<p>Shri Harbhajan Singh expressed worries about the sports quota in government jobs at a recent Rajya Sabha session. The government&#8217;s present policy allows for a 5% sports quota reservation for deserving athletes in Group &#8216;C&#8217; posts, but no clear information or action plan was offered regarding how to quickly fill these vacancies. Furthering the promotion of sports, there was also no sign that the government planned to raise the percentage of sportspeople employed there.</p>

<p>(a) details of the vacancies in various Government jobs under sports quota, department-wise and total vacancies;</p>



<p>(b) whether there is any action plan to fill up these vacancies in a time bound manner;</p>



<p>(c) if so, the details thereof, if not, the reasons therefore; and</p>



<p>(d) whether Government will consider the suggestion to increase sports quota in Government jobs to promote sports in the country and if not, the reasons therefor?</p>

<p>(a) to (d): Reservation under sports quota is governed by the consolidated instructions issued by the Department of Personnel &amp; Training (DoP&amp;T) on 3rd October, 2013 vide their OM No. 14034/01/2013 -Estt.(D) on incentives for sportspersons. As per extant instructions, Ministries and Departments can recruit meritorious sportspersons to Group ‘C’ posts under the Government of India upto 5% of the direct recruitment vacancies in any year. However, the data regarding recruitment made by various Ministries / Departments is not maintained by this Ministry.</p>

<h3 class="wp-block-heading">Sub:- Inclusion of sports disciplines in the list of games for recruitment of meritorious sports persons to any post in Group &#8216;C&#8217; in Ministries/Department of Government of India &#8211; regarding.</h3>



<p>The undersigned is directed to refer to this Department’s OMs of even number dated 01.09.2020 and 29.01.2021 and to say that a proposal has been received from Department of Sports for inclusion of one more discipline in the list of sports disciplines for recruitment of sportsperson to any Group ‘C’ post in Ministries/Departments of Government of India.</p>



<p>2. It has now been decided to accept the recommendation of Department of Sports. Accordingly, in partial modification of this Department’s OMs of even number dated 01.09.2020 and 29.01.2021, one more discipline namely <strong>“Yogasana”</strong> is added at Sr. No. 65 in the list of sports disciplines for recruitment of sportsperson to any Group ‘C’ post in Ministries/Departments of Government of India.</p>

<p><strong>Special Instructions</strong></p>



<p>1. The salient aspects of terms and conditions of service for persons enrolled through the Agnipath Scheme for service in the IA are mentioned in the succeeding paragraphs.</p>



<p><strong>2. Terms and Conditions.</strong></p>



<p><strong>(a) Enrolment.</strong></p>



<p>(i) Candidates will be enrolled under Army Act 1950 for a service duration of four (04) years including the training period.</p>



<p>(ii) Agniveers so enrolled will be subject to Army Act, 1950 and will be liable to go wherever ordered, by land, sea or air.</p>



<p>(iii) Agniveers enrolled under the scheme, will not be eligible for any kind of Pension or Gratuity.</p>



<p><strong>(b) Service.</strong></p>



<p>(i) Service of Agniveers will commence from the date of enrolment.</p>



<p>(ii) Agniveers would form a distinct rank in the IA, different from any other existing ranks.</p>



<p>(iii) Leave, Uniform, Pay &amp; Allowances during the service period of four years will be governed by orders and instructions in respect of such individuals issued by the Government of India (GoI) from time to time.</p>



<p>(iv) Agniveeers will be liable to be assigned any duty in organisational interest, as decided from time to time.</p>



<p>(v) Personnel enrolled through Agniveers Scheme, will be required to undergo periodical medical check-ups and physical/ written/ field tests as governed by orders issued. The performance so demonstrated would be considered for subsequent offer for enrolment in the Regular Cadre.</p>



<p>(vi) Agniveers can be posted to any regiment/unit and can be further transferred in organisational interest.</p>



<p><strong>(c) Discharge.</strong></p>



<p>(i) All Agniveers will be discharged on completion of four years of service.</p>



<p>(ii) On discharge after completion of four years, Agniveers will be paid a ‘Seva Nidhi’ package to enable them to return to the society for pursuing employment in other sectors.</p>



<p>(iii) Agniveers will not be eligible for any kind of pension or gratuity, neither will they be eligible for Ex Servicemen Contributory Health Scheme (ECHS), Canteen Stores Department (CSD) facilities, Ex Serviceman status and other related benefits.</p>



<p>(iv) Agniveers will be barred from disclosing classified information gained during service to any unauthorised person or source under Official Secrets Act, 1923.</p>



<p><strong>(d) Enrolment for Regular Cadre.</strong></p>



<p>(i) Based on organizational requirements and policies promulgated Agniveers who are completing their engagement period in each batch will be offered an opportunity to apply for enrolment in the regular cadre of IA. These applications will be considered in a centralised manner by the army based on an objective criteria including performance during their engagement period and not more than 25% of each specific batch of Agniveers will be enrolled in regular cadre of the IA, post completion of their four years engagement period.</p>



<p>(ii) Agniveers so enrolled as regular cadre would be required to serve for a further engagement period of 15 years and will be governed by terms and conditions of service (of Junior Commissioned Officers/Other Ranks in IA) currently in vogue (as amended from time to time). Agniveers will not have any right to be selected. Selection will be exclusive jurisdiction of the IA.</p>



<p>(iii) With introduction of this Scheme, the enrolment of Soldiers in the regular cadre of IA, except technical cadres of Medical Branch, will be available only to those personnel who have completed their engagement period as Agniveer.</p>



<p><strong>3. Employability</strong></p>



<p>(a) Agniveers will be liable to be assigned any duty in organisational interest, as decided from time to time.</p>



<p>(b) Agniveers can be posted to any regiment/ unit and can be further transferred to other regiments/ units in organisational interest.</p>



<p><strong>4. Leave.</strong>&nbsp;Grant of leave will be subject to exigencies of service. The following leave may be applicable for Agniveers during their engagement period :-</p>

<p><strong>5. Pay, Allowances &amp; Allied Benefits.</strong></p>



<p><strong>(a) Agniveer Package.</strong></p>



<p>(i) The pay &amp; emoluments of Agniveers will be as given below :-</p>



<p>(aa) Year 1. Customised Package – ₹ 30,000/- (plus applicable allowances.)<br />(ab) Year 2. Customised Package – ₹33,000/- (plus applicable allowances.)<br />(ac) Year 3. Customised Package – ₹ 36,500/- (plus applicable allowances.)<br />(ad) Year 4. Customised Package – ₹ 40,000/- (plus applicable allowances.)</p>



<p>(ii) From the above package, 30% will be compulsorily deposited every month in a corpus which will be matched by the GOI. Balance amount less the corpus contribution will be the in-hand component.</p>



<p><strong>(b)&nbsp;Seva Nidhi Package</strong>. On discharge at 4 years, the corpus of ₹5.02 lakhs will be matched by the GOI, an amount of ₹10.04 lakhs and accrued interest will be given to the Agniveers. In case of Agniveers who are subsequently selected for enrolment in IA as regular cadre, the “Seva Nidhi” package to be paid to them will comprise only their contribution including accrued interest thereon. In the case of Agniveers exiting service before the end of their engagement period on their own request, the individual’s Seva Nidhi package, accumulated as on date, will be paid with the applicable rate of interest. In such cases, no Govt contribution to Seva Nidhi Package will be entitled. The “Seva Nidhi” will be exempt from Income Tax.</p>



<p><strong>(c)&nbsp;Payment Modality</strong>&nbsp;– Seva Nidhi Package. Two options to receive Seva Nidhi package will be provided to each Agniveer, with an aim to provide financial loans for self employment/ entrepreneurship through a bank Guarantee as also to meet immediate/ incidental expenses, on exit. Firm details will be promulgated separately.</p>



<p><strong>(d)&nbsp;Allowances.</strong>&nbsp;The Agniveer pay is a composite package and he will not be eligible for any Dearness Allowance and Military Service Pay. He will get applicable Risk &amp; Hardship, Ration, Dress and Travel allowances as decided by the GOI from time to time.</p>



<p>(e) Agniveers will be exempted from making any contribution in Armed Forces Personnel Provident Fund or any other Provident Fund.</p>



<p>(f) There shall be no entitlement towards gratuity or pensionary benefits for Agniveers enrolled through this Scheme.</p>



<p>6.&nbsp;<strong>Life Insurance Cover</strong>. Agniveer will be provided non-contributory life insurance cover of ₹48 lakhs for the duration of their engagement period and they will not be eligible for Army Group Insurance Fund (AGIF) Schemes / benefits.</p>



<p><strong>7. Termination/ Release from Service.</strong></p>



<p>(a) The maximum period of service for Agniveers will be as enumerated at Para 2 above. However, the services of Agniveers under this scheme may be terminated at any time in accordance with the Army Act 1950.</p>



<p>(b) Release at own request prior to completion of terms of engagement of Agniveers is not permitted. However, in most exceptional cases, personnel enrolled under this scheme may be released, if sanctioned by competent authority.</p>



<p><strong>8. Benefits for Personnel Exiting at Four Years of Service.</strong>&nbsp;After completing four years of service (as applicable), the following benefits will be offered to the exiting individuals:-</p>



<p><strong>(a) Seva Nidhi Package</strong>. Refer Para 5 (b) above. The corpus generated after four years of contribution will be paid to the exiting Agniveers.</p>



<p><strong>(b) ‘Agniveer’ Skill Certificate.</strong>&nbsp;At the end of engagement period, a detailed Skill set certificate will be provided to the Agniveers, highlighting the skills and level of competency acquired by the personnel during their engagement period.</p>



<p><strong>(c) Class 12th Certificate.</strong>&nbsp;Agniveers who have been enrolled after qualifying Class 10th, a certificate for 12th (equivalent) will be given on completion of their 4 years engagement period, based on skills attained. Detailed instructions shall be issued separately.</p>



<p><strong>9. PROCEDURE FOR ONLINE REGISTRATION</strong></p>

<p>16. Candidates are required to bring following documents/certificate in original with two attested photocopies with them to the rally site :-</p>



<p>(a)&nbsp;<strong>Admit Card</strong>&nbsp;Printed on Laser Printer on good quality paper (Do not shrink the size).</p>



<p>(b)&nbsp;<strong>Photograph</strong>. Twenty (20) copies of unattested Passport size colour photographs developed on good quality photographic paper in white background not more than three months old Computerised/photocopied/shopped photographs will NOT be accepted. Photographs must be with proper hair cut and clean shave (except Sikh Candidates).</p>



<p><strong>(c) Education Certificates.</strong></p>



<p>(i) Education Certificate with marks sheet of all educational qualifications achieved by candidate i.e Matric/Intermediate etc from recognized School/College/Board/University.</p>



<p>(ii) Provisional/online education certificate should be certified ink signed by the head of the educational institution of concerned Board/University.</p>



<p>(iii) Candidates with matric certificate from Open School should bring School Leaving Certificate countersigned by BEO/DEO.</p>



<p>(iv) List of Education Board recognized by State Governments / UT administrations is attach as&nbsp;<strong>Appendix ‘A’</strong>&nbsp;will only be accepted.</p>



<p>(d)&nbsp;<strong>Domicile Certificate.</strong>&nbsp;Domicile Certificate with photograph issued by Tehsildar/District Magistrate.</p>



<p>(e)&nbsp;<strong>Caste Certificate</strong>. Caste Certificate affixed with photograph of the candidate issued by the Tehsildar/District Magistrate.</p>



<p>(f)&nbsp;<strong>Religion Certificate</strong>. Religion Certificate to be issued by the Tehsildar/ SDM (if<br />religion as “<strong>SIKH/ HINDU/ MUSLIM/ CHRISTIAN</strong>” is not mentioned in caste certificate).</p>



<p>(g)&nbsp;<strong>School Character Certificate</strong>. School Character Certificate issued by the School/College Principal/Headmaster where the candidates last studied.</p>



<p>(h)&nbsp;<strong>Character Certificate</strong>. Character Certificate with photograph issued by Village Sarpanch/Municipal Corporation within last six months.</p>



<p>(j)&nbsp;<strong>Unmarried Certificate</strong>. Unmarried Certificate for candidates less than 21 years of age with photograph issued by Village Sarpanch/Municipal Corporation&nbsp;<strong>within last six months.</strong></p>



<p>(k) <strong>Relationship Certificate</strong>. SOS/ SOEX/ SOW/ SOWW Candidates are required to produce the following documents :-</p>



<p>(i) Relationship certificate issued from respective Record Office only duly signed by Record Officer with Personal Number, Rank, Name and particular of the Record Officer issuing the Relationship Certificate with office seal/stamp is endorsed. Relationship certificate should bear water marks of the concern Records.</p>



<p>(ii) A declaration to the effect as mentioned in Affidavit on Ten Rupees Non- Judicial Stamp paper prepared by the ESM duly signed by 1st Class/Executive/Judicial Magistrate is required to be submitted by the candidate at rally site.&nbsp;<strong>Format of affidavit is attached as per Appendix ‘B’.</strong></p>



<p>(iii) Original Discharge Book of Ex-Servicemen also to be produced. Name and date of birth of the candidate must have been recorded in it.</p>



<p>(l)&nbsp;<strong>NCC Certificate.&nbsp;NCC A/B/C Certificate</strong>&nbsp;and&nbsp;<strong>Republic Day</strong>&nbsp;Parade certificate should have photograph of the candidate duly attested by issuing authority.&nbsp;<strong>Provisional NCC A/B/C pass certificates will only be accepted if authenticated by concerned NCC Group Commanders.</strong>&nbsp;No bonus marks are to be allotted unless the certificate (Relationship/Sports/NCC) have been verified. An undertaking to the effect will be obtain from the candidate. Provisional certificates are accepted only during the notified rally duration neither earlier nor late.</p>



<p><strong>(m) Sports Certificate.</strong></p>



<p>(i) Sportsmen who have represented India at international level and State at National level within the last two years (for list of sports under which relaxation in physical standards is admissible, attention is invited to www.joinindianarmy.nic.in website).</p>



<p>(ii) Sportsmen who have represented District at State level and University team or regional team at District level with 1st / 2nd position within last two years (Sports Certificate should be with registration number and from government recognized sport institutes / bodies).</p>



<p>(iii) List of Sports. List of Sports for enrolment is attached as Appendix ‘C’.</p>



<p>(n)&nbsp;<strong>Affidavit.</strong>&nbsp;Duly signed by candidate on Rs 10/- Non-Judicial Stamp Paper as per specimen duly attested by notary will be submitted by candidate at the Rally Site without fail.&nbsp;<strong>Format of affidavit attached as per Appendix ‘D’. Submission of Affidavit is Mandatory to gain entry into the Rally. Candidates WILL NOT BE PERMITTED to enter the rally without affidavit.</strong></p>



<p>(o)&nbsp;<strong>Certificate of Bonus Marks.</strong>&nbsp;All original certificates / photocopies duly attested pertaining to Bonus marks will be accepted only during the Rally. No certificates to include NCC Certificates, Sports Certificate, Relationship Certificate or any other certificates to claim Bonus Marks / Relaxation would be accepted after termination of the Rally.</p>



<p>(p) Single Bank A/C, PAN Card &amp; AADHAR Card. Single Bank A/C, PAN Card &amp; Aadhar Card are mandatory documents for final enrolment for purpose of Pay &amp; allowances and other social benefits scheme.</p>



<p>(q) Police Character Certificate.</p>



<p>(r) Sarpanch/Nagar Sewak (Residence Proof).</p>

<p><strong>(b) Candidate can apply in only one category. If anyone is found registered for multiple trade/category, he will be disqualified and will not be considered for any trade/category. Choose wisely before applying. For online registration &amp; online application, assistance will also be provided to candidates at …. … … … … on working days from 1000 Hours to 1400 hours.</strong></p>



<p>(c)&nbsp;<strong>01 October 2022</strong>&nbsp;will be taken as effective date of determining age eligible for candidate. Candidates to produce birth certificate at the time of preliminary document check.</p>



<p>(d) Candidates are required to report at the Rally Site by 0100 Hours on their respective scheduled dates. Candidates reporting after 0600 Hours without appropriate justification will not be permitted to participate in the Rally.&nbsp;<strong>Candidate should be clean shaven</strong>&nbsp;(Except Sikh Candidate).</p>



<p>(e) Personnel e-mail ID and Mobile Number is&nbsp;<strong>MUST</strong>. All important messages will be sent to this e-mail ID/Mobile Number like short listed/call letter/joining instruction/result etc. Sharing of e-mail ID and Mobile Number is not permitted. Remember the User Name and Password for future use. (ARO will not be responsible for not getting required information if e-mail / Mobile Number of candidates given is wrong/ changed).</p>



<p>(f) Candidate must carry their AADHAR Card which will be authenticated biometrically at the Rally Site. Ensure AADHAR details are matching with the details mentioned in the documents and the Online Application.</p>



<p>(g) Candidate’s Name, Father’s Name, Mother’s Name and DOB must be entered<br />exactly as per Matriculation/10th Class Board Certificate.</p>



<p>(h) Candidate must enter contact details and permanent home address exactly as per Domicile/Nativity/Permanent Residential Certificate issued by Sub Divisional Magistrate/District Magistrate.</p>



<p>(j) Those not in possession of required documents will not be permitted to participate in the Rally.</p>



<p><strong>(k)&nbsp;Touts. In the past, a number of candidates have been found victims of touts, fake documents/impersonation and in the bargain have lost their candidature. Modus operandi/means used by the touts are as under: –</strong></p>



<p><strong>(i) Issue of fake PFT Slips/impersonation during various stages of rally. Conduct fake recruitment rallies.</strong></p>



<p><strong>(ii) Snatching/taking away original certificates from candidates who have been declared fit at initial stage and thereafter harassing them.</strong></p>



<p><strong>(iii) Taking away “ADMIT CARD” from the candidates under plea that they will follow up their results.</strong></p>



<p><strong>(iv) Giving candidates false assurance of “RECRUITMENT” as they claim to have links at appropriate level, thereby winning confidence of candidates.</strong></p>



<p><strong>(v) Once a candidate gets through on his own efforts touts demand money in return of the original certificates.</strong></p>



<p>(l)&nbsp;<strong>For 8th Class Pass Candidates</strong>. 8th class pass mark sheet and transfer certificate issued by school (both certificate) should be countersigned by District Inspector of School/District Education Officer.</p>



<p>(m) A Grievance Cell will be established at the Rally Site to redress any grievances.</p>



<p>(n) Candidates are requested to report at rally site with proper shave and hair cut so as to ensure proper identification &amp; Medical Review.<br />(o) Recruitment is purely based on merit list depending on available vacancies. Candidates do not have any right to claim recruitment in Army just for passing in recruitment process.</p>



<p>(p) Candidates not in possession of requisite certificates are liable for rejection.</p>



<p><strong>Important Instructions</strong></p>



<p><strong>19. Candidates will be permitted entry into the rally site only on production of Admit Card in duplicate generated online through the official website www.joinindianarmy.nic.in, Anyone found with fake admit card will be handed over to Civil Police.</strong></p>



<p>20. Recruitment into the army is a free service. Candidates are advised not to pay bribe to anyone for recruitment as it is based purely on merit. Selection process during recruitment at all stages is computerised and transparent. Therefore, candidates are advised to be beware of touts as they cannot help them at any stage.</p>



<p>21. Giving/taking bribe, production of bogus/fake certificates and indulging in unfair means is a criminal offence and liable for punishment under law.</p>



<p>22. Candidates are advised to check their age &amp; education criteria before participating in the rally. Candidates found under age/overage and not meeting education criteria will be disqualified.</p>



<p>23. Certificates with overwriting a tampering of seals or erasing/alteration of any type will not be accepted.</p>



<p>24. All documents submitted by the candidates are verified by government agencies before enrolment into Army. Strong legal action will be taken against individuals submitting fake documents. Even after recruitment, the service will be terminated if candidates are found to have produced fake documents or gave wrong information at the time of recruitment, despite the number of years of service individual may have rendered.</p>



<p>25. No compensation for Death/Injury/loss etc during the rally and no travelling allowance/dearness allowance for journey is admissible. Candidates will participate in the rally at their own risk and the participation is totally and entirely voluntary. The signing of Indemnity Bond is a mandatory requirement.</p>



<p>26. Character certificate without photo attested by certificate issuing authority will be rejected.</p>



<p>27.&nbsp;<strong>Candidates to come for the rally only on the date as per Admit Card.</strong>&nbsp;Candidates should bring pen, Handkerchief.</p>



<p>28. Use of Performance Enhancing Drugs. Use of any kind of performance enhancing drugs is strictly banned. Any candidate found to have used the same will be debarred from further screening.</p>



<p>29.&nbsp;<strong>Tattoo</strong>.</p>



<p>(a) Candidates belonging to tribal communities/from tribal areas, are permitted to have permanent body tattoos on any part of the body, as per existing customs and traditions of the said tribe to which a candidate belongs. Such candidates will only be permitted on producing the following two certificates: –</p>



<p>(i) Self certification certificate to be signed by the candidates is attached as&nbsp;<strong>Appendix ‘D’.</strong></p>



<p>(ii) Certificate of belonging to a tribal community and permissibility of permanent Body Tattoo(s) to be signed by DC/DM or SDM of the District/Tehsil where the tribe of the candidates is presently settled is attached as&nbsp;<strong>Appendix ‘E’</strong>&nbsp;(Name and designation of the concerned official must be clearly mentioned).</p>



<p>(b) Permanent body tattoos of religious sentiment are only permitted on inner face of forearms i.e from inside of elbow to the wrist and on the reverse side of palm/back (dorsal) side of hand. Permanent body tattoos on any other part of the body are not acceptable and candidates will be barred from further selection.</p>



<p>30. Selection is provisional till Enrolment Form/Contract/Rahdari Certificate is issued and candidates are dispatched for training.</p>



<p>31. Mobile phones are not permitted in the rally site and CEE.</p>



<p>32. CEE for the selected candidates will be held in tentatively in the month of …. … … … ….</p>



<p>33. Negative marking will be applicable in CEE.</p>



<p>34. At the rally site, all candidate should report duly shaved (beard, chest hair, axillary hair, pubic hair and with crew hair cut (except Sikh Candidates), for identification at various stages of rally process failing which candidate can be barred from participation in recruitment rally.</p>



<p>35. Candidates may have to present themselves at rally site for two to three times. Candidates should make arrangements for stay under their own arrangements.</p>



<p>36. Candidates are advised in their own interest to undergo medical exam before coming for selection especially with respect to flat foot, poor vision, deformities and physical measurements. All are advised to ensure that their ears are free of wax by getting it cleaned by a doctor prior to the rally.</p>



<p>37. If 180 days or more lapse between screening medical at the rally and despatch, medical will be done again and unfit candidates in this review will not be recruited.</p>



<p><strong>38. Vaccination Certificate</strong>. All candidates appearing for rally should be fully vaccinated for Covid-19. The certificate to be produced to auth upon asking</p>



<p>39. No use of contact lenses.</p>



<p>40.&nbsp;Result of written examination will be declared on the official website joinindianarmy.nic.in.&nbsp;No separate letter will be sent to the candidate. It is responsibility of candidate to check his result and report to ARO for documentation.</p>

<p>The Union Cabinet today approved an attractive recruitment scheme for Indian youth to serve in the Armed Forces. The scheme is called AGNIPATH and the youth selected under this scheme will be known as Agniveers. AGNIPATH allows patriotic and motivated youth to serve in the Armed Forces for a period of four years.</p>



<p>The AGNIPATH Scheme has been designed to enable a youthful profile of the Armed Forces. It will provide an opportunity to the youth who may be keen to don the uniform by attracting young talent from the society who are more in tune with contemporary technological trends and plough back skilled, disciplined and motivated manpower into the society. As for the Armed Forces, it will enhance the youthful profile of the Armed Forces and provide a fresh lease of ‘Josh’ and ‘Jazba’ whilst at the same time bring about a transformational shift towards a more tech savvy Armed Forces &#8211; which is indeed the need of the hour. It is envisaged that average age profile of Indian Armed forces would come down by about 4-5 years by implementation of this scheme. The national stands to immensely benefit by infusion of highly inspired youth with deeper understanding of self-discipline, diligence and focus who would be adequately skilled and will be able to contribute in other sectors. The dividends of a short military service to the nation, society and the youth of the nation are immense. This includes inculcation of patriotism, team work, enhancement of physical fitness, ingrained loyalty for the country and availability of trained personnel to boost national security in times of external threats, internal threats and natural disasters.</p>



<p>This is a major defence policy reform introduced by the Government to usher in a new era in the Human Resource policy of the three Services. The policy, which comes into immediate effect, will hereafter govern the enrolment for the three services.</p>



<h2 class="wp-block-heading">Benefits to the Agniveers</h2>



<p><em>Agniveers</em> will be given an attractive customised monthly package along with Risk and Hardship allowances as applicable in the three services. On completion of the engagement period of four years, Agniveers will be paid one time ‘Seva Nidhi’ package which shall comprise their contribution including accrued interest thereon and matching contribution from the Government equal to the accumulated amount of their contribution including interest as indicated below:</p>

<p>The ‘Seva Nidhi’ will be exempt from Income Tax. There shall be no entitlement to gratuity and pensionary benefits. Agniveers will be provided non-contributory Life Insurance Cover of Rs 48 lakhs for the duration of their engagement period in the Indian Armed Forces.</p>



<p>During this period of service to the nation, the Agniveers will be imparted with various military skills and experience, discipline, physical fitness, leadership qualities, courage and patriotism. Post this stint of four years, the Agniveers will be infused into the civil society where they can contribute immensely towards the nation building process. The skills gained by each Agniveer will be recognised in a certificate to form part of his unique resume. Agniveers, on completion of the four year tenure in the prime of their youth, will be mature and self-disciplined with the realization to become better version of himself/herself both professionally as also personally. The avenues and opportunities that will open up for their progress in the civil world after Agniveer tenure would certainly be a big plus towards nation building. Moreover, the Seva Nidhi of approximately Rs 11.71 lakhs would aid the Agniveer to pursue his/her future dreams without the financial pressure, which is normally the case for young people from the financially deprived strata of society.</p>



<p>The individuals, selected for enrolment in the Armed Forces as regular cadre, would be required to serve for a further engagement period of minimum 15 years and would be governed by the existing terms and conditions of service of Junior Commissioned Officers/Other Ranks in Indian Army and their equivalent in Indian Navy and Indian Air Force and that of Non Combatant enrolled in the Indian Air Force, as amended from time to time.</p>



<p>The scheme will lead to much more youthful and technically adept war fighting force by ensuring a fine balance between youthful and experienced personnel in the Armed Forces.</p>

<h2 class="wp-block-heading">AGNIPATH scheme Terms &amp; Conditions</h2>



<p>Under the AGNIPATH scheme, the Agniveers will be enrolled in the Forces under respective Service Acts for a period of four years. They would form a distinct rank in the Armed Forces, different from any other existing ranks. Upon the completion of four years of service, based on organisational requirement and policies promulgated by the Armed Forces from time-to-time, Agniveers will be offered an opportunity to apply for permanent enrolment in the Armed Forces. These applications will be considered in a centralised manner based on objective criteria including performance during their four-year engagement period and up to 25% of each specific batch of Agniveers will be enrolled in regular cadre of the Armed Forces. Detailed guidelines will be issued separately.</p>



<p>Enrolment will be undertaken through an online centralised system for all three services with specialised rallies and campus interviews from recognised technical institutes such as Industrial Training Institutes and National Skills Qualifications Framework, among others. Enrolment will be based on ‘All India All Class’ basis and the eligible age will be in range from 17.5 to 21 years. Agniveers will meet the medical eligibility conditions laid down for enrolment in the armed forces as applicable to respective categories/trades. The educational qualification for Agniveers will remain as in vogue for enrollment in various categories. {For example: For entry into General Duty (GD) soldier, the educational qualification is Class 10}.</p>

<p><strong>Union Minister Dr Jitendra says, a Common Eligibility Test will be conducted across the country from early 2022 to screen and shortlist candidates for recruitment to Central government jobs.</strong></p>



<p><strong>Launches e-book Civil List-2021 of IAS officers at North Block</strong></p>

<p>Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space Dr Jitendra Singh today said that a Common Eligibility Test (CET) for job aspirants will be conducted across the country from early 2022. This unique initiative undertaken with the personal intervention of Prime Minister Narendra Modi to screen and shortlist candidates for recruitment to Central Government jobs was scheduled to take off with the first such test before the end of this year, but is likely to get delayed on account of COVID pandemic, he said.</p>



<p>Speaking after the launch of e-Book Civil List-2021 of IAS officers, Dr Jitendra Singh said, the Common Entrance Test is a path-breaking reform carried out by Department of Personnel &amp; Training (DoPT) to bring about “Ease of Recruitment” for young job aspirants and it will prove to be a major boon for youth, especially those living in far-flung and remote areas. This landmark reform is also a reflection of Prime Minister Narendra Modi’s deep and sensitive concern for the youths and his keenness to provide level playing field and equal opportunity to youth across the country, he added.</p>



<p>The Minister further informed that the National Recruitment Agency (NRA) for conducting Common Eligibility Test has been constituted with the approval of the Union Cabinet. NRA will conduct CET to screen/shortlist candidates for jobs in Government sector for which recruitment is presently carried out through the Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs) and Institute of Banking Personnel Selection (IBPS).</p>



<p>Dr.Jitendra Singh said that the NRA will be a multi-agency body which will conduct the common test to screen and shortlist candidates for Group-‘B’ and ‘C’ (non-technical) posts. The most significant feature of this reform is that every district in the country will have at least one Examination Centre which would greatly enhance access to the candidates living in far-flung areas, he added.</p>



<p>Dr.Jitendra Singh said that the historic reform will provide a level playing field to all the candidates, regardless of his or her background or socio-economic status. There will also be a huge benefit to women and Divyang candidates and for those who find it financially unaffordable to appear for multiple tests by travelling to multiple Centres.</p>



<p>DrJitendra Singh said that the push given to DoPT in the last seven years by the Narendra Modi Government resulted in a number of innovations and reforms for the common public good. Referring to a series of out of box decisions since May 2014, he said that the decision to do away with the time old practice of getting documents attested by a gazetted officer and replacing the same with self-attestation, three-month Central Government stint as Assistant Secretaries for IAS officers in the beginning of their career are far reaching in nature.</p>



<p>Speaking about the e-Book IAS Civil List 2021, Dr Jitendra Singh said, the dynamic list will help in selecting the right officer for the right assignment based on available profile and is a vital source of information on the officers manning various posts for the general public. He said, the e-book IAS Civil list is an effort by the Department to contribute towards Digital India initiative of the Government of India. This effort will also ensure economic utilization of resources by reducing the burden on the government exchequer, he added.</p>



<p>This is the 66th edition of Civil List and first edition of e-book in pdf with unique search facilities and hyperlinking of contents for ease of access of information at a click of button. By introducing publication of e-Book IAS Civil list 2021, DoPT has done away with the printing of voluminous IAS Civil list. The IAS Civil List contains vital information in respect of officers’ batch, cadre, present posting, pay scale, qualification and date of superannuation along with their overall cadre-wise strength, number of IAS officers retiring in next five years including number of IAS officers appointed on the basis of Civil Services Examination from 1969 onwards. The list also contains photographs of IAS officers.The e-book IAS Civil List, 2021 is also available on the website of the Department at https://dopt.gov.in.</p>

<p>Ref .: Railway Board’s letter No. 2010/E {Sports)/4(1)/1 (Policy) dated 31.12.2010 (RBE No. 189/2010).</p>



<p>As per existing instructions, the period of reckoning sports achievements for recruitment against sports quota under Talent Scouting Category is current and/or immediate previous one financial year. But, due to <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">covid</a> pandemic and nationwide lockdown, most of the national or international championships didn’t take place last year.</p>



<p>The condition for reckoning sports achievements for recruitment against sports quota under Talent Scouting Category has been considered by Board and to give a fair opportunity to sportspersons for recruitment under Talent Scouting Category in 2020-21, it has been decided that the sports achievement for this category may be reckoned for the previous two financial years, same as that for the recruitment under Open Advertisement category.</p>



<p>This also disposes of SERSA’s letter No. SERSA/ Recruitment/ TS&amp;OA/ 2020-21, dated 15.01.2021.</p>

<ol class="wp-block-list"><li><strong>Short title and commencement</strong>.- (1) These rules may be called the Lokpal (Staff Car Driver) Recruitment Rules, 2020.<br />(2) They shall come into force on the date of their publication in the Official Gazette.</li><li><strong>Number of post, classification, level in the Pay Matrix</strong>.- The number of post, its classification, and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.</li><li><strong>Method of recruitment, age limit, qualifications, etc</strong>.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.</li><li><strong>Disqualification</strong>.- No person, –<br />(a) who has entered into or contracted a marriage with a person having a spouse living; or<br />(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:<br />Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.</li><li><strong>Power to relax</strong>.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.</li><li><strong>Savings</strong>.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, ex-Servicemen and<br />other special categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard.</li></ol>

<h3 class="wp-block-heading">Sub: Combined Cadre Restructuring of Group A, B and C services on the Railways</h3>



<ol class="wp-block-list"><li>Senior Section Engineers (SSE) in the category of Technical Supervisors were given no improvement in the Cadre Restructuring since 1984 and Junior Engineers (JE) are eligible for only one promotion in their cadre as apparent from the following table – in spite of manifold increase in duties and responsibilities of the Technical Supervisors&nbsp;<em>I&nbsp;</em>Rail Engineers:</li><li><strong>NO IMPROVEMENT FOR SSE IN THE CADRE STRUCTURE OF TECHNICAL SUPERVISOR</strong></li></ol>

<ol class="wp-block-list" start="3"><li>There has been no upgrading or Cadre Restructuring of the Apex Grade of Group ‘C’ ever on the Railways – (either in 1979, 1984, 1993, 2003 or 2013). Consequently there is extreme stagnancy &amp; resultant frustration amongst the incumbents of the Apex Grade ‘C’- especially amongst the Technical Supervisors&nbsp;<em>I&nbsp;</em>Rail Engineers on the Railways.</li><li>The post of SSE in the pay scale 2375-3200 in 4th CPC, Rs.7450-11500 in 5th CPC, G.P Rs.4600 in 5th CPC and Pay Level-7 in 7th CPC had not received any upgradation in the past five cadre restructuring exercises.</li></ol>



<ol class="wp-block-list" start="5"><li>There has been substantial increase in the duties and responsibilities over the years of the Technical Supervisors&nbsp;<em>I&nbsp;</em>Rail Engineers (JEs &amp; SSEs) due to modernisation and advancement of technology on the Railways – but this has not been recognised or remunerated in any manner whatsoever – especially in the case of Senior Section Engineers.</li><li>Most of the employees get 3 or 4 promotions or even more in their service in Railways, except JEs &amp; It is pertinent that JEs with Diploma in Engineering and one year training and SSEs with Graduate in Engineering and one year of on the job training – are getting stagnated in the Apex Group C scale without any further avenue of promotion except in rare 2% cases. JEs enter in Pay Level-6 will get only one promotion to Pay Level-7. SSE with Graduate in Engineering qualification enter in Pay Level-7 and will remain stagnant in the entry grade itself. The JEs &amp; SSEs rot at Pay Level-7 throughout their career since they have very meager number of posts in Group-B.</li></ol>



<ol class="wp-block-list" start="7"><li>Less than 2% of Technical Supervisors – (entering with Diploma or Degree in Engineering) – reach Group B level and only a small fraction thereof reach Group A level- due to very meager number of Posts in Group A &amp; B vis-a-vis Group ‘C’ and non­ implementation of DoPTs orders regarding Classification of Posts – issued after the last five Pay Commissions on the Railways. Large majority of Technical Supervisors do not get promotion to the Gazetted cadre except in a very few cases and that too at the fag end of their career. Even after acquiring long years of experience and expertise they remain and mostly retire in the Supervisory cadre itself.</li></ol>



<ol class="wp-block-list" start="8"><li>Terms of reference of Cadre Restructuring Committees have not allowed the CRC Committees to do the cadre restructure exercise in pan-railways approach taking all management &amp; cadre issue into Instead work of CRC committee had been restricted to Group ‘C’ defeating basic purpose of CRC.</li><li>In the new scenario of high speed train operation, technological improvements, improved passenger amenities, handling of higher volume of traffic and management requirements thereof, it is requested that Combined “Cadre Restructuring” of posts in Group ‘A’, ‘B’ &amp; ‘C’ may please be considered to upgrade adequate number of Group C posts to Group A &amp; B – to fully meet with the job requirements of the posts of Technical Supervisors on Railways – keeping in view the following facts:</li><li>In the Technical Departments of Engineering, Mechanical, Electrical, Signal &amp; Telecommunications and Stores, only 3447 Group B posts for 77 lakh posts of Group C &amp; D, i.e. just 0.44% posts are available in Group-B – as indicated in the Tables below:</li><li><strong>Analysis of Staff Strength in the Technical departments of IR as on 31st March 2019</strong></li></ol>

<ol class="wp-block-list" start="12"><li>In fact, number of Group-B posts in Technical departments of Railways had witnessed negative It was reduced from 4274 to 3447 between the year 2009 and 2019. Thus strength of Group-B posts was reduced by 20% in a period of ten years.</li><li>In spite of more complex nature of duties and higher responsibilities on account of requirements of Safety &amp; modernisation, Railways have the lowest %age of Gazetted posts in Group A &amp; B vis-a-vis total strength – in comparison to total strength of all Central Government departments.</li></ol>

<ol class="wp-block-list" start="14"><li>In the present scenario of huge investments and fast &amp; prompt completion of new projects, more number of posts in gazetted cadre is essentially required, so that decision making and accountability can be broadened in the administrative hierarchy.</li><li><strong>Railway Board made a principle decision for combined cadre restructuring long back, part of minutes of Board meeting is given under,</strong><ol><li>It would be relevant to point out that on Indian Railways, Group ‘B’ officers constitute only 5% of its total workforce whereas, the average in respect of Group ‘B’ officers for All India Central Government employees comes to 5.6% i.e. 10.6 times higher as compared to Railway Group ‘B’ officers. Further, with reference to the Ministry of Culture which has the second lowest percentage of Group ‘B’ officers this ratio is 1:6 as compared to Railways. In this context, it is imperative that for efficient and effective utilization of existing manpower resources on Railways, the ratio of Group ‘B’ officer vis-a-vis non gazetted employees is to be improved keeping in view the functional consideration.</li><li>b) While the proposal for upgradation on above lines was under consideration the earlier AM (Staff) discussed the matter with both the Federations regarding upgradation of certain percentages of Group ‘C’ posts to Group ‘B’ gazette post and also regarding simplification in the selection procedure for Group ‘B’ Based on the said deliberations a Note for Discussion in Board’s Meeting was submitted. The said Note was considered in full Board meeting held on 29.11.2011 and Board directed as under:-</li><li>c) <strong>“Board directed that a comprehensive proposal on restructuring involving Group ‘C’, Group ‘B’ and Group ‘A’ cadres be worked out to enable Board to take a considered view”</strong></li></ol></li><li>7th CPC in its report for Technical Supervisors vide para 40.113 recommended that, <em>“Considering</em> <em>the feedback provided by the Railway Board and upon close analysis of the cadre structure, we are of the view that there is </em>some <em>element of stagnation at the GP 4600 stage. Accordingly , it is suggested that Railway Board should consider enhancing</em> <em>the number of posts in the next higher level” </em>…</li><li>It is therefore requested that the combined cadre strength of Technical Departments including all posts in Group- A, B and C on Indian Railways may please be restructured as under – so as to be comparable with, if not higher than, the All India Average % age of Group A, B &amp; C of Central Government employees in other Departments:</li></ol>
