Reccruited on the basis of passing 80 wpm speed test in Shorthand as Stenographer Grade-III in 1200-2040 pay scale in subordinate office in November 1991.

Promoted to Stenographer Grade-II in June 1998.

Granted MACPS in 2008.

Stenographer Grade-II post was re-designated as Stenographer Grade-I in 6th CPC without any financial effects/benefits in 2014.

Granted two advance increments for passing speed test of shorthand 120 wpm in 2013. Accounts officer has refused to pass the bill and quoted that I am ineligible.

Granted 3rd MACPS in 2018.

Question 1:

Why Accounts Officer has refused to pass my bill.

Question 2 :

Whether I should knock the door of Court as the present order F. No. 1/7/2017-Est (Pay-1) dated 24/7/2020 is very clear now.
