance of deputation under Central Staffing Scheme gets an upgradation in his parent cadre to a Level higher than pay Level of deputation post up to Level 13 of the Pay Matrix, his pay will be fixed at the same cell and Level in which he is placed in the parent He will also be eligible to draw the CDTA on the pay of Level of the post in parent cadre at the prevailing rates. For the active period of deputation from 1.1.2016 to 30.6.2017 , CDTA will be admissible at the pre-revised rates in pre­ revised pay structure, i.e. as if the ·pay had not been&nbsp; revised w.e.f. 1.1.2016. Provisions of this Department’s OM No.2 / 10/ 2017-Estt(Pay-II) dated 24th April, 2018 shall stand amended to this&nbsp; effect. For the active period of deputation from 1st July, 2017 onwards, CDTA will be admissible as per the guidelines in this Department’s OM No. 2 / 10/2017-Estt(Pay II) dated 24th April, 2018.</p>

<p><strong>4. Protection/ Fixation of pay of IAS officers who were on deputation under Central Staffing Scheme on 01.01 .2016 or who joined deputation under Central Staffing Scheme on or after 01.01.2016 and got Proforma promotion in parent cadre :-</strong></p>



<p>(a) In case the officer was on deputation under CSS on 01.2016 or joined thereafter and his junior is promoted to a higher post in his parent cadre on or after 01.01.2016, but was not granted proforma promotion under the ‘Next Below Rule’, there will be no change in the pay fixation already done as per extant rules.</p>



<p>(b) In case an officer on deputation to a post under Central Staffing Scheme gets proforma promotion in his cadre to a post up to Level 13 in the Pay matrix, his pay in the Level of the post will be fixed with reference to the presumptive pay that he would have got had he remained and promoted in the parent cadre of his service in the manner as provided in para 3(b) .</p>



<p>(c) In case an officer on deputation under Central Staffing Scheme gets promoted in his cadre to a higher post in Level l 3A or above in the Pay matrix, his pay in the Level of the post held on deputation under Central Staffing Scheme will be fixed with reference to the presumptive pay of the officer in the parent cadre of his The Cell corresponding to such basic pay fixed in parent cadre will be located in the Level in the Pay Matrix of the post in which the officer is serving on deputation under Central Staffing Scheme, and pay shall be fixed at same stage/ equivalent cell and if no such cell is available in the applicable Level, the pay shall be fixed at the immediate lower cell in that Level of the post and the difference in pay will be granted as Personal&nbsp; Pay. <p>If an officer holding the post in Level 16 in parent cadre drawing pay of Rs.2,24,400/-, who is on deputation under Central Staffing Scheme in Level 15 and drawing pay Rs. 2,24,100/- + Rs.300/- (Personal pay) gets proforma promotion in Level 17, his pay will be fixed as under :-</p>

<p>5 (a) The officer shall get Dearness Allowance on the said Personal Pay as admissible from time to time. However, no other allowance shall be admissible on this Personal Pay.</p>



<p>(b) The Basic Pay plus Personal &nbsp;Pay, from time to time, &nbsp;shall not exceed Rs. 2,25,000.</p>



<h3 class="wp-block-heading">6. Grant of annual increment to officers on Deputation under Central Staffing Scheme</h3>



<p>On grant of annual increment to an officer in parent&nbsp; cadre (upto Level 16) who is on deputation under Central Staffing Scheme, the pay will be fixed increment.ally moving down one cell in the Level of pay in which the officer is serving on deputation under Central Staffing Scheme. Accordingly, &nbsp;the Personal Pay, if any, will be re-computed as the difference in the pay (after increment) that h e would have drawn in the parent cadre and the current pay on deputation under Central Staffing Scheme.</p>



<p>7. The aforementioned &nbsp;instructions &nbsp;are &nbsp;applicable &nbsp;to&nbsp; &nbsp;All&nbsp; &nbsp;India&nbsp; &nbsp;Service officers (i.e. IAS, IPS, IFS) with effect from 01.01.2016.</p>

<h3 class="wp-block-heading">Subject: Submission of Immovable Property Return (IPR) for the year 2020 (as on 31.12.2020) by the Officers of Central Secretariat Services (CSS) reg.</h3>



<p>In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31.01.2021 . IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.I (PR/CMS) Section, which is the custodian of Immovable Property Return (IPR) of these Officers. Assistant Section Officers (ASOs) and Section Officers (SOs) of CSS will also submit the print out (IPR) duly signed, to their respective Admin/Vigilance Division.</p>



<p>2. Ministries/Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2020 (as on 31.12.2020) is submitted within the stipulated time by all the CSS Officers. The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).</p>



<p>3. It is, therefore, requested that all the CSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2020 (as on 31.12.2020) well in time, latest by 31.01.2021, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. <strong>It is also stated that the date of filing of IPR will start from 01st January, 2021 and the “Immovable Property Returns” window shall be opened/ provided at cscms.nic.in. automatically from that date only.</strong></p>

<p>In order to bring all the physical APARs of CSS officers into the online SPARROW system, it has been decided to digitalize the APARs of CSS officers and migrate them onto SPARROW portal in a phased manner. The APARs of US and above are already available in CS-I Division, whereas the APAR dossiers of SOs and ASOs are maintained in respective cadre units.</p>



<p>2. As a part of the ongoing digitalization activity, this Division vide OM of even number dated 06.11.20 had requested all the cadre units to send the APARs of SOSLs 2011 and 2012 to CS. Division. It has now been decided to take up digitalization of APAR dossiers of Section Officers of Select Lists 2013 and 2014.</p>



<p>3. Hence, all the cadre units are requested to send the APAR dossiers of the SOSLs of 2013 and 2014 <strong>WITHIN FIVE WORKING DAYS</strong>. OM No. 5/4/2019 &#8211; CS.I (U), dated 23.5.2019 may be referred to in this regard.</p>

<p>Subject:- <strong>Request for vigilance status update in Web Based Cadre Management System in respect of CSS officers &#8211; regarding.</strong></p>



<p>The undersigned is directed to refer to this Department&#8217;s O.M. of even number dated, 24.12.2019 and subsequent reminders dated 12.05.2020, 04.06.2020, 06.ll.2020 and 18.11.2020 wherein it has been requested to update the vigilance status on quarterly basis in respect of officers in the grade of Section Officers, Under Secretaries and Deputy Secretaries of CSS on CSCMS.</p>



<ol class="wp-block-list" start="2"><li>It is, therefore, requested that the Vigilance Status of the officers in the grades of ASO, SO, US, DS &amp; Director of CSS cadre, may be updated in the Vigilance module of CSCMS on quarterly basis by the 1st week of the following month of each quarter. This will help in smooth cadre management.</li></ol>

<ol class="wp-block-list" start="2"><li>These adhoc-promotion orders had to be made to address the urgent<br />requirement of various cadre units for manpower at various levels. However, it is seen that a large number of officers have not joined at Director and Under Secretary level. It may be appreciated that adhoc promotion is resorted to as a special dispensation for ensuring<br />efficiency in Government&#8217;s functioning. The non-joining of officers is defeating the very purpose forwhich these adhoc promotions were made.</li><li>Hence, in partial modification of the Orders mentioned in para 1 above, all the Cadre units are hereby directed to issue instructions to the promoted officers in all grades, who have not yet assumed the charge of the posts, to assume the charge immediately and not later than 21st December, 2020, failing which the promotion orders with respect to<br />non-joinee Officers, will be liable to be withdrawn, apart from deparment from ad-hoc promotion or other suitable consequences. Further, the vacancies on this account will be filled up by considering eligible officers next in order of seniority.</li><li>The Cadre units are also requested to submit a report by 21-12.2020 to this Department at email: gd.toppo@nic.in</li><li>All the concerned Ministries/ Departments are hereby requested to forward the list of officers who have not assumed the charge of the post on promotion by 21st December, 2020, 5:30 P.M, on the email id mentioned above.</li><li>The relevant paras of the Orders mentioned herein above stand modified to this extent.</li></ol>

<p>Subject: <strong>Continuation of schemes beyond 31st March, 2021 &#8211; instructions<br />regarding.</strong></p>



<p>Reference is invited to this Department&#8217;s OM No. 42(02)/PF-II /2014 dated 23rd February, 2017 on the subject of continuation of schemes beyond 12th  Five Year Plan. In order to align the public funded schemes with the financial resource cycle of Central and State Governments, schemes have been made co-terminous with the Finance Commission cycles since then. The 14th Finance Commission period came to an end on 31-03-2020; however, as the final report of the 15th Finance Commission was awaited at that time, DoE vide its OM No. 42(02)/PF-II/2014 dated 10th January, 2020 approved an interim extension to all ongoing schemes till 31-03-2021 or till the date of recommendations of 15th Finance Commission come into effect whichever is earlier. Proposals for continuation of ongoing schemes beyond 31.03.2021 may be sent now, to reach this Department at the earliest, but at any rate not later than 15-01-2021.</p>



<p> 2. In the following paragraphs general guidelines for sending proposals for<br />continuation of schemes beyond 31-03-2021 are elaborated. The proposals should be submitted as per enclosed format (Annexure), These guidelines are equally applicable to both Central Sector (CS) Schemes and Centrally Sponsored Schemes (CSS).</p>



<ul class="wp-block-list"><li>For continuation of schemes with estimated financial implications within the delegated financial powers of appraisal/ approval of the administrative Ministry, the proposals may be appraised and approved as per the extant guidelines. However, it may be kept in mind that total financial implications for the period 2021-22 to 2025-26 should be taken into account for deciding the appraisal/ approval authority. Exceptions in this regard will be available to ongoing schemes whose approved sunset date is before the completion of this 5 year period. It may also be ensured to complete such appraisal / approval before 31-03-2021 giving requisite cognizance to third party evaluation report and necessary rationalization of schemes.</li><li>As regards proposals for continuation of schemes with estimated total financial implications more than the delegated financial powers to Ministries/ Departments (i.e. more than Rs. 500 crore), the appraisal and approval will be done as per the laid down procedure through EFC. However, a list of CS and CSS schemes of the Ministry/ Department with the financial implication between Rs.300 crore to Rs. 500 crore over the 5 year period should be provided to DoE for information and annexed with the continuation proposals.</li><li>Umbrella schemes denote public funded programmes under which various schemes/ sub-schemes exist with a view to ensure convergence of resources across schemes with same or related objectives and similar set of targeted beneficiaries. The CSS umbrella programmes were formulated to provide flexibility to states to administer the admissible components in line with state specific requirements. Wherever possible, restructuring of umbrella schemes and consolidation into fewer schemes will be a priority for the ensuing exercise.</li><li>For standalone schemes, the estimated financial outlay for each scheme will determine the appraisal /approval authority in terms of DoE OM No. 24(35)/PF- 11/ 2012 dated 5th August, 2016.</li><li>In respect of the umbrella Central Sector Schemes (CS)/ Centrally sponsored scheme (<strong><a href="https://centralgovernmentnews.com/category/css/" target="_blank" rel="noreferrer noopener">CSS</a></strong>) of the Ministry/ Department, the overall financial implications for each umbrella pertaining to one Ministry/ Department should be taken into account for determining the competent authority for appraisal and approval. Accordingly, a single proposal for an umbrella scheme may be sent to DoE for appraisal /approval.</li><li>Keeping in view the minimum critical mass required for a central government scheme to have meaningful impact across States/UTs, it may be ensured that no standalone centrally sponsored scheme or scheme under an umbrella CSS should have financial outlay for five years below Rs. 300 crore.</li><li>With regards to Umbrella Central Sector scheme, it may be ensured that the financial outlay of each scheme under the umbrella is not less than Rs.25 crore for five years and financial outlay of any standalone Central sector scheme should not be less than Rs.50 crore for five year.</li><li>Schemes which have financial outlay less than Rs.25 crore for five year  period should be categorized as projects or pilots with a definite sunset date and may be classified under Other Central Expenditure in the budget rather than a scheme/ sub-scheme.</li><li>The extant orders on the structure, categorization, architecture and funding<br />pattern of the schemes / sub-schemes should be strictly adhered to.</li><li>To eliminate overlap of activities /objectives for the same target beneficiaries, the proposal should reflect a clear convergence architecture with other similar or related schemes of Central Government. This is desirable for optimum deployment of resources. Further, the Ministries/ Departments should examine various ongoing schemes being administered by them / other Ministries to explore the possibilities of merger / dropping of schemes with overlapping objectives.</li><li>Unnecessary creation of Establishment, administrative expenses and thin spread of resources on these should be avoided. Emphasis should be on convergence of resources. As far as possible, a single monitoring body such as a PMU should be established at the Central Ministerial level/ state level rather than creating multiple PMUs/ monitoring agencies for different schemes in a Ministry /Department.</li><li>The Ministries /Departments should be conscious of the fact that common norms should be evolved and followed in all the Central Government schemes with similar activities / objectives in order to achieve better coordination and harmonization of effort. Approved common norms such as Skilling norms, UGC norms etc should be kept in view.</li><li>Staff requirement for the scheme may be reviewed and indicated in the proposal with annual financial implications.</li><li>For continued improvement in public Services delivery, the Government is placing great emphasis on identification of authentic beneficiaries, Aadhaar seeding and transfer of direct benefit to the same through Aadhaar authentication. The proposals for continuation of schemes should effect necessary modification in the implementation mechanism accordingly. Disbursement of the funds should be done through Aadhaar Enabled Payment system (AEPS) to ensure Aadhaar authentication, and not merely Aadhaar seeding.</li><li>Similarly, cashless and electronic transactions of financial resources should be incorporated suitably in the scheme design to promote the objective of digital and less-cash economy.</li><li>The flow of funds in all the schemes should be through PFMS in order to ensure complete tracking of funds up to “last mile’. The implementing agencies of the schemes at all the levels should be on-boarded on PFMS and Expenditure, Advance and Transfer (EAT) module / Receipt, Expenditure, Advance and Transfer (REAT) module should be used.</li><li>The total projected outlay of the schemes of the Ministry/ Department for five years should ordinarily be not be more than the 5.5 times the Actuals of the total scheme expenditure of FY 2019-20.</li><li>As per this Department&#8217;s OM dated 10th January, 2020 it was directed that continuation of schemes would depend upon the evaluation and outcome review as per DoE OM dated 5-8-2016. The Ministries / Departments were requested to complete the evaluation process and submit the proposal of continuation of their ongoing schemes for appraisal and approval incorporating the findings of the evaluation. Accordingly Ministries/ Departments should ensure submission of their continuation proposals (draft) along with evaluation reports at the earliest and definitely not later than 15th January, 2021 to DoE. Ministries/ Departments should also circulate the draft proposals to all the stakeholders including Ministries / Departments/ NITI Aayog to incorporate their comments at the time of the appraisal.</li><li>The evaluation of the Centrally Sponsored schemes (CSS) was to be done by DMEO, NITI Aayog and the evaluation of the Central sector schemes was to be organized by the Administrative Ministries/ Departments. For those CSS /CS schemes, where the evaluation has not be done, appropriate budget cuts would be made in FY 2021-22.</li><li>The approval for continuation of the schemes may be sought if the evaluation report for the scheme shows positive results and brings out that though the scheme has been effective in achieving its previously laid down objectives ‘targets, still there is need to continue the scheme in view of its mandate, performance and/ or scaling up of targets. Depending upon the findings of the outcome review of the schemes and also on resource constraints, schemes can be continued in its present form or with necessary modifications. (However, depending upon the resource constraints, fiscal space and evolving priorities of GoI, even schemes with positive evaluation reports may in some cases have to be discontinued.)</li><li>Recommendations of 15th Finance Commissions wherever relevant to the sector would also be considered as and when it is available. This will be taken into account while deciding the expenditure allocation for schemes pertaining to a particular sector.</li><li>It may be ensured that among schemes which are proposed for continuation, there should be no scheme where the competent authority specifically decided to terminate the scheme at the end of 14th Finance Commission cycle.</li><li>It has been constant endeavour of the Government to rationalize the scheme through merging, restructuring or dropping existing schemes / sub schemes that are duplicate or have become redundant or ineffective with passage of time. Before bringing the proposal for continuation of schemes, necessary rationalization of existing schemes should be ensured by administrative Ministries/ Departments. The Department of Expenditure reserves the right to merge, restructure or drop any existing scheme/sub scheme in consultation with administrative Ministry/Department to improve economy of scale for better<br />outcomes.</li><li>As per delegation of Financial Powers, Scientific Ministries/ Departments have been delegated the powers to appraise Projects/ Schemes through Departmental EFC(s) irrespective of their financial outlays (except those involving setting of new Autonomous Body, institutes of National importance, Central Universities or Deemed to be Universities, SPVs, etc.) chaired by respective Secretaries. However, the delegated powers are subject to ‘in-principle’ approval of DoE. Hence, these Ministries/ Departments may hold EFC meeting for continuation of their schemes beyond 31.03.2021 only after ‘In-Principle approval’ for the outlay of their schemes for the 5 year period (2021-22 to 2025-26) is accorded by the Department of Expenditure.</li><li>With regard to the Infrastructure projects of Ministries/ Departments such as Ministry of Road Transport &amp; Highways, Ministry of Railways, Ministry of  Shipping, Ministry of Power, etc., a review will be done separately for which communication will be issued subsequently.</li></ul>



<ol class="wp-block-list" start="3"><li>The appraisal of the schemes of various Ministries/ Departments is expected to be scheduled in the months of February and March, 2021. The detailed schedule will be circulated subsequently. It may be noted that no scheme will be allowed to continue beyond 31st March, 2021 if the appraisal for continuation is not completed by then. Therefore, the Ministries /Departments are requested to complete all the due process<br />and get their scheme appraised, adhering strictly to the timelines.</li><li>This issues with the approval of Secretary (Expenditure)</li></ol>
