Sub: Request for provision of Cashless Treatment to the Department of Post’s Employees – reg.
My union wish to bring to the kind notice of the Honourable Minister for Tourism. Culture & Development of North Eastern Region of India for kind persuasion and for want of kind action keeping in view of welfare of the employees.
The Medical Facility provided to the employees of Department of Posts is having more clutches when compared to the other Central and State Government employees. Many of the employees of Department have been working in Rural Areas where there will be lesser medical facility and CGHS Centres will be far away to their working place and do not cover as per the prescribed jurisdictions of CGHS Wellness Centres.
For instance, an employee working at a Mandal Head Quarters in Rural area had fallen ill suddenly he has to be shifted to the nearest town where proper medical facilities are available or where the relatives of the employee feels that better medical assistance will be given. But in this scenario there are many procedural clutches like identification of that hospital by Central Government, prior intimation to the concerned authorities, permission from the authorities and getting advance from the authorities which will be difficult to be pursued and adopted by the near relatives of the employees in case of emergency. Sometimes causing delay in treatment in emergency conditions also with much psychological embarrassment.
All Postal Dispensaries are converted as CGHS Wellness Centres which have limitations in coverage of jurisdiction. Thus the CGHS are not fulfilling the needs of the employees working in Rural Areas.
Nowadays the General Public of the country are getting better medical treatment at Hospitals of their choice with the welfare policies have h introduced by the Central Government like Ayushman Bhava and State Governments like Arogya Sri in Andhra Pradesh and Telangana States with cashless treatment options.
At present the pensioners of Department of Posts are given with Cashless Treatment through CGHS. But in many CGHS identified hospitals the cases have not been admitted with a reason that the amounts have not been settled to them in time by the Central Government and huge amounts were pending to be settled.
It has come to know that other Central Government departments have been offered with Cashless Treatment in hospitals identified by the CGHS and many of the private and public sector organizations also offering cashless treatment to their employees at well equipped hospitals. Being the employees of Essential Service Department (India Post), the officials could not get the facility of Cashless Medical treatment’.
A letter was addressed to The Under Secretary (Employees Health Scheme/Medical Services), Ministry of Health and Family Welfare, Nirman Bhavan, New Delhi by the Department of Posts vide Lr. N. 24-3/2020-Medical dated 30-09-2021 regarding Cashless Treatment in response to my union letters dated 30-08-2021, Copy of which is enclosed.
In view of the above reasons My union requests the Hon’ble Minster for Tourism, Culture & Development of North Eastern Region of India, for kind intervention and humble request to take up the following issues with the ‘Ministry of Health and Family Welfare’ keeping in view of welfare of the staff and their family members.
- 1. Cashless Treatment to the serving employees of the Departments of Posts.
- 2. Clearance of Pending Bills of CGHS identified Hospitals and allotment of Sufficient Funds for clearance of medical bills
- 3. Identification of more number of Hospitals under CGHS up to District and Municipal Level.
