OFFICE MEMORANDUM

Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2024-25.

The undersigned is directed to convey the sanction of the President to grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2024-25 to all Central Government employees in Group ‘C’ and all non-gazetted Central Government employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2025 and have rendered at least six months of continuous service during the year 2024-25 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs.7000/- (where actual average emoluments exceed Rs.7000/-), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.7000×30/30.4=Rs.6907.89/- (rounded off to Rs.6908/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e. Rs.1184.21/- (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on the basis of actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) Various points regarding regulation of Ad-hoc / Non-PLB Bonus are given in the Annexure.

3. The expenditure on this account will be debitable to the respective object head in terms of Department of Expenditure’s Notification dated 16th December 2022.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current financial year 2025-26.

4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India as mandated under Article 148(5) of the Constitution of India.

Cabinet approves Productivity Linked Bonus for 78 days to railway employees

In recognition of the excellent performance by the railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi today approved payment of Productivity Linked Bonus (PLB) of 78 days for Rs.1865.68 crore to 10,91,146 railway employees.

Payment of PLB to eligible railway employee is made each year before the Durga Puja / Dussehra holidays.  This year also, PLB amount equivalent to 78 days’ wages is being paid to about 10.91 lakh non-gazetted railway employees.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

The maximum payable amount of PLB equivalent to 78 days’ wages for each eligible railway employee is Rs.17,951/-.  The above amount will be paid to various categories, of railway staff like Track maintainers, Loco Pilots, Train Managers (Guard), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial Staff and other Group ‘C’ staff.

The performance of Railways in the year 2024-25 was very good.  Railways loaded a record cargo of 1614.90 Million Tonnes and carried nearly 7.3 billion passengers.

In continuation of the letter dated 08/Oct/2024 regarding Payment of Advance against PLB for 2023-24, it is to state that the Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2023-24 for the employees of EPFO vide letter no. DoE I.D. No. 11-05/2018-E.III A dated 27-03-2025.

Accordingly, the Competent Authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2023-24 for 60 (Sixty) days in all the offices of EPFO subject to a maximum of Rs. 13,816 (Rs. Thirteen Thousand Eight Hundred and Sixteen only). The bonus of 60 days has been assessed based on the previous year data/information submitted by the ZOs. The payment of bonus is to be released to all the eligible Group ‘C’ and Group ‘B’ (Non-Gazetted) employees of EPFO.

The terms and conditions governing payment of PLB will be as per the instruction and other terms and conditions issued by the Ministry of Finance O.M. No. 7/24/2007/E.III (A) dated 10/10/2024 for payment of bonus. The quantum of bonus may be assessed as per the following formula:

Subject: Productivity Linked Bonus for the Defence civilians employees of the Indian Navy for the financial year 2023-2024.

Sir,

I am directed to refer to the Productivity Linked Bonus (PLB) Scheme circulated vide this Ministry’s letter No. F-24(9)/80/D(JCM), dated 28th September, 1983 as amended from time to time and to convey the sanction of the President to the payment of 40 days (forty days) wages as PLB for the financial year 2023-2024 to the eligible Defence civilian employees of the Indian Navy.

2. . The entitlement has been worked out on the basis of the working results for the financial year 2023-2024 in accordance with the agreed formula .

3. The PLB shall be paid to all eligible Gp.’B’ (Non-Gazetted) and Gp. ‘C’ civilian employees of Indian Navy who are covered under PLB Scheme for the Accounting Year 2023-2024. The calculation ceiling of Rs.7000/- (7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus (PLB) to the casual labourer will be paid at the assumed wages of Rs.1200/-p.m. (1200×40/30.4) for the Accounting Year 2023-2024 . However, in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages . The other conditions remain unchanged .

5. The expenditure on this account will be debitable to Defence Service Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the financial year 2024-2025, without any additionality.

6. This issues with the concurrence of the Ministry of Finance (Deptt. of Expenditure) conveyed vide their I.D. Note No 11.04/2020-E.III-A dated 01.11.2024 and MoD(Fin) ID Note No.28028/02/22 -AG/PD dated 01.11.2024 .

The undersigned is directed to convey the sanction of the President for payment of Productivity Linked Bonus for the Accounting year 2023-24 equivalent of emoluments of 60 (Sixty) Days to the following category of

1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:

2. REGULAR EMPLOYEES:

2.1 Productivity Linked Bonus will be calculated on the basis of the following
formula:

Average emoluments X Number of days of bonus
30.4 (average no. of days in a month)

2.2 The terms ‘emoluments‘ for regular department employees includes basic pay in the Pay matrix, Dearness Pay, S.B. Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty Members in Training Institutes. In case of emoluments exceeding Rs.7000/- (Rupees Seven Thousand only) in any month during the accounting year 2023-24, the emoluments shall be restricted to Rs.7000/- (Rupees Seven Thousand only) per month only.

2.3 ‘Average Emoluments‘ for a regular employee is arrived at by dividing by
twelve, the total salary drawn during the year 2023-24 for the period from 1.4.2023 to 31.03.2024, by restricting each month’s salary to Rs. 7000/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.7000/

2.4 In case of those employees who were under suspension, or on whom diesnon was imposed or both, during the accounting year, the clarification orders issued vide Paras 1 & 3 respectively of this officer order No. 26-8/80-PAP (Pt.I) dated 11.6.1981 and No. 26-4/87-PAP (Pt.II) dated 8.2.1988 will apply.

2.5 Those employees who have resigned/ retired or left services or proceeded on
deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts after 31.03.2023 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2.3 above.

3. GRAMIN DAK SEVAKS (GDSs)

3.1 In respect of GDSs were on duty throughout the year during 2023-24, Average Monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2023 to 31.3.2024
divided by 12. However, where the Time Related Continuity Allowance exceeds
Rs. 7000/- in any month during this period, the allowance will be restricted to Rs.7000/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:

30.4 (average no. of days in a month)

3.2 The TRCA drawn by a substitute GDSs will not be counted towards exgratia bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDSs who were engaged in short term vacancies in
Postmen/ MTS Cadre will be governed by instructions issued by this Directorate
vide OM No. 23-01/2019-GDS dated 23.10.2019.

3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put on duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in Para 3.1 above.

3.4 Those Gramin Dak Sevaks who have resigned/ discharged or left service
after 31.03.2024 will also be entitled to proportionate ex-gratia Bonus. In case of all
such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions
of Para 3.1 above.

3.5 In case of those Gramin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both, during the accounting year, the clarification orders issued vide Paras 1 & 3 respectively of this office order No 26-08/80-PAP (PtI)dated 11.6.1981 and No. 26-04/87-PAP(P.II) dated 8.2.1988 will apply.

4. FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS
CASUAL LABOURERS.)

4.1 Full Time Casual Laborers (including Temporary Status Casual Laborers who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.03.2024 will be paid ad-hoc bonus
on notional monthly wages of Rs.1200/- (Rupees Twelve hundred only). The
maximum ad-hoc bonus will be calculated as below:

Accordingly, the rate of bonus per day will be worked out as indicated below:

In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2023 to 31.3.2024, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.

5. The amount of Productivity Linked Bonus/ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head ‘Salaries’ under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met
from the sanctioned grant for the year 2024-25.

6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures are intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number employees (Category-wise) to whom it was
disbursed for the Department as a whole.

7. This has the approval of Honarable Finance Minister vide Ministry of Finance,
Department of Expenditure’s ID Note No. 11/1/2017-E.III(A) (3970378/24) dated 11.10.2024 and issue with the consultation of AS & FA vide Diary No. 131/2024-25/FA-CS(P) dated 11.10.2024.

Bonus and Ex-gratia announcement for Group C and D employees of Public Sector Undertakings.

Over 2.75 lakh TN employees and workers of State-run Public Sector Undertakings (PSUs) are eligible for the bonus

The Tamil Nadu government, led by Chief Minister M.K. Stalin, announced a bonus and ex-gratia for over 2.75 lakh qualified employees and workers of State-run Public Sector Undertakings (PSUs) for 2023–24 on Thursday, October 10, 2024, ahead of Deepavali. ₹369.65 crore would be spent by the State government.

According to an official press release, qualified workers at Tangedco, several State Transport Corporations, and the Tamil Nadu Civil Supplies Corporation would receive an 8.33% bonus and 11.67% ex-gratia.

Sir/Madam,

It has been decided by the Competent Authority to grant an advance against the Productivity Linked Bonus admissible for the eligible Group C and Group B (Non-Gazetted) employees of the Employees’ Provident Fund Organization for the year 2023-24.

2. Accordingly, an advance of Rs. 13,816 (Rs. Thirteen Tpaid and Eight Hundred sixteen Only) against the Productivity Linked Bonus equal to 60 (Sixty) days’ wages to the eligible serving Group C and Group B (Non-Gazetted) employees of Employees’ Provident Fund Organization for the year 2023-24, is to be paid.

3. The payment of the advance is subject to the condition that an undertaking (in the enclosed Performa) to the effect that “the advance will be adjusted against the PLB due for the year 2023-24 and any excess payment made towards PLB for the year 2023-24 would be refunded forthwith”, shall be submitted by each eligible employee.  The payment of advance is subject to the same terms and conditions that are applicable to the grant of PLB and are appended. However, advance is not admissible in respect of employees who have already retired from the services of EPFO.

4. The amount of advance may be paid before 11/Oct/2024 under intimation to this office. The number of such employees and the amount disbursed may also be intimated.

5. The expenditure incurred for payment of this advance may be debited from the budget head “Productivity Linked Bonus.”

Terms and conditions for payment of advance against Productivity Linked Bonus to the employees of the Employees’ Provident Fund Organization for the year 2023-24

1. All regular employees of Group ‘C’ and Group “B” (Non- Gazetted) whether temporary or permanent shall be eligible for the advance against Productivity Linked Bonus provided they were in service on pro rata basis, and also on the last day in March of the relevant financial year i.e. 2023-24. Casual/ contract/ extra departmental employees shall not be eligible for any Bonus.

2. The employees who were in service for less than one year during the relevant financial year shall be allowed the advance against PLB on proportionate basis, provided they were in service for at least six months during the financial year 2023-24.

3. The employees drawing monthly wages of more than Rs. 7,000/- shall been entitled to the advance against PLB at the rate admissible to those drawing wages of Rs. 7,000/- per month.

4. The employees who happen to be on extraordinary or half pay leave during the month of March will be paid the advance against PLB based on the pay and allowances that would have been payable but for their being on EOL, HPL etc.

UNDERTAKING

I, Shri/Smt./Ms. ______, (Name)  ____, (Designation) do hereby undertake as under: –

1. that I understand that the advance against the PLB due and admissible to me for the year 2023-24, equal to 60 days’ wages (subject to the maximum of Rs.14000/-) has been provisionally sanctioned and being paid to me.

2. that the said advance will be adjusted against the PLB due and admissible to me for the year 2023-24 and any excess payment detected at a later stage, on any account, shall be refunded by me forthwith.

Sub: Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2023-24

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages’ without any ceiling on wages for eligibility for the financial year 5023-24 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where, wages’ exceed ₹7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are ₹ 7000/- p.m. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and Clarifications issued from time to time, shall remain unchanged.

2. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/ retired/ expired during the financial year 2023-24 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of ₹17,951/- towards Productivity Linked Bonus for the financial year 2023-24. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

3. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-I/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme In their respective State Railway Provident Fund Accounts.

4. Disbursement of Productivity Linked Bonus for the financial year 2023-24 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made in the same mode as payment of salary on priority basis.

5. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

Cabinet approves and announces Productivity Linked Bonus (PLB) for 78 days to railway employees

In recognition of the excellent performance by the Railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved payment of PLB of 78 days for Rs. 2028.57 crore to 11,72,240 railway employees.

The amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group C staff.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

Payment of PLB to eligible railway employees is made each year before the Durga Puja/ Dusshera holidays. This year also, PLB amount equivalent to 78 days’ wages is being paid to about 11.72 lakh non-gazetted Railway employees.

The maximum amount payable per eligible railway employee is Rs.17,951/- for 78 days. The above amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group ‘C staff.

The performance of Railways in the year 2023-2024 was very good. Railways loaded a record cargo of 1588 Million Tonnes and carried nearly 6.7 Billion Passengers.

Many factors contributed to this record performance. These include improvement in infrastructure due to infusion of record Capex by the Government in Railways, efficiency in operations and better technology etc.
