<h3 class="wp-block-heading">Subject: Revised and consolidated Guidelines for writing Annual Performance Appraisal Reports (APARs) of top management incumbents of Central Public Sector Enterprises (CPSEs).</h3>



<p>The undersigned is directed to state that this Department had issued detailed guidelines and procedure for writing of Annual Performance Appraisal Reports (APARs) of top management incumbent of CPSEs vide DPE DO letter No. 9(1)/2000-GM dated 5 April 2010. Some of the provisions of these guidelines were subsequently amended vide DPE OM No. 5(1)/2000-GM dated 6th July, 2010, OM No. 18(1)/2013-GM dated 2.4 March, 2015, 29th November, 2016, 15 June, 2018 &amp; 4th December, 2018, OM No 16(2)/2010-GM dated 79th November, 2015 and OM No. 9(7)/2018 dated 9 April 2019.</p>



<p>2. The implementation of the guidelines on the subject matter are reviewed again in light of above changes stated over the years and following revised / updated consolidated guidelines / procedure for APAR have been approved:</p>



<p><strong>(i) Writing of APAR through DPE SPARROW on-line system:</strong></p>



<p>The electronic Annual Performance Appraisal Report (Smart Performance Appraisal Report Recording Online Window (SPARROW)) is an online system in place since 2019 based on the comprehensive performance appraisal dossier that is maintained for each officer by a CPSE. The aim of this system is to facilitate the electronic filling of PAR by officers in a way that is not only user friendly but also allows to fill from anywhere anytime as per their convenience. The system also give convenience to the officers at different Stages in the workflow hierarchy of filling and submission process. To reduce delays in submission of completely filled PARs the nodal officers and CPSE’s Board level incumbents have been provided with a unique NIC email ID linked to their mobile number. NIC email ID is user ID for the system and password of email ID is the password, which is a pre-requisite to access the system. For online filing of APAR, either Digital Signature Certificate (DSC) or e-sign with Aadhaar enabled system is required by every user for authentication.</p>



<p><strong>(ii) Procedure for online writing of APARs:</strong></p>



<p>The performance appraisal should commence with the fixation of targets. The deliverables as well as relative weights in respect of each assigned tasks will be decided by the Reporting Authority after consulting the officer reported upon within two months from the Start of the period of report. The on-line system provides for a step-wise workflow oriented movement of APAR through different levels. An online Help manual in the form of Step by step guide is available under the Help tab on the system.</p>



<p><strong>(iii) Schedule of commencement and completion of Online PARs:&nbsp;</strong></p>



<p>The schedule of commencement and completion of various Stages in the Performance Appraisal exercise which should be Strictly followed:-</p>

<p>Finalization of targets and relative weights by the Reporting Authority in consultation with the officer reported upon and sending a copy thereof to the nodal officer of concerned administrative Ministry/Department for record- will be completed as per extant practice in offline mode (By 15 May of reporting year)</p>



<ul class="wp-block-list">
<li>Cut-off date from S. No (i) to (vi) will be in the year following the financial year for which PAR is written (2024 for the reporting year 2023-24) and for S. No. (vii) onwards the cut-off date mentioned will be next year of the financial year i.e. 2025 for reporting year 2023-24. In case these dates fall on holidays, the cut-off date will be automatically extended to the next working day.</li>



<li>APAR will be submitted to Accepting Authority for appraisal only after MoU score/achievements have been included in the APAR. The time line would stand amended accordingly depending upon release of MoU scores by the Government.</li>
</ul>



<p>(iv)&nbsp;<strong>Format of PAR</strong>: – There would be a common format for Chief Executives, Functional Directors and Executives at E9 &amp; E8 level&nbsp;<strong>(Annex A / page-10). The Same format may be used by CPSEs from E-7 to E-5 level also</strong>.</p>



<p>(v) <strong>Components of PAR and their relative weights</strong>:- The proposed weightage for achievement of MOU targets (as determined by DPE), individual targets, personal attributes and functional! competencies for all the levels of management incumbents of CPSEs up-to ES level would be as under:</p>



<p>3. All administrative Ministries / Departments are requested to take necessary action and also bring the contents of this Office Memorandum to the notice of CPSEs under their respective administrative jurisdiction for information and compliance under intimation to this Department.</p>

<p>The undersigned is directed to say that representations have been received from Ministries/ Departments regarding clarifications in respect of finalisation of Terms &amp; Conditions and pay fixation of Board Level Functionaries of CPSEs in view of para 21 of the revised Charter of Financial Advisors dated 13.06.2023 issued by Department of Expenditure (DoE) wherein Pay fixation is included as an item in the negative list which should not be referred to Financial Advisor.</p>



<p>2. The matter was examined in consultation with the Department of Expenditure (DoE). DoE vide O.M. No. 20(4)/E.Coord/ 2023 dated 31.08.2023 (Copy enclosed) has inter-alia clarified that the <strong>Pay Fixation of Board Level executives of CPSEs will continue to be done as per DPE’s O.M. No. 2(34)/12-DPE (WC)-GL-XX/12 dated 14.12.2012.</strong></p>



<p>3. All administrative Ministries/ Departments of the Government of India are requested to bring the above to the notice of CPSEs and FA of the Ministry/ Department.</p>

<p><strong>Subject:- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.</strong></p>



<p>The undersigned is directed to refer to Para No.4 of this Department’s O.M. No. 2(50)/86-DPE(WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).</p>



<ol class="wp-block-list" start="2">
<li>In continuation of this Department’s O.M. of even No. dated 13.04.2023, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-</li>

<p><strong>Date from which payable: 01.07.2023</strong></p>



<p><strong>Average AICPI (1960=100) for the quarter March, 2023 to May, 2023 is 8813. The increase over the link point in percentage [(8313-1099)/1099*100] is 701.9%. DA Rates for various Pay Ranges w.e.f. 01.07.2023</strong></p>

<li>The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.</li>



<li>The quantum of IDA payable from 01.07.2023 at the old system of neutralization @ Rs.2.00 per point shift for increase of 96 points, may be Rs.192/- and at AICPI 8813, DA payable may be Rs. 16215.75 to the executives holding Board level post, below Board level post and non-unionized supervisors following IDA pattern in the CPSEs of 1987 pay scales.</li>



<li>All administrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.</li>

<p>The undersigned is directed to refer to this Department’s O.M. of even no. dated 9 April 2019, 27th December 2022 &amp; 9th March 2023 and to state that it has been decided to further extend the timelines for writing APARs of top management incumbents of CPSEs for the year 2021-22 in the following manner:-</p>

<h3 class="wp-block-heading">Subject: Payment of DA to the CDA pattern employees of CPSEs, drawing pays in 7th CPC pay scales.</h3>



<p>The undersigned is directed to refer to Para No. 3 and Annexure-II(a) and IlI(b) to this Department’s O.M. No. W-02/0058/2016-DPE(WC) dated 17.08.2017 wherein the rates of DA payable to the employees who are following CDA pattern pay scales have been indicated.</p>



<p>2. The DA payable to the employees may be enhanced from the existing rate of&nbsp;<strong>38% to 42%</strong>&nbsp;with effect from&nbsp;<strong>01.01.2023</strong>.</p>



<p>3. The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>



<p>4. These rates are applicable in the case of CDA employees whose pay have been revised with effect from 01.01.2016 as per DPE’s O.M. dated 17.08.2017.</p>



<p>5. All administrative Ministries/Departments of Government of India are requested to bring this to the notice of Central Public Sector Enterprises under their administrative control for action at their end.</p>



<p>6. This issues with the approval of the Competent Authority.</p>

<h3 class="wp-block-heading">Subject:- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.</h3>



<p>The undersigned is directed to refer to Para No.4 of this Department’s O.M. No. 2(50)/86-DPE(WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).</p>



<p>2. In continuation of this Department’s O.M. of even No. dated 04.01.2023, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-</p>



<p><strong>Date from which payable: 01.04.2023</strong></p>



<p>Average AICPI (1960=100) for the quarter December, 2022 to February, 2023 is 8717. The increase over the link point in percentage [((8717-1099)/ 1099*100] is 693.2%. DA Rates for various Pay Ranges w.e.f. 01.04.2023</p>

<p>3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>



<p>4.The quantum of IDA payable from 01.04.2023 at the old system of neutralization @ Rs.2.00 per point shift for increase of 33 points, may be Rs.66/- and at AICPI 8717, DA payable may be Rs. 16023. 75 to the executives holding Board level post, below Board level post and non-unionized supervisors following IDA pattern in the CPSEs of 1987 pay scales.</p>



<p>5. All administrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.</p>

<h3 class="wp-block-heading"><strong>Subject:- Payment of DA to Board level/ below Board level executives and</strong>&nbsp;<strong>non-unionized supervisors following IDA scales of pay in Central Public</strong>&nbsp;<strong>Sector Enterprises (CPSEs) on 1987 and 1992 basis.</strong></h3>



<p>The undersigned is directed to refer to Para No.4 of this Department’s O.M. No. 2(50) / 86-DPE(WC) dated 19.07. 1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960 = 100).</p>



<p>2 . In continuation of this Department’s O.M. of even No. dated 06.10.2022, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non -Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-</p>



<p><strong>Date from which payable: 01.01.2023</strong></p>



<p><strong>Average AICPI ( 1960=</strong>&nbsp;<strong>100) for the quarter September, 2022 to</strong>&nbsp;<strong>November, 2022 is 8684. The increase over the link point in percentage</strong>&nbsp;<strong>[(8684-</strong>&nbsp;<strong>1099)/</strong>&nbsp;<strong>1099*100] is 690.2%. DA Rates for various Pay Ranges w.e.f.</strong>&nbsp;<strong>01.01.2023</strong></p>

<p>3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>



<p>4. The quantum of IDA payable from 01.01.2023 at the old system of neutralization @ Rs.2.00 per point shift for increase of 153 points, may be Rs.306/- and at AICPI 8684, DA payable may be&nbsp;<em>Rs. 15957.75&nbsp;</em>to the executives holding Board level post, below Board level post and non-unionized supervisors following IDA pattern in the CPSEs of 1987 pay scales.</p>



<p>5. All administrative Ministries/ Departments of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.</p>

<p>The undersigned is directed to refer to the para 7 and Annexure -III(B) of DPE’s OM dated 03.08.2017 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The rate of DA payable to the executives and non-unionized supervisors of CPSEs w.e.f. <strong>01.01.2023 for 2017 Pay Scales is 37.2%.</strong></p>



<p>2. The above rate of DA i.e. 37.2% would be applicable in the case of IDA employees who have been allowed revised pay scales (2017) as per  DPE O.Ms.  dated  03.08.2017,  04.08.2017  &amp;  07.09.2017.</p>



<p>3. All administrative Ministries/ Departments of&nbsp; the &nbsp;Government &nbsp;of&nbsp; India are requested &nbsp;to bring the foregoing to the notice of the CPSEs under their</p>
