1. Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index for the month of May, 2025 is being released in this press release.

2. The All-India CPI-IW for May, 2025 increased by 0.5 point and stood at 144.0 (one hundred forty four).

3. Year-on-year inflation for the month of May, 2025 stood at 2.93% as compared to 3.86% in May, 2024.

Expected DA January 2024

The Labour Bureau under the Ministry of Labour & Employment has released the All-India CPI-IW for August 2023, which decreased by 0.5 points and stood at 139.2. This nominal decline comes after sharp rises in the last two months, which suggests that the DA hike for central government employees and pensioners in January 2024 is still likely to be a minimum of 4% taking the DA to 50%. There are chances that the DA from Jan 2024 will be 51% depending on the fur more months indices. 

The CPI-IW indices play a crucial role in determining the DA and DR, which are used to compensate government employees for the rising cost of living. With data from January to December 2023 set to influence the DA calculation from January 2024, the recent surges in CPI-IW figures suggest a potential 4% hike in DA. This would raise the total DA figure to 50%, a substantial boost in the financial benefits for government employees.

The sharp rise in the June and July 2023 index and minor decline in August, suggests that even if subsequent indices remain stagnant, the DA will still reach the 50% mark. 

Overall, the decline in the CPI-IW in August is a positive sign for government employees. However, it is important to wait for the full year’s data before making any definitive predictions about the DA hike for January 2024.

Central government employees can look forward to positive changes in the coming months, with the potential for a 4% Dearness Allowance increase and possible news about the formation of the Eighth Pay Commission.

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of August, 2023 is being released in this press release.

The All-India CPI-[W for August, 2023 decreased by 0.5 points and stood at 139.2 (one hundred thirty nine point two). On 1-month percentage change, it decreased by 0.36 per cent with respect to previous month compared to increase of 0.23 per cent recorded between corresponding months a year ago.

The maximum downward pressure in current index came from Food & Beverages group contributing 0.71 percentage point to the total change. At item level, Wheat, Poultry/ Chicken, Eggs-hen, Cotton Seed Oil, Apple, Brinjal, Cauliflower, Chillies Green, Ginger, Lady’s Finger, Tomato, Electricity Domestic, Kerosene Oil, etc. are responsible for the fall in index. However, this decrease was checked by Rice, Arhar Dal, Onion, Cumin Seed/Jira, Cooked Meal, Tailoring Charges, Books School/ITI, Private Tutor/ Coaching Centre Fees, Tuition and other Fees-College and School/ITI, Stationery, etc. putting upward pressure on the index.

At centre level, Jaipur recorded a maximum decrease of 4.8 points. Among others, 3 centres recorded decrease between 3 to 3.9 points, 11 centres between 2 to 2.9 points, 13 centres between 1 to 1.9 points and 22 centres between 0.1 to 0.9 points. On the contrary, Cuttack recorded a maximum increase of 4.4 points followed by Jalandhar with 4.0 points and Dadra & Nagar Haveli and Kollam with 3.7 points each. Among others, 3 centres recorded increase between 2 to 2.9 points, 9 centres between 1 to 1.9 points and 18 centres between 0.1 to 0.9 points. Rest of 4 centres’ indices remained stationary.

Year-on-year inflation for the month stood at 6.91 per cent compared to 7.54 per cent for the previous month and 5.85 per cent during the corresponding month a year before. Similarly, Food inflation stood at 10.06 per cent against 11.87 per cent of the previous month and 6.46 per cent during the corresponding month a year ago.

The All-India CPI-IW for July, 2023 increased by 3.3 points and stood at 139.7 (one hundred thirty nine point seven). On 1-month percentage change, it increased by 2.42 per cent with respect to previous month compared to increase of 0.90 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Food & Beverages group contributing 2.86 percentage points to the total change. At item level, Rice, Arhar Dal/ Tur Dal, Apple, Mango, Brinjal, Garlic, Ginger. Gourd(Lauki), Chilies Green, Potato, Onion, Tomato, Cumin seed/Jira, Supari, Saree Cotton, Shirt, T-shirt-readymade, School uniform, Leather Sandle, Chappal, Canvas Shoes, House rent, Auto-rickshaw/ Scooter fare, Repair/ Service Charges, Utensils, Medicine allopathic etc. are responsible for the rise in index. However, this increase was largely checked by Electricity (domestic) Charges, Kerosene oil, etc. putting downward pressure on the index.

At centre level, Gurugram recorded a maximum increase of 8.3 points. Among others, 3 centres recorded increase between 7 to 7.9 points, 4 centres between 6 to 6.9 points, 10 centres between 5 to 5.9 points, 15 centres between 4 to 4.9 points, 14 centres between 3 to 3.9 points, 25 centres between 2 to 2.9 points, 9 centres between 1 to 1.9 points and 4 centres between 0.1 to 0.9 points. On the contrary, Keonjhar recorded a decrease of 1.0 point. Rest of two centers index remained stationary.

Year-on-year inflation for the month stood at 7.54 per cent compared to 5.57 per cent for the previous month and 5.78 per cent during the corresponding month a year before. Similarly, Food inflation stood at 11.87 per cent against 6.00 per cent of the previous month and 5.96 per cent during the corresponding month a year ago.

Expected DA January 2024

As a record increase in the All-India CPI-IW for the month of July 2023, as published by the Labour Bureau on August 31, 2023, expected DA/DR from January 2024 is 50% or more.

The All-India CPI-IW reached by 3.3 points in July 2023 to reach 139.7 (one hundred thirty nine point seven), the highest increase in a new series since September 2020. With a score of 1.7% increase in the first month, this increase in CPI-IW opens the account of Expected DA/DR from January 2024 for Central Government Employees and Pensioners. The CPI-IW index for the remaining 5 months will provide the precise DA/DR figure for January 2024, and given the significant increase in CPI-IW for July 2023, the 50% or higher DA/DR starting in January 2024 is expected to be confirmed.

The DA/DR starting in July 2024 has also been confirmed to be 46% with an existing rate rise of 4%. According to custom, the Cabinet will approve the hike in September 2023. The Cabinet’s approval and the issue of a DoE OM in this regard are keenly awaited by the Central Government Employees and Pensioners.

Expected DA from July 2023 for Central Govt Employees 46% Confirmed

The All-India CPI-IW for June, 2023 increased by 1.7 points and stood at 136.4 (one hundred thirty six point four). On 1-month percentage change, it increased by 1.26 per cent with respect to previous month compared to increase of 0.16 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Food & Beverages group contributing 1.62 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta, Arhar Dal, Moong Dal, Fish Fresh, Poultry Chicken, Egg-Hen, Apple, Banana, Brinjal, Carrot, Ginger, Cauliflower, Chili Green, Potato, Onion, Tomato, Cumin seed/Jira, Supari, Casual Wear, Canvas Shoes, Utensil, Medicine ayurvedic, etc. are responsible for the rise in index. However, this increase was largely checked by Mustard Oil, Palm Oil, Sunflower Oil, Coconut Oil, Lemon, Mango, Kerosene Oil, etc. putting downward pressure on the index.

At centre level, Angul- Talchar recorded a maximum increase of 8.5 points followed by Raipur and Labac- Silchar with 6.8 and 6.3 points respectively. Among others, 3 centres recorded increase between 5 to 5.9 points, 2 centres between 4 to 4.9 points, 10 centres between 3 to 3.9 points, 11 centres between 2 to 2.9 points, 28 centres between 1 to 1.9 points and 26 centres between 0.1 to 0.9 points. On the contrary, Mungel- Jamalpur recorded a maximum decrease of 1.1 point. Among others, 4 centers recorded decrease between 0.1 to 0.9 points.

The All-lndia CPI-IW for April, 2023 increased by 0.9 points and stood at 134.2 (one hundred thirty four point two). On 1-month percentage change, it increased by 0.68 per cent with respect to previous month compared to increase of 1.35 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Food & Beverages group contributing 0.39 percentage points to the total change. At item level, Rice, Arhar Dal, Apple, Banana, orange, cauliflower, Brinjal, cabbage, Ginger, peas, Dairy Milk, French bean, Lemon, Cumin seed/Jira, Chillies dry, Cooked Meal, Poultry Chicken, Ladies Suiting, etc. are responsible for the rise in index. However, this increase was largely checked by Wheat Atta, Tomato, onion, Drum Stick, Lady’s Finger, Mango, Soyabean oil, sunflower Oil, Mustard Oil, Egg-Hen, Electricity Domestic, Firewood and Chips, etc. putting downward pressure on the index.

At centre level, Howrah recorded a maximum increase of 4.1 points. Among others, 4 centres recorded increase between 2 to2.9 points,30 centres between 1 to 1.9 points and 37 centres between 0.1 to 0.9 points. On the contrary, Salem recorded a maximum decrease of 1.9 points. Among others, 11 centers recorded decrease between 0.1 to 0.9 points. Rest of four centers index remained stationary.

Year-on-year inflation for the month stood at 5.09 per cent compared to 5.79 per cent for the previous month and 6.33 per cent during the corresponding month a year before. Similarly, Food inflation stood at 4.16 per cent against 5.02 per cent of the previous month and 7.05 per cent during the corresponding month ayear ago.

The All-India CPI-IW for March 2023 increased by 0.6 points and stood at 133.3 (one hundred thirty-three point three). On 1-month percentage change, it increased by 0.45 per cent with respect to the previous month compared to increase of 0.80 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Fuel & Light group contributing 0.25 percentage points to the total change. At item level, Cooking Gas/LPG, Firewood and Chips, Hospital/Nursing Home Charges, Medicine Allopathic, Motor Cycle/Scooter Moped, Toilet Soap, Tooth Paste, Arhar Dal, Cow Milk, Dairy Milk, Fish Fresh, Pure Ghee, Apple, Banana, Cauliflower, Brinjal, Cabbage, Bitter Guard, French bean, Lemon, Peas, Cumin Seed/Jira, Cooked Meal are responsible for the rise in index. However, this increase was largely checked by Wheat Atta, Rice, Potato, Onion, Drum Stick, Lady Finger, Tomato, Grapes, Soyabean Oil, Sunflower Oil, Mustard Oil, Cotton Seed Oil, Poultry Chicken, Egg-Hen etc. putting downward pressure on the index.

At centre level, Ahmedabad recorded a maximum increase of 3.3 points followed by Jamshedpur and Gurugram with 3.2 and 3.1 points respectively. Among others, 3 centres recorded increase between 2 to 2.9 points, 23 centres between 1 to 1.9 points and 43 centres between 0.1 to 0.9 points. On the contrary, Salem recorded a maximum decrease of 1.4 points followed by Tirunelveli and Tripura with 1.1 and 1 point respectively. Among others, 9 centres recorded decrease between 0.1 to 0.9 points. Rest of four centres index remained stationary.

Year-on-year inflation for the month stood at 5.79 per cent compared to 6.16 per cent for the previous month and 5.35 per cent during the corresponding month a year before. Similarly, Food inflation stood at 5.02 per cent against 6.13 per cent of the previous month and 6.27 per cent during the corresponding month a year ago.

The All-India CPI-IW for January, 2023 increased by 0.5 points and stood at 132.8 (one hundred thirty two point eight). On 1-month percentage change, it increased by 0.38 per cent with respect to previous month compared to decrease of 0.24 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Housing group contributing 0.40 percentage points to the total change. At item level, House rent, Wheat, Wheat Atta, Cow Milk, Apple, Banana, Orange, Brinjal, Lady Finger, Kundru, Cumin Seed/Jira, Egg Hen, Cooked Meal, Pan Finished, Zarda, Medicine Allopathic, Toilet Soap, etc. are responsible for the rise in index. However, this increase was largely checked by Potato, Cabbage, Carrot, Cauliflower, Peas, Onion, Capsicum, French Beans, Green Coriander Leaves, Radish, Tomato, Soyabean Oil, Sunflower Oil, Poultry Chicken, etc. putting downward pressure on the index.

At centre level, Coimbatore recorded a maximum increase of 3 points. Among others, 3 centres recorded increase between 2 to 2.1 points, 14 centres between 1 to 1.9 points and 39 centres between 0.1 to 0.9 points. On the contrary, Labac- Silchar recorded a maximum decrease of 1.5 points. Among others, 4 centers recorded decrease between 1 to 1.3 points and 21 centres between 0.1 to 0.9 points. Rest of five centers index remained stationary.

Year-on-year inflation for the month stood at 6.16 per cent compared to 5.50 per cent for the previous month and 5.84 per cent during the corresponding month a year before. Similarly, Food inflation stood at 5.69 per cent against 4.10 per cent of the previous month and 6.22 per cent during the corresponding month a year ago.

The next issue of CPI-IW for the month of February, 2023 will be released on Friday, 31st March, 2023. The same will also be available on the office website www.labourbureaunew.gov.in.

On January 31, 2023, the Labour Bureau of All India announced its Consumer Price Index Number for the month of December 2022. In December 2022, the All-India CPI-IW decreased by 0.2 points to 132.3. (one thirty two point three).

The Dearness Allowance for Central Government Employees and Dearness Relief for Pensioners will be expected to maintain at 42% with a 4% increase in the previous rate of DA 38% as of January 2023, according to the most recent publication of AICPIN for December 2022.

The maximum downward pressure in current index came from Food & Beverages group contributing 0.52 percentage points to the total change. At item level, Cabbage, Cauliflower, Brinjal, Carrot, Onion, Potato, Tomato, Peas, Garlic, Chilies Green, Apple, Orange, Sunflower Oil, Vanaspati Oil and Poultry/Chicken etc. are responsible for the fall in index. However, this decrease was checked by Rice, Wheat Atta, Wheat, Cow Milk, Fish Fresh, Egg-Hen, Drum stick, Chilies Dry, Cumin Seed/Jira, Turmeric, Tea Leaf, Cooked Meals, ESI Contribution, Medicine Allopathic and Tuition and other fees school/ITI etc. putting upward pressure on the index.

At centre level, Lucknow and Nasik recorded a maximum decrease of 1.9 points each. Among others, 19 centres recorded decrease between 1 to 1.8 points and 37 centres between 0.1 to 0.9 points. On the contrary, Faridabad recorded a maximum increase of 3.3 points followed by Nagpur and Tiruneveli with 3.0 and 2.4 points respectively. Among others, 4 centres recorded increase between 1 to 1.7 points and 21 centres between 0.1 to 0.9 points. Rest of 2 centres’ indices remained stationary.

Year-on-year inflation for the month stood at 5.50 per cent compared to 5.41 per cent for the previous month and 5.56 per cent during the corresponding month a year before. Similarly, Food inflation stood at 4.10 per cent against 4.30 per cent of the previous month and 5.93 per cent during the corresponding month a year ago.

The All-India CPI-IW for November, 2022 remained stationary at 132.5 (one hundred thirty two point five). According to the AICPIN for Nov 2022, the Dearness Allowance for Central Government Employees and Dearness Relief for Pensioners will be expected to confirm at DA 42% from Jan 2023 with 4% increase in existing rate of DA 38%.

Consumer Price Index for Industrial Workers (2016=100) – November, 2022

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of November, 2022 is being released in this press release.

The All-India CPI-IW for November, 2022 remained stationary at 132.5 (one hundred thirty two point five). On 1-month percentage change, it remained static between October, 2022 and November, 2022 when compared to an increase of 0.64 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Miscellaneous group contributing 0.21 percentage points to the total change. At item level, Wheat, Wheat Atta, Buffalo Milk, Cow Milk, Dairy Milk, Eggs hen, Sunflower Oil, Onion, Chillies dry, cooked Meal, Doctar’s/ Surgon’s fee, Hospital/Nursing home Charges and Bus fare etc. are responsible for the rise in index. However, this increase was largely checked by Apple, Banana, Orange, Brinjal, Cabbage, Carrot, Cauliflower, Cucumber, Gourd/Lauki, Lady Finger and Tomato etc. putting downward pressure on the index.

At centre level, Korba recorded a maximum increase of 4.4 points followed by Chhindwara with 3.0 points. Among others, 2 centres recorded increase between 2 to 2.9 points, 8 centres between 1 to 1.9 points and 29 centres between 0.1 to 0.9 points. On the contrary, Coonor and Solapur recorded a maximum decrease of 2.2 points each followed by Raipur with 2.0 points. Among others, 12 centers recorded decrease between 1 to 1.9 points and 28 centres between 0.1 to 0.9 points. Rest of four centers index remained stationary.

Year-on-year inflation for the month stood at 5.41 per cent compared to 6.08 per cent for the previous month and 4.84 per cent during the corresponding month a year before. Similarly, Food inflation stood at 4.30 per cent against 6.52 per cent of the previous month and 3.40 per cent during the corresponding month a year ago.
